DENTAL POSTGRADUATE COURSES (MDS)
1. INTRODUCTION:
The Government of Maharashtra has established "ADMISSIONSREGULATING AUTHORITY AND STATE COMMON ENTRANCE TEST CELL"as per the provisions of Maharashtra unaided private professionalEducational Institutes (Regulation of Admission & Fees) Act. 2015,(hereinafter the act).
The Commissioner of State CET Cell, has been designated as CompetentAuthority for conducting PGM/PGD-CET 2016 and selection of candidatesfor admission to various Medical post graduate courses for the year 2016-
2017.
As per this act, PGM/PGD-CET 2016 is applicable for admission toGovernment, Municipal Corporation and Private Unaided Medical Colleges/Institutions.
2. COMPETENT AUTHORITY:
The Commissioner of CET CELL has been declared as the CompetentAuthority as per the provisions of 2(e) and section 10(2) of the act. Thereforeas per provisions of act the commissioner CET CELL will conduct theCommon Entrance Test 2016-2017 and will the merit of thePGM/PGD-CET 2016.
3. DESIGNATED AUTHORITY:
For the purpose of Conducting the CET following authorities shall act asDesignated Authorities.

5. LIST OF MEDICAL/ DENTAL POSTGRADUATE COURSES:
5.1 MEDICAL POSTGRADUATE COURSES
The list of Medical Postgraduate Degree/Diploma courses is given inAnnexure-A.
5.2 DENTAL POSTGRADUATE COURSES:
The list of postgraduate degree courses are given in Annexure B.6. PG SEAT DISTRIBUTION FOR MEDICAL/DENTAL COURSES :-
6.1(a) PG Medical Seats From Government /Corporation Medical Colleges:-The seats available for admission to medical postgraduate courses willbe distributed as 50% to all India Quota & remaining 50 % to the StateQuota. From the State quota 25% PG Degree & 25% Diploma Seats fromGovernment Medical Colleges will be distributed to the In-ServiceCandidates of Public Health Department and ESIS Department as perGR. No. MED 1013/CR 137/13/Edu-2 dated 6 Jan, 2015. Available Statequota seats (after excluding All India Quota & In- service quota) will bedistributed in accordance to constitutional reservation policy of state asmentioned in Annexure "C". The specified reservation under Persons
With Disability (PWD) category shall be filled as mentioned in Annexure "D"
In-Service seats distribution for In-service BMC Candidates will be as perthe policy of BMC and these seats will be exclusively from the BMCMedical Colleges.
6.1(b)PG Dental Seats From Government / Corporation Medical Colleges:-The Seat available for admission to Dental Postgraduate Courses will bedistribute as 50% to all India Quota and remaining 50% the State Quota.From the State Quota 15% Seats from Government Dental Colleges willbe distributed to the dental In-Service Candidates of Government DentalCollege & Hospital and Government Medical College & Hospital as per

