1.0 Introduction – Scope of Works
This document outlines the proposed method for the enabling works, installation of piling mat, piling attendance
at Phase 2 of the Grand Union project for St George Ltd.
Phase 1 works are still ongoing on the site, which are being completed by others, however the works remain under the control of St George Ltd.
Access to the Phase 1 works will be required throughout the duration of Ground Construction Ltd.’s (GCL) works, and this access will be provided by the existing haul road on site.
GCL will have access to this haul road for the duration of the works and GCL must ensure that this road is maintained and free of mud/ debris.
This Method Statement and Risk Assessment is specific for the construction of the below works:

2.0 Reference Documents / Permits
Construction issue drawings will be issued before work commences and stored in the site folder.
Relevant permits will be issued by St George Ltd. All permits will be applied for each day with a briefing with the operatives, the permit with the drawing location will be copied and a set put on the permit board.
3.0 Pre-Commencement Requirements
This Method Statement together with the associated Risk Assessments and COSHH Assessments must be
communicated to all involved in the works.
All operatives must sign the Briefing Register at the end of the document to confirm that they have understood and agreed to comply with the requirements and safe working practices detailed within.
If the workforce feel the RAMS is not suitable or feel what they are asked to do is unsafe then they may stop work and bring this to the attention of the Project Manager / H&S Manager
The Project Manager may alter this document but it must be approved by the GCL H&S Manager before deviations take place.
All personnel arriving on site will attend the project induction given by St George as Principal Contractor; all operatives will be trained in their role with CSCS / CPCS cards copied to at induction stage.
Following the St George induction, operatives will then attend the GCL induction and be briefed on the RAMS.
Access into site will be via the site security office and through the turnstile. Visitors will be required to sign in/out.
Once inducted, security cards will be required to access the works via turnstiles.
Access to the work areas will be restricted to GCL personnel involved in the tasks using barriers/fences and signage as deemed necessary by site management. GCL will demarcate walkways in their work areas and ensure they are free from excess materials and equipment.
All lifting equipment/accessories will have current thorough examination certificates with Safe Working Load (SWL) clearly identified. Records of regular inspections are to be retained on site and all lifting equipment is to be inspected before use, they will also be thoroughly inspected every 6 months as required by LOLER.
All lifting operations will be in accordance with the s ite Lifting Plan for excavators and tower cranes. Schedule of lifts will be part of the lift plan issued by GCL Appointed Person.

All H&S related documentation will be issued to St George on a weekly basis
There will be no parking on site.
COVID-19 government guidelines & St George’s site rules will be adhered to. Face coverings will be worn when moving around site welfare at all times under St George site rules.

Spoil Types
This plan has been prepared to facilitate the beneficial reuse of all material, ensuring that the offsite removal of spoil is minimised where practical.
Cut and fill material will generally not be stockpiled but will be removed from the excavation site and transported directly to the construction face for immediate reuse as compacted fill. Unsuitable excavated material will primarily be transported to identified locations within the haul road corridor.
Wherever possible, select material will be sourced on site and kept segregated as necessary until incorporated in the works
Programme or logistics constraints may prevent the use of reusing cut and fill material and therefore the decision may be taken to remove such material from site for the benefit of the project overall.
Spoil Strategy The existing stockpile on site will be tested to determine whether the material is of suitable quality for use and incorporation into the piling mat. The following provides an overview of the GCL strategy for achieving the key spoil management objectives:
Minimise the amount of spoil generated.
Maximise the beneficial reuse of spoil on site based on its classification (both contamination category and geotechnical characteristics).
Dispose of spoil off site based on its contamination classification.
Manage the excavation, storage, transport, reuse and disposal of spoil to minimise impacts and meet other environmental requirements.
Holes and Excavation Protection
All works are to be demarcated and cordoned off using solid physical fencing or half height HERAS fencing. Tubular posts at regular intervals with fixed guardrails will be used at a safe distance away from excavations by a competent operative. All handrails will be double handrails minimum height 950mm minimum gap between rails 470mm.
Access into excavations will be via:
A proprietary set of access stairs (below photo)
Reverse blinded earth with a ramp or steps cut into the batter
No spoil will be stored within 2m of the edge of an open excavation.
Haul roads will be 5m away from open excavations unless a TW design has been carried out.

