Purpose of Preventative
Maintenance
The Preventive Maintenance Program is a result ofpublic
school law.
It assures a uniform standard ofmaintenance necessary to
provide a safe transportation environment forthe studentsin the Public Schools ofNorth Carolina.
It also provides planned maintenance intervals that should
increase the efficiencyofschool bus fleets and provide
long term savings from costlyrepairs.
Therefore, it is each LEAs responsibility to maintain their
school buses as described in the PM Manual.

Purpose of Preventative
Maintenance
The program presented in the PM manual
represents the minimum requirements forall
school buses and service vehicles in the Public
Schools ofNorth Carolina. However, MORE
FREQUENT SERVICE may be warranted in
yourcounty. The intent ofthis maintenance
program is to promote repairconsistency and cost
efficiency, and assure that school buses andservice vehicles are in safe operating condition.

NCGS Requirements for
Preventative Maintenance
The State Board ofEducation is given statutory authority tofund
public school transportation operations and the replacement of
vehicles. Specifically, it is the responsibilityofthe State Board of
Education to periodically"...adopt such rules and regulations with reference to the
construction, equipment, color, and maintenance ofschool buses.
No school bus shall be operated forthe transportation ofpupils
unless such bus is constructed and maintained as presented in such
regulations."

and Equipment
4. State Surplus will solicit bids forthe materials,scrap, etc.They will send the LEA a copyofthe BID SHEET that hastheirmaterials,etc on it. LEA are encouraged to provideinformation to prospective buyers on the equipment listedforsale.
5. Upon awarding a BID a pink(bid-award)sheet will be sentto the LEA indicating who won the BID. The buyerwillalso be sent a pink(bid-award) sheet. The material shouldnot be released until a pinksheet is received orthe buyerhas pinksheet in-hand (make a copy ifyou havent receivedone yet) when they come to pickup the materials, etc. Wedo not accept any payment forproperty that was on BID.This is collected by State Surplus and the buyer is given thepinksheet upon payment. It is OK torelease the materialwhen you have a copyofthe pinksheet.

Surplus Vehicles
Priorto being priced, all buses shall have the letteringremoved and the bus
appearance altered in the following manner. The front and rearpanel which
formerly had "School Bus" indicated shall be painted from the flashing light on
the left to the flashing light on the right, a colorotherthan school bus yellow.
Also, the area ofthe body which formerly indicated "NCPublic Schools" shall be
painted a colorotherthan school bus yellow. The painted area is to be the fulllength ofthe bus. Buses which are obsolete will be priced forsale orbid on a TD-
13 Discarded Equipment Form byyourregional area transportation consultant.
Buses shall not be sold unless priced in writingon the properform priorto sale by
the area transportation consultant.
Service vehicles, fuel trucks, tire trucks and wreckers shall have all letteringremoved priorto being placed on bid (unless sold to anotherschool system).

Process forSelling Priced Buses
1. Contact Area Transportation Consultant and provide a list
ofthe buses you want to place on sale. (E-mail works
reallygood forthis part and is preferred.)
2. Consultant will complete form TD-13 listing the buses forsale and the price ofeach bus, a copy will be returned to the
LEA and anothercopy sent to JeffMoore forlistingon the
School Bus web page @ http://ncschoolbussales.dpi.state.nc.us/.
3. Prices are firm unless the bus has remained on the yard fora
1 yearorlongerorthe buyeris planningon purchasingmore than one bus. Contact JeffMoore foranyreductions in
price. Be sure to let the prospective buyers know that this is
an as-is sale.

Process forSelling Priced Buses
4. Upon agreement ofthe sale, the buyermust payforthe bus
with a certified checkormoneyorderpayable toNC State
Surplus Property. It is best not to start any paperworkuntil
you have this checkin hand. The LEA will provide thebuyerwith a bill ofsale. (this can be created with any word
processing software, etc.) The title will be signed overto
the buyerat this time. (NOTE: SIGNOVERTITLES ON
PRE-PRICED EQUIPMENT: DONOT SIGNOVER
TITLE ON EQUIPMENT UP FORBID)
5. The LEA will forward the Certified CheckorMoneyOrder
along with the TD-13 Bus ForSale form toNCDPI

Process for Disposing of tires
1. The scrap school bus tire contract has been awarded to
North & South TruckTires Sales out ofClayton, NC.
2. You may call them to schedule pickup at 919-550-2735.
3. Please read the information below as it defines what a scraptire is and explains howNorth & South Trucktires Sales
will pickup the scrap tires at yourlocation.
4. Scrap tires are defined as those tire casings that are no
longersuitable forcapping.
5. The scrap tire must meet one ormore ofthe followingcriteria and only those tires deemed by the transportation
directorordesignee as "ready to discard" are to be
considered as scrap:

6. All casings with obvious visual damage (checkwarranty if
applicable).
7. All casings previously capped twoormore times (check
DOT recap stamp).8. All casings five years orolder(checkDOT serial number).
9. All casings forwhich no bids were received.
10. All Yokohama brand casings.

11. Contractorwill be responsible forpicking up tires withintwenty (20) working days afternotification from the schoolbus garages. The contractormust report to thetransportation directororschool bus garage supervisor
and/orstaffupon arrival at the garage. The garagepersonnel will supervise the dispersingofthe scrap tires. Ifseveral "lots"oftires are on hand (i.e., virgin, surplus, orscrap), the contractormust be told which tires to load.Upon pickup oftires, the contractormust complete a ScrapTire PickUp form provided at each site.
