KEY PROBLEM:
“Too many people are falling off the train”
900+ die annually due to falling of Mumbai locals*( 166 killed in Mumbai terror attacks of Nov’08 )
( 209 killed in Mumbai train blast of July’06 )
The problem is serious and some immediate measures to curb this continuos daily toll needs evaluation.
*Facts provided by the rail authorities is response to a RTI filled by the “The Times” (an international newspaper) for the year 2008
PROBLEM CAUSE :
1. Open Door travel not preventing the falling2. Insufficient capacity forcing overflow - “falling of people”
Carrying 4500+ passengers when designed for 1700 passenger
SOLUTION:Option 1: Evaluate “Close Door Travel”Option 2: Increase Capacity
Option 1 : “Close Door Travel”
Implementation possible only when designed capacity and demand are comparable or demand is less than capacity.
Reality is 4500+ people occupying space designed for 1700.
A theoretical solution not implementable under current circumstances.
How to Increase Capaci ty ?
Increase Length -“add more bogies”
Increase Frequency -“decrease time between services”
Increase Connectivity -“lay more tracks”
Increase Standing-space -“re-design bogie internal space”

Singapore and Melbourne in 2008 re-designed bogies to increase capacityIn a passenger feedback survey done in Singapore after the re-designing it was observed:“9 out of 10 people on the platform and 7 out of 10 people in the train prefer to get on the train versus getting a seat.”
The need of the hour is to consider initiatives which can increase capacity many folds in a short duration.
International experience of the “Bogie Re-design“ and its success makes it even a stronger contender for serious consideration in the Indian context
