1 General Description
1.1 General Description of the Project
The route of Xuzhou-Mingguang Highway begins by the north of Lingbi County ,around
Liang Village which is by the east of the provincial boundary of Jiangsu and Anhui-Cuilou,
from north to south, goes via Zhaoyang,Yugou,Damiao,Changgou,Caogou,Dinghu,and
bypass the east of Tuo Lake,across Huai River at Xiaoxi Town,Wuhe County, it goes
along the west of G104 National Road, and finally connects Nanluo Highway Mingguang

to Bengbu around Gangji Mingguang City. The length of the route is about 139.061
kilometers,the width of the roadbed is 27.0 meters, it is constructed according to the
highway level of designed speed 120 kilometers per hour .
The whole project commenced on January 2011,and it will be completed on December
2013, the work period is about 3 years. The plan of land requisition, house relocation and
compensation was enforced on January 2010, and will be finished on December 2013.
The estimate of the resettlement cost is 6811.219 million yuan, including 1861.34 million
yuan in Lingbi County(account for 27.33%); 2292.059 million yuan in Si County(account
for 33.65%); 1723.072million yuan in Wuhe County(account for 25.30%);801.449 million
yuan in Mingguang City(account for 11.77%);133.297million yuan in Fengyang County
(account for 1.96%).
Among the whole cost of resettlement, the cost of expropriating the collective land in
the rural area is 3129.020million yuan, it accounts for 45.94%of the total cost;
compensation for land requisition is 1257.3308million yuan(account for 18.46% of the
total cost); compensation for resettlement of the rural resident-al houses is 446.214million
yuan(account for 6.55% of the total cost);compensation for the basic construction and
ground appendage is 308.69million yuan(account for 4.53%); taxes and management fee
is 1669.964million yuan(account for 24.52%).
1.2 Project’s Date of Approval and Construction
On June 2008, the ADB technical support tour visited Anhui Province, and discussed
the content of Anhui road network development project(including Xuzhou-Anhui Highway
Anhui segment) in the 2010 ADB National strategic plan with the related departments,
and formed a memorandum, on November 2009, the National Development and Reform
Commission of Anhui province gave an approval to the preliminary design of this project,
on December 2009, Traffic Planning and Design Institute of Anhui Province finished the
construction document design of this project. The project commenced on January 2011
and the whole project will be completed on December 2013, the work period is about 3
years.
1.3 Brief Description of the Resettlement Plan
1.3.1 Effect of the Project
The collective land requisition and relocation of Xuzhou-Mingguang project involves 18
towns and 62 incorporated villages in Lingbi County,Si County,Wuhe County,Mingguang
City and Fengyang County of Anhui Province. The land that the project expropriates is
about 11034.7097 mu, and the area of the house relocation is about 71616.639 square
meters. The quantity of the affected households is about 12678 families, the population is
about 47101;Among them,the quantity of the affected households of land requisition is
about 11840 families, the population is about 44067; the quantity of the affected
households of house relocation is about 502 families, the population is about 2011; the
quantity of the affected household of both land requisition and house relocation is about
419 families, the population is about 1517.There are 3 affected enterprises and public
institutions.
1.3.2 Compensation and Time of Implementation

Land requisition and house relocation commenced on October 2010,and will be
completed on December 2013. By investigation, we have known that the resettlement is
under way, the progress is provided in the table below1-1to1-5.
According to the requirement of Resettlement Action Plan, Anhui provincial
government authorizes Anhui Province Transportation and investment Group LTD to
reserve all rights for the carrying-out and relevant resettlement of the project via
Transportation Bureau of Anhui province, the regional government of each project is
responsible for the carrying-out and relevant resettlement of the project in the area,
carrying out the internal monitoring work at the same time and finishing The Internal
Monitoring Report.The regional government of each project establishes 3 levels of
County,Town,Village resettlement office, the organization is as shown in Picture 1.

1.4 General Description of the Monitoring Evaluation
Engineering Resettlement Research Institute of Anhui Communication
Vocational&Technical College is authorized by Anhui province Transportation and
Investment Group, as the external monitoring organization of the resettlement, to be
responsible for the periodical monitoring of the project and finished The Resettlement
External Monitoring Report.