6.2 PG Medical/ Dental Seats From Private unaided Medical/ Dental
Colleges and Minority Institutions:
The seats available for admission to Post graduate Medical/ DentalCourses shall be as stipulated by the appropriate authority and declaredby Government from time to time.
6.3 The institute wise availability of the seats will be as per Postgraduate
Regulation of Medical Council of India (MCI)/Dental Council of India (DCI)and MUHS, Nashik.
7. ELIGIBILITY CRITERIA FOR PGM/PGD-CET 2016 FOR MEDICAL/ DENTALPOST-GRADUATE COURSES:
7.1 Candidate must be an Indian National. Nationality Certificate issued byDistrict Magistrate or Additional District Magistrate or Chief MetropolitanMagistrate or valid passport or School Leaving (SSC) /Jr. College LeavingCertificate of HSC/12th Std. indicating the nationality of the candidate asIndian shall constitute the proof of nationality. Origin (PIO)/Non Resident Indians (NRI)/Overseas Citizen of India(OCI) are not eligible].
7.2 All candidates, who have passed final M.B.B.S./B.D.S. examination andcompleted/completing one year internship training by 31st March, 2016from a recognized Medical/ Dental college included in the Schedule of theIndian Medical Council Act, 1956/ scheduled of Dental Council of Indiaand situated in Maharashtra are eligible. The Medical/ Dental College
should have been affiliated to Non-Agricultural Universities establishedunder Maharashtra Universities Act, 1994 or the Maharashtra Universityof Health Sciences Act, 1998 or Medical/ Dental College affiliated toDeemed university as per University Grant commission Act of 1956 undersection 13/A, situated in Maharashtra. The candidate should haveobtained registration either from the Medical Council of India orMaharashtra Medical Council (MMC) and Dental Council of India (DCI) orMaharashtra State of Dental Council (MSDC). Candidates who havepassed MBBS/ BDS examination from foreign University are noteligible for PGM/ PGD-CET 2016.
7.3 The MCI/MMC and DCI/MSDC registration is mandatory for appearing atPGM/PGD-CET. Registration Certificate should be produced at the timeof Document Verification process.
7.4 Candidates, who were admitted to the colleges / institutions which arenow affiliated to the Maharashtra University of Health Sciences, Nashik(MUHS) will be eligible till such time as they are awarded the degree bythe University established under Maharashtra Universities Act, 1994.
7.5 The candidates who are domiciled in Maharashtra and who have obtainedadmission under 15% quota for All India Pre Medical/ Dental TestEntrance Examination (AIPMT) for MBBS/BDS course in the Medical/Dental college/institution situated outside Maharashtra State and whohave obtained the degree from a University situated outside the State ofMaharashtra will also be eligible for PGM/PGD-CET 2016. Suchcandidates should submit (i) certificate from the Dean of respectiveMedical/ Dental college stating that the candidate was admitted under
15% All India quota for MBBS/ BDS course, and (ii) Candidate's Domicilecertificate of Maharashtra State by virtue of residence.
7.6 The candidate belonging to Backward Class/ PWD category must haveclaimed so in his online application form, failing which such a claim willnot be entertained subsequently. The candidate belonging to BackwardClass Category should produce the Caste Certificate, Caste ValidityCertificate, and Non-Creamy Layer Certificate (wherever applicable) andthe candidate claiming PWD reservation should provide requisitecertificate at the time of Document Verification and preference form fillingprocess.
7.7 A Candidate belonging to Creamy Layer amongst the categories (VJ) DT -A, (NT-1) NT-B, (NT-2) NT-C, (NT-3) NT-D, OBC and SBC must note thatthe provision of reservation is NOT applicable to him/her. A candidateclaiming benefit of reservation under these categories will be required toproduce Non-Creamy Layer Certificate as specified in the Govt. ResolutionNo.CBC-10/2008/CR-697 VJNT-1, dated 24thJune, 2013.The certificate inprescribed Proforma stating that it is valid upto 31/3/2016, should besubmitted at the time of Document Verification process.
7.8 The candidate admitted for MBBS/ BDS course in reserve category on thebasis of Court order for Caste claim is required to submit Caste ValidityCertificate given by the Caste Scrutiny Committee. If the matter is stillpending with Hon'ble Court, candidate should submit a fresh Court orderfor PGM/ PGD-CET 2016, failing which the claim will not be granted and

