Introduction to HPMSHighway Performance Monitoring System
• An annual data reporting requirement of each State DOT to provide roadway-related information (for all public roads) to the Federal Highway Administration (FHWA)
• Main purpose for these data is to inform US Congress about the condition and performance of the nation’s roads allowing Congress to appropriately “fill” the National Highway Fund used to meet roadway needs
• Reported HPMS data is also used to determine the appropriate portion (apportionment) of National Highway Funds to distribute to each state to improve their road system

All Road Network of Linear Referenced Data (ARNOLD) August 2012 – FHWA expanded the HPMS reporting requirement for State DOTs to submit all public roads in a Linear Referencing System (LRS).

the National Spatial Data Infrastructure2. All roads datasets are needed by the Federal government,
the States, and many of the local agencies to support planning and management infrastructure.