1.4.1 Basal Investigation
On March 2011 to May 2011, with the resettlement office workers from all levels,the
monitoring evaluation assessment team carried out a basal investment about the
project’s affected region, and took the investigation method of random sampling to the
affected families of land requisition and house relocation, and established a sample of
households archives.
1.4.2 The Main Content of Monitoring Evaluation
A. The main monitoring indicators
(1) Schedule: Including the pre-work and carrying-out of the land requisition
(2) Quality: Including the project construction quality and immigrants’ satisfactions in the
process of land requisition and house relocation.
(3) Investment: Including the appropriation and usage of the funds.
B. The main indicators of evaluation are as following:
(1) The production and living condition of the immigrants
①The economic condition: Families’economic developing condition before and after the
immigration, including household production material and the ownership of
livelihood,property and income condition.
②The environmental condition: The resident environment before and after the
immigration, including the communal facilities like transportation, culture and education,
health,business service to develop the changing situation.
③The employment status: The changing of profession before and after the immigration,
labor employment, and providing help situation to different objects,especially poverty-
stricken and minority families.
④The community development: After the immigrants have been resettled appropriately,
the condition of economy, environmental development, interpersonal relationship and
public opinion of the local community.
(2) Infrastructure
The changes of the infrastructure in the project’s affected region before and after
implementing the plan.
C. Individual business and private shops
The changes of the operation environment and condition of individual business and
private shops before and after the resettlement.
1.4.3 Methods of Monitoring Evaluation
The monitoring evaluation is carried out based on the figure provided by the
investigation of the design agency and the setting of the enforcement body. On the base
of overall investigation, the evaluation takes the method of connecting sample survey and
rapid assessment.It chooses the typical sample, and establishes relevant evaluation
indicator for different effected objects, confirms the weight of each indicator using the
method of “back-to-back”, analyses and calculates the investigative results. Comparing
with the calculating results.
The independent monitoring and evaluation organizations take part in the works as
followed:
(1) The survey of the immigrants’ living standards

Taking overall background survey of the project and collecting background producing
and living standard materials. The survey of producing and living standards are taken
1to2 years every year to measuring the changing of the samples’ producing and living
standards. Taking the method of periodical investigation, free talk and on-site observation
to get necessary relevant materials.And taking statistical analysis and making an
assessment on that basis.
The living standard questionnaire is consisted of the indicators that measuring the
producing and living standard, reflect the changes of the producing and living standard by
the dynamic changes before and after land requisition and house relocation of the same
indicator.Whether the design of the indicator reflects the immigrants’ producing and living
standard exactly will be tested in the background investigation, and improves it according
to the real situation ,in order to confirm the information obtained could reflect the the
quantity and quality of the immigrants’ producing and living standard fully and truly.
The scale of the immigrants’ sample: the affected families of land requisition and
house relocation: 5%
(2) Public consultation
The individual monitoring and evaluation organization took part in the public
conferences hold by villages and towns, evaluated the effect of the participation of the
immigrants by taking part in these conferences and the cooperation condition of the
immigrant’s taking part in the resettlement plan.
(3) The opinion of the immigrants
The individual monitoring and evaluation organization often visited the village’s and the
town’s resettlement organization to know the opinion raised by the immigrants, meet the
complaints by formal or informal interviews, and reflect the opinion and requirement of
the affected population and collective organization,offered a proposal of improvement to
make the process of resettlement more effective.
(4) Other responsibility
The external monitoring evaluation organization also monitored the following activities
in the carrying-out period.
(1) Chose of the resettlement site.
(2) Reconstruction of the house.
(3) Resettlement and recovery of production.
(4) Support of the vulnerable groups.
(5) Setting of individual business and private shops.
(6) Restoration of the special facilities.
(7) Payment of the compensation and the amount.
(8) Relocation of the immigrants.
(9) Employment of the labor.
(10) Organization network construction of the resettlement.
(11) Usage of the compensation of the collective land and income of the immigrants.
(12) Increasing condition of the labor’s income.
2. Monitoring and Evaluation in the Process of Resettlement
The pre-work of land requisition, house relocation and resettlement was well prepared,
and the organization was perfect, these elements ensured the work of land

requisition,house relocation and resettlement ran well.During the investigation, the
members of the monitoring and evaluation team got to know that the whole work of land
requisition, house relocation and resettlement are divided into five stages. The schedule
of land requisition,house relocation and resettlement is as following table 1-1,1-2,1-3,1-
4,1-5.

