Museum Day, February 11, whata grand success. Governor Gary Lockeproclaimed Museum Day 2004, Sena-tor Jim Honeyford sponsored the Sen-ate Resolution, and Representative PatLantz the House Resolution. I wasprivileged to brag about all the goodwork museum professionals and volun-teers are accomplishing all around thestate when I addressed the LegislativeCaucus at 7:00 a.m. It was a bit earlyin the morning but the audience wasattentive and eager to learn about allyour successes as well as the areas ofneed. Many people took the opportu-nity to meet with their legislators dur-ing the next two hours, and at 10:00we rallied at Tivoli Fountain on theCapitol Campus. We weren’t sure how

many to expect, so the Board waspleased to see about 30 chilly, butbrave folks turn out. We used thetheme “Talking Up Museums” withwind-up, chattering-teeth toys. Dueto the coolness of the day, I wasn’t surewhether it was my teeth chattering orthe wind-up toys. A special thanks tothe WMA Board’s Legislative Advo-cates, Chris Erlich and Steve Crowell,for putting this all together. DerekValley, Director of the State CapitolMuseum also deserves recognition forall his behind-the-scenes effort. Myclosing comment to the LegislativeCaucus was “We’ll be back next year!”I hope you will join us. Collectively,we can make our voices heard.

In the last issue of History News,Winter 2004, Vol. 59, Carol Kammenmakes the following statement: “It isnot usually the problem of lack ofmoney that leads an organization todissolve. Rather, there are too fewpeople to do the work, and too fewpeople who care to come out to meet-ings and programs. The rest are leftshoring up an organization that is re-ally too heavy for so few shoulders.Consequently, some of these organiza-tions are beginning to decline in num-ber.” I encourage all WMA membersto read this article, “On Doing LocalHistory.” In the survey recently com-pleted by museums around the state,lack of funds was one of the top threeconcerns. I invite you to read the entirearticle, and we can continue dialoguefor solutions.

The Nordic Heritage Museumis located in Seattle’s Ballard neigh-borhood, a community well knownas home to Nordic immigrants pastand present. In addition to the

Gathered inthe Museum’s five ethnic galleries, one foreach country, they illustrate the differencesand bonds linking Scandinavian people inthe Northwest and applaud their achieve-ments. Dedicated to collecting, preserving,and educating since its founding in 1980,the Nordic Heritage Museum is the onlymuseum in the United States to honor thelegacy of immigrants from the five Nordiccountries, Denmark, Sweden, Norway, Fin-land, and Iceland.

Washington Art Consortium:A Model For Collaboration

Over the last thirty years Virginia Wright has taken part in the developmentand supervision of the Washington Art Consortium. There are many reasonswhy museums, such as this model, find joint ownership attractive. Consortiumscan strengthen community partnerships and open up future possibilities that,on its own, an institution cannot afford. The Washington Art Consortium, thefirst organization of its type in the nation, is a unique partnership of seveninstitutions that agreed to work jointly to acquire a major collection of works onpaper and photographs by important American artists of the twentieth century.The Consortium was organized in 1975 by four Washington institutions which

would have undivided interest in thecollection and sharing responsibility ofownership: the Western Gallery, West-ern Washington University,Bellingham; the Museum of Art, Wash-ington State University, Pullman; theTacoma Art Museum; and CheneyCowles Museum (now called the North-west Museum of Arts and Culture) ofthe Eastern Washington State Histori-cal Society in Spokane. Joining laterwere the Whatcom Museum of Historyand Art (1979), the Henry Gallery ofthe University of Washington (mid-1980s), and the Seattle Art Museum(1993).

Currently the Consortium holdsthree significant collections of 20th cen-tury art. The first two collections,Works on Paper: American Art 1945-1975 and American Photographs: 1970-1980, were acquired for the institu-tions through the Virginia Wright Fundand a matching grant from the Na-tional Endowment for the Arts. TheWorks on Paper: American Art 1945-1975 collection includes 97 works by52 of the period’s most noted artists.Today this collection remains a signifi-cant modern art resource in the region.The second collection, American Pho-tographs 1970-1980 features 184 worksby 31 of the period’s well known pho-tographers. Inaugurated in 1981, thiscollection has been exhibited through-out the state and in California andArizona. The third collection, a 1998gift from Richard and Margaret Aiken,focuses on American and Europeanartists from mid-century to the present.In several cases this collection of 23works features later works by some ofthe artists represented in the earliercollection, such as Jasper Johns, RobertRauschenberg, and Frank Stella. Be-cause it has only recently beenaccessioned by the consortium, theMary Margaret Aiken and Richard AikenCollection has had limited exposure.Combined the collections represent a‘Who’s Who’ of 20th century art, inwhich on its own an institution couldnot afford. The impact of these col-

laborative efforts has created a presti-gious resource of 20th century art, fromwhich the public will benefit.

