UGM rejects Rent Strike
New Halls levy to continue Militant students at Friday's U G M
erupted in uproar when the meeting narrowly
threw out the idea of a rent strike in TC in aid
of the grants campaign.
About 350 students turned up to vote at
the meeting, fifty less than attended Thurs
day's meeting which had to be adjourned to
Fr iday.

of the Na t i ona l U n i o n of
Students, speaking on rent
strikes and the grants
campaign and answering
questions f rom the floor
about them. H e to ld the
meeting that using the
rent strike weapon: " the
only economic power we
have" : was the best way
of forcing the government
to pay students higher
grants.
Strong concern for post
graduate students was ex
pressed i n the questions
put to M r . Terry, mainly
focused on the op in ion
that the campaign seemed
to concentrate solely on
increasing undergraduate
grants. M r . Terry said
that this op in ion was fa l l
acious, and that the cam
paign was for an increase
for a l l students. (Our po l i
t i ca l correspondent, how
ever, points out that it is
significant that l ittle if any
mention of postgraduates
was made at either the
N U S conference at M a r
gate last November or at
the Campa ign Co-ordinat
ing Committee 's first
meeting i n December). A n
amendment to the mot ion,
passed by an overwhelm
ing majority, cal led for an
immediate £100 increase
in the postgraduate grant
and the restoration of the
London weighting, and
demanded that the N U S
executive should give
these points equal pr ior i ty
w i th the other objectives
of the campaign.

spoke against the part of
the mot ion wh ich wou ld
have abolished the 35p
per week new halls levy.

generations of students

tude to the meeting and

acted to get its students a
higher grant, yet banished

d o n " . It was further
pointed out that were it
not for the existence of
the levy it wou ld be i m
possible to finance the
bui ld ing of the new
Nor th side H a l l .
The paragraph of the
motion cal l ing for the abo
l i t ion of the levy was
forthwith removed f rom
the mot ion by an amend
ment that was passed
overwhelmingly.
The m e e t i n g then
moved on to consider am
endments to the mot ion.
T o save time the presi
dent, J o h n Lane , who
proposed the substantive
mot ion, accepted large
parts of these; but consid
erable t ime was spent on
the others because Of pro
tracted speeches f rom
Piers C o r b y n and Pete
Gi l le t t .
So long, in fact, that the
meeting had to be ad
journed at 2.25 unt i l F r i
day.
Ga in ing i n inefficiency,
this meeting started a
quarter-of-an-hour late at
1.00, but, fortunately for
the quorum, few left for
lectures at 1.30. The wi th
drawa l of a mot ion by
Dave B r o w n recognising
" that a rent strike in Im
perial College would not
achieve any useful pur
pose and only aggravate
publ ic op in i on " i n favour
of his speaking against the
substantive, and the rapid
defeat of a Pete Gi l le t t
amendment, meant that
considerable discussion
(by IC U G M standards)
on the substantive was
possible. M a j o r speeches
in favour came from John.
Lane, John M u r l i s , R o b
Armi tage and S o n i a
Uochfelder; speeches ag
ainst came from B i l l Ger-
rard, R o n Marples and
Dave Brown .
The mot ion was voted
on i n parts (all 14 of
them) and the majority of
it, pledging the back ing of
I C U to the demands of
the N U S for higher grants
and a new grants struc
ture was passed over
whelmingly.
The decisive moment
came when section F 2 was
arrived at: " I C U resolves
to use the only economic
power we have, the abi l i ty
to w i thho ld house and
hal l rents, to force the co l
lege authorities to put in
tense pressure on the G o v
ernment to concede our
c l a i m . "

section of the mot ion re
ferring to rent strikes was
defeated much more sub
stantially.

Now the people did write to him, but so
many of them wrote that he didn't even
bother to read the letters and decided
that he would stop being a friendly dic
tator and dictate a little, because it was
obvious that the plebs didn't know what
they wanted and he knew much better.
And HE lived happily ever after".
I am not a dictator, but I w i l l read every
letter and take note of what you want
— and we might even get something
done about it.

