    Re: Feasibility Study- Medford High School Boiler Replacement Project

    Dear Mr. President and City Councilors:

    I respectfully request and recommend that your Honorable Body rescind your vote takenon September 10, 2013 which appropriated $170,000 from the Recovery of Insuranceto the MHS Boiler Feasibility Study-Paper 13-659.

    The cost of the Feasibility Study was included in the Loan order (Paper 14-044) for theBoiler Project that took its third reading on March 4, 2014.

    If approved, $170,000 will be the balance in the Recovery of Insurance account.

    Re: Fire Alarm Boxes

    Dear Mr. President and City Councilors:

    I respectfully request and recommend that your Honorable Body transfer the following inorder to pay the cost of making upgrades and repairs to the Citys fire alarm system:

    Transfer $170,000 from Recovery of InsuranceTransfer $170,000 from Certified Free CashUpon successful completion of the transfers, an account will be established forthis purpose.

    The total of $340,000 will replace the master boxes at each of our stations, provide forsolar street boxes in appropriate locations throughout our community and augmentsecurity measures at city owned properties. This improvement will ensure an elevatedlevel of safety, cost savings in personnel to repair the current antiquated system andefficiencies.

    This was part of the capital plan that the City Council previously endorsed and requestedthe funding be appropriated from reserves and not as part of a bond. In October, weinstalled a back-up transmitter and a receiver for the wireless fire box system. InDecember, we removed 24 boxes on the old system and replaced them with 6 solar-powered radio boxes. As part of the Winthrop Street Drain Project, it was necessary toeliminate the underground aged wire system in and around Winthrop Street. Thisappropriation of $340,000 is the final step to complete the project.

    Both Fire Chief Giliberti and Superintendent of Wires Joe Hurley will be at theMarch 25, 2014 meeting to answer any questions you may have.

    The balance in certified Free Cash prior to this vote is $6,605,361.