Expanding Our AudienceThe Consortium also takes an ac-

tive role in encouraging collecting,study, and exhibition of art from theNorthwest, with emphasis on the de-velopment of modern art in the regionand the continuing contributions ofcontemporary artists. After first iden-tifying a common ground, the Consor-tium has moved on to discover deepermutual benefits. The Washington ArtConsortium is currently using theircollections in ways that are increas-ingly inventive and beneficial to thepublic. With their shared collections,the Washington Art Consortium is cre-ating a web-based database which willnot only engage a wider audience, butmake these collections, and those heldby the individual museums, availablefor research and scholarship. Madepossible with endowments from theKreielsheimer Remainder Fund andmatching funds from the Bagley &Virginia Wright Fund, the consortiumhas the ability to expand the bound-aries of the museums’ walls and indoing so enhance public knowledge of19th, 20th, & 21st century contempo-rary art from the Northwest and be-yond.

Defining Northwest Art & DatabaseDevelopment

Stage one of development was toidentify Northwest Art. In as much asthe essence of Northwest Art is cen-tered on the geographical location ofthe region, our first step in decidingwhat objects should be selected hasbeen based on delineating a workingdefinition of where the Northwest islocated. The general consensus is thatthe Pacific Northwest is the region thatencompasses the area North of the42nd parallel and the area West of theRockies. Another definition, accord-ing to the Library of Congress, forcataloguing purposes, is Oregon, Wash-ington, Idaho, parts of Montana,

What elements of information shouldthe database include? How specificshould the information be? Shouldthere be different levels of informationavailable? How will the initial infor-mation be gathered? Because eachinstitution maintains sensitive infor-mation in their database, security ofthe site has been the paramount issue.Given that every member utilizes adifferent platform to store informationcombined with the accepted workingdefinition of Northwest Art and con-cerns for copyright issues, mapping theinformation has been our first concern.

In anticipation of the final version,a working model has been imple-mented. Each member institution sent5 (or more) records, a sample of thePacific Northwest Art objects withintheir collection(s). . Ellen McDermott,Western Washington University’s Aca-demic Technology Specialist, took eachset of records and mapped thefields from those records to the North-west Art database fields. Intended tobe a simple proof of concept, the testmodel has set the stage for the finalweb-site.

Evaluation of CollaborationCreating an environment and set-

ting the stage for collaboration, main-taining momentum and achievinggoals, the Northwest Art web-baseddatabank has transformed theConsortium’s alliance to engage newaudiences, create access to new re-sources, and augment new perspec-tives. Expanding the boundaries ofeach museum and setting up a newdynamic with their audiences, the col-laborative process engaged by the Wash-ington Art Consortium generates pro-vocative relationships. Reaching out tobroader communities, the virtual cata-logue of Northwest art will surely be-come a precedent for future collabora-tive efforts.

THE BOX OF STUFFI was talking to my friend Lisa Hill

Festa about a presentation I gave to herclass for future curators on the Un-claimed Property Act, RCW Chapter53.67. This is the Washington Statutethat established a mechanism for mu-seums to acquire title to items in thecollection for which there is no docu-mentation. How is it that museumsseem to be continually acquiring prop-erty for which there is no documenta-tion? A substantial part of the answerlies in the “Box of Stuff”. This is prob-ably the source of most of the itemsthat later are identified in the inven-tory as “found in the collection”

Here is a common scenario. Onecloudy day (remember I live in Se-attle), a guy comes into the museumand plops a Box of Stuff on theReceptionist’s Desk. “We just cleanedout Grandma’s attic and my wife thinkssome of this stuff may have historicvalue, so here it is. You can do whateveryou wish with it, but I do not wish tobe bothered by filling out any forms orsigning any papers and stuff like that”.Worse than that, the Box of Stuff maybe sitting on the doorstep when themuseum opens. What to do?