Fuel and Spillage Management
Fuel will be stored in a lockable bunded bowser/ COSHH Store set up in an area highlighted on the logistics drawing. Drip trays are to be placed under static plant and refuelling only allowed at the designated areas. Refuelling is to be carried out in one single location by a designated operative to avoid fuel being moved freely around site and contaminating the ground. Refuelling operative must wear approval overalls and PPE at all times. Overalls must be removed before the refuelling operative moves onto another task. No hot works to take place anywhere near the refuelling zone and all hot works permits must make note of this enforced exclusion zone. Refuelling operative must not carry out hot works at any time. Drip trays will also be in place when refuelling is taking place. All containers to display “No Smoking”,” Highly flammable liquid” and “No naked flame” signs.
All excavators to carry spill kits for ease of access in the event of a spillage occurring.

Delivery, Storage and Distribution of Materials Unloading of materials is to be carried out using the excavator & Hiab and must be under the control of a competent and qualified Slinger/Signaller. Safe working loads of lifting plant and accessories will be checked against the weight of the items being lifted. All chains and slings to be regularly inspected tested & certified (6 monthly test certificate). Vehicular access to site will be in conjunction with site access plan. Material will be delivered on a “Just in time bases” to maintain access throughout site. GCL Project Manager will hold weekly logistics meetings and all deliveries will be booked in with St George. Fall protection must be in place before anyone is allowed to access unprotected delivery lorries. No person is allowed to climb onto the back of an unprotected delivery lorry. St George’s CLOCS Policy to be adhered to.
If for some reason a delivery vehicle arrives on site with inadequate edge protection, the following will be adhered to:
A Kelly block will be located near the unloading area. An alsipercha Fall Arrest systems will be fixed to the Kelly block with a 6m inertia reel attached to the anchor point. This system will be used to protect against falls from height when unloading delivery vehicles (if required).
For delivery lorries with loads that are not pre- slung or no handrails in place, the CPCS trained slinger/ signaller will wear a full body harness with 300mm lanyard. The operator’s full body harness is attached to the retractable element via a harness extender before he/she access the vehicle.
He/she will use access steps to access the back of delivery lorry. He/she will be secured via the Alsipercha fall arrest system, whilst on the delivery lorry, at all times.
The slinger/ signaller will attach the lifting accessories to the load.
Loads which are not pre-slung, will be double wrapped before being lifted unless they have designated lifting points. Stand clear of the load when lifting.
At no point will the slinger/ signaller remove the fall protection while on the back of the delivery lorry.
The S/S will unclip the fall protection once he has climbed down from the back of the lorry The project vehicular gate will be managed by St George’s Traffic Marshals and GCL will take possession of the vehicle once it has entered the site.

PERMIT TO ENTER/ WORK/ DIG MEASURES FOR AVOIDING UNDER GROUND SERVICES
A relevant permit will be required by GCL before undertaking any work on site. GCL are to provide a signed permit indicating that all cables, pipes etc. have been removed or are clearly marked and that the area of works is safe for site operations. A NO PERMIT, NO WORK system shall be adopted. Where services have been identified or assumed to be present, safe digging practices will be adopted. GCL are to hand dig and expose all services using a shovel. Services will be marked using spray until a UXO survey is complete.
Obtain a copy the service drawing showing the location of the services on site. Trained operative to carry out a scan of the area using a cable avoidance tools
If services are shown or detected in the vicinity. Hold Point – GCL Manager to determine the location.

Safe Digging Practices Around Live Services
No ground penetration will take place until a permit to dig has been issued by St George
Service drawing needs to be attached to the permit.
Once a locating device has been used to determine cable positions and routes, mark the location of the route of the detected service using spray-line paint.
Works Supervisor must brief the operatives involved in the works and ensure all operatives sign the permit to dig.
A copy of the permit to dig must be kept with the Works Supervisor throughout the duration of works.
Excavation may take place, with trial holes dug using suitable insulated tools.
Excavate alongside the service rather than directly above it.
Final exposure of the service by horizontal digging is recommended as the force applied to hand tools can be controlled more effectively.
HSG 47 to be adhered to as a minimum.

