Surveys to help improve North Devon Link Road

Businesses in North Devon and Torridge will be invited to take part in

detailed surveys over the next couple of months. Devon County Council

will be consulting with companies in the area throughout February and

March as it develops its business case for improving the Link Road.

The County Council has recently received £1.5 million from the

Department for Transport to start work on investigating the options for

upgrading the Link Road. It follows an initial consultation into potential

improvements to the North Devon Link Road in 2014 which

demonstrated considerable support for an improvement to the route,

and led to representations being made to Government by Councillors

and MPs.

Currently, the average speed on the road is 47mph and only 15% of the

route has overtaking lanes. The Link Road needs improvement to meet

forecast traffic increases and support economic growth. As part of the

survey it is necessary to build up a detailed picture of travel patterns of

businesses in the area. Some companies will be contacted direct and will

be asked to have on-site interviews while others will be asked to carry

out the survey online. Briefings will also be undertaken with Councillors

at Torridge District Council, North Devon Council and Devon County

Council this month.

Devon County Council has received £609,000 from the DfT for work

being carried out this financial year and into 2016/17 with a further

£891,000 being made available to develop the project beyond 2017. This

adds to the £1 million budget which the County Council had allocated

for developing designs. Data from traffic surveys carried out last year are

being analysed to get a better understanding of the traffic using the

North Devon Link Road. This information will be looked at in detail with

the business surveys to develop potential options. The intention is for

this information to be shared at a public consultation later in 2016. The

surveys and assessments will eventually inform a business case and

scheme bid for a share of the Government’s £475 million Local Majors

Fund.

Further consultation for North Devon Local Plan

The green light has been given for further public consultation on the

North Devon and Torridge Local Plan. Having considered comments from

the last consultations at the end of 2015, further consultation will be

carried out in the following areas.

A policy for starter homes on exception sites such as underused and

unviable employment land.

The preferred policy for wind energy development.

It was also agreed the plan would include all additional proposed main

changes to the policy for affordable homes. Consultation started on

Thursday 11 February and will last for six weeks. Following this

consultation and consideration of comments received, it is hoped the plan

will be submitted to the Secretary of State in May for public examination.

Once accepted by the Planning Inspectorate and adopted by the councils,

the plan will be used when making decisions on planning applications

across both districts.

Backup backup backup!

OK, I know I have covered this subject before, but following two incidents

this week alone whereby I have been asked if there is anything that can be

done to recover years of work lost from a hard drive. Me, of course,

asking the inevitable question, “Is there a backup?” and the replies varying

from “I didn’t have time” or “I didn’t think I needed to” to my favourite,

“This is the backup, the original was destroyed last year.”

So, let's talk about backups. Should you have one? YES! BUT only if you

don't want to risk losing all your photos, music, documents etc. If you are

happy to ignore this warning, then please turn the page. If, however, you

don’t have a backup system or you don’t know what I am talking about,

please keep reading! OK, So backups, what are they? They are basically a

copy of your important data and information that you really don't want to

lose. How do you do a backup? That is the bigger question. There are a

number of really good backup systems, and a number of really BAD ones

too. The easiest way is to literally copy and paste everything to either a

USB hard drive or flash drive, but you can also backup online to the

Google Cloud, or many other online spaces.

Please remember you should copy the actual files, and not shortcuts to

the files. If you copy the shortcut it simply won’t work if you need to

restore the backup as it is just a quick link to the file itself. What about

online? Yes, great! I love the Google Drive .... and it’s fairly easy to install

and run. If you have a Gmail or Googlemail account then you have the

drive already, and 10 Gigabytes (GB) of space. You can upgrade for a few

pounds a month to a 100 GB of space or more if needed. Don’t rush into

buying more space if you don’t need it. But you can look here for

information… https://goo.gl/i8Qrtc I would always suggest looking around

for alternatives. Windows itself does have a backup system that will guide

you through the whole process. It’s not too shabby either. There are

many variations around, a simple online search will come up with

Exmoor Tourism Day

Exmoor Tourism is holding its annual Tourism Conference on 3 March at

The Beach Hotel in Minehead from 11:30am where you can find out

more about the West Somerset Railway, Hinkley Tourism Action

Partnership, Watchet Boat Museum and the extension to the Lynton and

Barnstaple Railway. It is also an opportunity to meet the new

Development Officer and Green Traveller who are taking forward

Exmoor Tourism’s marketing, PR and social media. You can also visit

“The Brendon Sing”

Takes place at the Stag Hunters Inn,

Brendon on the 3rd

Saturday of each month

The Brendon Sing has become something of an institution on Exmoor;

it is not a club, or a formally organised event, other than the fact that it

happens on the 3rd Saturday of each month, and has done for more than

40 years. Local folk, visitors, and friends who travel often considerable

distances, come to join in.

