Objective of the German Development Cooperation in the Health Sector• The overall goal of the German Development
Cooperation is to improve access for poor and disadvantaged groups to high quality basic health services, including reproductive health and to hedge against financial risks in case of illness.
• In the Health Sector the financial module is implemented through KfW , whereas the technical module is implemented by GIZ Health Sector Programme.

achieving universal health coverage (UHC) by 2030 .
• The Kenyan Constitution of 2010 provides for the right to health for all Kenyans
• The Vision 2030 identifies UHC as a key pillar for transforming Kenya to a Middle Income County

Background of developing the Healthcare Financing Strategy• Health financing reforms are important aspects of
a country’s progress to UHC. • The first major attempt to implement health
financing reforms for UHC was in 2004, when a social health insurance (SHI) bill was design and presented to parliament .
• The Bill was passed in parliament but did not receive presidential assent due to a mix of reasons included those related to technical design and pressure from interest groups.

Background of developing the Healthcare Financing Strategy• Discussions on the NHIS were initiated again in
2007 and a draft Health Financing Strategy (HFS) was developed to guide the country towards UHC.
• A review of the draft HFS was conducted with support from the Partners for Health consortium (P4H) in 2012. The review identified areas of strengths but also several challenges that need to be addressed in the finalization of the strategy.

• The Ministry of Health(MOH) has now embarked on the finalization of the HFS strategy-UHC-Coordinating TWG
• Through the Health Financing Inter-sectoral Coordinating Committee formed 5 Technical Working Groups to extensively explore and make recommendations on the functions of Healthcare Financing; Revenue Collection, Pooling, Purchasing and Benefit Package, Governance Structures and Quality

• The 5 TWGs should submit their final outputs to the Coordinating HFS working group to be included in the draft HFS.
• Concurrent activities are a stakeholder analysis;to identify and engage critical stakeholders i.e. Council of Govenors to better understand their views on elements of the HFS.

• Communication Plan to engage stakeholders on the HFS to build consensus on the HFS
• Once consensus is built the MOH will present the HFS to parliament and subsequently to the President for ascent.

Impact of the Healthcare Financing Strategy
The Healthcare Financing Strategy is the first step towards Universal Health Coverage for the Country as it provides direction on the following : (1) improving social health protection, by enrolling all Kenyans in a health financing plan; (2) moving towards pre-payment system, which can either be financed through tax and/or health insurance

(3) improving the effectiveness, quality, efficiency of the health financing system and the National Hospital Insurance Fund and public budget execution mechanisms; (4) developing a uniform basic benefit package; (5) developing purchasing capacity and sustainable instruments for third party payers; (6) retaining pluralistic services delivery and autonomy of public hospitals.