M o s t people at I C w i l l have at least heard the name T R A N S C E N D E N T A L M E D I T A T I O N . T h e name by itself is misleading, conjur ing up images of Eastern mysticism.
T . M . is s imply a mental technique for inducing a state of consciousness in which the body enters an extremely profound rest state whi le the m ind remains alert (R .F . Scientif ic A m e r i c a n , Feb. , 1972). Th i s has a wide range of effects, for example the complete remova l of stress and tension f r om the nervous system (think about the impl icat ions of that).
I f taught properly, the technique is easily learnt, and a course is held at I C most weekends. If you want to find out more about T . M . and its uses wander along to Elec. Eng . 606 any Tuesday at 6 p.m.

losing public sympathy? Sir,
I write this letter as storm-
clouds are gathering for
Thursday's U.G.M. over the
'rent-strike' issue, and in par
tial anticipation of the deci
sion to be reached.
Firstly, I agree that stu
dent grants have, once
again, become inadequate, es
pecially to those people in
flats, digs, etc. However, I
think that the action of with
holding hall and student-
house fees would not achieve
its purpose.
Point 1. In the "campaign"
aims, listed on the bumph-
sheet distributed to Hall
residents, is to "win public
support."
This will probably sound
'old-hat', but to, once again,
put up the 'revolutionary
students' image, although it
might appeal to those of us
with more extreme views, will
certainly not "win public sup
port". We have only to re
member the Stirling affair
last year, which cost the stu
dent cause thousands, to
realise that the same thing is
likely to occur if rents are
withheld. At the moment the
public are bored with student
demonstrations.
Although the Union might
consider that they are not out
to cause such strife, surely
they must realise that if they
got to work on the public
rather than the authorities
they might produce better re
sults.
I see no logical reason
why the withholding of rents
should do anything towards
getting grants increased—in
fact quite the reverse. I hope
that I am proved incorrect for
the sake of next year's grant
earners.

I agree wholeheartedly
with Tim Bradbury's remarks
in last week's edition of
Felix. After all, we already
have a million unemployed:
a few more on the scrapheap
would not really be noticed,
would it? Also, since a great
number of the women invol
ved are widows or have sick
husbands to keep, let us
follow the trend of this pre
sent heartless society, Tim,
the most needy must be the
first to go. What I would also
suggest is that if you are
prepared to clean your own
room, why not also maintain
the buildings, deliver your
own mail, keep the sports
centre clean, cook your own
meals, and serve your own
drinks. Just think, this would
reduce the staff by several
hundreds. Who knows? Such
reductions might not only
keep the halls fees stable but
may even reduce them.
Therefore, Tim, why don't the
Students' Union and the
trade unions in I.C. get to
gether on this. Who knows,
perhaps one day you will
become a Tory M.P. and even
be knighted for services to
the country.

When my future biographers finally
get around to analysing my intriguing
l iterary style, I th ink it hat they w i l l be
mystified. " C o u l d it be," I can imagine
their saying " that there is here an abso
lutely unique style in Twentieth Cen
tury L i terature? Is ithis man the true
descendant of Shakespeare and Swift?
The heir of the golden styles of Jonson
and Surtees?"
The answer (lest I stray f rom this in -
depth film review), of course, is that my
reading at school was totally dominated
by Charles Dickens and A l i s t a i r M a c
lean. So, despite the dreadfulness that
the film-makers made of the " Ice Station
Z e b r a " and " W h e n Eight Bells T o l l , "
1 was compulsively drawn to " F ea r is
the K e y " (all over the place). I w i l l say
right f r om Hhe beginning, that the film
was immensely pleasing, and is one of
the best thri l lers for a long time.
There are the usual components—an
excellent car-chase, a few bouts of fisti
cuffs—ibut the real strength of the film
lies in its clever adaptation of the
orig inal plotting. A l l M a c l e a n stories are
very involved with niggers abounding in
wood-piles, but this has been neatly
handled and the two people with me
(neither of whom knew the book) were
not mystified at a l l . L ight entertainment
but fun
/ feel I must write to you
about the behaviour of some
certain people last Saturday
night. I am referring to the
vandalism that occurred in
the toilets at the Strawbs
concert. It is a great shame
that the entertainment pro
vided cannot be enjoyed by
all, but there is no need at
all for the odd few out to
spoil the enjoyment of
everyone else by such be
haviour. This action, as heard
by all present, forces the
Ents committee to think care
fully about future concerts,
and it would be catastrophic,
if, after obtaining such fine
bands, they should have to
cancel any. I just wish that
the people involved show a
little more consideration for
others in future.

