functions. A lowdown on the

Indian first citizen's roles and

powers as the nation's 13th

president, Pranab Mukherjee,

assumed office on Wednesday.

What are the executive

powers?

The executive powers of

the Indian union, under Article

53 of the constitution, vest in

the president. The president

has a right to be informed of

all of the nation's affairs,

enjoys powers to appoint and

remove high constitutional

authorities, including the

prime minister and the council

of ministers. All appointments

of the judges of the Supreme

Court and the High Courts, the

state governors, the attorney

general, the comptroller and

auditor general (CAG), and

the chief commissioner and

members of the election com-

mission are made in his name.

What are the legislative

powers?

The budget session

of parliament always

begins with the presi-

dent's address and if

there is a deadlock in

legislation process

between the two houses of

parliament, the president sum-

mons a joint session to break

the impasse. Under the Indian

constitution, the government

needs prior presidential sanc-

tion before introducing legisla-

tion such as for creating a new

state or changes in the bound-

ary of existing states or even a

change in its name. Also, leg-

islation dealing with funda-

mental rights under the consti-

tution requires the president's

consent, similar to money bills

introduced in the Lok Sabha.

Besides, all bills passed by

parliament need the president's

nod before becoming law.

The president also promul-

gates ordinances or emergent

legislation during parliament's

recess. The president also

nominates members to both

the houses.

However,

his powers are

limited to the

extent that he can ask the

council of ministers to recon-

sider a bill they have sent him

for signing, such as invoking

of Article 356. But if the coun-

cil of ministers sends back the

bill, the president has no

choice but to accept it.

What are the military pow-

ers?

The president is the

Supreme Commander of the

Indian Armed Forces and all

officers' appointments are

made by him or her, including

that of the chiefs. The country

declares war in the name of the

president and also concludes

peace, all from the control and

authority over parliament that

the president enjoys.

What are the diplomatic

roles?

India's president has wide-

ranging roles to play when it

comes to diplomacy for main-

taining relations with other

countries. The country's

ambassadors and high com-

missioners are his representa-

tives in foreign land. He also

receives the credentials of

diplomatic representatives of

foreign countries. The presi-

dent also negotiates treaties

and agreements with other

nations prior to ratification by

parliament.

evolution - as a young medical

student drawn to the freedom

struggle; as the leader of the

all-woman Rani of Jhansi regi-

ment of the Indian National

Army; as a doctor, immediately

after Independence, who

restarted her medical practice

in Kanpur amongst refugees

and the most marginalised sec-

tions of society; and finally, in

post-Independence India, her

life as a member of the

Communist Party of India

(Marxist) and the All India

Democratic Women's

Association (AIDWA), years

that saw her in campaigns for

political, economic and social

justice.

"Freedom comes in three

forms," the diminutive doctor

goes on to say on camera in her

unadorned and direct manner.

"The first is political emancipa-

tion from the conqueror, the

second is economic [emancipa-

tion] and the third is social…

India has only achieved the

first."

With Captain Lakshmi's

passing, India has lost an inde-

fatigable fighter for the eman-

cipations of which she spoke.

First rebellion

Lakshmi Sehgal was born

Lakshmi Swaminadhan on

October 24, 1914 in Madras to

S. Swaminadhan, a talented

lawyer, and A.V. Ammukutty, a

social worker and freedom

fighter (and who would later be

a member of independent

India's Constituent Assembly).

Lakshmi would later recall

her first rebellion as a child

against the demeaning institu-

tion of caste in Kerala. From

her grandmother's house, she

would often hear the calls and

hollers from the surrounding

jungles and hills, of the people

who in her grandmother's

words were those "whose very

shadows are polluting." The

young Lakshmi one day

walked up to a young tribal

girl, held her hand and led her

to play. Lakshmi and her

grandmother were furious with

each other, but Lakshmi was

the one triumphant. After high

school in Madras, she studied

at the Madras Medical College,

from where she took her

MBBS in 1938. The interven-

ing years saw Lakshmi and her

family drawn into the ongoing

freedom struggle. She saw the

transformation of her mother

from a Madras socialite to an

ardent Congress supporter,

who one day walked into her

daughter's room and took away

all the child's pretty dresses to

burn in a bonfire of foreign

goods. Looking back years

later, Lakshmi would observe

how in the South, the fight for

political freedom was fought

alongside the struggle for

social reform. Campaigns for

political independence were

waged together with struggles

for temple entry for Dalits and

against child marriage and

dowry. Her first introduction to

communism was through

Suhasini Nambiar, Sarojini

Naidu's sister, a radical who

had spent many years in

Germany. Another early influ-

ence was the first book on the

communist movement she

read, Edgar Snow's Red Star

over China.