5.0 Methodology
5.1 Site Survey
A site surveys will be carried out using an electronic distant measurement instrument (EDM) by the GCL engineer.
The EDM will be fully calibrated before delivering to site; calibration certs will be issued with the instrument.
A competent engineer will set up and use the instrument. It will be positioned on a tripod and legs adjusted to suit the user.
St George will issue coordinates and a system of grid lines for GCL engineers to work from.
Once received a local coordinate system will be set up on site using retro targets to allow the engineers find their location.
Once established and all necessary checks are completed, the EDM is ready to use and the site survey can commence.
They will be cross referenced against the drawings issued by St George
Discrepancies between GCL findings and information issued by St George will be highlighted to the GCL and St George Project Managers and the appropriate action taken.

5.2 Site Set up
Access to phase 2 from the site welfare will be via a designated route, with access/ egress controlled by turnstiles. Other trades are not permitted into GCL work areas. A physical barrier (half height heras fencing) will be set up with signage displayed. The site is also protected with a 2.4m hoarding, by St George.
If GCL need to work on the existing access routes which are being used by other trades on previous phases, the sequence of works will be discussed with St George and route altered to suit where possible.
Pedestrian barriers will be installed to create pedestrian routes to all work areas. Pedestrian routes must have a level and compacted surface under foot and black mats must be used in external areas. Red hoop gated crossing points will be installed where pedestrian footpaths cross vehicle routes. All gates will open internally to ensure operatives have to stop before they pass through the hoop, on to the vehicle route.
Permit/ hazard board signage etc. will also be set up in locations agreed between GCL and St George.
The first task will be to secure GCL’s work area. This will be done with 1m high heras fencing (installed as per the manufactures instructions) with warning signs displayed. Fencing will be dropped off by the Hiab as to reduce manual handling, feet will be manually placed, fencing erected braced and clipped/ tied together as required by two operatives. A Temporary Works design will be required to check the wind loading upon the fencing and the foundations required. The area will need to be large enough to store, storage containers, materials and plant, as well as allow for adequate working space.
St George will first confirm to GCL that the works area has been made safe for works to proceed.
Containers for GCL storage of materials, tools, equipment and hazardous substances in an enclosed compartment will be delivered.
An office container plus office furniture and equipment will be delivered and set up in the agree location.
Bunded, lockable fuel storage containers capable of containing 110%, set up on a hardstanding surface.
Skips for general waste, timber and steel will be delivered to site and segregated, see below image.

A TW design check will be completed by the GCL temporary works department before a Hiab commences rigging on an intended area.
Concrete will be installed to the main walkways, long term storage areas & to office foundations as designed by GCL TW Department.
Footpaths and storage/ laydown areas will be marked out and created using half height heras fencing/ mesh panels or tube and fitting.
Reduced Dig:
GCL Site Management will first confirm that the works area has been made safe for works to proceed including that all services have been disconnected.
A service drawing will be obtained from St George to determine the extent of the known existing services.
The GCL site supervisor will inspect the site to ensure that this has taken place prior to works commencing. A full visual survey will first be conducted and the sequence of works will be discussed before any works commence.
All plant and equipment will be off-loaded onto site via the Road adjacent to Aerodrome Road site entrance only.
The entire works area will be scanned for underground services with the use of a CAT scanner and generator. The process will commence from the perimeter inwards in a zig-zag fashion
Particular reference will be made to any existing services drawings. Locations of any services will be marked using spray paint and hand excavations will be carried out to prove services.
Care will be taken not to disturb these services.
The locations of these services will also be recorded on a site general arrangement drawing and be used for future reference/as-built purposes.
Before the reduced dig can commence, the existing stockpile of material will be mucked away from site.
All spoil will be loaded directly onto haulage wagons or will be taken via the dumpers to areas designated by GCL for stockpiling.
Stockpiles will not be sited near open excavations or embankments to prevent ground collapse.
The appropriate excavator will load the spoil into 8-wheel tipper Lorries that will then transfer the material off site to a certified spoil site.
On the stockpile the excavator will work from a platform on the heap, it will be compacted down with the back of the bucket to make a stable platform. The platform will be a maximum of 2meters high and extend the length of the spoil heap.
The excavator will always remain a minimum of 1 meter from the stockpile edge.
There will be a bucket changing area set up to store and change the buckets of the machines.
Loading will be restricted to an area with no pedestrians allowed into this area.
While the excavators are moving, the buckets will be positioned so the driver has a clear view of his route. Under no circumstances will the excavator move until the buckets have been checked to ensure they are securely in place.
Once the stockpile has been removed, the extent of the reduced dig will then be set out.
Permit to dig will be issued by St George before any ground penetrations take place.

