Annual Notice to Consumers
The Water Regulations 2002 section 44(1) states that at least once a year, every permittee of a waterworks supplying water
intended or used for human consumptive or hygienic use shall provide consumers supplied by the waterworks with a notification of:
a) The quality of water produced or supplied by the water works in comparison with levels set out in these regulations; and
b) The permittee’s compliance with sample submission requirements described in the permittee’s permit
Section 44(2) states as soon as possible after compiling with subsection (1), the permittee shall provide the Minister with written
notice of the permittee’s compliance.
This report has been developed to meet this regulation and is available for the public to review. The Waterworks Annual Report is located at www.weyburn.ca or paper copies are available at City Hall.
Introduction
The City of Weyburn’s “Public Water Treatment System Annual Report” summarizes the water utility’s ability to produce safe
potable water and comply with provincial regulations.
Description of the Water System
The City of Weyburn Water Treatment Plant (WTP) facility provides potable drinking water to a population of approximately
10,800 residents and a number of business units. The City of Weyburn water treatment system fulfilled its obligation in 2015 in
compliance with Ministry of Environment Saskatchewan Protection Act 2002.
Water Supply Source & Process
The City of Weyburn obtains raw water from a surface water source Nickle Lake (Souris River) located approximately 10 km
southeast of the water treatment plant. Treatment is achieved using oxidation, degasification, coagulation, flocculation,
sedimentation, filtration, fluoridation and disinfection processes. Storage is provided in an underground reservoir located near the
water treatment facility and second underground reservoir situated in the northwest quadrant of the City.
The Raw water influent from Nickle Lake is divided into two streams at the WTP where there are two treatment trains. These
trains are designated as Plant 100 (built in 1968) and Plant 200 (built in 1986). Each stream undergoes degasification, coagulation,
flocculation, and sedimentation. Treatment is enhanced with addition of Alum, polymer, lime and activated carbon powder. The
final stages of treatment include filtration, fluoridation and chlorination (see figure 1).Oxidation is completed by adding Potassium
per magnate at the Raw intake before pumping to the water treatment plant.
The treated water effluent from one or both streams is conveyed to the City’s main storage reservoir. The main reservoir is
connected to main the distribution system. Distribution pumps convey the treated water to the City‘s distribution system.
Parameters and Testing
The WTP treats surface water that focuses on the removal of suspended solids and the inactivation of pathogenic organisms
through a multiple barrier approach i.e. chemical aided settling, filtration and disinfection. All limits that each parameter must be
within come from the Environmental Protection Act 2002 and associated regulations to that Act (see Appendix 1 for parameters

Summary
The City of Weyburn Water Treatment Facility with two trains (plant 100 and plant 200), is a large municipal Residential Class 3
chemically assisted filtration plant capable of delivering approximately 10,000 Cubic meters of treated water to the community
each day.
The City has population of 10,800, based on 3 of year’s data. Yearly average daily flow shows 5,210 cubic meters/day, peak daily
flow recorded up to 11,000 cubic meters in the summer and minimum daily flow in the winter recorded 4,000m
3.
There were no difficulties encountered in meeting the treated water demand of the City. Water samples collected throughout the
process, at varying frequencies, are tested for different parameters to evaluate treatment efficiency and to ensure finished water
quality.
Test parameters include:
1. Critical indicators related to potential acute health effects such as E. Coli.
2. Trace contaminants typically associated with chronic long term effects such as heavy metals and synthetic organic
compounds.
3. Non-health related parameters that aid in assessing process efficiency or the aesthetic quality of the drinking water such
as alkalinity or pH.
With the exception of two marginal exceedance of the drinking water standards for total trihalomethane (THMs) and halo
acetic acid (HAAs) concentration, all test results from 2015 met the stringent requirements of the Saskatchewan Drinking
Water Quality Standards.

Major expenses
There were some major repairs and maintenance that were carried out during 2015 to meet or exceed the expectation of MOE standards of
potable water. Most of the maintenance work was done in house by WTP staff. The following upgrades were done in 2015:
• DAM Inspection and Stop logs section cleaned out.
• Underwater structure (low & high level pipes) inspection at intake.
• Audited plant 100 filters.
• Water plant, intake and First avenue buildings assessment.
• Remodelling of filter #2, 3 and 4 of plant 100.
• Pilot study of new filter media filter #1 of plant 100 initiated
• New compressor and maintenance of air dryer.
• Cleaned and disinfected filter compartments plant 100 & 200.
• Unidirectional flushing of hydrants to improve the quality of water.
• Increased the frequency of lab testing.
• Raw water sample collection for General chemistry and dissolve organic compound to optimize treatment.
• Installation of 4 chlorine sensors at different locations of water plant.
