REGULAR COUNCIL MEETING CITY OF UDALL
Monday, November 13, 2017 The Udall City Council met for the regular meeting on Monday, November 13, 2017, at 6:30 p.m., at the city building. Mayor Brown called the meeting to order. Roll call was then taken with the following council members present: Lila Aimes, Michael Grahem, Randall Smith, Jason Tharp and Damon Wilson. Quorum established. Attending were Jerry Weaver, Steve Huckabee, Erik King, Eric Allen, and Lulita Hopkins. MODIFICATION OF AGENDA: MOTION: by Wilson, second by Tharp, to approve agenda as presented. All voted aye, motion carried. BUSINESS FROM THE FLOOR: Jerry Weaver and Steve Huckabee, new council person and Mayor-elect respectively, were present to observe the council meeting. They both attended earlier in the year and appreciate the efficiency with which the meetings are conducted. GENERAL DISCUSSION:
1. Santa Comes to Town on Saturday, December 2 and will visit from 1:00 pm to 3:00 pm. The Community Building will be decorated and Chili, Soups and Desserts will be served from 12:00 to 6:00 pm that day. Everyone is invited to come and enjoy breakfast with the SUN Club and return throughout the day.
CONSENT AGENDA: MOTION: by Aimes, second by Wilson, to approve the consent agenda including the Clerks and Treasurer’s Reports for October 2017, the minutes of October 9, 2017, Expenditure Report of $106,253.48 and Payroll Account Report Totals of $17,488.18. All voted aye, motion carried. OLD BUSINESS: 1. Former Bus Barn – A previoius bid of $18,000 for demolition will be re-bid without removing concrete. 2. Driving Range – Discussion was held exploring a lower cost version of a self-service driving range. An individual in
town will be donating 3,000+ golf balls for use and one of the Job Boxes from the amphitheater can be set in concrete for storage at the site. Volunteers will be recruited to work during various hours. Other options were discussed and that research needs to be completed on prices for ball pickers. MOTION: by Wilson, second by Tharp, to approve the use of the parking lot in the demo derby area for a driving range. All voted aye, motion carried.
NEW BUSINESS: 1. Re-elected official will be sworn in at the January 8 council meeting; Lila Aimes, Jason Tharp and Steve Brown. 2. Employee evaluations will be reviewed at the December regular council meeting. 3. Employee Bonuses, Gift Certificates for Santa and part-time employees were discussed.
MOTION: by Wilson, second by Aimes, to approve employee bonuses and gift cards in the amount of $2,650.00. All voted aye, motion carried.
4. Protection One – park security. For new cameras to be extended to the splash pad and south pavilion area a wireless network system will be installed. MOTION: by Wilson, second by Tharp, to approve $1,557.44 to Protection One for the installation and extension of the security system. All voted aye, motion carried.
5. Separate credit line for Police Department – There are two credit cards for the maintenance department and the office, there have been situations when the office card is used more often and exceeds the $2,500 credit line. A separate card would simplify the issue. MOTION: by Aimes, second by Wilson, to approve the application for a separate line of credit for the Police Department. All voted aye, motion carried.
6. An insurance claim has been resolved with rental equipment from Foley Rental. The city’s cost was the $250.00 deductible.
7. Executive Session to discuss legal issues for not more than 15 minutes. MOTION: by Wilson, second by Aimes, to go into Executive Session for 15 minutes to discuss legal issues with right to call Erik King and Eric Allen. All voted aye, motion carried.
Meeting resumed at the proper place and time. No action taken. COUNCIL MEMBER REPORTS: Wilson – Pothole at Lewis and Seymour and also the street light at Lewis and Harvey; these will be addressed. MOTION: by Smith, second by Graham, to adjourn. All voted aye, motion carried. Meeting adjourned. Lulita Hopkins, City Clerk
