Related thereto, Southern Company would be remiss if it did not take this opportunity to reiterate that the vertically integrated utility model employed by Southern Company not only remains viable as the smart grid advances but is also associated with some of the most robust electrical infrastructure development, reliable electric operations and satisfied customers in the entire United States. For these and other reasons, Southern Company would encourage NIST to avoid any inferences or implications in Framework 2.0 that the existing electric system, especially in the Southeast, is antiquated. In that regard, for example, we would encourage NIST to revisit the definition of “legacy system” which currently is defined in Framework 2.0 as follows: A legacy system is an old technology, computer system, component, or application program that continues to be used . . . . The use of the word “old” is unnecessary and value-laden. Just because a piece of equipment is not the newest does not mean it cannot function very efficiently. Accordingly, Southern Company would suggest using the defined term “proven technology” in lieu of “legacy system”, substituting the word “existing” for the word “old” in such definition and similarly avoiding unnecessarily derogatory references within Framework 2.0 when discussing deployed technologies.

I understand the potential for Transmission actors to store electricity. I am unsure of their role in electricity generation.
