From the Board PresidentDear Friends,Welcome to this presentation of another year of great accomplishments by Watershed Council staff, our members,and volunteers.
Our core monitoring activities, extensive water quality monitoring,and shoreline surveys continue to be strong with the involvementof dedicated volunteers. Highlighted on the Sound Sciencepage is a leading effort to study a pioneering control methodfor invasive zebra and quagga mussels done in collaborationwith university, Federal, and State agency expertise.
Watershed Council advocacy has demonstrated respectedleadership in addressing the issues before us which includeaquaculture in the Great Lakes, water withdrawal, and NorthernMichigan climate change. Significant staff effort continued tobe devoted to the Line 5 issue both as it requires and ourmembers have requested.
Enhanced approaches in Innovative Education reached moreof our community with youth programs such as the WatershedAcademy, resources for shoreline property owners, and onlineposting of special event recordings for anytime access. Focusedattention yielded increased participation in the ShorelineStewards program and communication of Watershed Councilevents to members.
The 2017 Financial Report illustrates a sound base to continuethe accomplishment of our mission which is implemented bythe outstanding leadership of our Executive Director, Gail Gruenwald and her staff. I believe the organization’s sustainablestrategic direction ensures the stability of water resources protection and advocacy into the future. Thank you for beinga part of our success!

38 YearsIt’s interesting how many facets our waters have: crashing waves on theGreat Lakes, gurgling currents in streams, and quiet lapping on the shoresof our inland lakes. Each one causes a ripple effect into the future.
When our Watershed Protection Team works with volunteers to monitorour lakes and streams or works with landowners to restore shorelines...theyare creating ripples.
When our Policy and Advocacy Team works with federal, state, and localofficials to protect our water resources or attends public hearings to voiceour support of decisions that protect our resources and oppose decisionsthat put them at risk...they are creating ripples.
When our Education Team fosters a sense of stewardship in young peoplethrough our youth education programs...they are creating ripples.
When our Development and Communications Team reaches out to the community with educational resources and solicits funding to enable thework of the Watershed Council...they are creating ripples.

Sound Science2017 Accomplishments
Zequanox® StudyTo evaluate a new control method for zebra andquagga mussels, our Watershed Protection Teambegan the first open water application studyfor Zequanox.® The study is being conductedwith funding from a Great Lakes RestorationInitiative grant. Zequanox® is a biologic controlcomposed of dead cells of the common soilbacterium that causes the digestive system ofthe mussels to fail, resulting in their death.
The project brought together researchers from the University of MichiganBiological Station, United States Geological Survey, and the Michigan NaturalFeatures Inventory to monitor many aspects of the aquatic environment surrounding Zequanox® treatments. Additional field work will be conductedin 2018 and a final report will be made available in 2019.
This three-year projet will ultimately provide statistically-rigorous and detailedinformation on large-scale Zequanox® use and contribute to the body ofknowledge surrounding invasive mussel control.
Sound Science is what guides all of our programs and activities, andis the cornerstone of our organization. A watershed approach, rootedin science, enables us to protect and restore our water resources.

Volunteer Botulism Monitoring ProgramSince 2007, the Watershed Council has recruited volunteers to documentbird fatalities along the Lake Michigan shoreline in Charlevoix and EmmetCounties. In 2017, volunteers surveyed around 47 miles of Lake Michiganshoreline, documenting 81 dead birds. Many of these were likely killed byavian botulism. Although many birds were documented, this is far fewerthan 2016. The hardest hit in 2017 were common loons, white-wingedscooters, and long-tailed ducks. This data collection effort contributes toa research program coordinated by Michigan Sea Grant and the MichiganDepartment of Natural Resources.
Volunteer Lake Monitoring ProgramThe Tip of the Mitt Volunteer Lake Monitoring Program is our longeststanding water quality monitoring program, with data spanning over 30years. In 2017, a total of 26 sites were monitored on 21 lakes by over 60volunteers. The wealth of data collected is used by the Watershed Counciland other groups to assess the water quality and biological productivity ofour lakes. Volunteer Stream Monitoring ProgramSince 2005, our Volunteer Stream Monitors have collected macroinverte-brates (bugs that live in streams) twice per year to document annual streamhealth and changes over time. In 2017, over 100 volunteer stream moni-tors helped monitor 34 sites on 16 different rivers and creeks!
Although most Northern Michigan streams have excellent water quality, thereare a few sites where diversity is low due to nonpoint source pollutantsand habitat degradation. To learn more about the rivers and streams wemonitor, visit our website at www.watershedcouncil.org/vsm-program.