The Sing was initially in the Rockford Inn, moving to the Stag Hunters Inn

more than 25 years ago, and began with a few locals getting together to

make their own entertainment, some songs, stories, tunes, poems, jokes,

any of which could touch you in different ways, sometimes sad, often

cheerful, occasionally bawdy. Whether the words had been written more

than one hundred years ago, or just last week, every contribution was

welcome, and in that sense little has changed.

Over the years many characters have shared their wares with us, some

sadly no longer here, and the booklet which is for sale will, I hope, go a

way to keep alive a few of the songs, and the memories. Perhaps YOU

will be persuaded to join in with your voice, when you visit the Sing, and

hear songs from these pages being sung. Thank you.

supporting the “BRENDON DEFIBRILLATOR FUND” and The E.N.P.A. Trust “CAREMOOR”.

“Louisa: A Winter’s Tale” is now in production using the

amazing animation talents of Lynton’s Ken Blakey assisted by Russ Meyers.

It is based upon a screenplay by Adrian J. Tyson, and is being Directed by

Simon J Miller. It shows the famous 1899 RNLI heroic rescue of the storm

damaged Forrest Hall ship as retold through the eyes of Coxswain Jack

Crocombe’s young daughter, May. This animated film, without words, will

be driven forward by Exmoor’s composer Michael McDermott, and his

hauntingly beautiful theme music which includes the song IN YOUR ARMS

as sung by teenager Eleanor Grant.

Eleanor’s IN YOUR ARMS single is available now to view as a “teaser” on

YouTube, and also to download from iTunes & Amazon for around 79p.

The movie will be released this October in time for Christmas.

Winter's well on the way out and now we can start getting

ready for the great music our wonderful venues are giving us and our

vital visitors for the season! Here are just a few of the happenings that

have come to my attention. To get the full info. keep an eye open for

their adverts in this publication.

The incredible Razor has arranged a fabulous birthday bash which

looks as if it's going to be a mini feastival on the weekend starting Friday

March 25. He has lined up some really good bands so make sure you

catch them, see opposite page.

The great James Tucker has got the annual Classic car weekend

arranged for weekend of June 11. In itself that is always a great attraction

but (Oh joy! Oh bliss! many venues are also pitching in with live bands! )

And that’s not all. The fun carries on to the following weekend

when Gary, guvn'r of the 'Cottage Inn', is going to present a mini festival.

The Cottage is a great venue, he has some excellent bands booked, the

beer's great and the food’s fantastic and best of all, it's far enough away

from the main town to avoid waking the mizzogs with the noise of

people enjoying life!

Look out for I hear there's another fantastic night in store at the

Town Hall !!!!! A 'Pink Floyd' tribute band. Full details will be revealed in

this newspaper so make sure you get your tickets as soon as you can.

This band is seriously good and always sells out fast.

YES !!! The 'Hunters Inn' will be having their marvellous beer and

music festival again this year! I believe that as usual it will be towards the

end of summer. It's always an amazing event so look out for details, be

there and have loads of fun!!!!!!!!!!!!

Our venues are pulling out all the stops to give us a great

summer’s entertainment. Give them fantastic support and tell your rich

friends in Martinique that you won’t be there this summer, you’re staying

home to have some ‘real fun’.

Police Notes

LYNTON POLICE ASK FOR HELP WITH THE FATAL FOUR! There are

four main causes of serious injuries and deaths on the region’s roads. They are:

Inappropriate speed Speed ..It’s 30 for a reason. The difference of a few miles per

hour can mean the difference between life and death. The faster someone is driving,

the less time they have to stop if something unexpected happens. Speed limits are

there for a reason. You must not drive faster than the speed limit for the type of road

and your type of vehicle. The speed limit is the absolute maximum and it doesn’t mean

it's safe to drive at this speed in all conditions.

Driving under the influence of alcohol or drugs, Drink driving ..It's not worth

the risk. By drinking and driving, you risk your life, those of your passengers and

others on the road. Drug driving ..It is illegal to drive if your driving is impaired by

drugs or if you have certain drugs above a specified level in your blood.

Not Wearing a Seat Belt In a crash you're twice as likely to die if you don't wear a

seatbelt. Drivers and passengers who fail to wear seatbelts in the front and back of

vehicles are breaking the law. Drivers caught without a seatbelt face on-the-spot fines

of £100. If prosecuted, the maximum fine is £500.

Driver distractions including using mobile devices such as phones, 'sat navs'

and tablets Studies show that drivers using a hands-free or handheld mobile phone

are slower at recognising and reacting to hazards. It's illegal to use a handheld mobile

device when driving. This includes using your mobile phone to follow a map, read a

text or check social media and applies even if you’re stopped at traffic lights or queuing

in traffic.

from your local policing team will be there so you can have a chat with them about any

concerns you might have in your Neighbourhood. PLEASE NOTE – The Police

Surgeries at The Staghunters Inn, Brendon & The Black Venus, Challacombe have been

reduced to once every 4 weeks and for half an hour only. (Due to last minute

registered the applications and the public consultation period is open

until 4 March 2016.