the candidate will be considered as Open category candidate subject tofulfillment of eligibility criteria of Open Category.
7.9 Candidates who have passed postgraduate diploma course will beeligible for PGM/PGD-CET for admission to postgraduate degreeregistration in the same subject only.
7.10 Applicable to PGM Candidates only :The candidates who were eligible toappear for PGM-CET 2014 and earlier PGM CETS irrespective of whether
they appeared or not it will be considered as attempt. The Candidatesthus completing two or more attempts must have completed 1 years bondservice as per
Govt. Letter No.PGM-1010/ CR-353/10 Edu-2/MEDD dated28th September 2011 & Government Notification Letter No. DMER/PGM-
CET/ELIGIBLITY/2013/ CRTERIA/2-A, dated 1stNovember 2011.However,any candidates who has qualified in PGM-CET -2016, and has not done 1
year bond service, can take the admission through PGM-CET - 2016, afterbreaking the bond by paying necessary bond penalty amount to thecollege where he / she has done MBBS course. Candidates who havecompleted internship on or before 31/03/2014 and have appeared PGM-CET-2016 and desirous to fill preference form for PGM CET 2016admission process, should produce a documentary evidence of eitherbond release certificate issued by concerned authority or receipt of penalty
amount paid for the bond service to the concerned authority at the time ofpreference filling process. A candidates who fails to comply the aforesaidcondition will not be allowed to fill the preference form and he/she will bedisqualified for selection process of PGM-CET-2016. Candidates who aredeclared eligible as per rule of PGM-CET 2016 can only fill Preference formfor PGM-CET 2016.
Candidate will be allowed to appear for PGM-CET only twicefirst timefor the examination conducted before the date of internship completionand second time for the examination conducted immediately after thecompletion of mandatory internship period. While counting the attemptswhether the candidates actually appeared for the examination or not, willnot be taken into consideration.
7.11 Candidate will be eligible to appear for PGM/PGD-CET 2017, if he/shecancels his/her admission of PGM/ PGD-CET 2016 before prescribeddate.
7.12ELIGIBILITY CRITERIA FOR IN-SERVICE CANDIDATES :-
7.12.1 For In-Service Candidates of PGM-CET :- Eligibility for In-servicecandidates will be as per criteria laid down by the Public HealthDepartment for M.M.& H.S. Medical Officer candidates and bycommissioner of E.S.I.S. for E.S.I.S in-service candidates. ForBMC In-Service Candidate eligibility criteria will be as per criterialaid down by Municipal Commissioner/Director of BrihanmumbaiMunicipal Corporation.
7.12.2 For In-Service Candidates of PGD-CET :- Eligibility for In Service
Candidates will be as per provisions mentioned in G.R.

7.12.3 In-Service candidate will also be covered by relevant generaleligibility criteria's.
7.13 Non-eligibility of Candidate for applying/ appearing to Medical/Dental Post graduate CET :
The following candidates are not eligible for applying/appearing atPGM/ PGD-CET 2016 as the case may be:

7.13.1 Candidates who have passed Final MBBS/BDS exam frominstitute located outside Maharashtra, except candidates who areDomicile of Maharashtra and selected under 15% All India quota(Ref. Rule 8.5).
7.13.2 Candidates who have passed final MBBS/BDS examination
from foreign university are not eligible.7.13.3 Candidates who are not completing internship on or before
31stMarch 2016. Candidates who are completing OR likely tocomplete their internship AFTER 31st March 2016 need not applyfor the PGM/PGD-CET as they shall be ineligible to participate atany stage of the admission process.
7.13.4 Candidates who have not obtained MMC/MCI and DCI/MSDCregistration.
7.13.5 Candidates who had been admitted to PG course throughPGM/PGD- 2015 and resigned/left/not joined which resulted inlapse of a seat.
7.13.6 Candidates who are previously registered and are pursuing/havecompleted the PG degree course or have obtained PG degree.
7.13.7 Candidates who are registered for PG Medical diploma and have
not passed the course at the time of Document Verification.8. APPLICATION FORM AND FEES FOR EXAMINATION:
8.1 The Competent Authority shall issue Notification regarding onlineApplication process. The information Brochure containing procedures forCommon Entrance Test for admission to postgraduate courses will bemade available on website of www.dmer.org. An applicant seekingadmission to the PGM/PGD-CET 2016 will be required to submit singleprescribed online application form (ANNEXURE "F" for PGM-CET andANNEXURE"G" FOR PGD-CET a Specimen Copy of online applicationform). Candidate should submit Separate Application form for Medical/Dental Postgraduate CET.
In-Service candidates who wish to seek admission for the postgraduate
course shall apply online at par like other Non In-Service candidates.8.2 In-Service candidates may kindly note that online registration and
appearance in PGM/PGD-CET 2016 does not confirm any automaticright to secure a postgraduate seat from in-service quota. The selectionand admission is subject to the fulfillment of eligibility criteria asprescribed by concerned establishments i.e. Director of Heath service,Commissioner of ESIS, Commissioner of Brihanmumbai MunicipalCorporation and Director of Medical Education & Research. CompetentAuthority shall not be responsible if such in-service candidates arerefused for admission on account of non eligibility of candidates.
8.3 Cost of online application form of PGM/PGD-CET 2016 & examination feeis Rs. 3000/-. This amount is not refundable.
8.4 PGM/PGD-CET-2016 will be conducted at Mumbai, Pune, Aurangabadand Nagpur centers. Candidate can choose the centre for examination asper his choice and indicate the same in online application form. Suchchoice once exercised will be final and binding.
8.5 The information Brochure and online application Form will be availablefrom 14/12/2015 to 30/12/2015 before filling Online Applicationformdownload information brochure of PGM/PGD-CET 2016 and readthe same carefully. The Applicants must possess the required criteria andeducation qualification as mentioned in the Information Brochure ofPGM/PGD-CET 2016.