H a v i n g already had one sell-out this term (Strawbs on Saturday) I C Ents has got a lot of good concerts l ined up for the rest of the term. Th is Saturday was have an all-night event with I. Ge i ls Band . A l s o appearing are Sam A p p l e Pie, B a b y Whale , Gasworks, the f i lm " T h e M a g i c C h r i s t i a n " and Disco T i m . The price for this goody is just 70p in advance, 80p on the door, advance tickets avai lable f rom the bookshop.
The fo l lowing week we have a stomp in the U n i o n with Brett M a r v i n and the Thunderbol ts (of Terry Dac t y l and the Dinosaurs fame). Pr ice only 50p.
O n Monday , January 29, we have an exclusive C h u c k Berry date, the only Br i t i sh college date. Pr ice for this is £1.20.
O n Saturday, February 3rd we have Jeff Becks new band. Beck, Bogert, A p -pice. Th i s is their first tour and great things are expected of them. Pr ice is 90p in advance, £1 on door.
O n February 17 we have the reunited Fa i rpor t Convent ion. Th is replaces the date they were unable to fill i n last October. Pr ice is 60p advance, 70p door.
O n M a r c h 12, we have a t r iumphant return of superstar E l t o n John. The price w i l l be £1 advance, £1.20 on door.
Some I C students may have realised that some of our concerts sell out. Th is makes i t useless to try and buy tickets the day before the concert. The reason tickets are sold i n advance in the book
shop is to enable Y O U , the student, Who doesn't have to travel far to obta in your ticket easily. Th is can only be done if you obta in your t icket at least a week beforehand. We are wi tho ld ing outside publ ic i ty for the E l t o n J o h n date to a l low loca l students to obta in tickets.

K ing ' s College U n i o n have asked F E L I X to tell you
about their A r t s Fest iva l , wh i ch begins tomorrow and
continues unt i l Saturday week. Eighteen events, t imed
both at lunchtimes and evenings, are packed into the
ten-day festival, ranging f r om T o m and Jerry cartoons
through poetry recitals to films and a brass band. None
o f the events w i l l cost you more than 30p entrance, and
many are free. E v e n were you to go to every event
it wou ld only cost you £2—and those of you who do
can buy a season ticket for £1. A double ticket to both
Wednesday night concerts—the Sutherland Brothers
o n the 17th and Renaissance on the 2 4 t h — w i l l cost

