Conditions of Participation:Participation in the European Youth Olympic Festival is open to all young European athletes nominated by their National Olympic Committee (NOC), subject to the current EYOF Charter, the Technical Regulations of the European Youth Olympic Festival and the guidelines established by the Organizing Committee, duly approved by the EOC.
All competitors at the EYOF must be nationals or citizens of the country or territory of the NOC which is entering them and must possess a valid code/license of the respective International Sport Federation when required.
The Festival qualification is entirely the responsibility of the NOCs, strictly adhering to the respective age groups and maximum participation quota and the guidelines of the Organizing Committee (OC) regarding the accreditation procedure and deadlines.
Event ScheduleEvent schedule is subject to change. The most up to date version will be posted on EYOF 2019 website.
Length of StayAll EYOF 2019 athletes shall remain at the European Youth Olympic Festival for the duration of the Festival at least from the day of the Opening Ceremony until the day of the Closing Ceremony.
Athletes are encouraged to attend as many sport competitions as possible as spectators and take part in EYOF side events.
Sport-specific TrainingThe type and number of scheduled training sessions in each sport discipline are determined in consultation with the respective IFs. Scheduled pre-competition and during competition training sessions will be included in the competition schedule by session. No other sport-specific training possibilities will be provided outside these determined times.
BibsFor details of the distribution of bibs please refer to the specific Sport Technical Manual. After the last competition athletes may keep the bibs as a souvenir.
Sports EquipmentNOCs must bring their own sports equipment to be able to train and compete in the respective events. No equipment is provided by EYOF OC.

Sports Equipment Storage / Waxing FacilitiesSports equipment storage and waxing facilities are provided as follows:
Smaller teams are expected to share waxing cabins. Labelled keys for the waxing cabins are available for pickup at the operational office in the relevant venues. These are handed out to the NOC Representative by signing a form and depositing EUR 20. Damage or loss of a key (10 EUR per key) will be deducted from the deposit. Any damages caused to the team cabins will be deducted from the deposit paid by the NOC prior to departure.
Transport of Sport Equipment
Arrivals and DeparturesNOC delegations arriving at Sarajevo International Airport (SJJ) ArrivalUpon arrival at the Sarajevo International Airport sport equipment for Cross Country and Biathlon (including rifles and ammunition) will be gathered in a temporary storage in exchange for a written Delivery Order (one per sport/venue/NOC) and then transferred by the EYOF Logistics team to:
• Rifles will be transferred and stored at the Athletes’ Village• Sport equipment including biathlon ammunition will be transferred and stored at the venue.
Sports equipment for Alpine Skiing, Snowboard, Short Track, Figure Skating and Curling has to be stored in the Athletes’ Village and must be brought to the competition venues on a daily basis. There will be storage and waxing areas for Alpine Skiing and Snowboard in the Athletes’ Village.
Ice Hockey teams will travel in a dedicated bus directly from the airport to the venue (Zetra) where they can unload their equipment and material and put it in the team dressing rooms.
Should team members arrive in their own vehicles, they can bring their equipment with them to the venue when coming to the first training session.
Handover at the venueThe EYOF 2019 Logistics team will transfer the equipment for Cross Country and Biathlon (including ammunition but not rifles) from the ELT Storage to the wax cabins at the venues in the morning of 9 and 10 February.
An NOC representative will be asked to verify and accept the equipment at the venue by presenting the Delivery Order and to collect the keys from the Operations Office in the specified venues.

DepartureFor departure, all sports equipment for Cross Country and Biathlon will be gathered at the Athletes’ Village storage by the EYOF Logistics team and collected by each delegation on the way to the airport.
NOC delegations arriving by their own vehicles ArrivalNOCs arriving with their own vehicles should deliver their equipment for Cross Country, Biathlon (ammunition) and Hockey directly to the competition venues on the day of arrival. There will be no storage for these sports at the Athletes’ Village.
Ice Hockey teams’ equipment should be delivered directly to the venue where it will be stored in the team dressing rooms.