The details of online form submission process on DEMR websitewww.dmer.org are as mentioned below.
Apply Online for PGM/PGD-CET 2016 Link will be available on DMER websitewww.dmer.org. Click on the above Link.a) Application form link will be displayed. click on Application form link.
b) Instructions page will be displayed. Carefully read the Instructions forfilling online form (Annexure "E").After reading Instructions, applicanthas to click NEXT button to go to actual Online Application form(Annexure F for PGM-CET and Annexure "G' for PGD-CET specimencopy of online application form)
c) Candidate should fill all the entries in application form and upload his/her Scanned photograph and signature.
d) System will validate required fields before allowing him / her tosubmission.
e) During submission the application system will ask to Candidate forPassword.
f) Eligible Candidate will be able to submit the form. There is provision tomake changes in the Application Form before Click on Submit
Button. Candidate should verify the correctness of entries made inapplication form. There is no provision to make changes in theapplication form once Submit Button is clicked.
g) After submission of form Bank Challan will be displayed in two parts.h) Unique Application No. (Username) along with details of nonrefundable
required fee Rs. 3,000/-will be available on challan and same details willbe mailed to the Candidate on his given E-mail ID.
i) Candidate should take printout of Bank Challan. With this Challan paythe required fee in any Branch of Bank, on Second Working Day onwords,from the day of Printing Challan and obtain your copy of Challanindicating Journal ID/Transation ID.
j) Log In Link will be available on DMER website www.dmer.org to verify theApplication Form.
k) Candidate should login with Application No. (User Name) and his/herunique Password to download the printout of Application Form. Candidatehas to preserve the downloaded printout of Application Form forsubsequent use.
l) Applicants need not send copy of Application Form or any Document tothis office.
m) Please note that if you commit any mistake in filling the online ApplicationForm, it cannot be corrected by this office. The office will take noresponsibility of any kind for such forms.
8.6 Candidate should preserve the (i) Bank Challan (ii) Copy of downloadedOnline form (iii) downloaded copy of Information Brochure for subsequentuse.
Admit Card:
8.7 The Admit Cards will be downloaded from www.dmer.org website after loginduring 18/01/2016 to 23/01/2016.
8.8 Candidate has to go to Centre with downloaded Admit Card and any Photo IDproof (Aadhar Card, Driving licence, PAN Card, Pass port).
8.9 Issue of Admit Card is merely an enabling document for appearing at thePGM/PGD-CET and does not imply that the candidate satisfies all therequirements of eligibility conditions of admission.

9. CONDUCT OF PGM/PGD-CET :9.1 All eligible candidates are required to undertake the PGM-CET at their
own cost.9.2 The PGM/PGD-CET-2016 will be conducted on Sunday, 24Th January
2016. PGM-CET Scheduled Time: 10.00 a.m. to 1.30 p.m. and PGD-CET Scheduled Time: 10.00 to 11.30a.m.. No entry will be permitted tothe candidate in the examination hall after 10.00 a.m. for any reasonwhatsoever.
9.3 The PGM/PGD-CET will be conducted at sub centers situated inMumbai, Pune, Nagpur and Aurangabad.
9.4 The examination will be conducted in English Medium.
9.5 PGM-CET paper will be of 3 1/2 hours duration containing 300 multiplechoice questions (MCQs) and PGD-CET Paper will be of 1 1/2 hoursduration containing 100 multiple choice question (MCQs). Each questionwill be of single best response objective type with four answer options.Each correct response shall be awarded one mark. There shall be NONEGATIVE MARKING for wrong answers.
9.6(a) Syllabus for PGM:The syllabus for the examination shall comprise ofsubjects/knowledge areas as per the Graduate Medical EducationRegulations issued by Medical Council of India with prior approval of
Government of India.The Common Entrance Test shall be of the standard of MBBSExamination and shall cover all the subjects of MBBS Course. Thetentative number of questions of each subject will be as given below:

A Grievance Redressal Committee will be constituted at each sub centre
comprising following members:
i] Sub-centre Incharge Chairperson.
ii] A Supervisor - Member Secretary
iii] An Invigilator - Member
An invigilator and supervisor will be persons who are in the 10%
additional staff. The committee will function from 8.00 am to the end of
the examination on the day of examination. If there is any grievance
during this period (regarding loss of time due to administrative error or
any other examination related important matter), the candidate will
report it to the invigilator of his/her examination block. It will be
communicated to the sub centre incharge through supervisor. The
committee will examine the Grievance on the spot (by consulting with
center in-charge if necessary) and take necessary decision regarding the
Grievance/s.
9.8 All the four versions of question paper booklets will be made available on
www.dmer.orgwebsite on 27th January 2016 along with provisional key
of each version. The OMR Answer Sheets of all candidates will be made
available on www.dmer.org website from 29th January 2016 onward on
candidates login.
9.9 If a candidate has objection against any question & answer key in the
question paper of this examination, the same may be submitted through
website "www.dmer.org", from 27/01/2016 to 02/02/2016.
Representation received after this period shall not be considered.
10. DECLARATION OF RESULT/MARKS AND PREPARATION OF STATE MERITLIST :
10.1 The Competent Authority shall evaluate the answer sheets and declaredthe provisional result/ marks scored by candidates of PGM/PGD-CET on DMER website on 22/02/2016. The candidates should gothrough the copy of result/marks by login at website www.dmer.org.
10.2 In case of any typographical error in result, regarding name, age, gender,category etc. it will be corrected at the time of document verification.

10.3 There will be no rechecking/ revaluation of answer sheets. However thecandidate can apply for verification of marks to the Competent Authorityby 26thFebruary, 2016 in prescribed form (Annexure H)along with fees
of Rs.1000/- (Rupees One Thousand Only) to be paid by DemandDraft in favour of COMMISSIONER, STATE CET CELL, MUMBAIpayable at Mumbai and drawn on any nationalized/scheduledcommercial bank. The candidate will be given photocopy of the answer
sheet and model answer key after verification by Speed post. The Finalstate merit list will be generated after completing verification ofmarks procedure.
10.4 State Merit List will be declared on 05/03/2016 on the website ofDMER.
10.5 The Candidates will have to download statement of marksheet from thewebsite of DMER from 05/03/2016 onward. till to cut-off date ofadmission process. Marksheet will indicate State Merit List number,name, marks scored, category and category merit number of thecandidate.
11. STATE MERIT LIST:
11.1 The Competent Authority will prepare a State Merit List of eligiblecandidates on the basis of the marks obtained by the candidate at thePGM/PGD-CET-2016.
11.2 For In-Service Candidates, of Medical /Dental the Competent Authoritywill prepare a State Merit List separately indicating State Merit Listnumber, name, marks scored, category, category merit number, of thecandidate. The same will be made available to the respective Authorities/ Establishments (DHS, ESIS, BMC & DMER), and also available on theWebsite of DMER www.dmer.org.
11.3 To be eligible for selectionto Medical / Dental Postgraduate courses acandidate belonging to General categorymust secure not less than 50%Marks and candidate belonging to Constitutional Reservation category& Constitutional Reservation category with Persons with disability(PWD) claim must secure not less than 40% Marks at PGM/PGD-CET2016. Persons with Disability (PWD) from General category must securenot less than 45% Marks at PGM/PGD-CET 2016.
11.4 a)TIE-BREAKER FOR PGM-CET : Determinationof the Inter-se-merit ofcandidates obtaining equal PGM-CET marks.In case of two or more candidates obtaining equal marks in the PGM-CET-2016, the inter-se-merit of such candidates will be determined inthe order of preference as under:11.4.1 The candidate with higher aggregate marks (converted into

12. CONDUCT AND DISCIPLINE:12.1 Failure of the candidate in making full and correct statements in the
application form and/or suppression of any information would lead to
disqualification of the candidate, even at later date. Such a candidate will
be debarred from the entire selection process.
12.2 Adopting an unfair means of engaging in malpractice in the examination
shall render a candidate liable for punishment under, " Maharashtra
Prevention of Malpractice Act, Universities, Board and Other Specified
Examination Act, 1982" and disqualify him/her for PGM-CET/ PGD-CET
2016 examination.
12.3 Legal Jurisdiction:All disputes pertaining to the conduct of examination
process shall fall within the jurisdiction of courts in Mumbai only.

