El 2008 empez para Patrimonio Natural con varios frentes de gestin, entre los que se destacaron losprocesos de ejecucin de dos proyectos de envergadura: el Proyecto GEF-Banco Mundial-ProgramaMosaicos de Conservacin y el financiado por la Fundacin Moore en el Piedemonte Amaznico, enconjunto estos suman US$10.8 millones.
De igual manera la intervencin en el Parque Nacional Natural Sierra de la Macarena por cerca de
$10.000 millones, y el trabajo en busca de la consolidacin de las lneas estratgicas del Fondo, hancontado con la financiacin de un importante cooperante internacional y con la articulacin de losdiferentes proyectos.

El desarrollo del proyecto se ha dado ms lenta y complejamente de lo previsto desde el punto de vistaoperativo y de coordinacin interinstitucional. El principal factor que alter los desarrollos esperadosfue el cambio en el respaldo institucional por parte de las instancias de la Presidencia de la Repblicainvolucradas en este proyecto, esto implic demoras, sobre costos y prdida de oportunidades. Hayque agregar que la instancia de ejecucin directa no hizo los esfuerzos suficientes para ajustar laprogramacin. Sin embargo, todava hay tiempo para que las dependencias pblicas hagan de esta unaintervencin ms efectiva y viable como modelo de intervencin con una activa gestin de entidadespblicas diferentes a Parques Nacionales.
De las negociaciones con la Embajada de los Pases Bajos, la Gobernacin de Santander, otras
gobernaciones, fuentes nacionales y con la Agencia de Cooperacin de los Estados Unidos (AID) sederivan reflexiones y aprendizajes sobre aspectos que condicionan o abren posibilidades a la gestinde Patrimonio Natural y al desarrollo de sus directrices estratgicas. Entre ellos se destacan:
La estrategia general planteada desde Patrimonio Natural es viable, en importante medida, si losfinanciadores ajustan sus prcticas y enfoques al apoyo, promocin y fortalecimiento de unainstitucionalidad que funcione como sistema.
El Fondo t iene que intensificar los esfuerzos en materia de diversificacin de fuentes de financiacin,en especial, en los niveles de gobierno del pas; y Colombia, definit ivamente, tiene amplio margen parausar estratgicamente los recursos de financiacin con que cuenta en el nivel local, departamental ynacional, as como los que se captan a travs de cooperantes internacionales.
El grado de fortalecimiento administrativo que debe alcanzar Patrimonio Natural debe permitirlemanejar la mayor cantidad posible de fuentes de financiacin, de manera estratgica y equilibradapara responder a las exigencias de la conservacin de las reas protegidas del pas.
Patrimonio Natural debe captar recursos especficos para fortalecer su rea tcnica, y de esta manera

At the beginning of 2008 Patrimonio Natural faced several management challenges such as theexecution processes of two mega projects: the GEF-World Bank-Mosaicos Preservation Program and theproject financed by Moore Foundation in the Amazonic Foothills, joint ly amounting to US$10.8 million.
Likewise, the intervention at the Parque Nacional Natural Sierra de la Macarena for approximatelyCOP$10.000 million and the work searching for the consolidation of the Fund's strategic lines have
counted with the funding of an important international cooperator and the coordination of the differentprojects.
The execution of some of these processes, the reorientation of other processes and the advancement

From the operative and inter-institutional coordination viewpoints the development of the Project hastaken place in a slower and in more complex manner than foreseen. The main factor that altered theexpected advancements was the change in institutional support by instances of Presidency of the
Republic involved in this project, situation which implied delays, excessive costs and loss ofopportunities. It is important to add that the direct execution instance did not make sufficient efforts toadjust the programming. However, there is still time for public dependencies to turn this interventioninto more effective and feasible as an intervention model with an active management of public entitiesdifferent from Parques Nacionales.
Negotiations with the Netherlands Embassy, Provincial Government of Santander, other provincial
governments, national sources and the Cooperation Agency of the United States (AID) bring forththought and apprenticeship on aspects that condition or open possibilities to the management ofPatrimonio Natural and the development of its strategic guidelines. The following may be emphasized,among other:
The general strategy presented by Patrimonio Natural is feasible to a considerable extent should thefund raising sources adjust their practices and approaches to the support, promotion and
strengthening of an institution that operates as a system.
The Fund has to intensify efforts in terms of diversification of financing sources especially at thecountrys government levels, and Colombia definitely has a wide margin to strategically use its fundingresources at a local, departmental and national level, as well as funds raised through internationalcooperators.
The degree of administrative strengthening that Patrimonio Natural must reach must allow it tomanage the highest possible amount of funding sources in a strategic and balanced manner to respondto the conservation demands of the countrys protected areas.

En el aspecto financiero, actualmente no secuenta con la informacin suficiente paraconocer los porcentajes reales de financiacin
de las diferentes fuentes al Sinap. Se estima queel financiamiento del Sinap proviene en un 82%de fuentes nacionales, que incluye elpresupuesto general de la Nacin asignado aentidades como Parques Nacionales Naturales ylos institutos de investigacin, rentas propias delas corporaciones y el 1% de los ingresos
corrientes de los entes territoriales; y el 18%restante de la cooperacin internacional.
Nos imaginamos un Sinap en el que lasostenibilidad financiera se vea reflejada en:Procesos estratgicos de gestin que tengangarantizada su continuidad y se consolidencomo parte de procesos institucionalizados enla sociedad colombiana.

