The challenges
• Source data held in non-conformant formats
• INSPIRE requires the creation of previously uncaptured data
(e.g. ‘Owner’ label)
• Cross boundary working means different coordinate reference
systems in use
• Publication of sensitive data (e.g. location of endangered
species)
• Multilingual and multicultural audience
![Page 7: Parco NazionaledellaSilla, Calabria, Italia · Data Access Nature-SDI became one of first projects to deliver an INSPIRE Direct Access Service using WFS 2.0 Partners of Nature-SDI](https://reader033.vdocuments.net/reader033/viewer/2022060217/5f065a937e708231d4179264/html5/thumbnails/7.jpg)
Nature Conservation in INSPIRE
Key INSPIRE data themes:
• Protected Sites (Annex I)
• Biogeographical regions (Annex III)
• Habitats and biotopes (Annex III)
• Species Distribution (Annex III)
![Page 8: Parco NazionaledellaSilla, Calabria, Italia · Data Access Nature-SDI became one of first projects to deliver an INSPIRE Direct Access Service using WFS 2.0 Partners of Nature-SDI](https://reader033.vdocuments.net/reader033/viewer/2022060217/5f065a937e708231d4179264/html5/thumbnails/8.jpg)
Data Harmonisation
• Create data translation & database mapping
• Use of ‘constants’ to include uncaptured data
• Perform coordinate transformations to single CRS
• Truncate data in line with INSPIRE specification
• Create GML 3.2.1
• Validation against INSPIRE specifications
Epsilon was one of the first NatureSDI members to publish an
INSPIRE compliant dataset
Proved that a standard off-the-shelf software tool supports the
INSPIRE requirements; no coding was involved

Data Access
Nature-SDI became one of first projects to deliver an INSPIRE
Direct Access Service using WFS 2.0
Partners of Nature-SDI project achieved outcomes and benefits
in excess of original requirements.
• Deliver GML as required by INSPIRE
• Publish to GML 3.2.1 (INSPIRE Data Specification)
• Deploy Direct Access Service in short timeframe for data access
• Create WFS 2.0 without coding
• Publish KML files and serve through consumer mapping apps
such as Google Earth

A successful experience
• as a practitioner who:
– initially remapped one Natura2000 national dataset (1 shp + 1 Access RDBMS downloaded from
EIONET) from the Standard Data Form of EEA to the PS-natura2000 INSPIRE gml application
schema (all gml elements mandatory!)
– then remapped again to the INSPIRE PS-full xsd (after that PS-natura2000 was deprecated with
version 3.1 of DS)
– in both cases successfully validated the harmonised datasets, both against the INSPIRE target
schemas and the relevant schematron rules
– in both cases managed to deploy a WFS 2.0 with very few clicks
Two main reasons for a successful experience in harmonising spatial datasets
according to the INSPIRE gml application schemas:
• as the coordinator of the DH-TWG (Data Harmonisation Technical Working Group) inside the
EU project NATURE-SDIplus who:
– coordinated the harmonisation of 234 spatial datasets belonging to 4 INSPIRE data themes (PS, BR,
HB, SD), assisting 20 different Data Providers from 17 different EU Member States, which used 14
different harmonisation “tool-configurations”
