Weekend crime operations in GrassyPark kicked off to a rocky startwhenamissing child was reported and set
back operations by two hours.An eight-year-old boy was reported miss-ing at the station on Friday 27 February,says Grassy Park police spokesperson War-rant Officer Wynita Kleinsmith.“Amother reported her sonmissing at ourstation just before 17:00 onFriday.Themoth-er said the boy was on his skateboard infront of her as they approached 5thAvenue,”Kleinsmith says.According to the mother when she round-ed the corner after her boy, he was missing.“The mother says the boy wasn’t too farfrom her when they got to 5th Avenue, butwhen she looked again, he was gone,” sheadds.After a two-hour search the boywas foundin RadiantMansionwheremother and childwere on route to visit with family.“With missing children being reported atour station we take it as a priority. We hadto find the child before we continued withour raid operation,” Kleinsmith says.Crime operations eventually started atjust after 19:00 when police visibility was in-creased in the area from Friday 27 Februaryuntil Sunday 1 March which resulted in anumber of successful arrests.The first successful arrest was made at19:15 on Friday when police arrested a 23-year-old man for the possession of tik.“The suspect was arrested in RietbokAve-nue after police members noticed the manwas acting suspiciously. Upon searching theman they found a packet of tik and cash.”Later the same evening, at 20:50, a 25-year-old man was arrested after police receiveda tip-off from the community.“Information was received that the sus-pect was dealing drugs fromhis home in 2ndAvenue, Lotus River. Members found 10packets of tik hidden in a sound box and anundisclosed amount of cash,” Kleinsmithsays.The suspect was arrested on charges of al-ternative dealing and the possession ofdrugs. The suspect appeared in theWynbergMagistrate’s Court on Monday 2 March.On Sunday 1 March at 00:50 police werebusy with a crime prevention operation in
the area when they noticed a group of menfighting on the corners of Klip and Strand-fontein roads.“The police intervened to stop the fight.Once the fight was stopped the men weresearched. One suspect was in possession ofan unknown firearm with a silver handle.The gun had five R5 rounds and three silver357 magnum rounds,” Kleinsmith says.The 23-year-old suspect was arrested forpossession of an illegal firearm and ammu-nition.He is in police custody.Later on Sunday, at 07:00, while officerscontinued their patrols, they received infor-
mation about drug dealing at HoogenoegCourt in Ottery where gang violence hasflared up.“When the suspect saw the police van heacted suspiciously. Members of the policecalled the man, but he ran away. Police thengave chase and caught the suspect,” Klein-smith says.Upon searching the suspect, police offi-cers found 20 packets of tik on him and cash.“The 25-year-old suspect was arrested oncharges of alternative dealing and the pos-session of drugs.He appeared in the Wynberg Magistrate’sCourt on Monday 2 March.
Kleinsmith says while members were ar-resting the 25-year old suspect, a search wasalso conducted by other officers at Welte-vrede Court in Ottery where they found 49abandoned packets of tik.The tik was handed in at Grassy Park Po-lice Station.A team of Crime Investigation Unit offi-cers assisted in these arrests.On Saturday 28 March police officers alsoissued 10 fines for several road contraven-tions.V What are your thoughts on these arrests? creation of the ’60s, ’70s and ’80sin disadvantaged schools andcommunities have graduallybeen replaced by the currentspate of crime-related and unso-cial behaviour among our yo-ung people,” he says.“The lack of vision and dre-
ams, the heavy pressure on yo-uth by family, peers and undesi-rable elements in our communi-ties put pressure on young
people, boys and girls, to give upon their dreams and becomepart of a statistic of the elementsof social ills.“Various factors have over
the years contributed to convin-cing our youth that it is ‘cool’ tobehave unsociably. Communi-ties have to deal with the chal-lenges ofmoral decay and a ran-ge of socio-economic issuessuch as joblessness, poverty,slow economic developmentand crime.“Our youth are lured by
gangs with artificial, materialbait to become active in crimeanddrugsbecause ‘it pays’. Cell-phones, branded clothing, mo-ney, and drugs are used to moti-vate young boys to get involvedin gangsterism, and it is flouris-hing.”Clifton, who has vast experi-
ence in sports management andcommunity development wantsto use tennis to tackle these pro-blems.
He is a professional tennis co-ach and ITF Level 2 coach andhas obtained theSwedishTrain-the-Trainer qualification; heplayed, coached and administe-red the game at various levels.Clifton also managed provin-
cial and national teams.“Our aims are to train and
equip youth and adult tennisenthusiasts with tennis play-ing, basic coaching and admini-strative skills that will assistand enable them to play, imple-ment and manage tennis pro-grammes that kindle ‘appetite’and roll-out of the sport to thecommunities in a fun, recreatio-nal, enjoyable, professional andsustainable manner,” he says.“The programme will consist
of mini-tennis in primaryschools, a high school tennis le-ague and free adult team tennistraining.” The programme alre-ady started in the first week ofFebruary with clinics and coa-ching sessions at the Athlone