2.1 Land Requisition
2.1.1 Quantity of Land Requisition
Through the survey, the monitoring and evaluation team members got to know that till
the end of April 2012, the permanent land requisition quantity that every county has
finished is 11034.7097mu, land requisition quantity is as following table 2-1.

2.1.2 Compensation Criterion of Land Requisition
Through the survey, the monitoring and evaluation team got to know the
compensation criterion of land requisition is as following in table 2-2, the compensation
criterion of temporary territory is as following in table 2-3.

Temporary land of construction refers to the temporarily borrowed land during the
period of construction, including borrow area and land occupation of the construction
temporary road of the production and living area during the construction period.
Wuhe County: The monitoring evaluation team conducted a survey in the counties
deeply, the compensation criteria of temporary land is 12000yuan/mu.The quantity of the
temporary land is 1827.37mu, the compensation amount is 321.966 million yuan, and
242.6612808 million yuan has already been payed.The specific site was selected by the
consultation between the construction organization and the town,village or the land
supply organization, and signed land agreement,reported to the County headquarters,
and was approved by the Bureau of Land Resources.
Si County: The temporary land compensation is carried out according to The
Resettlement Action Plan.The compensation criteria of temporary land is 12000yuan per
mu, Having known that the quantity of the temporary land is 2342.13mu, the
compensation amount is 303.954525million yuan. Compensating the land requisition
units and peasant households according to the relevant laws and regulations, paying the
relevant cost according to the agreement.The temporary land which occupies buildings
and other appendages should be compensated for according to the criterion formulated
by the local city government, The temporary land which was irrevocable should be
compensated according to the permanent land by the temporary land organization, the
compensation criteria is carried out according to the land requisition criterion announced
by the provincial government.
Lingbi County: The quantity of temporary land is 1374.7mu according to the designer,
and the compensation criteria is 12000yuan/mu.Now 1-2 borrow pits has provided for
each of the four packages, they were chosen by the construction organization according

to the consultation with towns,villages or the land supply organization, and signed land
agreement.The construction road has already been got through basically.
Mingguang City: The temporary land is 264.56mu according to the designer, the
compensation criteria is 12000yuan per mu, the amount of compensation is 30 million
yuan.
2.1.3 Compensation and payment of Land Fee
To regulate the compensation resettlement work of land requisition, through the field
investigation of the monitoring evaluation team at Xu-Ming Highway, they got to know
that the land compensation and resettlement grants for the permanent land requisition
are carried out according to The Resettlement Action Plan. Through the field investigation
of the monitoring evaluation team at the Xu-Ming Highway, they have got to know that the
compensation for the project’s land requisition has been put in place, the personal
appendages, young crops fee and resettlement compensation of the land requisitioned
have been put in place.
(1) Wuhe County: All of the affected families of land requisition have signed
Resettlement Compensation Agreement of Land Requisition according to the laws and
regulations of the land management and the requirement of The Immigrants’ Plan, and
the relevant compensation has paid to the affected families in full. Through the
investigation, part of the land compensation in Wuhe County is reserved in the village
collectives, the distribution and usage of the compensation is decided by the village
collective meeting, the affected households whose agricultural acreage are smaller than
0.3mu per person are brought into social security system.
(2) Si County: The compensation of Land requisition has paid to the peasant
households totally, and the system of one family,one table is carried out, and keeps track
of them, the relevant compensation has paid to the affected families in full, and the
phenomenon of “remains” doesw not exist.The affected families whose agricultural
acreage which are smaller than 0.3mu per person are brought into social security system.
(3) Lingbi County: The compensation of land requisition and resettlement fee is
carried out according to the Immigrants’ Plan.The cost is appropriated to villages and
towns by the county headquarters, and then the cost is paid to One-Card passbook of the
affected families.The relevant compensation is paid to the affected families in full.By the
investigation, The villages and towns have identified partial compensation, and
established the specialized account as the Public Welfare Construction in the later
period,for example: the basic construction,highway,bridges and culverts,greening etc.

