INTRODUCTION
The Philippine Constitution provides that:
“The state shall maintain honesty and integrity in the public service and take
positive and effective measures against graft and corruption”
Article 11, Section 27.
Republic Act No. 9485, otherwise known as the Anti-Red Tape Act OF 2007, was enacted ON June 2, 2007, aimed to
eradicating red tape in the operation of all government agencies to maintain honesty and responsibility among its
public officials and employees and take appropriate measures to promote transparency in transacting business in
each of the offices of the College, with a simplified procedures that will expedite government transactions.
The Philippine Public Safety College, in support to this program established mechanisms to ensure the timely and
effective respond time delivery of its frontline services, thus the PPSC Citizen’s Charter.
It is therefore enjoined that all PPSC personnel should be familiar with the contents of this handbook as they perform
their functions and responsibilities as public servants.

continuing education for all personnel of the PNP, BFP, and BJMP (Section 66, RA 6975)
Our Mission
The Philippine Public Safety College provides comprehensive and continuing education, training, and human resource
development to all personnel of the Philippine National Police (PNP), Bureau of Fire Protection (BFP), Bureau of Jail
Management and Penology (BJMP) and other public safety agencies and stakeholders and instilling in them the value
of their sworn duties.

FRONTLINE SERVICES
Pursuant to Section 66 of Republic Act 6975, otherwise known as the “Department of the Interior and Local
Government (DILG) Act of 1990” the Philippine Public Safety College (PPSC) is mandated to serve as the premier
educational institution for the training, human resource development and continuing education of all personnel of the
Philippine National Police (PNP), the Bureau of Fire Protection (BFP) and the Bureau of Jail Management and Penology
(BJMP).

Course Description
The Bachelor of Science in Public Safety is a four-year residential scholarship Cadetship Program for future
commissioned officers of the three uniformed services of the Department of the Interior and Local Government: The
Philippine National Police (PNP), the Bureau of Fire Protection (BFP) and the Bureau of Jail Management and
Penology (BJMP).
The program, provides preparatory education and public safety and service oriented training, to develop
competent, effective and efficient public safety officers with high sense of discipline, character and leadership skills.
Graduates of the program are appointed, in permanent status, as Inspectors of the Police, Fire, and Jail Agencies.
Mandate
The Philippine National Police Academy (PNPA) established under Section 19, Presidential Decree No. 1184 is
a component of the Philippine Public Safety College pursuant to Section 67 Republic Act No. 6975 and serves as the
premiere institution mandated to provide the preparatory education and training for future commissioned officers of
the Philippine National Police (PNP), Bureau of Fire Protection (BFP) and Bureau of Jail Management and Penology
(BJMP)

What are the Requirements: Qualification for Admission
Natural - born Filipino citizen;
18 years old to 22 years old
Single with no parental obligation;
At least high school graduate upon application;
Height must be at least 5 feet and 4 inches for male and 5 feet and 2 inches for female;
Weight must correspond to the applicant’s height, gender and age and not to exceed or lower than (11)
pounds or five (5) kilograms of the standard weight;
Physically and mentally fit for cadetship training;
With good moral character (no criminal, administrative and civil derogatory record);
No pending complaint and/or case before any tribunal of whatever nature;
Not a former cadet of the Philippine National Police Academy or other similar institutions;
Not have been dismissed from any private employment or government position for cause;

MISSION
The National Forensic Science Training Institute is the premier training institution under the auspices of PPSC
for personnel of the PNP, BFP, BJMP and other allied agencies of government. It will ensure their transformation into
efficient and effective crime, narcotics and traffic investigation officers knowledgeable and skilled in the application
of forensic sciences and all relevant laws to strengthen their investigative capabilities in solving various crimes based
on scientific investigation and detection.

VISION
The National Forensic Science Training Institute (NFSTI) envisions to institutionalize world-class investigative
and scientific training programs geared towards developing service-oriented public safety officers who are
committed to insure the successful prosecution of criminal cases through scientific investigation.
PERFORMANCE COMMITMENT
It shall be the primordial concern of this institute to implement responsive programs of instruction; acquire
the services of highly competent, efficient trainers/professors; provide and maintain viable basic training facilities;
evolve a system to motivate and to produce quality graduates equipped with thorough knowledge and proficiency in
all aspect of investigation as well as scientific crime detection attitude, skills, habits and values needed in the
performance of their duties and functions as crime investigators.
The officials, training staff of this Institution commit to:
Nurture the integrity of training and the transformation and strengthening of character of students towards
the development of a new breed of professional and competent crime, narcotics and traffic investigators.
Facilitate appropriate working knowledge for all participants/students on criminal law, constitutional law,
rules of evidence and practical case-based exercises based on the Police Operational Procedures and thus
bring about a paradigm shift in solving complex crimes base on the scientific investigation and detection.
Support and advocates the thrusts of the Philippine Public Safety College towards the development of a
dynamic continuing education and training programs for the uniformed personnel of the Philippine National
Police, the Bureau of Fire Protection and the Bureau Jail Management and Penology.
Trust the capability of both uniformed and non-uniformed personnel of this Institute of their responsibility in
bringing about quality training through the implementation of responsive and relevant programs of
instruction.

The Citizen’s Charter is intended to develop a well informed clientele and personnel that shall provide the best avenue
towards an effective and professional delivery of public safety services.
JNTI Historical Background
Among the salient points of Republic Act 6975, otherwise known as the Department of the Interior and Local
Government (DILG) Act of 1990, is the provision creating the Philippine Public Safety College (PPSC) System.
The PPSC System is mandated to serve as the “Premier Education and Training Institution of the uniformed
personnel component of the three (3) bureaus under the DILG: the Philippine National Police (PNP), the Bureau of Fire
Protection (BFP), and the Bureau of Jail Management and Penology (BJMP).”
To carry out its mandate, PPSC activated six (6) Constituent Units namely: the National Police College (NPC); the
Philippine National Police Academy (PNPA); the Police National Training Institute (PNTI) with 16 Regional Training Schools
(RTS); the National Crime Research and Training Institute (NCRTI) presently named the National Forensic Science
Training Institute; the Fire National Training Institute (FNTI); and, the Jail National Training Institute (JNTI).
Vision
The JNTI commits to develop Jail Officers as professionals and effective public servants by instilling in them the
discipline based on knowledge and respect for human rights, law and order, performance-oriented and self-reliance
precepts and promote in them service professionalism, integrity and nationalism.
The JNTI serves as the training institution for the uniformed personnel of BJMP. It evolved from an initial proposal
in the later part of 1991 to create the Jail Management and Penology Institute (JMPI). The sole lacking requirement then to
activate the JMPI was the area to establish the training center.