Existing concrete slab will be broken out using the hydraulic breaker attached to the 20t excavator. Area will be cordoned off with barriers and signage to prevent unauthorised access. This area will be a mandatory hearing protection zone and adequate signage will be displayed highlighting this to operatives.
Topsoil/ hard standing strip will then be undertaken, followed by the bulk dig and removal of surplus soil.
GCL will issue a dig sequence before the bulk dig commences, and this will be briefed to the Groundworks Foreman.
Edge protection will be required once the excavation has commenced.
Handrails will consist of tube and fitting with the top rail 950mm high with no greater gap between rails of 470mm, and this will either be driven into the ground or built into A frame scaffolds.
There will be a segregated pedestrian walkway for operative access, with bulk timbers in place either side of vehicle routes.
The material is to be reduced incrementally over the excavated areas to prevent any localised dangerous High/ Low spots being formed.
After completion of a sizeable area, an appropriate compaction roller will be used to compact the area.
All soft spots are to be excavated, filled and levelled off with compacted the site-crushed concrete or as otherwise specified. This area will then be inspected by GCL Site Management.
Once the reduced dig has been completed, and inspected by GCL’s Engineer, the piling mat can be constructed.
Piling Mat Construction
Piling mat is to be installed as per St George’s specification for piling safely & GCL’s Temporary Works Design check.
Before the Piling Mat is constructed, the Project Manager will ensure an unexploded ordnance survey has taken place, and all necessary procedures have taken place as a result of this survey.
The GCL engineer, using the main control stations, will set out lines & levels of the pile mat layers.
Once this is complete, the site will be probed for obstructions in required areas. The piling probe connects to the machine via the quick hitch and the machine pushes into the ground about 2m. A permit system as above must be in place when using the pile probe as it can damage services.
If any obstructions are encountered with the probe the area will be excavated locally, and the obstruction removed.
The piling mat will be constructed as per temporary works design and will be inspected and signed off by the Temporary Works supervisor and a permit to load issued for the areas.
After completion of a sizeable area, an appropriate compaction roller will be used to consolidate the area.
Only qualified and competent operatives are to drive the compaction roller. Rollers shall only be used perpendicular to the edge of the pile mat.
All soft spots are to be excavated, filled and levelled off and compacted with the site-crushed concrete or as otherwise specified. This area will then be inspected by GCL Site Management and thereafter a layer of Terram -1000 (or similar) will be placed.
The piling mat will then be constructed in prescribed layers, using the above onsite material and maximum increments of 225mm are to be placed at a time, on top of the piling mat with a layer of Geo-Grid between layers if required
The piling mat will be checked daily and the inspection will be recorded on site and inspection records filed in the project office.
An additional 150mm sacrificial layer of crush will be laid on top of the piling mat as well as another layer of Geo grid. This will act as a “tell-tale” indicator that the mat has been reduced too low below its’ design depth and therefore needs to be topped up.
During this operation, all plant movements are to be controlled by competent banksman who will also control any interface with site traffic, site operatives and the other trades on nearby phases of the development.
The material is to be spread evenly throughout and all levels will be achieved with the use of a laser level.
The Site Engineer must ensure that the mat is installed in the correct layers and the compaction of these layers is as per specification.
The mat will be consolidated using an appropriate compaction roller with the prescribed number of passes after which the area will then be inspected by GCL Site Manager and then fenced off until piling commences.
The piling mat then be handed over to St George once installed as per design.