Special Lake Monitoring ProjectsWalloon Lake Phosphorus MonitoringAlthough naturally occurring and essential for aquatic life, excess phosphoruscan lead to algal blooms, nuisance plant growth, and depleted dissolvedoxygen. Human activities can lead to elevated inputs of phosphorus tolakes from failing septic tanks, agricultural runoff, stormwater, and lawn fertil-ization. To address this threat, the Walloon Lake Association has contractedwith the Watershed Council to monitor total phosphorus in every basin ofthe Lake. This was our 20th year of monitoring, continuing to ensure thatchanges are detected and addressed.
Elk and Skegemog Lakes Water Quality MonitoringMonitoring supported by the Elk-Skegemog Lakes Association tracked waterquality in both Lakes throughout 2017. Since 2000, monitoring has occurredfour times per year to ensure any changes in water quality are detected.
Shoreline SurveysElk River Chain of Lakes Shoreline SurveysAs part of a grant from the Michigan Department of Environmental Quality(MDEQ), shoreline surveys were conducted for all lakes in the Lower Chainin 2017. The lakes in the Upper Chain were surveyed in 2016. Shoreline surveys quantify shoreline health related to riparian management practices,including greenbelts, erosion, alterations such as seawalls and rip-rap,and Cladophora algae (a nutrient pollution indicator). Results will be usedto help shoreline property owners implement lake-friendly practices.
Black Lake Shoreline SurveyRecent high-water levels and storms have resulted in shoreline erosion andproperty damage on many Northern Michigan lakes, including Black Lake.The Black Lake Association contracted with the Watershed Council to con-duct a shoreline survey of Black Lake. The survey documented greenbeltstatus, erosion, alterations such as sea walls and rip-rap, and Cladophoraalgae. Results will be used to prioritize best management practices forBlack Lake, and for outreach and education of Lake residents.
Biocontrol of Purple LoosestrifeDuring the summer of 2016, the invasive wetland plant, purple loosestrife,was documented in abundance in the Indian River Spreads on the south endof Mullett Lake. The Indian River Spreads is an ecologically diverse wetlandthat provides valuable habitat plus water quality and flood retention benefits.These beneficial properties are threatened by invasive plants like purpleloosestrife.The Galerucella beetle, a well known biocontrol for purpleloosestrife, was released in the Spreads in 2017. The project was madepossible by funding from the Mullett Area Preservation Society and thePetoskey Regional Audubon Society.

Elk River Chain of Lakes Watershed Management PlanA draft of the new Elk River Chain of Lakes (ERCOL) Watershed ManagementPlan, developed by students from the University of Michigan (School ofNatural Resources and Environment), was presented at the 4th AnnualLocal Government Event in April 2017. The event highlighted opportunitiesfor local governments to participate in the WatershedPlan implementation. Funding for the new Plan wasprovided by the Joyce Foundation, MDEQ, and theUniversity of Michigan.
One of the implementation tasks from the Plan wasto conduct a social indicator survey. The survey wascompleted in 2017 and the results will provide a betterunderstanding of community members’ and leaders’stance on issues surrounding ERCOL Watershed resources.
Little Traverse Bay Watershed Protection PlanIn February 2017, the Watershed Council hosted an event to discuss the update of the Little Traverse Bay Watershed Protection Plan and give participants an opportunity to provide feedback. Once approved by theMDEQ and US EPA, the Plan will be implemented over the next ten years.The Plan update was generously funded by the Petoskey-Harbor SpringsArea Community Foundation, the Baiardi Family Foundation, and the Walloon Lake Association.
Stover CreekRestorationThe Watershed Council tookthe first steps toward restor-ing the lower stretch of StoverCreek by contracting withNorthwest Design Groupto prepare an engineeringreport outlining the poten-tial impacts to the streamfrom removal of a small damat the mouth of the Creek.After careful consideration
and research, removal of the dam was recommended. The study was generously supported by the Charlevoix County Community Foundation.