LuggageNOCs are responsible for managing their luggage from the official Ports of Entry to the Athletes’ Village, supported by EYOF 2019 and using the EYOF 2019 transport service. No additional or exclusive luggage transfers will be arranged. Sports equipment needs to be stored in the bus or the additional logistics truck following the bus, if needed.
Luggage tagsLuggage tags will be provided by EYOF 2019 to NOCs to facilitate NOC arrival and departure operations. Please tag all your luggage to help us identify luggage and sports equipment easily upon arrival.
Clothing/ AdvertisingFor detailed information please refer to EYOF Rules on Advertising, Demonstrations and Propaganda applicable to the EYOF 2019 Sarajevo and East Sarajevo, published by the EOC.
At the first Team Captains’ Meeting (TCM), Team Captains will be briefed again about the advertising rules.
NOCs are required to cover any sponsoring brands except manufacturer’s identification. All violations of the provisions of this clause shall lead to disqualification and the withdrawal of the accreditation of the person concerned.
Uniform InspectionsFor competition uniforms, compliance with EYOF Rules on Advertising, Demonstrations and Propaganda applicable to the EYOF 2019 Sarajevo and East Sarajevo will be checked at TCMs before competition (Team Captains have to present a sample uniform at TCMs) and/or be checked during training sessions or preliminary material controls. Competition uniforms will be checked immediately prior to start of the competition at an area inside the venue (e.g. warm-up area).
Sport Information DeskThe Sport Information Desk (SID) is located in the NOC Services Centre in the Athletes’ Village. The SID will provide information concerning sports such as official start lists, official results, competition and training schedules, weather service, etc. All information concerning sports will be available on the website and at the competition venues. Printed copies will be available only upon request.
Ski PassesNOCs with athletes in Alpine Skiing and Snowboard competitions will be entitled to receive a number of ski passes for official training sessions and competitions, based on the number of athletes competing and team officials. These ski passes will be handed over to the NOCs at the Introductory Meeting by NOC Services.
Start Lists and Results All start lists and the latest results lists will be available during the races at the Venue Information Point and immediately after competition on the EYOF 2019 website (www.eyof2019.net) as well as at the Sport Information Desk at the Athletes’ Village.
In accordance with the EYOF green policy, no hard copies for NOCs will be available in the venues.

In-venue CeremoniesCeremonies recognizing the top three finishers will take place immediately after the end of each competition, at the respective venue.
ProgramThe program begins with the announcement of medalists in reverse order and handover of Groodvy mascots.
On the podium the athletes are required to wear their bibs. They are not allowed to bring their skis, other sports equipment, nor their national flags.
Victory Ceremonies
Date Start timeAccording to the sport program. 19:30
LocationMedals Plaza at the Athletes’ Village. For Ice Hockey, the Victory Ceremony will take place at the venue (on ice), on 14. 02. 2019 after the gold medal game. The bronze medal winning team will wear their official (non-competition) uniform.
Team Captains’ Meetings (TCM)The meetings for all sports will be held at the Athletes’ Village (Hollywood Hotel). Exceptionally, the meeting may take place at the venue if agreed at a previous TCM.
Anti-Doping ControlsAnti-Doping tests will be conducted in accordance with the BIH National Anti-Doping Agency (NADA) and the European Olympic Committee procedures. The EOC will be fully informed of all results within a pre-defined timeline. In case of a positive doping test, the rules of the EOC will apply.
Catering at Competition VenuesFood and beverage services in the form of snacks and refreshments will be provided to athletes, team officials and working pass holders at each competition venue. Depending on the schedule and the length of time away from the Athletes’ Village, the EYOF OC will provide an option for athletes and team officials to receive lunch at the venue. Dates and service hours will depend on the competition and training schedule. NOCs will need to sign up for such lunch services in advance.
ParkingVAPPs (Vehicle Access and/or Parking Permits) will be available to NOCs in accordance with the parking capacity in each venue. VAPPs will allow access to the accredited parking areas which will be marked with P+ in the venue.
VAPPs must be clearly displayed inside the front window screen of the vehicle upon entry to the parking area and at all times while the vehicle is parked. Parking areas will be monitored by EYOF 2019 staff. Please note that VAPPs will not be replaced if damaged or lost.
Weather ServiceWeather information will be available at the Sport Information Desk and at the Venue Info Points. Furthermore, the weather for the following day will be communicated in the TCM.

Working PassesEach NOC has the opportunity to apply for 2 Working Passes if it enters at least one athlete. NOCs will be charged the sum of 150€ per working pass to cover the cost of arrival & departure service, daily lunch at Venues, snacks and refreshments at Venues, Wi-Fi in different locations. NOCs are financially responsible for the international travel, accommodation and stay of the WP holders. WP holders are entitled to use the EYOF shuttle system and can enter the respective sport Venue - team area.
Competition RegulationsRules of the International Ski Federation for Alpine Disciplines. In accordance with FIS Rules for Alpine Disciplines (actual ICR and FIS Cup) FIS-points list no.13 is applicable from 05.02. until 20.02.
The Anti-Doping tests will be conducted in accordance with the National Anti-Doping Agency (NADA) and the European Olympic Committees.
Conditions of ParticipationOnly athletes nominated by their National Olympic Committee and in possession of a valid FIS code are allowed to participate.
The athletes must fall within the age range established for EYOF Sarajevo-East Sarajevo 2019.

