Residences for seniors Housing facilities dedicated to the housing and care of
autonomous and semi autonomous seniors.
In a majority of cases, these are private for-profit organizations.
Seniors living in residences must pay housing and care costs.
Approximately 100 000 seniors live in theses facilities in Quebec.

Meaning of the program’s name
The name Seniors Housing Quality Program reflects the
program’s values and guidelines which are based on the
improvement of residents’ quality of life and their
overall satisfaction.

History
From 1999 to 2008
The Réseau FADOQ implemented the “Roses d’Or”
quality assessment program for private residences for
seniors throughout Quebec.

History
2007
Government certification comes into effect.
It verifies:
A residence’s compliance with basic socio-sanitary
norms.
A number of other requirements specified in
government regulations (e.g. number of employees,
standards of care, food,…).

History2008
The Quebec government recognizes the Réseau FADOQ expertise with regards to the assessment of quality of life in private residences for seniors.
From 2008 to 2011
The Quebec government decides to fund the Réseau
FADOQ to review the “Roses d’Or” program in order to
make it complementary to the government’s certification.

Assessment process
Participation by residences is voluntary.
The Seniors Housing Recognition is valid for two years.
Our visit is carried out by a team made up of: • A Réseau FADOQ professional responsible for
assessing the quality of the physical and human environments of the residence.
• Senior volunteers who will meet a sample of residents individually in order to measure their degree of satisfaction.

Program tools
Two tools validated by a team of researchers from the
University of Sherbrooke.
Tested on approximately 100 residents and more than
50 residence operators.
Validated by : • Government departments• Residence operators’ associations• Regional health agencies• Regional quality and complaints commissioners

1 – Standards booklet
Elaborated and produced by the Réseau FADOQ.
26 standards, divided in 160 quality indicators.
This tool allows us to appreciate the physical and human
environments of a residence.
It takes into account the differences between small
residences (9 units or less) and larger ones (10 units or
more).

Program tools
2 – Residents’ Satisfaction Survey
Based on OHIO tool and modified/adapted by the
Réseau FADOQ.
40 questions on living conditions (5 testing questions).
This tool allows us to appreciate/compare with the
Standard Booklet results.
Goal is to reflect/reproduce the ‘Home Sweet Home’
feeling.

Seniors Housing Quality Seals
The number of Seniors Housing Quality Seals a residence
obtains is determined by the result of the standards booklet
evaluation. But :
• If the visual state of equipment and the level of
cleanliness are lacking, this will result in a residence
getting a lower result.
• If a residence obtains less than 65% satisfaction rate, its
recognition will be put on hold until improvements are
brought to the situation.

Who is eligible?
Private residences that:
1.Meet the definition of a private residence under the Act
respecting health services and social services.
2.Are certified by their regional Health and Social Services
Agency.
3.Have been in operation for at least a year.

Timetable
We have been implementing the program in 9 regions
since January 2012.
The first Seniors Housing Quality Recognitions will be
given before the summer of 2012.
The first regional directories will be produced by the end
of 2012.
The program will be implemented in the 7 remaining
regions of Quebec by the fall of 2012.