Excavation Support
Excavations will be battered/ stepped in accordance with the relevant and approved Temporary Works design.
This design will take into account the existing ground condition, SI report and loadings in the nearby area.
Exclusion zones will be enforced around the top of all excavations, and these will be defined by physical barriers and signage.
Site logistics will be planned and coordinated with St George, and this will be briefed to other contractors.
Sheet piles, ground anchors, trench boxes or precast L shaped walls can be used where required and specified in the appropriate TW design.
It is envisaged that temporary support will be required in the 2no corners of the pile mat across the site. See below extract of these locations.
The above detail will be required to protect the existing canal wall by limiting the surcharge load imposed on the wall by the existing water beyond. This detail will be required at the southwest corner of both the E1 & E2 pile mat area and the F1 & F2 pile mat area.
Where any of these methods are required, the method of installation and design will be covered by a separate approved Method Statement and TW design.
Excavations will be inspected at the start of every shift or after inclement weather which may affect the stability of the excavation. All open excavations, the inspection will be recorded in the excavation register.
It is the responsibility of the Construction Manager to ensure that these excavation inspections are completed and recorded by the TW Supervisor prior to any operative entering the excavation.
The proprietary access, whether that be excavation steps or Layher staircase, will also be inspected by a qualified and competent scaffolder and the tags must be kept up to date.
Where a scaffold access staircase is required, this must be erected by a qualified scaffolder and then inspected as mentioned above.
All access staircase inspections must be recorded and filed in the project office.

8.4 Fire
A trained fire marshal will be on site at all times.
Fire points will be installed throughout the site, extinguishers to hand at point of hot works.
Operatives will be briefed on the Fire Plan at the time of induction.
All operatives will receive a toolbox talk if there has been a change to the Fire Plan.
An integrated firm alarm system will be on site and tested weekly by the PC. (GCL)
The fire plans will be displayed at all fire points & maintained by the PC. (GCL)
Daily permits to work will be issued GCL for all hot works.
8.5 Documentation
All plant and equipment will be inspected before use, inspections will be recorded on the relevant inspection register.
All lifting accessories will have a thorough examination every six months with a certificate produced. Lifting equipment will be inspected before each use and recorded on the weekly inspection register.
Relevant permits will be issued before work commences. 9.1 Temporary Works
The Temporary Works File will contain an up to date TW Register, signed off EDB’s (Engineering Design Brief) for all temporary works on site and the latest revision of the TW drawings/ calculations.
The TW Co-ordinator & TW Supervisor will ensure the file is up to date and works on site is constructed as per design approved. They will also ensure all permits and inspections are carried out as required.

10.0 Environment
Nuisance: Noise – Works are to be carried out within agreed working hours for the main site, these will be planned with St George where required exclusion zones with barriers and signage will be set up, GCL is aware of the nearby residential properties and will not start works before 08:00 and finish by 18:00, any other times or days will be agreed with St George in advance. Vibration: - Operatives using the grinder will be exposed to vibration emitted from the tool. To reduce the risk of Hand Arm Vibration syndrome a HAVS assessment was carried out on the grinder. Operatives will be briefed on this trigger times. Operating times will be recorded to ensure the operatives do not exceed the allowable trigger times. Dust: - Water will be used to supress any dust that may arise. water attachment on the petrol saws, wet vac to be used to clear slurry from the saw process, FFP3 mask to be worn when cutting concrete or silica-based products, all will be faced fitted and clean shaven when using press to Check masks
Prevention of water pollution: - Nearby drains to be protected from slurry produced from slurry, spill kits to be on site, double bunded fuel bowsers, nappies to static plant / generators, funnels to be used when re-fuelling. Fuel – If is to be kept to a minimum, petrol in 5l plastic containers with screw cap kept in a locked flam-box/ COSHH store when not required. Diesel will be stored in 2000l bunded lockable containers (minimum 110% bunded). Fire extinguisher to hand at storage area.
11.0 Traffic Management
Access on to site is via the Main Gate located on Wycombe Road, off Beresford Avenue. St George will have a full-time gate team in place to accept deliveries and collections to/ from site. Deliveries will be booked in in advance with St George. All delivery drivers will have the Logistics Manager’s contact number; they will call him/ her before coming to site to ensure their slot is available. A small number of vehicles will be allowed to park in a holding area prior to being able to enter the project, and this holding area will be controlled by the Traffic Marshalls for St George. A site speed limit of 5mph must be obeyed when on site and vehicles will be banked along the site haul road by GCL’s traffic marshals to the point of unloading. All vehicle routes will be highlighted on the project logistics plan, and this will be communicated in the induction and reviewed daily within the daily activity briefing.

