January 2014 USPS Rate Change Update – Version 14.0.1
Introduction
This update loads the latest USPS cost rates and service definitions. This update is primarily focused on these carrier rate changes, so other new changes are limited. These are itemized in the section Other Program Changes near the end of this document.

Stamps, Books, Rolls Of Stamps, & Similar Inventory Items
When you load this update, you will receive the new 2013 carrier rates for USPS shipments rated via the Shipping Screen. This update will NOT automatically change your pricing for inventory items such as stamps. You need to review these and manually make any price changes as needed, using the normal processes for any inventory item change.
First Class Postage Stamps – Keypunching Specific Pricing
Many folks want a very specific price for Stamps and light first class postage. This is best accomplished via the Keypunch method of setting retail pricing Keypunching is easy. If you want to charge .55 cents for 1 ounce of first class postage, you open the rate table and type a price of .55 cents. Specific steps on how to do this are contained in a video in our Help system.

Standard Post – New Mailing Limitations To Zones 1-4
New USPS regulations restrict the items that can be sent Standard Post to Zones 1-4. Only items which cannot be sent via Priority mail are allowed to use Standard Post to Zones 1-4. These are the zones closest to your store location. Examples of items that must be shipped via Standard Post include mailable hazardous materials and live animals. All other, ex. regular items or merchandise, to Zones 1-4 should use Priority Mail. The prices for Standard Mail are identical to Priority mail for Zones 1-4. This exclusion does not apply to Zones 5-9. Any mailable item may use Standard Post to those further zones. The prices for Standard Post are less than Priority Mail for those zones. When selecting Standard Post for a shipment to Zones 1-4, you will see the following screen. Select the applicable choice from the list and click Continue. The default will be to not ship Standard Post for this shipment. Switching to Priority Mail (same cost) will be the default choice.

SECTION 1: RATE CHANGE METHODS
When you load this update, you will receive the new 2014 carrier rates for USPS. Choose a method of calculating new retail prices and then perform those steps. Calculating new retail pricing is not automatic.
Pricing Options – Accept Suggested Or Manage Your Own
Suggested pricing for 2014 is loaded via the Retail Rate utility. When the update process finishes, you will see the following screen This screen gives you the option whether to run the Retail Rate Utility after the update completes. If you wish to accept suggested retail pricing, leave the dot/check mark on Launch the retail rate utility. The Retail Rate Utility will open the first time you open ReSource. Follow the steps shown in Accept Retail Pricing If you wish to calculate your own pricing, click the dot at Just finish the update… Then follow the other rate calculation steps shown in these instructions. For folks wishing to recalculate retails using formulas that they already have saved in the system, use the steps shown in Calculate Retail Pricing Using Your Saved Formulas
Accept Suggested Retail Pricing
When you run the update, you will be presented with the option to run the Retail Rate Utility immediately. If you choose this option, the Retail Rate Utility will open for you automatically the first time you open ReSource (allowing you to skip steps 1-4).
1. At the POS screen, click on File, Exit to exit the program. 2. Close ReSource on all other machines. 3. On your Server, click on Windows START. 4. Click Programs, ReSource, and then click on Retail Rate. 5. Follow on screen instruction to install your organization’s Suggested Retail pricing.
a. Retain Existing = I do not want to change my pricing at all, even though my costs are higher.

b. Use Organization Suggested: Select this option to load 2014 suggested retail pricing. If you want all suggested rates, use the button as shown:
c. Formulas: To have your formulas match the new organization retails, you must click Replace Existing Formulas with Current Organization Formulas. This is the recommended choice unless you have your own saved formulas.
6. You will be prompted to Compile your rates. Answer YES.

Calculate Retail Pricing Using Your Existing Saved Formulas
Read carefully the details on rates that are changing/increasing and supporting information included the Carrier Changes section of this document.
1. On your Server machine. At the POS screen, click on File, Program Setup, Rating Setup 2. Click on the Rating button 3. Select Class Rates button and OK. 4. At the Menu Bar, click on File, Quick Rate Update, Calculate All 5. Answer the Base Retail on Discounts question by clicking Yes or No, depending on your pricing
strategies. 6. New Retail Rates will be calculated using the existing formulas and the cost base selected. This will
take several moments. 7. You will be prompted to Compile your rates. Answer YES. 8. At the Menu Bar, click File, Exit.

There are other methods of calculating rates as well. These are outlined in our Help system. Click HELP | ReSource Help from any screen in the ReSource program, then click on the Videos & Training link in the Table of Contents (speakers required).

USPS: Most shipping Rates Changed
IMPORTANT: There is a new zone (Zone 9) for Priority Mail Express, Priority Mail, and Standard Post. If you do not accept suggested retail pricing, please verify that your Retail formulas have been expanded to include this new zone.
There is a new Special Service for Priority Mail Express, 1030 Delivery. Please verify that you have a Retail price for this Special.
IMPORTANT NOTE: USPS Rate Charts can be challenging to read. In many cases, there are multiple fee lines that relate to multiple increment lines. For example, in the 2014 COD rate line below showing $6.95 cooresponds to the charge for a COD package, where the amount to be collected is $50. SECTION 3: OTHER CHANGES
UPS Worldship 2014
This update adds compatibility for UPS Worldship 2014. We always recommend that you keep your UPS software updated. However, this update to their product contains few new tools used by a retail counter. Therefore, updating is not an immediate priority. Upgrade at your convenience.
Endicia DAZzle Updates
Endicia has released updates to their DAZzle and Printable Postage products during the first several days of January in preparation for the USPS Rate Change the end of the month. Consult their website at endicia.com for specific release dates and update steps. Take a moment to open these programs on each machine and allow them to load these updates.
Windows XP Retirement
Microsoft has announced that they are ending support for their Windows XP operating system product beginning in April 2014. RESOURCE WILL CONTINUE TO OPERATE ON XP AFTER THIS DATE! Microsoft will cease support and security patches for XP at that time. You should begin planning for the retirement of your XP systems this year.