Overall there are seven separate planning applications as follows:

ENPA 62/50/16/001 Reinstatement of the Railway line

NDC 60676 Reinstatement of the Railway line

The above two applications include clearance of cuttings filled in since

the railway closed and replacement and repair of original bridge

structures and embankments that have been removed or have

deteriorated during that time.

ENPA 62/50/16/002 New rolling stock shed and sidings

NDC 60675 Change of use and extension of The Old

Station House Inn to Blackmoor Station

ENPA 62/50/16/003 New Railway car park

ENPA 62/50/16/004 Redevelopment and expansion of public

car park and amenity area

ENPA 62/50/16/005 Erection of two dwellings (one for

Railway purposes and one for local needs

affordable housing) at Parracombe Halt

The steam railway - which currently operates over a mile of track

between Woody Bay Station near Lynton and Killington Lane - carried

48,000 passengers last year, beating the previous record. This much-

loved narrow-gauge line across Exmoor was opened in 1898 and closed

in 1935 before springing back to life in 2004 and becoming an award-

winning national heritage asset for North Devon.

When the service is extended, the railway’s centre of operations will be

transferred from Woody Bay to Blackmoor Gate where an engineering

centre and locomotive and carriage sheds will be constructed in a

shallow valley almost invisible from the road. The Old Station House Inn

– the former Blackmoor Station on the old railway – will be redesigned to

include the station as well as the existing pub and restaurant business

which developed after the railway closed. There will be parking for 160

cars at Blackmoor Gate with a pedestrian underpass below the road

providing access to the station. The existing public toilets at Blackmoor

Gate will also be redeveloped with the addition of a visitor information

centre. Nearer the northern end of the extension Parracombe Bank will

be reconstructed with a culvert larger than a double-decker bus to carry

the River Heddon through the embankment. That will ensure the bank

cannot be severed again as it was at the time of the Lynmouth Flood in

1952, with tragic consequences. Parracombe Halt will be reinstated and

the building erected on the site in 1988 will be replaced by two houses,

one of them for local affordable needs.

If the planning applications are approved the extension of the line will

provide a major boost to the tourist industry of North Devon. It will

directly support 24 full-time jobs and many more in the wider service

sector locally. Apprentices will also be trained in the engineering centre.

Once this stage of the restoration of the legendary Lynton & Barnstaple

Railway is complete the line will be rebuilt on to Lynton and back to

Barnstaple, linking once again the two towns by the historic railway that

many people think should never have been closed. In the meantime a

shuttle bus service will be operated from Woody Bay to Lynton. Visitors

will then be able to park their cars at Blackmoor Gate on the edge of

Exmoor National Park and ride through the national park itself without

disturbing the very beauty and tranquillity they have come to enjoy.

Every other month the See Hear Centre brings

its mobile service to Lynton to help those

people who have hearing and/or sight loss.

The fully accessible SHoW bus has a wide range of sensory equipment

available for people to look at and try out. They can also borrow

equipment to try at home to make sure it is going to meet their needs.

Staffed by trained advisors the service also provides other information

and advice related to sensory loss.

The SHoW bus will be visiting Lynton Town Hall from 10am to 12 noon

on the following dates:

24 March, 26 May, 28 July, 22 September, 24 November 2016.

The Lyn and Exmoor Museum

One of Lynton’s oldest cottages, circa 17thC., is home to an extensive collection of artefacts relating to Exmoor life, but more generally to all our past social histories.

The Victorian kitchen has many daily remembrances of days gone by. The Lynton and Barnstaple Railway and transport collection shows the

delights of travelling as enjoyed by earlier generations. The tool collection reveals the daily skill and trades as well as the graft and

toil of the area and, together with the maritime exhibits, show the earlier dependency on the harvest of the sea as well as the land.

Remembrances of the Lynmouth Flood and the endeavours of the Lynmouth Lifeboat are recorded with their own material displays. Both events are infamous in the area, and known about throughout the world.

A Victorian doll’s house with its very own Victorian kitchen and body sleeping in the bed.

Our samplers, the work of local childrens’ hands 150 years ago, have recently been restored and remounted. These now show the intricate needlework with a freshness that had been lost over the years.

Plus so much more wherever you look, and even talk of a ... ghost !!

Help us Clean for the Queen – and North Devon!

Local community groups are being asked to help ‘Clean for the Queen’ –

and North Devon too – with the launch of two new litter-pick campaigns.

To mark Her Majesty the Queen’s 90th birthday, North Devon Council is

helping to promote the Clean for the Queen campaign which aims to

encourage communities to hold their own clean-up events in their

neighbourhood. They are being asked to contact the council so that

support and equipment can be provided for their event. If people would

like to hold a community litter pick but are unable to arrange something

prior to 4 March, the council is also launching its own community clean-up

campaign. ‘Team Up To Clean Up’ which aims to encourage communities

to organise litter-picks in their areas, with the council offering support.