There were many people who eagerlyawaited this year’s budget speech.And there were also many who sim-
ply were not interested in it because theyfeel that the decisionsmade by politiciansrarely have much impact on the lives ofordinary citizens.They still just do the best they can with
what they have available. Budget 2015,however, is very important to ordinarySouth African citizens because it does di-rectly affect our lives. Finance MinisterNhlanhla Nene’s first full National Bud-get was a tough one.
Fuel levyThe biggest shock to consumers was
probably the raising of the fuel prices by80.5c/F. This is made up of an increase inthe general fuel levy by 30.5c/F and theRoad Accident Fund levy by 50c/F.While fuel prices arenowat their lowest
in many months, consumers might beable to absorb these increased levies, butfuel prices do fluctuate.Consumerswill be feeling the full brunt
of this levy hike when the fuel price rises
again.Wewill not only be feeling it directlywhen
we fill up, butwe are sure to the see the priceof basic food and necessities rise too.
ElectricityThe other hike which will have a direct ef-
fect on consumers is the “temporary” in-crease in the electricity levy form 3.5c/kWhto 5.5c/kWh.According to Nene this was put into place
to assist demand. The additional 2c/kWhwill be withdrawn when the electricityshortage is over.
Income taxPeople earning more than R181 900 a year
(R15 158 a month) with have their personalincome tax increased by 1%. This raises taxof the average person in this tax bracket, be-low the age of 65 by about R21 a month.The rates and brackets for transfer duties
on the sale of properties will be adjusted, sothat it provides relief to middle incomehouseholds.Transfer duty on properties below
R750 000 will be eliminated.
Sin taxOther increases include:. The tax on a quart of beer goes up by
15.5c;. A bottle of wine will cost 15c more;. A bottle of sparkling wine goes up by 48c
and a bottle of whisky will cost R3.77 more;. A pack of 20 cigarettes will cost 82cmore.Social grants have been increased:. Old age, war veterans, disability and
care dependency grants will increase by R60from R1350 to R1410;. Child support grantswill increase byR10
to R330;. And foster care grants will increase by
R30 to R860.The number of beneficiaries of social
grants has doubled from 7.7 million recipi-ents.Nene said theywould review the possibili-
ty of further adjustments to grant values inOctober.
Disposable incomeThe household debt-to-disposable income
ratio currently stands at 78.4%.Consumerswho are already cash strapped
and specifically struggling to pay their debt,are encouraged to tighten their belts and putall their resources into becoming debt-freeas soon as possible.RogerBrown, chief executive of debt coun-
sellors Credit Matters, says: “This is crunchtime for consumers.The only way those struggling with debt
are going to survive is by decreasing whattheypay their creditorsmonthly so that theymay havemoremoney left to live on and payfor basic necessities.”V How are you tightening your belt? Poor attendance at a protest in Otterydisappointed many.Following weeks of gang violence
which resulted in several murders, wardcouncillor Melanie Arendse made a call toresidents to stand up against violence andgangsterism.According to Grassy Park police the cur-
rent hotspots are Ottery, Lotus River andParkwood.On Saturday 28 February less than 50 resi-
dents showed up to voice their unhappinessabout the violent flare up.Theyprotested inBruceWalk and claimed
the vacant plot in this road is being used asa battle ground for fighting gangs.According to police the fights are a result
of squabbles over drug turfs.Arendse was disappointed at the turnout
and claimed residents were scared of gang-sters.“Our people are still too afraid. Gangsters
are intimidating our residents. This needsto be changed,” Arendse says.However, according to Community Police
Forum spokesperson Philip Bam he was notinformed until the day of the protest of resi-dents’ plans.She explains they will hold protests every
month to restore the hope and faith of resi-dents who have become hopeless.Arendse further explains the gang vio-
lence is having an adverse effect on servicedelivery by the municipality.“Officials have already been threatened
by gangsters which hampers service deliv-
ery and places us in a predicament,” shesays.Arendse adds that gang wars place im-
mense pressure on helping residents to stayinformed about their area and to band to-gether against crime.“Gangsters shoot at street lights which
limits visibility for criminal activity. Our
people aren’t free to move around in theircommunity anymore because they areafraid of being shot or injured in the cross-fire,” she says.Arendse has encouraged residents to take
responsibility and not to be intimidated bygangsters.“They are the minority and we have to
stand together to combat crime in our com-munities.“We have to make our statement to say