C o m p a r i n g this performance wi th that of a year ago, Canterbury Tales, un l ike H a i r , has remained unchanged, if not s l ight ly improved. The cast shows no signs o f fatigue or perfunctory performance; i t is as l ive ly as last year.
Superf icial ly, the show entails a series of sketches more-or-less based on Chaucer : bawdy beauti ful (Pun). If a l l y ou want is an evening of good entertainment, enough said. However, there is a more subtle story underlying the tales, requir ing careful attention, and retention of the sketches.
T h e opening starts wi th a banging "1 have a noble c o c k ! " (Yanks w i l l catch this) , goes through various stages of sexual relationships to end by answeri ng (correctly, I thought) the question " W h a t do women most des i re?" A bit
melodramatic — perhaps daunt ing — but it leaves one th ink ing , as every good play should.
W e l l wor th a visit, even if the music does d rown some songs, (an unfortunate indictment against every musica l I've seen i n London ) the worst case being the beautifully haunt ing " L o v e W i l l Conquer A H " . It 's performed twice a show, mak ing it four tries — I've yet to hear it, even though sitting i n a £1.50 Stalls or £1.50 Dress C i r c l e seat.
B u t one need not pay a pound; early performances a n d student groups of any size have reductions. M y ticket each time was 25p for the £1.50 seat.
I recommend a visit — except C h a u cer addicts, who may not recognise i t . It's at the Phoenix Theatre, Cha r ing Cross R o a d , one w i t h reasonable acoustics.

" F e a r and Loath ing in Las Vegas "
by Hunter S. Thompson (Paladin, 40p)
" The A m e r i c a n Dr eam is something
that most of us are probably not look
ing for, unl ike N i x o n and A g n e w " : yet
M r . Thompson presents a good take-off
of this very subject i n his latest book.
The story starts w i th our heroes some
where around Barstow, on the edge of
the desert. W h e n the drugs take ho ld , a
voice was screaming " H o l y Jesus! What
are these goddam a n i m a l s ? "
Then it was quiet again.
T h e attorney had taken his shirt off
and was pour ing beer on his chest to
facilitate the tanning process and so
on . . . across the desert at frightening
speed.
N o t hav ing tried out most of the
drugs used i n the book, I felt a l itt le
left out of the story. E v e n so, one can
sti l l imagine the "per i lous drug-enlivened
confrontations w i th casino operators,
bartenders, pol ice officers w i th a special
interest i n the narcotics prob lem and
other representatives of the silent major
ity who have a hal luc inatory humour
and nightmare terror rarely seen o n the
printed page."
The book is very " interest ingly" i l l u
strated w i th drawings by R a l p h Stend-
man hitched from 'Rolling Stone'. I say
" interest ingly" as I found the drawings
of the characters grotesque and quite
horr i fy ing—but perhaps that's what i t 's
a l l about.
Hunte r Thompson is an unusual and
refreshing writer who contributes regu
lar ly to such unl ike ly publ icat ions as
the New York Times Magazine, Ram
parts, and, of course, Rolling Stone.
Thompson 's most famous book is prob
ably " H e l l ' s Ange l s " , and it is easy t o
see a resemblance i n " F ea r and Loa th ing
in L a s Vegas" .
T h e whole book tends to bo i l down to
a mad, corrosive piece of prose poetry
going, where who knows, but certainly
going. The N Y T claims that i t picks up
where N o r m a n M a i l e r leaves off. I don' t
think that that is a very good compar i
son, as M a i l e r certainly gets more out
of his wri t ing than Hunter .
I enjoyed my savage journey to the
Hear t of the A m e r i c a n D r e a m — b u t I 'm
glad I bought the return ticket.

Dip. H. E. Blacked Government cut-back in
Higher Education condemned The Universities' Specialist Conference at Sheffield on January
5th—7th voted to black the introduction of the Diploma of Higher
Education (Dip HE) award which was outlined in the recent Govern
ment White Paper on Education (reported in last week's FELIX) .
The mot ion on the Whi te Paper said that it was can-sidered that the introduct ion of this two-year course requir ing University entrance quali f ications (5 G C E s , 2 at A-level) was simply a move to reduce student numbers, since it would become a substitute for existing three-year courses.
The M o t i o n , wh i ch has been priorit ised for discussion at the N U S Nat iona l Conference at Exeter in A p r i l , also condemns the cutback in projected student numbers for 1981 f rom 835,000 to 750,000 and the increase in the student: staff rat io of 10:1. The conference regarded the posing of different parts of the education system against each other as "short sighted and educationally disastrous", and condemned the Government for paying little attention to education while they were increasing the defence budget, for example, by 10 per cent.
Other motions discussed and carried inc luded ones on Cater ing, B inary Sport and a Space Adver t is ing Agency. The catering motion affirmed that "the fight to reduce catering prices is part of the Union 's general pol icy of fighting for a grant in crease". Conference deplored the Universit ies ' Grants Committee ( U G C ) pol icy of mak ing catering self-balancing, said that bar profits should not be used to subsidise refectories.
Conference recognised that the binary .system extends to sport in the B i n ary Sport mot ion. They welcomed the decision of the Br i t i sh Committee for Student Sport to form a unified organisation for student sport.
Br isto l Universi ty, at last gaining an opportunity to put forward their regular mot ion on space advertising agencies (the agancies that persuade companies to advertise i n union publicat ions, e.g. " F e l i x " ) accused these of "gross profiteering", and conference voted that the