The museum could adopt a policynot to accept such material. However,experience has shown that there oftenis material in the box that does, indeed,have historic significance and it wouldbe a shame to have it go to the dump.

Whichever is done, it should bedone in accordance with a written policyadopted by the Board of Trustees aspart of the museum’s Collection Policyand written procedure, which imple-ments that policy. The objective is tobuild a paper trail to support the rightto make whatever disposition is madeof the stuff in the box.

The first person or persons whocome in contact with the box of stuffshould prepare a statement setting forthexactly what happened. This state-ment may be in the form of an affidavit,which is subscribed and sworn to be-fore a Notary Public, or may be in theform of a Declaration Under Penalty ofPerjury, in which the party making thestatement declares under penalty ofperjury that the statement is true. Eachone has the same legal effect. Each islike testimony in court. The affiant,like a witness, can only testify as towhat he or she did or what he or sheobserved being done, not about some-thing somebody told him or her hap-pened (hearsay). For example:

DECLARATION UNDERPENALTY OF PERJURY

My name is Janice Doe. I am avolunteer at the Pioneer Museum in Alpha,Washington. One of my duties is to act asReceptionist for the Museum. Every visitorto the Museum will come past the Recep-tion Desk.

This identifies the witness, her positionwith the Museum, and what duties sheperforms that gave her knowledge of theevent.

On Thursday, June 10, 2004, I wasacting as Receptionist for the Museum. Atabout 10:30 A.M., a man came to themuseum with a box, which he said con-tained things he thought the Museummight be interested in having. I thankedhim for the donation and asked him wherethe items in the box came from. Hisanswer was “My wife and I were cleaningout the garage and found this stuff, which

I think came from her grandmother’s at-tic”. He declined to give me his name oraddress.

I gave him a copy of the museum’spolicy with respect to donations of thiskind. I told him that we would inventorythe contents of the box and give him areceipt for the items that he could use tosupport a tax deduction if he would tell mewhere to send it. He said we need notbother, he doesn’t itemize. I said if hewould give me his name and his wife’sname, we would show a donated by cardeach time we displayed any item from thebox. He said he was not interested. I askedwhat he wanted done with any of thethings the museum did not want for itscollection. He said he didn’t care. He thensaid he was in a hurry and left.

This is what Janice could testify to if shewas in Court.

I declare under penalty of perjury thatthe foregoing statement is true and correctto the best of my knowledge and belief.—Janice Doe

The Policy statement given to this“donor” should state as a minimum:

1. That the contents of the box are anunconditional gift.

2. That the museum will inventorythe items as soon as practical.

3. That items will be divided into fourcategories:

a. Items that will be accessioned intothe collection.

b. Items that will be made availableto other museums.

c. Items that may be sold.d. Items that may be recycled or

disposed of as junk.

The person who finds the box ofstuff on the doorstep should prepare asimilar affidavit. Of course that personcannot report any conversation withthe “donor”. Instead they would statewhere they found the box of stuff andthat there were no indications that itwas not intended for the museum.

The Policy adopted by the Boardof Trustees will contain much moredetail, for example: who makes theinventory, the standards for decidingthe disposition of the items, and whodecides what will be accessioned into

the collection, or be offered to other museums, whatwill be sold and how, and what will be otherwisedisposed of.

Items that do not fit in with the museum’scollection, but are of historic significance should beoffered to other museums. I believe that, as a matterof ethics, items of historic significance once held by amuseum in public trust should remain in the publictrust and should not be sold to private collectors.Items which are not of historic significance but whichhave value may be sold to private parties, dealers, thriftstores, the museum store or by the museum itself atperiodic auctions. However, in no event should anyitems be given or sold to an insider, i.e., a trustee, anofficer, employee, or volunteer. Such sale or gift wouldrepresent a conflict of interest since the insider wouldhave knowledge of the value of the item that isunavailable to the public. Further, a gift or sale to aninsider would violate the provisions of the InternalRevenue Code against benefits that inure to insiders.