Meeting Netaji

As a young doctor of 26,

Lakshmi left for Singapore in

1940. Three years later she

would meet Subhash Chandra

Bose, a meeting that would

change the course of her life.

"In Singapore," Lakshmi

remembered, "there were a lot

of nationalist Indians like K. P.

Kesava Menon, S. C. Guha, N.

Raghavan, and others, who

formed a Council of Action.

The Japanese, however, would

not give any firm commitment

to the Indian National Army,

nor would they say how the

movement was to be expanded,

how they would go into Burma,

or how the fighting would take

place. People naturally got fed

up." Bose's arrival broke this

logjam.

Lakshmi, who had thus far

been on the fringes of the INA,

had heard that Bose was keen

to draft women into the organi-

sation. She requested a meeting

with him when he arrived in

Singapore, and emerged from a

five-hour interview with a

mandate to set up a women's

regiment, which was to be

called the Rani of Jhansi regi-

ment. There was a tremendous

response from women to join

the all-women brigade. Dr.

Lakshmi Swaminadhan

became Captain Lakshmi, a

name and identity that would

stay with her for life.

The march to Burma began

in December 1944 and, by

March 1945, the decision to

retreat was taken by the INA

leadership, just before the entry

of their armies into Imphal.

Captain Lakshmi was arrested

by the British army in May

1945. She remained under

house arrest in the jungles of

Burma until March 1946, when

she was sent to India - at a time

when the INA trials in Delhi

were intensifying the popular

hatred of colonial rule.

Captain Lakshmi married

Col. Prem Kumar Sehgal, a

leading figure of the INA, in

March 1947. The couple

moved from Lahore to Kanpur,

where she plunged into her

medical practice, working

among the flood of refugees

who had come from Pakistan,

and earning the trust and grati-

tude of both Hindus and

Muslims.

CPI (M) activist

By the early 1970s,

Lakshmi's daughter Subhashini

had joined the CPI(M). She

brought to her mother's atten-

tion an appeal from Jyoti Basu

for doctors and medical sup-

plies for Bangladeshi refugee

camps. Captain Lakshmi left

for Calcutta, carrying clothes

and medicines, to work for the

next five weeks in the border

areas. After her return she

applied for membership in the

CPI(M). For the 57-year old

doctor, joining the Communist

Party was "like coming home."

"My way of thinking was

already communist, and I never

wanted to earn a lot of money,

or acquire a lot of property or

wealth," she said.

Captain Lakshmi was one

of the founding members of

AIDWA, formed in 1981. She

subsequently led many of its

activities and campaigns. After

the Bhopal gas tragedy in

December 1984, she led a med-

ical team to the city; years later

she wrote a report on the long-

term effects of the gas on preg-

nant women. During the anti-

Sikh riots that followed Prime

Minister Indira Gandhi's assas-

sination in 1984, she was out

on the streets in Kanpur, con-

fronting anti-Sikh mobs and

ensuring that no Sikh or Sikh

establishment in the crowded

area near her clinic was

attacked. She was arrested for

her participation in a campaign

by AIDWA against the Miss

World competition held in

Bangalore in 1996.

Presidential candidate

Captain Lakshmi was the

presidential candidate for the

Left in 2002, an election that A.

P. J. Abdul Kalam would win.

She ran a whirlwind campaign

across the country, addressing

packed public meetings. While

frankly admitting that she did

not stand a chance of winning,

she used her platform to pub-

licly scrutinise a political sys-

tem that allowed poverty and

injustice to grow, and fed new

irrational and divisive ideolo-

gies.

Captain Lakshmi had the

quality of awakening a sense of

joy and possibility in all who

met her - her co-workers,

activists of her organisation,

her patients, family and

friends. Her life was an inextri-

cable part of 20th and early

21st century India -- of the

struggle against colonial rule,

the attainment of freedom, and

nation-building over 65 tumul-

tuous years. In this great histor-

ical transition, Captain

Lakshmi always positioned

herself firmly on the side of the

poor and unempowered.

Freedom fighter, dedicated

medical practitioner, and an

outstanding leader of the

women's movement in India,

Captain Lakshmi leaves the

country and its people a fine

and enduring legacy.