The Universi ty 's Specialist Conference i s as its name implies, a m i n i - N U S Conference about university affairs and attended exclusively by delegates of university unions. The most recent was held at R a n m o o r House , a hall-of-residence-plus, at Sheffield Universi ty on F r i d a y — S u n d a y , 5 th—7th January . Rather more than 100 delegates attended f rom Br i ta in 's 44 universities, i n c luding five f rom Imper ia l : R o b Armi tage , Charles Dingley, T r c v Ph i l l ips , M a l c o l m Matthews and
. Piers Co rbyn turned up too to lend his voice and that of the I M G to the proceedings, and wi th yours t ru ly there to report the jamboree, Imper ia l was probably the best-represented College there.
The Universit ies ' Specialist is one of several specialist conferences run every year by the N U S for different sectors of higher and further educat ion which report back to the nat ional conferences in December and A p r i l .
Impressive for the efficiency wi th wh ich discussions were held and motions passed, most delegates thought the conference very wor thwhi l e—as wel l as an excellent excuse for a few frolics in stainless* surroundings.

N U S Exec should investigate the possibil ity of setting up their own nonprofit mak ing agency.
A major feature of the conference was the way it was split up for part of the t ime into discussion groups on various topics, including Trade Unions and Universit ies, N U S Areas and Universit ies, H a l l Fees and Cater ing charges, Representation, the Env i ronment and Student Communi t y Ac t i on , the E . E . C . . V i e t n a m and South A f r i c a . Mos t of these groups put motions forward to the whole conference, and they were a l l passed.
D r . R. Hunter, V ice -Chancel lor of B i rmingham University, spoke to the
conference, supposedly on the subject of "Un ivers i ty A u t o n o m y " , but was either deliberately evasive or knew little. A n inconsequential speech was followed by an hour's questions, and the delegates' tempers frayed rapid ly at the seemingly endless replies of "no comment " or " I don't k n o w " .
A b o u t the only coherent facts to appear f rom this session was the reiteration of D r . Hunter 's opinions on representation: that students should play as fu l l a part as possible in university affairs, but must not play any part i n decisions on the appointment or salaries of staff or the academic assessment of students!