BibsBibs will be handed over at the Team Captains’ Meetings one day prior to the competition. Bibs should be returned in the Finish Area after the race.
Ski Storage / WaxingThere will be storage/waxing possibilities available for participating NOC teams at the Athlete’s Village.
All Teams will have designated waxing locations. No fences or doors will be set up or each Team. The location will be covered with over 20 cameras and a 24/7 security guard.
Please notice that there will be no additional equipment provided.

Alpine Skiing RulesType of Event: Mixed Parallel Team Event• The race will be conducted as a parallel GS• GS gates and flags are to be used• Mixed teams (from 2 or more NOCs) cannot take part in the competition• Only one team per NOC can be entered that fulfils the quota of 2 Girls and 2 Boys up to a maximum
of six competitors.• FIS-points list 13 is applicable
Eligibility of the Teams• A maximum of 16 teams will start in the heats of the competition.• Teams will be ranked in accordance to the sum of FIS-points of the best 4 competitors of each NOC
from lowest total points to highest.• Of the Athletes who did not have any FIS-points before EYOF2019 the FIS-points of the EYOF2019
GS Competitions will be taken into consideration.• Teams including athletes who were not taken into account for FIS-points in the EYOF2019 GS
competitions will receive a score of 999 points.• If a Team had no FIS-points before EYOF2019 and their athletes were not taken into account for
FIS-points in the EYOF2019 GS, then the team must compete in a qualification run. Two boys and two girls of the six entered athletes will compete and their times will be added up. At least 3 athletes per team must finish.
• If a team ties on FIS-points, the team with the best competitor in it will be ranked higher.• The total team size per nation is limited to a maximum of 6 competitors per Nation of which a
maximum of 2 Girls and 2 Boys must start.• The 6 competitors per nation have to be announced by name at the TCM
Seeding of the Teams (according to the International Ski Competition Rules art. 1212.5)16 Nations will form 8 heats and the bracket list will be arranged as follows: • Heat 1: Nation ranked 1 vs Nation ranked 16 (last) • Heat 2: Nation ranked 8 vs Nation ranked 9 • Heat 3: Nation ranked 5 vs Nation ranked 12 • Heat 4; Nation ranked 4 vs Nation ranked 13 • Heat 5: Nation ranked 3 vs Nation ranked 14 (3rd last) • Heat 6: Nation ranked 6 vs Nation ranked 11 • Heat 7: Nation ranked 7 vs Nation ranked 10 • Heat 8: Nation ranked 2 vs Nation ranked 15 (2nd last)
The best nation, according to the team ranking, will receive bib number 1 and the last nation will receive the last bib number.
Girls will receive bibs from 1 to 4 and Boys from 5 to 8 in alphabetical order.

Running the CompetitionEach individual leg between two opponents consists of one run. The start order will be as follow (as an example for Heat 1):“Course Red” Nation 1 Girl 1 against “Course Blue” Nation last Girl 1 “Course Red” Nation 1 Boy 1 against “Course Blue” Nation last Boy 1 “Course Blue” Nation 1 Girl 2 against “Course Red” Nation last Girl 2 “Course Blue” Nation 1 Boy 2 against “Course Red” Nation last Boy 2 The blue course will be located on the skier’s right
Points Scoring• The winner of each individual race (leg) scores 1 point for his/her nation.• In case of a tie in an individual race (leg), both nations are awarded 1 point.• If there is a tie at the end of the heat (2:2) the nation with the lowest combined time for the best
individual Girl and the best individual Boy (or second best in case of a tie for the best time) will win the heat. If both competitors fall in any race, the first competitor to reach the finish successfully will be the winner. If both competitors fail to finish, the competitor who successfully skied the furthest distance will be the race winner.
• Causes for Disqualification (immediate and without protest)• Changing from one course to another.• Disturbing the opponent, voluntarily or non-voluntarily. Failure to pass through a gate correctly
(ICR art. 661.4.2). Turn not executed on the outside of the gate.
Medical ServicesMedical staff: Emergency Doctor, Paramedics and Mountain Rescue with sled transportation.
Jahorina (GS & SL)The mobile Team will be located at the Course The Aid Station will be located in the Finish area
Bjelašnica (Mixed Team Competition)The mobile Team will be located at the Start The Aid Station will be located: at the entrance to the main Parking Area, 200m from the Finish Area.
Distribution of Ski PassesNOCs with athletes entered in Alpine Skiing competitions will be entitled to receive a number of ski passes for official training sessions and competitions, based on the number of athletes competing. These passes will be distributed in the Introductory Meeting with each NOC Chef de Mission.
Passes will be provided for all official training and all race events.
