1 Preliminary
1.1 Introduction Planning Solutions acts on behalf of Australian Islamic College (AIC), the registered proprietor of Lot 9500 (147-159) President Street, Kewdale (subject site). Planning Solutions has prepared the following report in support of an Application for Approval to Commence Development for various additions and alterations to the existing AIC Kewdale campus. This report will discuss various issues pertinent to the proposal, including:
• Background
• Site details.
• Proposed development.
• Town planning considerations. The proposal seeks to upgrade and improve the facilities on the subject site. The proposed development will be staged with construction intended to occur over a two year period. Staging of the development is summarised as follows:
Stage 1: new primary school building addition, and carpark upgrade;
Stage 2: new office building and carpark; and
Stage 3: existing library refurbishment. The additions and alterations will improve both the appearance and functionality of the school, and will be constructed in a design that is sympathetic to the surrounding residential land uses.
1.2 Background 1.2.1 Existing AIC Kewdale Operation The AIC Kewdale campus currently operates as follows:
• A total of 1,350 students attend the school, comprising approximately 650 primary and 700 high school students.
• A total of 125 staff work at the school.
• 18 buses currently service the school, comprising 3 large buses and 15 mini-buses.
• Approximately 326 students currently use the school bus service. The AIC has three campuses across the Perth Metropolitan Area, with the other campuses located in Dianella and Gosnells. 1.2.2 Previous Approvals Development approval for an extension to the existing primary school, comprising six additional classrooms fronting Peace Loop, was granted development approval by Council at its meeting in May 2017. The additional classrooms provided capacity for an additional 75 primary school students, bringing

the total population to 1,425 students. The May 2017 approval also provided for modification to the capacity and layout of the existing car parking areas. The approved primary school extension is largely identical to the current development proposal, with the only point of difference being the setback to Peace Loop. Specifically, Condition 2 of the May 2017 development approval required a 6m setback to Peace Loop, stating:
Condition 2: The proposed two-storey classroom building facing Peace Loop shall be setback a minimum of 6 metres from the lot boundary to Peace Loop, as shown marked in RED on the approved plans.
Approval for the upgrades to car parking areas 2 – 5, being the upgrades to the bus parking and wash down area, reallocation of staff / visitor bays, and amendments to the crossovers and internal vehicle circulation patters was also granted in May 2017. The approved car parking design was prepared in close consultation with the City’s technical services, which was fully supported by the officers and Council. The upgrades to car parking areas 2 – 5 proposed under this application remain consistent with the approved design. A transportable building containing three classrooms was also granted retrospective development approval in May 2017. It is understood that these transportable buildings were initially granted planning approval in 2005, with a condition of approval limiting the installation of the transportable building to a period of 2 years. The transportable buildings have remained on site, and as such required retrospective approval. The lapse of this approval had only come to attention during assessment of the classroom development application, and was not the result of resident complaint or directive compliance action from the City. Refer Appendix 1 – May 2017 Approval. 1.2.3 AIC Kewdale Masterplan Item B of the May 2017 Council meeting minutes pertaining to the AIC development application required the revision of the AIC Kewdale Masterplan, stating:
B. The school shall revise the Master Plan for the college within six months of the date of this approval. The revised Master Plan shall show all existing buildings and the future development of the college over a 10 to 15 year time frame, including details about maximum staff and student numbers, proposed buildings and land uses and all parking areas. The Master Plan will be advertised for public comment and will be presented to Council for further consideration.
The revised Masterplan detailing all existing, proposed and future development scheduled for the AIC Kewdale campus will be lodged with the City as a separate item to this development application. The Masterplan will provide a guide to future development and capacity of the AIC Kewdale campus. Importantly, as the Masterplan is not a statutory binding document, the Masterplan is not a pre-requisite to determination of this development application.

2 Site details

2.2 Location 2.2.1 Regional context The subject site is located in the suburb of Kewdale, approximately 7km east of the Perth CBD, 1.6km south of the Belmont Forum shopping centre and 800m north west of the Kewdale industrial area. The subject site is in proximity to a number of distributor roads, including Orrong Road approximately 200m west and Leach Highway approximately 500m south. The subject site is within the municipality of the City of Belmont (City). 2.2.2 Local context The subject site is adjacent to Tomato Lake reserve to the north east, and low to medium density residential development to the south, west and north west. This residential development is generally characterised by single and two storey houses. The dwellings to the north are of relatively recent construction as this area was subdivided from the original Kewdale Senior High School site when it was purchased by AIC. The subject site has frontage to President Street to the south east, Rosina Street to the south west and Peace Loop to the north west. Vehicle access to the subject site is provided via President Street and Rosina Street. A number of bus stops are located on President Street and Orrong Road in proximity to the subject site, which provide public transport connections both to the surrounding residential suburbs and the Perth CBD. The Armadale train line is located approximately 1.7km west of the subject site. Refer Figure 1, aerial photograph. 2.2.3 Land Use and Topography The school campus comprises classrooms and ancillary facilities such as a library, gymnasium and outdoor play areas and parking and access facilities. The topography of the subject site contains a consistent downward gradient towards the north and east. The highest point of the subject site is adjacent to the intersection of President Street and Rosina Street.