Minnehaha Creek - Road/Stream Crossing ProjectThis project is part of the Watershed Council’s ongoing efforts to improveroad/stream crossings within Northern Michigan for the benefit of waterquality, stream habitat, and public safety. In 2017, a new culvert wasinstalled at Maxwell Road thanks to our partnership with the EmmetCounty Road Commission and grant funding from the National Fish andWildlife Foundation’s Sustain Our Great Lakes program, the U.S. Fish andWildlife Fish Passage program, the Baiardi Foundation, and Patagonia. Asecond crossing will be completed in 2018.
Project Rain GardenIn spring 2017, the Watershed Council launched the PetoskeyProject Rain Garden, thanks to support from the Little TraverseBay Protection and Restoration Fund of the Petoskey-HarborSprings Area Community Foundation. The Rain Garden Projectwill further our work to protect the water quality of Little Tra-verse Bay by installing 12 residential rain gardens and one pub-lic rain garden within the City of Petoskey. Additionally a
16-page “how-to” guide on rain gardens was written and produced. Thebooklet was designed for home owners who want step-by-step instructionon how to design and install a rain garden.
Elk River Chain of Lakes Greenbelt InitiativeIn 2017, the Watershed Council began the process of overseeing the installation of ten residential greenbelt projects thanks to a grant fromthe Michigan Department of Environmental Quality (MDEQ). This fund-ing will help offset the cost of installing a greenbelt for eligible lakefrontproperty owners within the Elk River Chain of Lakes.
In 2017, this road/stream crossing on Maxwell road was replaced to allow improved fishhabitat, water quality, and publicsafety on the Minnehaha Creek.

Respected Advocacy2017 Accomplishments
Aquaculture in the Great LakesNet-pen aquaculture, also known as fishfarming, is the practice of raising fish inan underwater net or structure that servesas a pen. In 2017, Michigan State agenciesconcluded that fish farming should notbe pursued in the Great Lakes due to therisks to water quality, our fisheries, public health, and tourism. The WatershedCouncil was vigilant in our efforts to ensure that proposed aquaculture inthe Great Lakes was defeated. We advocated for sustainable, land-basedaquaculture that fully treats wastewater and avoids the risks of traditionalaquaculture.
Nestlé Water WithdrawalIn July 2016, Nestlé Waters North America (Nestlé) submittedan application to the Michigan Department of EnvironmentalQuality (MDEQ) that would allow them to increase thewater withdrawal rate at Nestlé's White Pine Springs wellNo. 101 from 250 to 400 gallons per minute.
On April 12, 2017, the Watershed Council presented ourcomments at the MDEQ public hearing on Nestlé’s
groundwater pumping expansion request held at Ferris State University inBig Rapids. The Watershed Council joined with other organizations statingthat Nestlé had not provided sufficient information to meet the requirementsof Michigan law to issue a permit for an expanded withdrawal. Over 80,000comments were submitted. Given the volume of information that theMDEQ had to review, a decision on the issue was not finalized until 2018when the permit was approved.
Whether we are in Washington DC, Lansing, or Northern Michigan,the Watershed Council’s Policy and Advocacy Team speaks on behalfof our waters. Proposed actions on the national and State level todismantle water quality regulations and reduce State responsibilitiesare having ripple effects throughout our area. Below are just a fewhighlights of our activities for 2017.

Enbridge Line 5 PipelinePipeline regulations and management is a remarkably complicated topic –one that the Watershed Council staff has spent hundreds of hours studying.In 2017, the draft Alternatives Analysis for the Straits of Mackinac Pipelinereport was released by the State of Michigan for public comment. Thanksto funding provided by Petoskey-Harbor Springs Area Community Foun-dation and Charlevoix County Community Foundation, the WatershedCouncil was able to host seven workshops throughout Northern Michigan,providing approximately 100 individuals with the information they neededto effectively submit public comments.
Due to the thorough research and dedication of our policy director, multipleareas of “holidays” - industry jargon for areas where pipeline anticorrosioncoating is missing - was noticed in the federal work plan that Enbridgefiled with the U.S. Environmental Protection Agency. The Watershed Councilreported this to the Michigan Pipeline Safety Advisory Board, stimulatingfurther discussion about the decommissioning of Line 5 in the Straits.
Additionally, we worked to improve transparency and public engagement on this issue. We continued to present our research to the public, attendedcountless meetings and discussions about the pipeline, and worked to secure funding for a water crossing study to identify additional areas of concerns along the entire length of the Line 5 pipeline.