Does this procedure guarantee clear title to themuseum? No, it does not. A spouse could appearclaiming that the items were community property andhe or she did not give consent to its disposition (Thisis why both spouses should always sign a deed of gift).I recommend that the museum secure an appraisal ofany items of other than nominal value to keep with therecords of the transaction. This will prevent thespouse coming in and claiming an inflated value for theobject. Also someone could appear and establish thatthe stuff in the box was stolen from him. Since a thiefcan never give good title, the person from whom thearticle was stolen may claim the stolen item fromwhomever has it. This is not limited to the stuff in thebox. This condition would obtain even if the museumhad a properly executed unconditional deed of giftfrom other than the original owner. I suggest that ifanything in the box of stuff appears to be of unusualvalue, the museum check with the local police to see ifthe item may have been reported as stolen.

If there are such policies in place and if theprocedures are being followed, the museum can putthe stuff from the box in the collection with confidencethat its title is as good as it can get. The museum thenwill not have to wait five years and go through theprocedures of the Unclaimed Property Act.

The procedures suggested herein are my ownsuggestion. If anyone already has procedures and/orhas any experiences in dealing with a box of stuff, Iwould like to hear from you and get a copy of yourprocedures. I am sure improvements can be made inwhat has been suggested here that may benefit allmuseums. My e-mail is [email protected].

With a proclamation in hand declaring February 11th,2004 as “Museum Day” by Governor Gary Locke, individualsfrom the museum and cultural community came to the CapitalCampus to talk, listen and promote the good things thatmuseums and cultural institutions are doing all over the Stateof Washington. After listening to several interesting earlymorning Heritage Caucus presentations, including one fromour very own WMA President Barbara Moe on WMA’s firstMuseum Survey, several of the attending representatives madeappointments after the meeting to speak to their local electedofficials concerning various topics and concerns.

At around 10:00 a.m. on the 11th, many of the museumand cultural individuals made their way to the Tivoli Fountainto listen to WMA representatives and Museum Day speakers.With a wind-up chattering teeth in our hands (and some in ourmouths due to the somewhat cool conditions), representativesof Washington’s museums, historic homes and cultural organi-zations gathered around the fountain to celebrate and “talk up”Washington’s first annual Museum Day. These speakers“talked up” the impact of museums in Washington and howthey preserve and educate their communities on local andregional history. Following the fountain gathering, museumday people made their way to the Capital Museum and enjoyeda round table discussion and lunch with friends and colleagues.A fine day was had by all and discussion has already started fornext year’s activities (which will be held inside to avoid anyfurther chattering teeth jokes!).

The WMA wishes to thank Governor Locke for the Mu-seum Day proclamation and Senator Honeyford and Represen-tative Lantz for Senate and House Resolutions. Also thanks toLinda Moon, Derek Valley, Steve Crowell, Chris Erlich, andGarry Schalliol for their help and assistance in making MuseumDay 2004 a reality and success.

With this first Museum Day under our belts, we areplanning to be involved in Olympia to advocate for Washington’smuseums and cultural organizations for many years to come.Please join us and let’s get people “talking about museums andcultural institutions”!

Many thanks to all of you who completed WMA’sWashington State Museum Survey. We mailed and emailed184 surveys to museums across the state, 92 of the surveyswere returned. Below you will find a summary of the surveyresults. We will be posting the survey results on our websitein the next month.

The survey provides a valuable sketch of our “average”museum; audience, collection, hours, governance, staff,etc. It will probably not come as a surprise, but about twothirds of our museums are small, not-for-profit, historicalmuseums or sites, and operating with an all-volunteer staffor a paid staff of 1-3 people. You’ll find more details in theresults below.

WMA will be using the survey information to deter-mine how we can best help museums across the state. Forexample, respondents overwhelmingly named their greatestneed as the necessitate for additional operating funds. The

WMA will address this need by offering correspondingsessions at the annual conference, as well as, investigatingvarious avenues in assisting museums with this concern. Aswe plan future activities and programs, we will be lookingat your additional needs and your comments about how wecan help. As you review the following results, you willdiscover information on various topics, such as salaries andlodging tax funds that may assist in future planning.

While analyzing the results of the survey, we realizedthere were questions we wished we would have asked, somewe wished we would have asked differently and others thatwe probably did not need to ask. We hope to repeat thissurvey next year, with a few changes. Let us know if thereare things about our State’s museums you would like toknow, and we will see about adding to the next survey. Nominations are now being sought for two three-year board positionsthat will be vacant as of the June Annual Meeting. If you or someone youknow would like to take an active role in leading the WMA in its missionto serve the museums of Washington State, consider this opportunity tojoin your colleagues in leading our organization. All current members ofthe WMA are eligible to serve, self-nominations are strongly encouraged,and nominees need not be associated with a museum. The following isa short listing of board member responsibilities.