N o rent strike and not much in the way df suggestions as to what else we should actual ly do to get the much needed i n crease, but at least we have a start — what I.C. students actual ly want: the inter im increase of £65, an annua l review based on the student cost index and a b ig fight at N U S conference on the £100 increase, abol i t ion of the means test and the post-graduate demands for an extra grant for L o n d o n , the " L o n d o n weight ing" (Everyone except P C ' s gets more money for l i v ing i n London) .
A n increase for postgraduates and an end to the means test are N U S pol icy — it 's up to us to see that N U S as a whole pushes for these demands and that Wil l not happen unless I C is very active i n the rest of the grants campaign. F o r instance I C is over one-third postgraduates. Unless the un ion gets them organised and active we can hardly expect the Government to listen to the N U S c l a i m on their behalf. A l though the election of P G Af fa i rs Officer has been postponed (there are quite a number of my fel low P C s getting i n volved and there is no reason why a P G affairs committee could not start to function almost immediately.
A l s o if we hope to convince delegates f rom o'ther universities at N U S conference that our more mi l i tant demands are serious, we must expla in to them the reasons why I.C. let them down over the nat ional rent strike. W e must not get the reputation of being talkers and not doers!
W h y N o Rent Str ike?
One reason I must say was a tactical error on my part. T h e wi thdrawal of the new halls levy should have been discussed, at length, separately. O n Thursday it just confused the issue.
B u t more important is the bread and butter one that students in ha l l have comparat ively low rents and I fai led to convince them that they should l ook to the future or assist their fel low students
or even help themselves for next year.
I think also we have failed to realise that no matter how eloquent a case the Rector may make for us to the Government the simple fact of I C students being on a mass rent strike wou ld have revealed far better our determination to put an end to the drop i n our standard of l iv ing.
W e w i l l be t ry ing to enlist the Rector's support for our case of course. Bu t I can't see that bis humble plea on our behalf w i l l carry anything l ike as m u c h weight as those vice-chancellors facing rent strikes and refectory boycotts. B u t every drop counts, of course.
A n d now on t o brighter things, cast off this g loomy spell and on to the idy l l i c surroundings of happier regions of I C — l i k e —
Mooney
I haven't eaten i n Mooney a l l week owing to wr i t ing bumph sheets, speeches, President's Pieces and attending U G M s (A lso my grant/pay isn't through yet). I've almost forgotten what " i t ' s " l i ke ! However, it was rather disturbing to hear at the Refectory Commit tee that nothing had been done on the problem of hygiene and cockroaches since the previous meeting. Admi t ted ly this was the hol iday period and a steam cleaning machine had broken down, but as I said before the holidays, the situation needs to be watched carefully.

D u e to some mess and damage at a few concerts last term, the Col lege has asked the union to consider its entertainments policy. D o we want really b ig concerts weekly, letting i n a very big proport ion of non-students to subsidise our own students? A r e too few students interested to make i t worthwhi le? O r do you l ike the set up as it is?
Democrat ic decisions need an in formed discussion and the sooner we hear your views the batter.

The Great H a l l was packed, as always,
for the concert last Saturday. Strawbs
have now turned more towards the rock
side of music since the replacement of
lead guitarist Tony Hooper by Dave
Lamber t , whose guitar work was crystal
clear at most times. The i r set contained
several of their more recently written
mater ial , inc luding their two recent
singles " L a y D o w n " and " P a r t of the
U n i o n " , presumably both of wh ich w i l l
be on their forthcoming a l bum "Burs t
ing at the Seams".
The i r old mater ia l was not forgotten,
however, and no Strawbs concert wou ld
be complete without the classic " H a n g

this Dave Cousins became serious for

ions on war, otherwise there tended to
be longish gaps i n between numbers
while he to ld rather humorous anecdotes.
Dave Lamber t continued wi th the com
edian role, when i t came to his solo
spot. Rather unexpectedly, he played
" T h e W i l l i a m T e l l Over ture" by slapping
his cheeks and hold ing his open mouth
to the microphone, fol lowed by " I C a n
D o A n y f i n k " , which he dedicated to a l l
skin heads.
They also performed several of the
stronger tracks f rom their "G rave N e w
W o r l d " a lbum, inc lud ing the title track
wh ich they used to open their set, pro
ducing a very fu l l sound, each music ian
blending together nicely, w i th some very
good keyboard play from B lue Weav
er. The acoustic piece was played by
John F o r d and R i c h a r d Hudson , who
moved f rom bass guitar and drums to
acoustic guitars.
The supporting group, Wheels, con
sisted of three guitarists, a bassist and a
drummer. The i r set tended to lack suffi
cient substance, though they d id produce
a few good tunes, notably their last
number wh i ch stood out f rom their more
usual melodic sound.