Lakshmi Sehgal is survived

by her daughters Subhashini

Ali and Anisa Puri; her grand-

children Shaad Ali, Neha and

Nishant Puri; and by her sister

Mrinalini Sarabhai.

"The fight will go on," said

Captain Lakshmi Sehgal one

day in 2006, sitting in her

crowded Kanpur clinic where,

at 92, she still saw patients

every morning. She was speak-

ing on camera to Singeli

Agnew, a young filmmaker

from the Graduate School of

Journalism, Berkeley, who was

making a documentary on her

life.

Each stage of the life of

this extraordinary Indian rep-

resented a new stage of her

political evolution - as a young

medical student drawn to the

freedom struggle; as the leader

of the all-woman Rani of

Jhansi regiment of the Indian

National Army; as a doctor,

immediately after

Independence, who restarted

A frail Capt Lakshmi Sehgal, who had led the women's

wing of Netaji Subhash Chandra Bose's Indian National Army,

met patients at her Kanpur clinic a day before she suffered a

heart attack last Thursday.

"Even on the day before her heart attack, regardless of her

frail health she was at the clinic meeting patients, such was her

dedication," the CPI(M) said in a condolence resolution on her

death today.

visit to Japan, Gujarat chief

minister Narendra Modi drew

parallel between Manesar and

Gujarat during his meeting

with Suzuki chairman Osamu

Suzuki at Hamamatsu. Modi

thanked him for choosing

Gujarat as the next invest-

ment destination for the new

car factory proposed near

Becharaji.

His meeting assumes sig-

nificance in the light of last

week's violence at Maruti

Suzuki India's plant in

Manesar, Haryana. Earlier,

addressing Japanese busi-

nessmen in Tokyo, Modi had

sought to compare the

violence in Haryana with the

"peaceful labour relations"

prevailing in Gujarat. There

have been reports that Modi

may be trying to shift the

Manesar plant in phases to

Gujarat. In Hamamatsu, Modi

held detailed discussions with

the Suzuki chairman and the

company's senior office bear-

ers regarding the car-maker's

upcoming facility in Gujarat.

"Modi sought information

regarding the company's pre-

paredness to set up the unit in

Gujarat," said a source.

"Welcoming Suzuki's

entry into Gujarat, Modi told

the company's chairman that

with Suzuki's announcement

of setting up its plant in

Gujarat, many of the

carmakers have become eager

to set up their base in the

state," the sources said.

Terming the relationship

between Gujarat and Suzuki

"a family-like tie," Modi said

that Gujarat was preparing

grounds to "partner 100

Japanese companies to set up

projects over the next five

years." This, he said he was

sure, would make Gujarat as

Asia's "biggest auto hub."

during a joint operation by

Friday demanded that ration

supplies be air-dropped in

Anjaw dstrict of Arunachal

Pradesh with most of the vil-

lages in this remote district

ties. "Natural calamities have

totally disrupted road trans-

portation since June 24 and

the people are facing acute

shortage of food and other

essential commodities", BJP

district president Banim Kri

said in a communiqué today.

"It will take another month

Kri also claimed that

transportation fares and the

price of essential commodi-

ties have skyrocketed, with

rice being sold at Rs 4000 per

quintal in Hayuliang and at

Center clears 45,000 crorepackage for Uttar Pradesh

,The Centre has cleared a

package to the tune of 45,000

crore for Uttar Pradesh, con-

ceding almost half of the

demand made by the Akhilesh

Yadav government.

The package includes

release of fresh installments of

funds for Centrally-aided proj-

ects which were pending due

to various reasons, including

failure on part of the state gov-

ernment to provide utilisation

certificates.

The decision to clear the

release of the funds was taken

at a meeting between Prime

Minister's Principal Secretary

Pulok Chatterjee and top offi-

cials of the Uttar Pradesh gov-

ernment led by Chief

Secretary Javed Usmani here

yesterday.

While Uttar Pradesh had

demanded release of funds to

the tune of Rs 93,000 crore,

the Centre has agreed to

release Rs 45,000 crore, which

state government officials

termed as "no mean achieve-

ment".

Several installments were

stuck due to failure on part of

the state government to pro-

vide the various Central agen-

cies with utilisation certifi-

cates for release of fresh

amount.

Sources in the state gov-

ernment said that the entire

amount will not be transferred

in one go and would be pro-

vided in installments.