Ensure the sheet of ply is secured to the bench before
cutting begins (using nails, G clamps etc.)
Ensure the blade is sharp and the saw is running at full
speed before commencing the cut.
Feed the saw at a slow and steady pace.
Select a blade with a high number of teeth.
Adjust the depth of the blade; have no more than half
the teeth falling below the bottom of the plywood.
When cutting against the grain place a strip of masking
tape over the cutting line.
The operator will shake and rattle the bucket as a safety
check to ensure the bucket is attached correctly to the
hitch.
When standing the post the operative will stand to one
side of the upright post.
The CPCS trained excavator driver will apply minimal
pressure to the post.
Before the post is pushed into the ground all operatives

If the engine does not start after two pulls, squeeze trigger of
gun to relieve pump pressure. Pull starter cord slowly until
resistance is felt. Then pull cord rapidly to avoid kickback
and prevent hand arm injury

During Operation, only touch the control surfaces e.g.

gun/wand firmly with both hands. The operator must not hold
onto the hose or fittings.
When not in use, relieve the system pressure by shutting off
the engine or electricity supply; turning off water supply, and
pulling the trigger until the water stops flowing.
Unplug the pressure washer before attempting to clean it.
Wand/Lance or hose fittings will not be attached or removed
while the system is pressurised. Never leave a pressurised
unit unattended
Good housekeeping is required at all times. Keep hoses tidy
& away from walkways.

COSHH ASSESSMENT: Refuelling of plant
HAZARD IDENTIFICATION
Inhalation: Fumes or vapour may cause irritation to eyes and mucous membranes, and drowsiness leading to
loss of consciousness.
Skin: Unlikely to cause irritation on single contact. Prolonged or repeated contact may cause
dermatitis which could eventually lead to irreversible skin disorders
Eyes: May cause irritation with short-term redness and stinging
Ingestion: The swallowing of small amounts is unlikely to have adverse effects; larger amounts may cause
irritation with diarrhoea and vomiting
EXPOSURE CONTROLS/PERSONAL PROTECTION
Gloves: Wear impervious gloves to BS EN374
Eye Protection: Eye protection approved to BS EN 166 if likely to splash
Skin protection: Avoid skin contact. Use protective clothing when required. Overalls and
Wellington boots.
Respiratory Protection: Unlikely to be required in normal use but ensure good ventilation – not
Flash Point 60ºC min.
FIRST AID MEASURES
Inhalation: If inhalation of vapour causes irritation or drowsiness remove to fresh air. Get medical advice if
the symptoms continue.
Skin: Wash skin as soon as possible with soap and water. Change contaminated clothing and launder
before reuse. Get medical advice if irritation persists. Eyes: Wash out thoroughly with large amounts of water. If redness and/or irritation continues get
medical advice. Ingestion: Wash mouth out with water and give water to drink. If a large amount has been swallowed
get medical advice. Do not induce vomiting because of the danger of aspiration (inhaling
diesel into the windpipe or lungs).
FIRE PREVENTION AND FIRE FIGHTING MEASURES
Conditions to avoid: No Smoking permitted - avoid naked flames, hot surfaces, other high
temperature/ignition sources.
Extinguishing media: Extinguish with Dry Powder or Foam, for small fires use Carbon Dioxide.
ENVIRONMENTAL CONSIDERATIONS
Do not allow to enter controlled waters (drainage system, surface or groundwater). Use drip
trays when in use.
Dispose of as hazardous waste.
