One Mans Opinion

Part IOver the past few years, Ive pretty much stayed away from too

much political commentary. I said too much, OK? Anyway, when Iread about the School Boards consideration of more outsourcing itbrought back memories and insights that I thought I should share.Some of the departments under consideration are Payroll, CustodialServices, Food Service, School Nurses and Advertising. First off,when I first became employed with the School Board, they were in the process of bringing theCustodial Services back in house from a failed attempt at outsourcing. This is not to say that it wouldnever work in this department, but outsiders fail to realize the need for and the sense of ownershipthat most custodians have for their facilities. I remember hearing more than I care to rememberCustodians referring to their sites as my school or my gym or my playground etc. That senseof ownership was sadly lacking in a contract workforce and proved to be the downfall of that experi-

ment. Again, a new contractor with different training methods or staffing schemes may make it work.

I also thought it interesting and on point that replacing the nursing staff with contractors would befinancially counterproductive. Using LPNs as replacement for RNs may work and maybe worth atry as long as the nurses are replaced through attrition.

Lastly, I also found it very interesting that the Finance Director, Rebecca McClain recommendedthat payroll NOT be outsourced. To me, it seems that this would be the Easiest and Most LogicalDepartment to outsource. The argument of inaccurate or late payments is essentially weak andcould happen in an in house or outsourced situation since its primarily a data entry function. I feelthat the recommendation to NOT outsource is self-serving since payroll reports to the Finance

Director. It is a natural reaction for a person to protect his own turf, even if unconsciously. Eventhough the basis for this investigation is financially based, it may pay dividends to have anotherdepartment heads opinion on payroll, perhaps the Technology Director to see if its feasible. Imkeeping an eye on these developments and hope the Board makes the right informed decision.

Part IIThe Gilliard / HOT SPOT Farm is off to a good start. This year its 12 X 27, but Ive spaced the rowsfurther apart this year so I can walk between them. So far Ive planted, tomatoes, corn, green beans,cucumbers, squash and two types of onions. Ive still got room for about four more rows and plan toplant some okra, bell peppers, maybe more tomatoes and something else, I havent decided yet. Ivegot some pictures that Ill be sharing soon. Thanks to Willie Tate for getting Our tiller working again

this year. Gettin ready for some Good Eatin.
