STUDENT COUNCIL ALLIANCE OF THE PHILIPPINES
“In every beginning lies an opportunity for change…this has been the guiding light of more than a hundred student
council leaders from major universities and colleges nationwide when they
convened to forge greater solidarity and unity in 1996.”
HISTORY
The unity produced the ground for an alternative venue where student councils and leaders shared commitment to reinvent the student movement out of its continuous decline.
It is in this context that a new alliance of student councils was born to become an instrument for change not only within the political landscape of higher educational institutions, but also in the vast arena of sectoral and national concerns and contemporary issues besetting
our interest and welfare.

Who we are
Student Council Alliance of the Philippines is a national
organization of student councils/governments and
leaders established for substantive exchange of ideas, perspectives and concepts to reinvent the
student movement.

We are actively involved in local, sectoral and national campaigns, with a focused leadership capable of responding to new challenges and
opportunities.

It is also working for progressive reforms in the educational system through executive and
legislative advocacy by forging dynamic partnership with various organizations and institutions that
advances the advocacy for an accessible, relevant and quality education
OUR VALUES
PrinciplesWe recognize the importance of free discussion and the interplay of different ideas in the pursuit of its aims. It recognizes and upholds the freedom of its members to adhere and
promote various ideas, beliefs, and ideologies such as freedom
on the principle of mutual respect.
AUTHENTIC HUMANIZATION
Principles DEMOCRATIC PERSUASION
We firmly adhere to the principle of democratic participation and consultation in all activities and endeavors. We commit
ourselves to uphold the right of each member, be consulted and be heard on any
matter that is of concern of the alliance.
Principles STUDENT EMPOWERMENT
We devote ourselves to creating venues and providing
opportunities for the promotion of student empowerment and
for the development of student leadership. It recognizes the right of a student body to
self-governance and self-determination; the right of students to access adequate means for free speech and
expression.
Principles UNITY AND SOLIDARITY
We call for unity, solidarity and true comradeship not just among
our member student councils, but among student councils in the Philippines. In doing so, however, we recognize that
solidarity must allow for differences , and that the
right of the minority must always be respected.
Principles NATIONAL PRIDE AND IDENTITY
We uphold the principles of nationalism, national pride and national identity while recognizing to
likewise develop a global outlook and an international perspective, particularly with regard to the various issues confronting both Philippine society and the
world.
Principles GENDER EQUALITY
We commit ourselves to strive for the attainment of a true
equality of status and opportunities among the various
genders, such equality being based on mutual consideration
and respect, as well as recognition of each individual’s
uniqueness and humanity
Principles ENVIRONMENTALISM
We recognize the relevance and urgency of the issue on the environment and commit ourselves to the promotion
of care and respect for natural environment throughvarious methods such
as consciousness raising and education, education and mass
action.
Programs
Youth Active Participation, Policy Engagement and Lobbying
for Reforms
This is our means to intervene in the political process, from executive and legislative branches of
the government to as much wider arena of engagement, to push for progressive reforms in the
education sector. This strategy involves direct organizational intervention, personal influence,
research oriented engagement, and lastly pressure politics and network formation.
ACtive Citizenship Program
Active Citizenship Program is an issue advocacy campaign covering a unified stance on national and sectoral issues like education and popular
empowerment. It was coined to unify andconsolidate members and non-members towards advancing common advocacy. Likewise, it was named to encapsulate
the fact that social and education reforms can only be achieved through
active citizenship.
Student Organizing and networking
Constituency building is the main objective of this program. On this area, SCAP aims to
create a substantial impact on a national scale while maintaining its influence in the
community. Laying down the foundation for addressing concerns effectively and responding to issue efficiently, SCAP
organize its members within territorial and geographical lines as well as according to its nature. This is done to support the effort of
member councils to confront community and territorial issues while addressing problems
unique to the nature of their schools.
OUR STUCTURE
NAtional EXECUTIVE Board (NEB)
serves as the highest executive body of the alliance and is elected during the National Congress
Chairperson Vice-Chairperson:
for Luzon, NCR, Visayas and Mindanao
Secretary General Finance Officer Comptroller 4 Members-at-Large
Non-Sectarian, Sectarian,Political Parties and State Colleges and Universities
National Congressserves as the highest legislative body of the alliance
convenes every two years
REgional Assemblies
Serves as the legislative body of the four island regions (Luzon, Visayas, Mindanao and NCR)
CHAPTERSServes as the functioning body in the local level
(Province, City, Municipality, District or Island)
In Visayas alone, SCAP currently has 8 Chapters.
MEMBERSHIP
MembershipTo be a member, you/your student council/organization must submit a resolution affiliating itself to SCAP.