After 35 years in the race to athletic hon-ours, Hyde Park Primary School pu-pils and staff are savouring their suc-
cess.The school in Parkwood Estate won first
place in the A-section athletics meeting onTuesday 17 February at the Mandela ParkStadium in Khayelitsha.School principal Dirk Jurgens says he is
incredibly proud of the school for breakingthe stronghold of their competitors.“This is a huge success for our school and
will definitely go down in the history booksof Hyde Park Primary. We remain excitedfor this victory as it has been years in themaking,” Jurgens says.Principal at the school for the past eight
years, Jurgens says he has always had alove for sport.He says he would sit with the committee
every year while training for the inter-school athletics.“On two occasions we won the B-section
athletics, but wewanted to aim higher. Andin recent years we could see that victory isin reach butwe needed to commit ourselvesto this,” Jurgens says.He sings the praises of the teachers who
came on board and assisted with the train-ing of pupils in preparation for the big day.“We have a dedicated team of teachers
whoworked together tomake the day a suc-cess.On the daywe evenhadamarquee tentfor our pupils to keep them cooled down inthe heat. And every morning before prac-tise sessions took place they got something
to eat as well to ensure they stayed properlynourished,” Jurgens says.He adds that this year was quite different
for him when it came to being involved inathletics.“Normally I would be involved and be
quite hands-on when it came to athletics.But this year was different – I sat it out. Ihave an amazing team to thank for takingthe lead and taking responsibility for ourathletic events. Even our staff who weren’tinvolvedwith the trainingprocess providedan amazing support structure,” he says.Jurgens says the eventual victory was
three years in the making and they couldnot be happier.“Formanyyearswe struggledagainst our
strongest competition who was FairviewPrimary and Plantation Primary. We wereable to finally beat them and as principalI am extremely proud of the amazing teamof athletes and teachers who made it possi-ble,” Jurgens says.He also attributes the success on the day
to the holistic approach at school.“At Hyde Park Primary it’s not just about
passing your exams at the end of the year.We want our pupils to succeed and wantthem to feel positive about their futures.That iswhywehave incorporated a dedicat-ed ballet and music department at ourschool. Thiswill ensure greater heights andbetter opportunities for our pupils,” hesays.In conclusion Jurgens jokes about his
minimal involvement with the athleticsthis year. “Moral of the story is that Ishould keep my nose out of athletics fromnow on if I want us to win,” Jurgens jokes.

Backyard residents in Parkwood cansoon look forward to the roll out of ba-sic services in their community.
People’s Post previously reported on theroll out services the backyard dwellers willreceive (“Basic services for backyarders”,18 November 2014).
During a meeting held on Thursday 19February backyard dwellers were told thebasic services –which include newablutionfacilities and electricity – have alreadystarted to roll out as part of a new projectby the City of Cape Town.
Ward councillor Melanie Arendse saidthe services are expected to be complete byJune. “Backyard dwellers have alreadystarted moving as the project has startedrolling out. Residentswho live inbackyardswill have to start making alternative ar-
rangements while the project continues,”Arendse says.
She adds that backyard dwellers wouldhave to move from their current livingspace to an alternative area tomakeway forthe contractors to work in the yards. “Be-cause there are many backyards that aredensely populated we are asking our resi-dents to make temporary living arrange-ments for work to continue at a steadypace,” she said.
Arendse has pleadedwith the communityfor their cooperation for the project to goahead with no hiccups. “We need the inputof the community. We must remember thatthere is no backyarders policy, but the Cityhas provided this service after recognisingthe needs in our communities,” she says.

