HIGHWAY 1 KAMLOOPS TO ALBERTA FOUR-LANING PROGRAM
The Hoffman’s Bluff to Jade Mountain Project is a $199.2 million partnership between the Province of B.C. and the Government of Canada. The project will upgrade approximately 12 kilometres of Trans-Canada Highway 1 from two lanes to four, and will tie into the four-laning improvements that were carried out between Monte Creek and Hoffman’s Bluff. The project will increase safety and capacity on the highway and will provide safer connections to local roads and businesses.
The project will be delivered in three phases.

Planning for Trans-Canada Highway ImprovementsPrinciples to Guide Us:
• Improve safety, traffic flow and reliability of the highway• Improve access and connectivity with the local road
network• Support adjacent land uses and minimize impacts to
residents and businesses• Enhance pedestrian and cyclist safety• Investigate measures to reduce wildlife collisions
Factors We Consider:• Traffic Operation and Safety – how will the concept
perform in terms of traffic operation, access, reliability and safety on the TCH?
• Transportation System – how does the design concept support the municipal road connectivity and existing accesses?
• Archeological and Cultural - what is the history of this area?• Environmental – what is the impact to our local
environment?• Property Impacts – what are the impacts to residential,
commercial and farm land and how do we limit those impacts?
• Geotechnical – what is the rock condition in the area?• Aesthetic – are there any visual impacts?• Constructability – how feasible will construction be?• Estimated Cost vs. Benefits – is it a good investment of
taxpayers’ dollars?

Frontage Road Improves Safety By:• VLA Road, Planters Road and farm
accesses connected via new frontage road• Underpass connects Shuswap-Chase
Creek Road and Harper Lake Road• Potential future connection to
Neskonlith IR#2 • 60 km/hour speed limit• Minimum two-metre wide paved
shoulders provide safe access for non-motorized users

Additional design exploration and stakeholder discussion identified Brooke Drive as a safer, centralized access point to the community.Advantages:
• Eastbound on-ramps provide distance for safe acceleration prior to steep hill
• Direct access to Brooke Drive businesses and recreation centre
• Better able to accommodate vehicle traffic than Coburn Street
• Better connectivity upgrades to key Shuswap Avenue / Pine Street intersection
• Less property impacts

Chase West to Jade Mountain: Other Access Options Considered
Coburn Street Interchange OptionReasons why this concept wasn’t selected:
• Safety and operational concerns with on/off ramps at base of hill• Coburn Street could not handle increased vehicle and pedestrian
traffic• Large vehicles would be of particular concern, with narrow road
and condition of Chase Creek Bridge on Coburn Street• Inadequate spacing of westbound off ramps proposed at
Shuswap East and Coburn Street• Inconsistent spacing of interchanges in conjunction with Chase West• Larger impact to property
Coburn Street At-Grade Intersection OptionReasons why this concept wasn’t selected:
• Safety concerns with having an at-grade intersection as the primary access into Chase
• Safety concerns with intersection location at base of hill• Operational concerns – during peak summer hours the
intersection will have unacceptable delays• Coburn Street could not handle increased vehicle and pedestrian
traffic• Large vehicles would be of particular concern, with narrow road
and condition of Chase Creek Bridge on Coburn Street

Welcoming Travellers to Chase
The ministry recognizes the importance of marketing local communities through highway signage. The ministry will use a combination of the blue and white Service and Attraction Signs, as well as green and white Guide Signs to give travellers ample notice of local services and attractions in Chase. The project will also provide an opportunity for the Village of Chase to have a marketing sign (e.g.: “Welcome to Chase”) to encourage travellers to stop in the community.