Innovative Education2017 Accomplishments
Educational Shoreline VideoIn 2017, the Watershed Council produced an educational video about theimportance of healthy lakeshores and what property owners can do to protect and restore them for the benefit of the lakes they love. The NaturalShorelines: Living in Harmony at the Water’s Edge video was made possible with support from the U.S. Fish and Wildlife Service, MDEQ,Michigan Department of Natural Resource, Michigan Natural ShorelinePartnership, Midwest Glacial Lakes Fish Habitat Partnership, and Tip of theMitt Watershed Council.
Invasive Species Awareness SignageThanks to a grant from the Petoskey-Harbor Springs AreaCommunity Foundation, Tip of the Mitt WatershedCouncil, in partnership with the Pickerel-CrookedLakes Association designed and installed invasivespecies educational signs at eight boat launcheson Pickerel and Crooked Lakes.
We also assisted the Elk-Skegemog LakesAssociation invasive species committee by
designing boater education signs for boatlaunches on Elk Lake.
The signs urge boaters to help stop the introduction and spreadof invasive species by ridding their boats of potentially harmfulinvaders before and after each visit to marinas and boat launches.
Climate ChangeClimate change is having a profound effect on the Great Lakes region’secology and economy. Recognizing this, the Watershed Council continuallyincorporates and considers climate change impacts in our watershed manage-ment planning and implementation, restoration actions, outreach and education efforts, and all that we do to improve the resiliency of our waterresources. To further solidify our position on this issue, the WatershedCouncil Board of Directors adopted a position statement regarding climate change and our role in combating its effects. Michigan Shoreland Stewards Program (MiSS)In 2016, the Watershed Council worked with the Michigan Natural ShorelinePartnership to launch the MiSS Program. The MiSS Program is a web-based survey that provides recognition and resources for property owners who areusing best management practices to protect their lake.
As of June 2017, 21 lake associations and over400 property owners all over Michigan havejoined the program, and more than 15 milesof shoreline has been surveyed. Of the surveyrespondents, 110 qualified as gold ShorelandStewards, 119 silver, and 94 bronze.
To promote this valuable educational resource, the Watershed Councilstaff spoke at numerous meetings and events, distributed postcards, andengaged participants through social media posts.
Lake Association SummitThe 12th Annual Lake Association Summit themed “H2Ohhh, I didn’t knowthat!” was hosted in June 2017. Dr. Linda Greer, interim director at theUniversity of Michigan Biological Station was our keynote speaker. The annualLake Association Summit gives local lake associations an opportunity togather once a year to share ideas, concerns, and solutions.
Communication ToolsIn 2017, the Development and Communications Team broadened theirreach for events and workshops by recording and posting them online forfuture viewing. Additionally, we began utilizing an email platform that allowsus to quickly communicate important information to targeted audiences.
Septic System Health and MaintenanceThe Septic Question Project for Cheboygan County was completed in 2017thanks to funding from the Joyce Foundation. The Septic Question report forEmmet County began in late 2017 and will be completed in early 2018.
The Watershed Council worked with Burt Lake Township Planning Commissionregarding a time-of-transfer septic inspection ordinance. We also workedwith a septic subcommittee of the Elk River Chain of Lakes WatershedPlan Implementation Team and Milton Township in Antrim County to improveseptic system management in those areas.

Youth Education ProgramsThrough contributions, partnerships, andgrants, the Watershed Council provides awide variety of educational experiences to helpengage youth in protecting our lakes, rivers, streams,wetlands, and groundwater. This section highlights justa few examples of our current youth programs.
WATERSHED ACADEMYThe third year of this program was celebrated in 2017.Since the program began, the Watershed Academyhas grown to 12 schools and engages over 100 students per semester in the science and stewardshipof their local watershed.
STUDENTS EXPERIENCE LAKE CHARLEVOIXMay 2017 marked the 24th year of providing 6th and 7th
grade students a hands-on opportunity to learn about theLake Charlevoix Watershed. Nearly 300 students attended in 2017. This program continues to be made possible through a partnership with theLake Charlevoix Association and the Beaver Island Boat Company.
RAVEN HILL – NONTRADITIONAL MATH AND SCIENCE CAREER EXPOA fun career day for middle school students ishosted each year by Raven Hill Discovery Center.Watershed Council staff teach the students aboutwater quality monitoring during this uniquehands-on event.
WATER RESOURCES EDUCATION PROGRAM(WREP)
The Watershed Council received funding from the GreatLakes Fishery Trust to implement the Water Resources
Education Program (WREP) in area schools begin-ning in the fall of 2017. The funding provided waterresource education and stewardship opportunitiesto over 300 students from Petoskey, Wolverine,and Ellsworth middle schools.
