The IHA Council passed the following resolution at its Council hIeeting in Budapest in October 1936.

rzorirlg the recent introduction of new or more stringent visa requirements in various countries of Latin America and elsewhere, rlofirz,o nlso the tendency of governments whose nationals are affected by such measures to take retaliatory action in spite of its adverse effect on tourism and on the national economy, deploriq above all the terrorist acts and other incidents of violence and molestation directed at foreign tourists which have led governments to restrict the freedom of travel:
