Régimes d’accumulation
Dès lors que le planificateur ne préfère pas les générations
futures (R non négatif), un équilibre avec sous-
accumulation est optimal au sens de Pareto. Il correspond à
un certain niveau de préférence pour le présent R. Il n’est
pas possible d’augmenter le bien-être d’une génération
sans baisse celui d’au moins une génération.
En revanche, un équilibre avec sur-accumulation est sous-
optimal. Il est caractérisé par un taux d’intérêt inférieur au
taux de croissance de l’économie.

Dans le cas de sous-accumulation, la retraite par
capitalisation permet donc de placer l’économie sur un
sentier d’accumulation optimale
En revanche en cas de sur-accumulation, elle diminue
l’épargne libre mais l’épargne totale est toujours trop
élevée.