However, such a Non-Creamy Layer Certificate shall be produced in any case atthe time of filling up of Preference Form, failing which the category claimed will notbe granted.
Applicants belonging to Special Backward ClassN.B.: Honble High Court Mumbai had stayed admission to SBC category as aseparate quota and therefore, vide Government Circular from Social Welfare,
Cultural Affairs and Sports Department No. CBC-1095/WS/264/BCD-5 dated 24thOctober 1995, the persons belonging to Special Backward Class (SBC) are to beconsidered as OBC candidates.
7) Inter-se amongst the reserved categories will be operated at the end of eachadmission process against the unfilled reserved categories seats as per merit andchoice of the reserved categories candidates.
The seats remaining vacant from various categories will be filled in during inter-se admission process as follows:a) From among the candidates of their respective group from the Interse StateMerit List of that particular group where the vacancies exist.

8) Ear-Marking :Reserved category candidate entitled to admission on the basis
of merit in an open category seat will have the option of taking admission eitheragainst his/her respective category seat or on an open category seat. If he/sheopts for the reserved category he/she will be deemed to have been admitted asan open category candidate and not as reserved category candidate. One seat inthe college where he/she was eligible for admission against open seat shall beearmarked for a candidate belonging to the respective reserved category. Suchearmarked seat will be made available immediately to the successive reservedcategory candidate from the same category merit.
Admission under constitutional reservation seat will be governed by theMaharashtra Schedule Castes, Scheduled Tribes, Denotified Tribes (Vimukta

ANNEXURE "D"PERSONS WITH DISABILITY (PWD) RESERVATION
1) As per Postgraduate Medical Education Regulation 2000 and Amendment Notification No.MCI.18(1)/2008-Med./ 54470 Dated 25th March 2009 following is the criteria for reservationunder Physically Handicapped Category
1(a). 3% seats of the annual sanctioned intake capacity shall be filled up by candidates with
locomotory disability of lower limbs between 50% to 70%.
Provided that in case any seat in this 3% quota remains unfilled on account of unavailability ofcandidates with locomotory disability of lower limbs between 50% to 70% then any such unfilledseat in this 3% quota shall be filled up by persons with locomotory disability of lower limbsbetween 40% to 50% - before they are included in the annual sanctioned seats of State Quota.
Provided further that this entire exercise shall be completed by each medical college/institution asper the statutory time schedule for admissions and in no case any admission will be made in thePostgraduate Medical course after 31stof May
2) The Candidate with a disability more than 70% will not be eligible for admission to Health Sciences
(Post Graduate) Courses. No other disability shall be allowed as per the MCI regulations. However,such a candidate will be required to undergo medical examination by a Special Medical Boardconstituted for this purpose by the Competent Authority. The Medical Board after ascertaininghis/her disability must be satisfied that the candidate is physically fit to undergo the coursedespite his/her disability.
3) Candidate is required to submit the proof of his/her disability by way of a certificate (issued in year2014-15) in prescribed proforma from Civil Surgeon of a District Hospital/Medical Board/Medical
Superintendent of a Government Medical College/Hospital in Maharashtra; or from the Director ofAll India Institute of Physical Medicine and Rehabilitation, Haji Ali, Mumbai; (as per PrescribedProforma) at the time of verification of disability. However, Verification of the disability will becarried out by Special Medical Board constitutedfor this purpose by Competent Authority. anddecision of the Special Medical Board will be final. 1. Read the instructions for filling up online application form given in the
brochure.
2. Candidates must preserve the printout of Application form and copy of
Bank Challan showing transaction ID and downloaded Admit Card
safely and bring the same to the examination hall and produce it on
demand.
3. Candidate should occupy the seat in the examination hall 45 minutesbefore the commencement of the examination.