Specific Board Member Duties:⟨ Attend all board meetings. Board Meetings are held at members’

museums or places of business and usually last 3 or 4 hours. BoardMeetings are normally held on Fridays, six times a year, dependingupon the needs of the board. Since the WMA board is comprised ofindividuals from museums statewide, meetings are held in geographi-cally diverse locations and afford members an opportunity to see awide variety of museums. Depending on location, Members mayneed to devote a full day to travel and meeting time.

The Western MuseumsAssociation announces applicationsare available for the Wanda Chin Profes-sional Development Support Fund whichhelps to defray costs of the WMA (WesternMuseums Association) Annual Meeting inTacoma & Seattle, Washington, October6-10, 2004. The postmark deadline for

applications is June 1, 2004. The WandaChin Professional Development SupportFund helps to fund travel and registrationfor WMA members and non-member stu-dents who meet the qualifications as statedbelow. This program is funded throughannual auctions and donations, and is meantto make the annual meeting financially ac-cessible to individuals who otherwise couldnot attend. We have targeted three eligibil-ity categories, student, incoming profes-sional and mid-career professional. We en-courage applications from members of di-verse communities, and subscribe to EEO/Affirmative Action principles. The Washington StateCuration Summitwill meet Monday, May 10, 2004at Yakama Tribal Heritage Center,10:00-2:30 p.m.

Last year the Office of Archaeology andHistoric Preservation in Olympia issued21 permits for archaeological excavationor survey in Washington State, 19 ofwhich resulted in collections. Washing-ton State law mandates that archaeo-logical material from public land becurated in a public institution, meaningyour institution may have been con-tacted in recent years to accept archaeo-logical material or may be contactedsoon. Like archaeology sites, archaeol-ogy collections are often not much tolook at. They typically have very littlematerial suitable for exhibition, but theinformation contained within them mayhold answers to many questions aboutpast life ways when analyzed by profes-sionals with the proper tools. For smallerinstitutions, these collections can rap-idly consume valuable storage space,while providing minimal opportunityto actually use the collection. In spite ofthis, the immediate response by manymuseums when approached to curatesuch collections is to accept them, onlyto be dismayed when boxes of rusted tincans, glass shards and soil samples aredelivered. What do you do when ap-proached to accept such a collection?What is entailed in curating archaeologycollections? The Museum of Flightin Seattle is ready forspring with their threeyear project entitled

Leonardo da Vinci Ornithopter where art,history and science come together. Ateam of museum volunteers havecompleted I Cigno (The Swan), a full-scale model of a human-powered,flapping wing ornithopter first sketchedby Leonardo da Vinci in the 16th

Century. There is no evidence that theItalian Renaissance genius ever actuallybuilt a real machine, but the Museum’sversion was built entirely by hand usingonly materials available during the1500’s. In March The Swan became apermanent exhibit in the Museum’s newlobby.

The Museum of Glass: Interna-tional Center for ContemporaryArt announced it will be closed to thepublic on Tuesdays. The Museum willcontinue to be closed on Mondays andoperate during regular hours for therest of the week: 10:00a.m.-5:00p.m.Wednesday through Saturday and

The Moclips By The Sea HistoricalSociety and The North BeachHistorical and PreservationSociety, located in northern GraysHarbor, unanimously voted to mergethe two organizations at a meeting onJanuary 12, 2004. The decision willbenefit both organizations and benefit

the general public and North Beachresidents according to Moclips Presi-dent Kelly Calhoun. The board ofdirectors has been increased from sixto ten. North Clark Historical Museum atAmboy has been awarded $2,000 bythe Southwest Washington IndependentForward Thrust (SWIFT) to continue todevelop the history of Native AmericanTrains, Fire and the Seasonal Round, fromMt. Adams area traversing the foothillsof Mount St. Helens to Fort Vancouver.Original maps were obtained from theMcClellan Trail exploration whichidentified over 16 campsites. The Northwest Museum ofArts & Culture, in collabora-tion with Eastern WashingtonUniversity students, is turningSR26 from Colfax to Vantage

into a 133-mile long museum. Througha series of proposals by the students,the hope is to increase awareness of itsdramatic landscape and residents.
