Definition of terrorism
Terrorism is not new, and even though ithas been used since the beginning ofrecorded history it can be relativelyhard to define. Terrorism has beendescribed variously as both a tacticand strategy; a crime and a holy duty;a justified reaction to oppression andan inexcusable abomination.Obviously, a lot depends on whosepoint of view is being represented.Terrorism has often been an effective
tactic for the weaker side in a conflict. As an asymmetric form of conflict, itconfers coercive power with many ofthe advantages of military force at afraction of the cost.