En complemento a las actividades adelantadasdurante 2007 en relacin con la incidencia en elmejoramiento de mecanismos existentes definanciacin (1), para 2008 la gestin se orienthacia el logro de alianzas de trabajo paraactividades especficas en:

?La institucionalizacin de los temas asociados alas reas protegidas y la biodiversidad, dentro deprocesos de planificacin y gestin en el niveldescentralizado.
?La posible captacin de recursos de otrossectores, en particular del relacionado con elmanejo del agua y del agropecuario.
La poltica sobre planes departamentales deagua (2) plantea retos y oportunidades para el
trabajo con las gobernaciones, peroespecialmente impl ica un esfuerzointerinstitucional que asegure el manejo integraldel agua, resaltando la integracin de objetivosde conservacin del recurso.
Las principales fuentes de financiacin de estosplanes actuales y potenciales- son recursos
sobre los cuales se quiere incidir para brindarlesuna mayor orientacin hacia las reasprotegidas y la biodiversidad. La consolidacinde sistemas departamentales en el marco desistemas regionales de las reas protegidas esuna oportunidad para el desarrollo del plan deaccin del Sinap y de su estrategia financiera.

b. Las opciones del mercado en lasostenibil idad financiera
Con el objetivo de fortalecer la sostenibilidadfinanciera, la bsqueda y articulacin de nuevasfuentes de financiacin relacionadas con losservicios ambientales, Patrimonio Natural, elFondo Biocomercio y Parques NacionalesNaturales firmaron un convenio para incentivar,promover y fortalecer los servicios deecoturismo y la Tienda de Parques.
Adems de incidir en otras fuentes definanciacin, este convenio permite desarrollaracciones dirigidas al fortalecimientoinstitucional de los actores sociales del Sinap atravs de la implementacin de programas deapoyo a las comunidades locales y artesanales
para mejorar la prestacin de los servicios, lasactividades ecotursticas y la produccin demercanca para comercializar en la Tienda deParques.

In addition of having an incidence over otherfunding sources, this agreement allows todevelop actions addressed to the institutionalstrengthening of social actors of Sinap throughthe implementation of support programs tolocal and craftsman communities in order toimprove the provision of services, eco-tourismactivities and the production of goods to becommercialized at the Parks Store.

Para complementar algunos anlisis realizadospreviamente por Parques Nacionales Naturales,especficamente por la Oficina Central y laTerritorial Caribe, se precisaron las fuentes definanciacin de los parques de esa territorial,haciendo particular nfasis en inventariar lasfuentes locales y regionales. Con el ejercicio se
busc hacer un recuento de este tipo de fuentesy explorar el potencial de ampliarlas yarticularlas mejor a nivel territorial.
Mediante convenio con el Sidap de Antioquia, seviene apoyando la consolidacin de dichoSistema, en su esfuerzo por institucionalizar estecampo de poltica en los procesos de planeaciny de ordenamiento territorial en dichodepartamento. En particular, se esperacomplementar la propuesta de plan de accindel Sidap a travs de la elaboracin de unaestrategiafinanciera.
f. Analysis of local and regional sources Caribbean Territorial Direction Case

Por otra parte, los actores relacionados con lagestin de las reas ncleo han recibidocapacitaciones especficas en planificacin predialparticipativa de microcuencas y reservas naturalesde la sociedad civil, biodiversidad, educacinambiental, uso sostenible de recursos naturales,ecoturismo y organizacin comunitaria.
En las reas aledaas se promovieron espacios desocializacin, divulgacin y retroalimentacin delos subproyectos frente a otros actores localesestratgicos. Como resultado de estas actividades,las iniciativas promovidas ganaron legitimidad ycoherencia a partir de una visin compartida delterritorio.
Las organizaciones locales subejecutoras de losproyectos de las reas aledaas en los Mosaicos
Sustainable Systems for the Participative EcologicPreservation and Restoration and management ofGIS and Monitoring tools (specifically in birds atGaleras and Farallones, and in bears at Orqudeas
and Farallones). Likewise, other teams hadsupport for the formulation of projects that seekfor continuity of initiatives promoted at NNPFarallones of Cali, Old Providence, SFF Galeras andRNN Puinawai from Mosaicos Program.
On the other hand, actors related with themanagement of core areas have received specific
training in participative real estate planning andnatural reserves of civil society, biodiversity,environmental education, sustainable use ofnatural resources, ecotourism and communityorganization.
In the neighborhood areas, socialization,spreading and feedback spaces were promoted for
the subprojects towards other strategic localactors. As a result of such activities the promotioninitiatives gained legit imacy and coherence as of ashared vision of territory.
Local sub-executive organizations of projects ofthe neighborhood areas at Mosaicos executed 6agreements with Patrimonio Natural. It isexpected that the execution of such agreementsstrengthens the project management andresources administration capacity.

ambientales, formulacin de proyectos ycomunicacin. Esta capacitacin buscafortalecer la capacidad de estas organizacioneslocales de establecer una agenda propia y de

Es as como la organizacin present a 2008 unaejecucin acumulada de recursos por valor de $33.467 millones de pesos, de los cuales $ 8.140
corresponden al APT Fondo Patrimonial.
Se destaca adems el esfuerzo en laimplantacin del software E.R.P. SICOF, procesoque culmin el 31 de diciembre de 2008 y que lepermitir a la organizacin contar con una solabase de datos para los procesos deadquisiciones, jurdicos, presupuestales,
contables, tesorera y de nmina coninformacin en tiempo real para la toma dedecisiones y aseguramiento de la calidad en losprocesos desarrollados.
Se destacan tambin los resultados de lasevaluaciones externas realizadas por la auditoracontratada en el marco del Proyecto BMGEF yel Anlisis Diagnstico ARD.Inc que resaltan lasfortalezas logradas por la organizacin durantelos tres primeros aos de gestin, al t iempo quesubraya los puntos que se deben tener en cuentaen el proceso de fortalecimiento.