The affected families whose cultivated land are smaller than 0.3mu have been brought
into the social security system.
(4) Mingguang City: The compensation of land requisition and resettlement fee is
carried out according to The Immigrants’ Plan.By the investigation, Mingguang city
carries out the land requisition criteria of 29400yuan/mu.The land requisition
compensation is appropriated to the farmers’ One-Card passbook and 1400yuan is
retained for the using of the Public Welfare Construction in the later period.The affected
families whose cultivated land are smaller than 0.3mu per person have been brought into
the social security system.
2.1.4 Restoration Measures and Compensation
The permanent expropriated land of the project which is irrevocable;the temporary land
which is putting to use,after the end of the project, they are restored according to the
Temporary Land Agreement by the contractors.
2.2 House Relocation
2.2.1 Schedule and Quantity of Relocation
By investigation, the monitoring and evaluation team gets to know that till the end of
April 2012,the relocation of all the houses was completed.The quantity of the completed
house relocation adds up to 71616.639 square meters, see table 2-4.

By investigation,we have known that in Xu-Ming’s first external report,Wuhe County’s
relocation figure is 43894.09square meters Fengyang County’s relocation figure is
3130.55 square meters, actually, Wuhe County’s relocation figure adds up to 34393.45
square meters and Fengyang County is 2260.51 square meters,the reason is that Wuhe

County’s relocation figure includes the pig pens and the toilets 1072.3 square meters and
the brick wall 2301.28 square meters, the cement floor outdoors 6109.06 square meters
and soil wall 18 square meters, the whole adds up to 9500.64 square meters.Fengyang
County’s relocation figure includes the whole brick wall 334.83 square meters, the
cement floor 441.29 square meters, the pig pen and the toilets 93.92 square meters, the
whole adds up to 870.04 square meters.
2.2.2 Compensation Criteria of Relocation
By investigation,the monitoring and evaluation team gets to know that Xu-Ming
Construction Office carries out the plan according to the compensation criterion of ground
appendages as houses and young crops regulated in Chuzhou City government’s The
Notice on Printing the Compensation Criterion about the Houses ,Other Appendages and
Young Crops of the Requisition of the Collective-owned Land (Anhui
Government[2010]No.155),Suzhou city government’s The Notice on Producing the
Compensation Criterion of Ground Appendages as Requisitioned Land and Young Crops
As Soon As Possible(Suzhou Government Office Fax[2010]222)and Bengbu City
government’s The Approval on Agreeing the Compensation Criterion about the
Requisitioned Land, Ground Appendages and Young Crops of Wuhe Section Xu-ming
Highway(Bengbu Government Secrecy),The Notice on Announcing the Compensation
Criterion about Young Crops and Ground Appendages,the Compensation Criterion of
Resident-al House and Appendages(Lingbi Government[2010]No.31),The Report on
Requiring Adjusting the Relocation Compensation Criterion of Mingguang Sction Xu-Ming
Highway(Mingguang Government[2010]No.32),the above compensation criterion is
carried out according to The Immigrants’ Plan actually.

2.2.3 Condition of Resettlement
By field investigation, the monitoring and evaluation team gets to know that
compensation criterion of houses and the appendages are formulated by each city, the
compensation criterion can basically meet the resettlement requirement, as follows:
A. The resettlement condition of Wuhe County:
There are two ways of resettlement in Wuhe County:cash compensation to single
affected agricultural household and developing unified resettlement places. Combining
New Rural Construction,the centralized resettlement place of Wuhe County has been
chosen unified planning, unified designing, and were chosen by the relocation
households themselves to resettle.The first step of compensation is the publicity of the
compensation criterion, then signs a compensation agreement with the affected families,
and villages and towns report the roster, and report to the County government
together,and the compensation has been in the affected families’ card.By the field
investigation, the monitoring and evaluation gets to know that the centralized
resettlement place of Toupu town Wuhe County is in construction.(see picture3,picture4).

By investigation,the external monitoring evaluation team gets to know that one of the
affected agricultural households in Toupu Town ,Wuhe County Sun Haidong lives in
makeshift shelter with his family, and the affected families reflect that the relocation
compensation and transition fee have received, the renting deadline has come,but the
price of the pre-fabricated house has not been decided, the government reported to the
affected families as 760square meters before,but now the pre-fabricated house belongs
to the government investment, and is underwritten by government on the whole, so the
price of the pre-fabricated house has not been decided.

