It involves 2 issues –

Place of the HR Department in the overall set-up.

Composition of the HR Department itself

Place of the HR Department in the overall set-up

In small organizations there is no separate HR department.

A large-scale unit will have a Manager/ Director heading the HR Department.

A typical HR department is headed by a Director, under whom are Managers for Personnel, Administration, HRD & IR