A school principal was recentlypleasantly surprised by his staffand parents of pupils at the
school when they gave him a surpriseparty.
Pelican Park High principal CaderTregonning could not stop smiling aft-er the efforts of his pupils, their par-ents and school staff.
Tregonning celebrated his birthdayon Thursday 26 February and said hewas pleasantly surprised and couldn’tthank everyone enough formakinghisbirthday special.
“I really did not expect anything likethis. I did not even know they knewwhen my birthday was, but I am onlyso grateful for this kind gesture andwill forever cherish it,” Tregonningsays.
He adds he didn’t know his wife alsohad a hand in the surprise but whenthe special assembly was called onThursday morning she pitched upwith food for staff.
“My wife prepared rotis and dessertfor the staff which was such a treat.Parents of some of my pupils even pre-pared cake which served the wholeschool. We had 20 tables of cake!” Tre-gonning beams.
Pupilswere servedwith the cake aft-er the special assembly and Tregon-ning says this was a special momentfor him.
“They all sang for me and the cakewas brought out. Nowwhile I’m not anemotional person, this did bring a tear
to my eye to see my pupils join in onmy special day. It really was such aspecial moment,” he says.
Tregonningadds that a special birth-day party for him was a humbling ex-perience as well.
“Just to know that you have a formi-dable team on your side that was capa-ble of pulling this off is quite reassur-ing. I do not expect accolades andmany times I find myself doing someintrospection asking do I really de-serve this,” he adds.
The smiling principal says he musthave done something right to receivethe surprise.
“I used to teach in Sea Point andcame to Pelican Park a few years ago.If anybody should ask me now if Iwanted to go back to Sea Point the an-swer would be ‘no’. I have grown tolove this school verymuchand I firmlybelieve in embracing change insteadoffearing it,” he says.
Tregonning thanked everybodywhowas part of his special day.
“I can’t thank them enough for allthat they have prepared for me. Theyare an amazing group of people and Iam ever grateful,” he says.

didn’t have the courage,” Natalie says.Last year, Natalie and the band 5 Levels Up raised
R78 000 for Baphumelele, an orphanage in Khayelitsha,with a show at St George’s Cathedral.Whenhermanager askedher about putting ona show
this year she decided: “It needs to have purpose, visionand a theme.”The purpose this time around is “to show people that
no matter how you grow up, there’s always a choice tomake something of your life, despite your circumstan-ces. You still have a purpose in life”.The first half of Dear younger me will consist of skits
by Project 021, a community youth theatre group.“There are a few things that happen in the skits that
happened to me as a child and have affected me as anadult,” Natalie explains, pointing out that these issues,like bullying and low self-esteem, are problems thatmany people have experienced at some point of theirlives.The evening will also include poetry that speaks to
the skits, and of course singing and dancing.Besides the on-stage entertainment, the audience can

The Sanlam Cape Town Marathon hasbeen awarded the coveted Silver Labelstatus by the International Association
of Athletics Federations (IAAF) – the firstmarathon on the continent to be awardedthis classification.
According to Wikipedia, Silver Label sta-tus means that at least five nations are to berepresented by runners with times fasterthan the IAAF’s guidelines. Additionally,the race course must be closed to vehiculartraffic, and measured to the Association ofInternational Marathons and Distance Ra-ces (AIMS) standard, with full electronictiming used to generate the results. The racemust be organised in a way that minimizesecological damage to the surrounding areas.A specified number of doping tests must becarried out, and prize-money for the partici-pants should be equal, irrespective of genderor nationality, though additional rewardscanbegiven to runners fromthehostnation.
This year the marathon will be held overthe weekend of 19 and 20 September. Entrieswill open on 1 March and organisers expect20 000 entries.
The marathon has R1.6 million in totalprize money.
“The bar has certainly been raised quitehigh and as we launch this year’s event, theorganisers have set yet another challenge –the IAAF’s Gold Label status for the SanlamCape TownMarathon.We are confident thatthis will also be achieved in no time,” saidCarl Roothman, Chief Executive: Retail:Sanlam Investments speaking at a mediabriefing.
A significant milestone has already beenreached towards the achievement of theGold Label status. The Sanlam Cape TownMarathon is one of the first sporting eventsin South Africa to be declared carbon neu-tral.
Additionally, Africa’s largest vitamins
and nutritional supplements brand, VitalHealth Foods, has been appointed develop-mental partner for the Sanlam Cape TownMarathon to help assist with the develop-ment of the sport in South Africa. Technicalpartner Asics, alongwith Sanlam, will spon-sor a trip for two people to take part in the2016 Paris Marathon, as a prized reward fora lucky entrant wanting to experience whatthe essence of a world-class Gold Label sta-tus marathon is.
“The Silver Label status puts the SanlamCape Town Marathon on the race calendarfor the top tier international runners in 2015.Weare excited to be planning a spectator ori-entated event over the Heritage Day week-end,” said Elana Meyer, marathon brandambassador.
Last year’s event in September drew over12 500 athletes, 5 000 more runners than theprevious year. It was won by Kenyan WillyKibor Koitile in a time of 2:10:45.

The annual 10 km BigWalk just gets big-ger and bigger and the 16th edition heldon Sunday was no different.
More than 20 000 people of all ages took tothe streets of Cape Town for the Big Walkwhich came to a close at the Green PointTrack. Walkers were spurred on by enthusi-astic crowds of cheering supporters on a daymarked by sunshine, excitement and cama-raderie.People’s Post is the media partner of the