Some additional funds

demanded by Akhilesh Yadav

in his meeting with Prime

Minister Manmohan Singh in

April could be released in the

12th Five Year Plan, sources

said.

roots, Modi said that, "Biharis settled in Gujarat

may have become 100 per cent Gujaratis now

but we do not want them to forget their roots".

Modi also highlighted the strength of the

Biharis saying that they display their talent in

whichever field they go.

"If there were to be no Bihari youngsters,

imagine what will happen to Television? 80

percent of the crew is from Bihar. This is their

influence," Modi said.

Pune: With the country receiving deficient

rainfall, Union Agriculture Minister Sharad

Pawar on Sunday said weather experts did not

seem to be optimistic about revival of monsoon

in the parched regions, forcing the government

to draw water management plans till July next

year. "Reports from experts on the monsoon

making up the deficit in the rest of the season

are not optimistic. We are making plans for

water management till July 2013 (next year's

monsoon)," he said addressing a function here.

Pawar, however, noted that the stocks of

food grains were adequate and there was "no

cause for worry" on that count. Earlier, at a

function in Thane, Pawar said the country may

face a "serious" situation if it does not rain in

the next two months. "Everything depends on

the return of rains in August and September.

But if it doesn't, the situation would become

serious," he said.

Besides Maharashtra, sowing operations in

Rajasthan, Gujarat and Karnataka had been

adversely affected due to weak monsoon, he

said in Pune, adding that the Centre would sup-

port state governments to overcome the

drought-like situation. "I will be holding meet-

ings with the affected state governments from

August 1 to review the situation and discuss

support measures," Pawar said, adding that not

a drop of water should be wasted. He also

appealed to all political parties to bury differ-

ences and support the government in meeting

the challenge. Meanwhile, Maharashtra deputy

chief minister Ajit Pawar said in view of the

drought-like situation in the state, the govern-

ment might be constrained to make certain cuts

in its annual budget.

Gujarat, Haryana, Punjab and West

Rajasthan have been the worst-hit regions this

year with monsoon deficiency ranging upto 75

per cent in Saurashtra and Kutch, accordign to

the weather office data.

Kanpur (U.P.) Captain Lakshmi Sehgal,

who was part of Netaji Subhash Chandra

Bose's Indian National Army, died on Monday

following a brief illness. Sehgal (97) breathed

her last at a private hospital at 11.20am, her

daughter and noted CPI(M) leader Subhashini

Ali said.

Sehgal was admitted to the hospital on 19

July after she suffered a heart attack at her res-

idence in Civil Lines area. She was kept on

life support system. She was very active dur-

ing the Independence movement and had

commanded the 'Rani of Jhansi Regiment' of

the INA formed by Bose. A doctor by profes-

sion, Sehgal was working as a medical practi-

tioner and a social worker. She was awarded

Padma Vibhushan in 1998. Born as Lakshmi

Swaminathan in Chennai on 24 October 1914,

Sehgal obtained her MBBS degree from the

Madras Medical College in 1938. In 1940, she

went to Singapore for further studies before

coming back to India in 1943 to join the INA.

She married Colonel Prem Kumar Sehgal in

1947 and had been residing in Kanpur since

then. Expressing grief over the demise of

Sehgal, senior CPI(M) leader Brinda Karat

remembered her as a "highly politically moti-

vated human being who fought injustice wher-

ever she saw it". "She was a veteran CPI(M)

leader and also a great freedom fighter. She

served people with every ounce of strength,"

Karat said, terming Sehgal as a "symbol of

courage" and a "symbol of woman's expres-

sion".

Anna Hazare, who is based for now at a

protest camp at Delhi's Jantar Mantar, has

wished Pranab Mukherjee for becoming the

President of India. Mr Mukherjee, who quit as

Finance Minister last month, was sworn in as

India's 13th President yesterday.

"He has become the first citizen of India, I

congratulate him," said 75-year-old Anna. His

aides have begun a hunger strike against cor-

ruption. Anna has warned the government that

he may join the fast on Sunday.

Yesterday, hours after Mr Mukherjee took

his oath as President, Anna's aides placed a

cloth over his photograph at their camp. They

said this symbolised how the government had

tried to shield Mr Mukherjee and 13 other sen-

ior ministers from an inquiry into alleged graft.

