• NLL (2012 railway) up to GRIP 3 + London Over Ground Improvements
• Reading up to GRIP 3
• Terminal 5 to Western link (now in early design phase)
• Cross Rail 2 (Wimbledon to Esher – with DfT / ORR)
• West Anglia Capacity (could be part of CR2 to Stanstead – with DfT)
• BML Capacity (could be CR3 Gatwick or East Croydon to Clapham)
• Waterloo approaches (Wimbledon to Waterloo)
• GE Capacity (post CR1 2018) - Liverpool St, Wickford and Chelmsford
• Air Track (Terminal 5 to W’Loo) – suspended by BAA (Airport study)

Requirements not specific (More output driven)
The economic appraisal will show a positive business case
The scheme would have passed the initial scrutiny of ORR / DfT
Existing Train Operators, Local Authorities etc. would have been consulted