B. The resettlement condition of Si County
By field investigation,the monitoring and evaluation team gets to know that there are
two ways of resettlement in Si County:cash compensation to single affected agricultural
households and developing unified resettlement places. There are many affected
families that get cash compensation,because of the shortage of homestead, some
affected families choose to build house and have self-restoration at their own’s
farmland.51 affected families in Mawang Village ,Changgou Town waiting for the
resettlement,among them.After getting the compensation according to the compensation
criterion of resettlement,4 of the residents buy homestead themselves nearby,and adopt
advanced technology of engineering construction, translate the formal house out of the
range of highway’s land requisition,this save the relocation cost greatly.By the field
investigation, the monitoring and evaluation team gets to know that the affected
household Yao Jun, with a family of six people,the area of land requisition is about
0.42mu, the area of relocation house is about 368.12 square meters,the affected people
is a mason in the regions south of the Yangtze River, the income is about 150 to 160yuan
per day, the pure profit of the couple is around 50 to 60 thousand per year,they have two
children, and they are both middle school students, the economic condition is well.The
cost of resettlement compensation adds up to 3 million yuan,and through the translation
of houses, about 1.5 million yuan is needed to restore to the formal condition, and about
1.5 million yuan is saved.Through the discussion, the householder has no complaints
about the compensation.(see picture 7)

C. The resettlement condition in Lingbi County is mainly cash compensation to single
affected agricultural households,and now the affected families have received the
compensation. There are 97 resettlement households,and the homestead region has
been delimited, they are in the process of resettlement,the affected agriculture
households have no complaints.
D. The resettlement condition of Mingguang City:
The external monitoring and evaluation team gets to know that the relocation of
Mingguang City began on December 2009, and the whole work of relocation is finished
till the Spring Festival of 2010. The resettlement way is adopting developing and setting
residents uniformly, the homestead is divided by the village and resettled intensively, and
the affected families have received the compensation.Now the pre-fabricated housed
have been built(see picture8,picture9).Among them, the relocation households of
Jingwang Village in Qiaotou Town have resettled 37 households in total, among them, we
have known from Yu Ying resettlement setting that 16 affected households were resettled
uniformly, water and electricity are prepared well in the pre-fabricated houses, all of these
cost is contributed by the government,and the greening in front of the houses have been
improved, the road has been leveled by the investment of the government.Among
them,the affected household Yu plants farmland, and mainly cultivates farmland for
others,there are about 20 mu land in his family, he is satisfied with the resettlement and
have no complaint.(see picture10).

2.2.4 Compensation for Removal and Interim Transitional Allowance

By the field investigation, the monitoring and evaluation team gets to know that during
the relocation and transition of each county, each county has paid the relocation
compensation and transition fee according to the requirement.
A. Wuhe
All things are carried out according to the criterion in the provincial government
[2007]No.17 file, and transition fee and housing allowance are paid to the relocation
immigrants, it is paid according to the criteria of 400 person per month, the transition
period is about six month.The relocation compensation is paid according to the criteria of
500yuan per person.
B. Si County
(1) Relocation grants: It is calculated according to the area of the relocating buildings
3yuan per square meter.
(2) Transition fee: It is calculated according to the area of the relocation buildings
3yuan per square meter·month; the transition period is calculated according to six
months.
(3) The compensation for the shut down and close down of the non-residential
houses which carry out property exchanges: The commercial buildings are calculated
according to the area of the relocation house 10-20yuan per square meter·month; The
industrial and storage buildings are calculated according to the area of the relocation
house 8yuan per square meter·month.
C. Lingbi
(1) The relocation grants: It is calculated according to the area of the relocation
building 3yuan per square meter.
(2) The transition fee:It is calculated according to the area of the relocation building
3yuan per square meter·month; The transition period is calculated according to six
month.