The accusations of corruption have been

made by activists like Arvind Kejriwal, who for

Anna's core group. Mr Kejriwal declared yes-

terday that as President, Mr Mukherjee is enti-

tled to immunity from investigation. He would

never have been able to become President if the

anti-corruption Lokpal Bill had been enacted as

law, he said.

On stage at Anna's camp are huge photo-

graphs of the Prime Minister, Mr Mukherjee

and other ministers blacklisted by Team Anna.

The activists want the government to sanction

an independent inquiry against these ministers;

they say they have documents to prove their

complicity in different scams which have hurt

the interests of the country.

They also want the government to ensure

that the Lokpal Bill, the legislation designed to

combat corruption among government servants,

is cleared by Parliament.

The Lokpal Bill was passed by the Lok

Sabha in December, but has not made it through

the Rajya Sabha yet. It is being studied by a

parliamentary committee. Team Anna says

these are delaying tactics that prove the govern-

ment is not serious about fighting venality.

At Anna's camp, the turnout of visitors has

been unimpressive - about 2000 people gath-

ered there yesterday. In August, his protest at

Delhi's Ram Lila Maidan drew huge audiences

for 16 days while he was on a hunger strike.

The Myanmar government

on Monday insisted that the

Rohingya minority group, the

target of communal violence

last month, have no claim to

Myanmar citizenship.

“They are not included

among our more than 130

ethnic races,” said Myanmar

Immigration Minister Thein

Htay . Since 1982, the gov-

ernment has classified an

estimated 750,000 Rohingyas

living in its western Rakhine

State as stateless Bengali

Muslims from neighbouring

Bangladesh, leaving them

vulnerable to persecution,

discrimination and abuse.

Last month, a mob of eth-

nic Rakhine Buddhists killed

10 of the Rohigyas in revenge

for the alleged rape and mur-

der of a Rakhine woman by

three Rohigyas. The incident

sparked a wave of communal

clashes that left up to 80 dead

and hundreds of houses

burned. Myanmar authorities

arrested three UNHCR staff

during the unrest. “The gov-

ernment has sound evidence

that the three UN employees

were involved in the Rakhine

riots,” said Mr Thein Htay

who is also the Border Affair

Minister, in the first official

explanation of the arrests.

“We haven’t had any access

to them,” UNHCR spokes-

woman Vivian Tan said in

Bangkok. “We are still

unaware of what they’ve been

charged with.” she added. UN

human rights expert Tomas

Ojea Quintana arrived in

Myanmar over the weekend

to investigate the Rakhine

violence. Although Myanmar,

which was ruled by a junta

between 1988 and 2010, is

now under nominal civilian

rule there is no indication that

the new regime has changed

its attitude towards the

Rohingyas, many of whom

have lived in Myanmar for

generations.

As part of his first official

trip to the Asia-Pacific region

as Deputy Secretary of

Defense, Dr. Ashton B. Carter

visited India July 22-25.

During this visit, he discussed

with key Government of India

officials and defense industry

leaders how the United States

and India can work more

closely together to ensure

security and prosperity in the

21st century.

Deputy Secretary Carter’s

meetings followed through on

Secretary Panetta’s visit to

India last month when the

Secretary made clear that we

must work to deepen our

security partnership – so that

our relationship becomes

more strategic, more practi-

cal, and more collaborative.

One of Secretary Panetta’s

initiatives that Deputy

Secretary Carter discussed in

New Delhi was further lead-

ing an effort, along with

Indian counterparts in the

Ministry of Defense and the

Ministry of External Affairs,

to make our respective

bureaucratic processes sim-

pler, more responsive, and

more effective to increase

defense trade and cooperation.

The Deputy Secretary also

met with Indian defense

industry executives in

Hyderabad to discuss practi-

cal next steps for streamlining

bureaucratic barriers in both

the U.S. and India. He toured

several promising Indo-U.S.

facilities co-producing trans-

port plane and helicopter

components. As reaffirmed

during the recent June 2012

U.S.-India Strategic Dialogue,

the defense relationship

between our two countries is

an important dimension of our

strategic partnership. The

United States is committed to

finding innovative ways to

increase our defense coopera-

tion with India and to identify

opportunities to take an

already strong defense

relationship to the next level.

Deputy Secretary Carter’s

visit reinforced the message

that our countries have

crossed a threshold in our

relations where our successes

at home and abroad are

strengthened by our defense

cooperation, and that there is

greater potential and areas of

cooperation that can be tapped

in the overall U.S.-India

partnership.
