consideration is whether the project involves negligible or no expansion of an existing use. Examples
include, among others, the following:

Because the project consists of minor modifications to existing and previously permitted telecommunications equipment, and would not expand the lease area, or increase the overall height of the structures, the project is exempt pursuant to Section 15301, Class 1 Existing Facilities under State CEQA Guidelines.