2.3 Compensation for the Moving of the Electronic and Telegraphic Lines
By the field investigation,the monitoring and evaluation team got to know that the
telegraph lines are in moving.
A. Wuhe County:Those who involved electronic,communication and broadcast lines
is coordinated by county headquarter, and each property right organization take charge
of the moving,the range of relocation is carried out according to the design file provided
by the design organization, the moving plan and the budget is audited by the highway
construction project proprietor, and the specific moving fee is decided by the highway
construction proprietor and the relevant property right unit.At present,the work of
organization’s line relocation is in operation.
B. Si County: By field investigation, the monitoring and evaluation team gets to know
that moving of the work of organization’s line is in operation. Compensation is given to
the transformer according to the relevant regulation of the power division and the
industrial standard, electronic,communication facilities,and those which are still in use are
compensated according to the cost of moving, and the abandoned ones are not
compensated.
C. Lingbi: Moving electronic,telegraphic lines 543, lines 88645meters, the electronic
and telegraphic lines are moving by the lines’ property owners., Material cost is given by
the project owners.
D. Mingguang: Those which have signed relocation compensation agreement are
moved by each property right organization. At present,the moving of the electronic and
telegraphic lines has finished.
2.4 Affected Enterprises and individually-owned business
By the field investigation,the monitoring and evaluation team found that there are 3
affected enterprises and institutions along the route of the project..
A.Wuhe County: One glove factory and one supermarket are involved. Among them,
the glove factory is state-owned land, it occupies 7mu, and is purchased and contracted
personally, only the framework does not open formally,and now through consultation,
compensation agreement is signed and compensates according to the compensation

criterion, the owner does not intend to resume production, and has complaint about the
compensation.The supermarket has been emptied, it is two-floored high,and plans to be
placed nearby.After the relocation,it can operate normally, the owner has received the
compensation, and he has no objection(see picture11)

B. Lingbi County: The supermarket located in Gaozhai Village does not involve in the
relocation, the actual area is about 800 square meters, its distance towards Xu-Ming
Highway is about 60 meters,the householder Sun Guanghui thinks it would bring about
transportation inconvenience and noise etc, and he put forward the claim, now this event
is resolved through consultation.
2.5 Infrastructure Construction
(1) The affected infrastructure, The governments at all levels and the resettlement
office regulate relevant restoration measure according to the compensation criterion and
compensation procedure in allusion to the specific circumstance of the county.
(2) The villages and towns pay a lot attention to the construction of the resettlement
place ,residential construction is combined with the New Rural Construction.The measure
of resettling unified are taken for the affected households which are resettled collectively.
2.6 Affected Vulnerable Groups
In the process of resettlement,the monitoring and evaluation team finds that the
affected vulnerable group along the route are as following in table 2-19.

and Social Security ,the Cities will give technological training to the labor of the affected
households, and establish a special fund to support the vulnerable groups.
By field investigation at Mingguang City, the external monitoring and evaluation team
gets to know that the vulnerable groups have two kind of subsidies, they are directional
subsidies and minimum living standard.Among them,the directional subsidies are
subsidized by the Bureau of Civil Affairs, and the different categories have different
compensation criterion according to the producing area and the age.Type A is
orphan,with no sons or daughters,the criteria of those who should be guaranteed but not
guaranteed is 1440yuan per year. Type B is single parent family, the criteria of the
children with serious illness below 18 years old is 1000yuan per year, Type C is the
Poorest household,and the criteria is 600yuan per person.
The agency of Mingxi Street Mingguang City involves one household enjoying five
guarantees, this affected household’s health is in good condition, and have the ability to
work, 2300yuan per year is given to them, and Young Crop Fee is given to the affected
person according to the price of 1000yuan per mu.The affected household have farmland
and house, and is satisfied with the compensation, and have no complaints.
3.Mechanism of Monitoring and Evaluation
3.1 Internal Monitoring Inspection
The resettlement organization has been established,Anhui provincial government
authorizes Anhui Province Transportation and investment Group LTD to reserve all rights
for the carrying-out and relevant resettlement of the project via Anhui provincial
Transportation Bureau, the regional government of each project is responsible for the
carrying-out and relevant resettlement of the project in the area, carrying out the internal
monitoring work at the same time and finishing The Internal Monitoring Report.The

regional government of each project establishes the resettlement leading group, and 3
levels of County,Town,Village resettlement office, the staff and equipment has been in
place.
In the process of carrying out the plan,the local office of the villages and towns will
report the resettlement information which are based on person,family and unit to the
county resettlement office,the county resettlement office will report the information to the
Xu-Ming Highway Resettlement Office,Xu-Ming Highway Resettlement Office report the
information to the Foreign Investment Administration Office of Anhui provincial
Transportation Bureau ,Foreign Investment Administration Office of Anhui provincial
Transportation Bureau check the resettlement of the organization at all levels
periodically,and inspect the reported materials and the work progress.Thus,the
resettlement organization at all levels are brought into the supervisory mechanism.
3.2 Communal Participation
In the implementation phase,the government at all levels,the affected enterprises and
personal representatives along the route take part in the following activities in the
resettlement work:
(1) The division of the compensation range and the confirmation of the compensation
criterion.
(2) The confirmation of the compensation agreement.
(3) The choose of the immigrants’ new residential places
(4) The redistribution of land.
(5) The resettlement of the affected enterprises and the staff.
(6) The investigation and consultation of the appeal.
(7) The monitoring and evaluation of the resettlement.

3.3 Complaint and Claim
When the affected person feel unsatisfied about the resettlement,they can appeal to
the county resettlement office;if not satisfied about the reply,they could appeal to the local
county and city Justice Department.
The monitoring and evaluation team found that some county and town resettlement
office received some complaints and problems, by careful investigation and field
handling,now all things are implemented.
Sun Ping Administrative Village in Toupu Town Wuhe County has over 40 relocation

investigation,the external monitoring evaluation team gets to know that one of the
affected agricultural households in Toupu Town ,Wuhe County Sun Haidong with his

A. The 16 relocation households in Yuying resettlement sites Mingguang City involve
2 vulnerable groups,among them, One of the householder called Xu Chuande is about 60
years old, disable, has a daughter who has get married,the area of the relocation house
is about 40 square meters,tile-roofed,and now has no financial capacity to build a new

house to live with his brother, has no ability to work. The other householder called Yu
Baosheng has no minimum living standard, widowed, two houses have been relocated,
because of his children,he does not go to the home for the aged, no any policy
compensation or comfort measure are taken except the relocation compensation.
4. Typical Investigation and Evaluation
From March 2011 to May 2011,the monitoring and evaluation team takes the method
of random sampling to the affected households of land requisition and relocation
immigrants individually, 402 sample households in total,among them, there are 325
affected households of land requisition,77 affected households of the relocation.Base
investigation has been done for the above sample households,and archives have been
established for them in case of the follow-up survey in the future.In the April 2012’s
investigation,the resettlement monitoring and evaluation team got to know that most of
the village residences has been going out for non-farming jobs, and seldom labors stay at
home, person stayed at home know fewer about the families’income condition .In view of
this condition,the monitoring and evaluation team chooses part of the typical affected
houses to get brief understanding about their income,table 4-1is the comparison of the
affected households’ income before and after the relocation,among them,income before
the relocation mainly refers to the income of 2010, income after the relocation mainly
refers to the income of 2011 or the income expectation of 2012 according to the first 4
months’ income of 2011 in the process of investigation.As Xu-Ming Highway is in
construction,and the affected households is also in relocation,the income in the table can
be understood as the general specific condition,the recovery rate of the actual income
should carry out recovery condition evaluation after the completion of the project.

From the result of the monitoring and evaluation, we get to know that the construction
of Xu-Ming have brought influence to the income of the local residents,especially for the
affected households.The reason is as following:
The construction of Xu-Ming Highway has bad influence on the income of the
relocation household.After the residents receive the relevant resettlement compensation,
they pay more attention to the resettlement and construction of the houses,and the
chance of going out for non-farming jobs is lower,and the families’ annual income is
lower.
The construction of the project does not influence much to the affected households of
land requisition. In the present economic construction condition,the income of the
residents does not rely on land too much, even part of the farmland is uncultivated.The
residents can still work on the formal occupation after receiving the project’s
compensation, so the influence of the land requisition to the income of the residents is
finitude.

For the residents along the route whose land are not requisitioned or houses are not
relocated,they received certain employment opportunities in the project construction, as
the migrant workers,the canteens for the constructors along the route.This part of
residents have certain chance to make a profit in the project construction.
5. Basic Evaluation and Suggestion
5.1 Basic Evaluation
In the process of resettlement, the resettlement office at all levels finish the work of
relocation and resettlement according to The Resettlement Plan.Permanent requisitioned
land and house relocation is finished as plan, the resettlement work is in progress, the
basic evaluation is as following:
(1) The schedule of house relocation and land requisition has been finished as
required.
(2) The compensation criteria is no less than the criteria of The Immigrants’ Plan.
(3) The house relocation compensation is in place totally.
(4) The moving of the electronic and telegraphic lines has been finished,the
construction units have entered, and the construction proceeds normally.
5.2 Suggestions
In allusion to the problems mentioned above, the individual monitoring and evaluation
units put forward several following suggestions for the following step of resettlement:
