    Academic Collaborations

    India is rushing headlong toward economic success andmodernization, counting on high-tech industries such as

    information technology and biotechnology to propel thenation to prosperity. Unfortunately, its weak highereducation sector constitutes the Achilles' Heel of thisstrategy. Its investment so far in higher education hasyielded neither world-class research nor very manyhighly trained scholars, scientists, or managers tosustain high-tech development.

    India's main competitor especially China isinvesting in large and differentiated higher educationsystems. China is providing access to large numbers ofstudents at the bottom of the academic system while atthe same time building some research-based universitiesthat are able to compete with the world's best

    institutions. The recent London Times Higher EducationSupplement ranking of the world's top 200 universitiesincluded three in China, three in Hong Kong, three inSouth Korea, one in Taiwan, and one in India (an IndianInstitute of Technology at number 41 the specificcampus was not specified). These countries are

    positioning themselves for leadership in the knowledge-based economies of the coming era.

    There was a time when countries like India couldachieve economic success with cheap labor and low-tech manufacturing. Low wages still help, butcontemporary large-scale development requires asophisticated and at least partly knowledge-based

    economy. India has chosen that path, but finds a majorstumbling block in its university system. India hassignificant advantages in the 21st century knowledgerace. It has a large higher education sector the secondlargest in the world in student numbers, after China. Ituses English as a primary language of higher educationand research. It has a long academic tradition. Academicfreedom is respected. There are a small number of highquality institutions, departments, and centers that canform the basis of quality sector in higher education.

    Yet the weaknesses far outweigh the strengths. Indiaeducates approximately 14 per cent of its young peoplein higher education compared with more than 50 percent

    in the major industrialized countries and 25 per cent inChina. Almost all of the world's academic systemsresemble a pyramid, with a small high quality tier at thetop and a massive sector at the bottom. At present, theworld-class institutions are mainly limited to the IndianInstitutes of Technology (IITs), the Indian Institutes ofManagement (IIMs) and perhaps a few others such asthe All India Institute of Medical Sciences and the TataInstitute of Fundamental Research. These institutions,

    combined, enroll well under 0.5 per cent of the studentpopulation.

    Even the small top tier of higher education faces seriousproblems. Many IIT graduates, well trained intechnology, have chosen not to contribute their skills tothe burgeoning technology sector in India. Perhaps halfleave the country immediately upon graduation to

    pursue advanced study abroad and most do notreturn. A stunning 86 per cent of students in science andtechnology fields from India who obtain degrees in theUnited States do not return home immediately followingtheir study. A corps of dedicated and able teacherswork at the IITs and IIMs, but the lure of jobs abroadand in the private sector makes it increasingly difficultto lure the best and brightest to the academic profession.

    India has survived with an increasingly mediocre highereducation system for decades. Now as India strives tocompete in a globalized economy in areas that requirehighly trained professionals, the quality of highereducation becomes increasingly important. So far,India's large educated population base and its reservoirof at least moderately well trained university graduateshave permitted the country to move ahead. But thecompetition is fierce. China in particular is heavilyinvesting in improving its best universities with the aimof making a small group of them world class in thecoming decade, and building them as internationallycompetitive research universities. Other Asian countries

    are also upgrading higher education with the aim ofbuilding world class-universities.

    To compete successfully in the knowledge-basedeconomy of the 21st century, India needs enoughcolleges and universities that not only produce brightgraduates for export but can also support sophisticatedresearch in a number of scientific and scholarly fieldsand produce at least some of the knowledge andtechnology needed for an expanding economy. How canIndia build a higher education system that will permit itto join developed economies?

    Academic collaboration programs between the Foreign

    universities and Indian institutions and organizations areaimed at meeting the rapidly growing Indian educationalneeds by leveraging mutual capabilities. A part of thecore mission of all educational institutions is to preparetheir students to compete in the global economy.     Research Collaborations

    International Research Collaboration has alwayshelped scientists to keep abreast of internationalscience and to share expertise and resources. Today,one-fifth of the world's scientific papers are co-authored internationally a result of increasinglyeasy communication and cross-border travel.However, a new character of InternationalCollaboration is emerging, as scientific research hasbecome an integral part of economic and innovationpolicy. International Collaboration has also become akey element in globalization strategy. ResearchCollaboration supports research, training andknowledge transfer in everything from architecture tozoology, apart from supporting World-class researchfacilities. It also promotes public engagement inscience, engineering and technology. The knowledgeand expertise gained through investment in people

    and innovation allows the world to maintain atechnological leading edge, build strong globaleconomy and improve quality of life for people.International Research Collaboration requires work inSponsorship with other research investors includingGovernment departments and agencies, Universitiesand colleges, and Industry. Research Collaborationextends across disciplines and organizationalboundaries. Some of the main fields for ResearchCollaboration are:








    Today global networks are known to havecontributed significantly to the success of SiliconValley, USA. It has been possible for the USA tobenefit directly from the Information Technologyboom in India by being connected. The success ofIndia is not only from cheap labor but also from

    attracting global R&D activities. Recent trendsindicate that USA and other countries are keen toestablish connections with the new powerhouseeconomy of India not only in downstreamindustries but also in upstream science. The world asa whole is increasingly united on the need forresearch and innovation to tackle global challengessuch as poverty and climate change. The growinginternational concern regarding greenhouse gases,

    crises in Africa, or diseases in Developing Countriesare leading to new hopes about InternationalResearch Collaboration to address these issues.

    The USA was one of the first nations to establish anapproach to attract "the best and the brightest" in theworld to their Institutions. This policy placed theUnited States at the heart of International ResearchCollaboration, with US researchers co-authoring withresearchers from over 170 Countries. The unique USposition was based, first, on the openness of financialaid and fellowships to support any deservingGraduate student. This system grew through generousFederal Research funding and also by means ofInstitutional competition to attract the best Graduatestudents. Second, the tradition of openness in hiringAcademics dated back to World War II, during whichmany prominent European scientists moved to theUnited States. Third, the US labor market has beenopen to Immigrants particularly for highly skilledones who could get companies to sponsor them.

    Today, more Countries are taking comparableapproaches to attract "the best and the brightest"through similar policies to open up. There is astepped-up competition for International Studentsundertaken by several Countries most notablyAustralia, the United Kingdom, Japan, and China.India is on the threshold of joining this competition.Another approach to International Collaboration is toinvest in World-class Research Centers ofExcellence. Singapore was one of the first countriesto use public money for attracting World-classInstitutions. Singapore has become a major Asianeducation and research center, by creating high-profile international Sponsorships (with theMassachusetts Institute of Technology, Stanford,Berkeley, and Whartonto name a few), invitingWorld-class Foreign Universities to open campuses(e.g., INSEAD, University of Chicago BusinessSchool, and Waseda), and by its ambitiousbiomedical science park, Biopolis. India has a greatopportunity to enter into similar Sponsorships with

    leading Foreign Universities.

    For a developing country such as India, these stepsare likely to lead to increases in Scholarships andResearch Collaboration opportunities. InternationalResearch Collaboration has entered an era in whichnetworking has a direct economic significance. Somegovernments are already beginning to pay a premiumto become hubs in Global Excellence networks.

    These developments will produce significant changesin the World's Research capacity and yield newCenters of Excellence. The Council of Scientific &Industrial Research (CSIR) is the premier industrialresearch and development organization in India. Itschain of 39 R&D laboratories with 80 field stationsspread across India are manned by 10,000 highlyqualified scientists and engineers and 13,000auxiliary and other staff, covering almost the entirespectrum of industrial R&D, ranging from aerospaceto mining, microelectronics to metallurgy. CSIR, forexample, can play an important role in promotingInternational Research Collaboration. In a similarmanner, there are a good number of Universities,Colleges and Centres in India that have Researchprograms and these trends indicate opportunities forcapacity building for research in India.

    With several billion dollars in annual research fundedby the National Science Foundation, the NationalInstitutes of Health, Corporate Sponsors, and otherFederal and Private Foundations, AmericanUniversities are major Research Centers in the world.Award-winning Faculty members provide Graduateand Post-Graduate students with researchopportunities in a multitude of disciplines. ForeignUniversities work with faculty and outside Sponsorsto capitalize on opportunities to expand Research andScholarship across all intellectual fields.     Joint / Dual Degree Programs

    The on-campus programs to be offered in India byForeign Universities in collaboration with Indianinstitutions would be Graduate and Post-Graduatedegree programs. The duration of Graduate degreeprograms would be three to four years while Post-Graduate degree programs would be two years.Students will receive degrees of the ForeignUniversities after successful completion of theprograms in India. The Foreign Universities andIndian institutions will administer the degree

    programs jointly. Indian institutions collaboratingwith the Foreign Universities will have world-classfacilities such as modern classrooms, state-of-the-artlaboratories, audiovisual centers, computerizedlibraries, video conferencing halls, softwaredevelopment centers, and administrative blocks.

    In collaborative Graduate programs, students whocomplete 12 (10+2) years of formal education will beeligible for admission. Students with Graduatedegrees (10+2+4) or (10+2+3+1) will be eligible foradmission to collaborative Post-Graduate programs.

    Joint / Dual Degree Programs: Collaborativeprograms are also sometimes known as Joint Degreeprograms or Dual Degree programs in India. In theseprograms, Indian institutions will continue to offertheir regular Graduate and Post-Graduate programsas per the Indian curricula and give Indian degreesand diplomas after successful completion.Simultaneously, Indian institutions will supplementtheir existing curricula with the additional curriculaof Foreign Universities. Students who successfully

    complete the existing curricula and the additionalcurricula will be given degrees by the ForeignUniversities.

    AICTE: Collaborative degree and diploma programswhich are technical in nature, namely, Engineering,Architecture, Computer Science, Business, HotelManagement and Catering Technology, Pharmacy,etc., may require the approval of statutory bodiessuch as the All India Council of Technical Education(AICTE), New Delhi. No Objection Certificate(NOC) will be required from the Foreign embassy orHigh Commission for offering

    Certificate Programs

    There has been a remarkable growth in the numbersand kinds of certificate programs that are sought bystudents and working professionals throughout India.Certificate programs include corporate training

    programs, executive development programs, andmanagement development programs. Certificateprograms that consist of for-credit courses are ofparticular interest, because credits carry over to

    degree and diploma programs in ForeignUniversities. Graduate and Post-Graduate certificateprograms are sought after in virtually everydiscipline, including in business, education, healthsciences, information technology, humanities, and thearts. Certificate programs are of interest because oftheir short duration. Some of the Indian students whotake up certificate programs offered by ForeignUniversities in India may be interested in transferringto the Foreign Universities and complete theremainder of credits in residence for earning a degreeor diploma.

    Certificate programs usually comprise of five or sixcourses and students earn a maximum of 18 to 24credits. Certificate programs may be of two-semesterduration (one year), though a few select programs ofone semester duration may also be offered. Graduateand Post-Graduate certificate programs of ForeignUniversities may be offered in their entirety through

    Indian institutions. In addition to their existingcertificate programs, Foreign Universities maysuitably tailor their Graduate and Post-Graduatedegree or diploma programs and offer them ascertificate programs in India. Students completing thecertificate programs offered through Indianinstitutions will be given certificates by ForeignUniversities


    As providers of comprehensive continuing education,Foreign Universities can serve as Sponsors tocompanies and organizations in India. ForeignUniversities can draw on their resources as world-renowned universities to understand Indianorganizations' needs, offer expert consultation, anddevelop custom educational programs which wouldbe primarily delivered by Indian instructors who areexperts in their fields. Foreign Universities'reputation as valuable Sponsors and resources, andthe breadth of their programs could enable them tobuild an impressive roster of clients and facilitate thegrowth of leading corporations, public agencies, andnon-profit organizations in India.

    In Graduate certificate programs, students who havecompleted 12th standard will be eligible foradmission. In Post-Graduate certificate programs,students who have completed Graduate degree orequivalent diploma program in any field of study will

    be eligible for admission. Students, who complete thecertificate programs in India, will be eligible forseeking admission to Graduate and Post-Graduatedegree and diploma programs in ForeignUniversities. Relevant tests such as IELTS, TOEFLand SAT / GMAT / GRE will be required foradmission. The number of credits waived for suchstudents will be at the discretion of ForeignUniversities based on individual students academicbackground.

    Twinning / Transfer Programs

    Twinning / Transfer programs allow IndianInstitutions to offer Graduate and Post-Graduateprograms which will have their regular curricula. Theexisting curricula may be supplemented by additionalcurricula of the Foreign Universities if desired byIndian Institutions. Through Twinning / Transferprograms, Indian students will be able to earn severalCredits during the course of their normal study inIndian Institutions. Students will have the opportunityeither to complete their studies in India or to transfer

    their Credits to the Foreign Universities at any timeafter completing at least one year of their studies inIndian Institutions. Students who opt for transfer canthen finish their Degree programs by completing theremainder of Credits in-residence at the ForeignUniversities.

    Twinning / Transfer programs are "win-win"situations for all concerned parties. The Foreign

    Universities will receive well-prepared students whohave been instructed entirely in English and are readyto begin their major studies. Indian Institutions arestrengthened by access to the latest in Foreigncurricular developments. Foreign-bound Indianstudents save substantial cost of studying abroad.Further, students will have a wide range of subjectsto choose from in the Foreign Universities, apartfrom the opportunity to learn in two different culturalenvironments, and thus becoming well-rounded


    Under Twinning / Transfer programs, students whocomplete at least one year of Graduate program(10+2+1) in Indian Institutions will be eligible foradmission as Transfer Students to Graduate programsin the Foreign Universities. Students who completesecond year (10+2+2) or third year (10+2+3) ofgraduate program may also transfer to Graduate

    programs in the Foreign Universities and completethe remainder of the program. TOEFL / IELTS andSAT scores will be required for admission to theForeign Universities. Students who complete the firstyear of Post-Graduate program in Indian Institutionswill be eligible for admission to Post-GraduateDegree programs of the Foreign Universities.TOFEL and GRE / GMAT scores will be required foradmission to the Post-Graduate programs in theForeign Universities. The number of Credits to bewaived for students admitted on Transfer basis willbe at the discretion of the Foreign Universities.

    Students enrolling in the Graduate and Post-Graduateprograms of the Foreign Universities will be givenDegrees and Diplomas by the Foreign Universities

    after successful completion of study. Transferstudents will be charged the prevailing tuition fee bythe Foreign Universities. Students who do not plan togo to the Foreign Universities and students who havebeen unable to get Foreign visas will complete theirprogram of study in India, and would be awardedIndian Degrees and Diplomas by the IndianInstitutions concerned.

    For Twinning / Transfer programs, the IndianInstitutions may invite Visiting Faculty of theForeign Universities. In such cases, the IndianInstitutions will bear the expenditure towards travel,stay and board of visiting from the ForeignUniversities.

    Distance Education Programs

    Distance education is an emerging globalphenomenon that promises to alter fundamentally thenature of traditional education and training. Theincreasingly pervasive nature of the Net and the Web,and the collaborative infrastructure provided by net-centric computing have led to the growth of distanceeducation. The phenomenal growth of distanceeducation is explained by the fact that over 90% ofcollege students access the Internet, with 50%accessing the Web daily. Also, Indian companies andorganizations are spending huge amounts on in-house

    training and education programs through distance andblended mode. The popularity of distance educationprograms has further increased with the availabilityof on-line discussion forums.

    The growth of distance education is fast and furiousworld-wide including in India. The future of distanceeducation has been aptly summed up by Mr. DavidGray, Vice President, University of Massachusetts:Over the next five years, it would not surprise me atall to see the term "distance education" fade or morphinto "distributed education" or perhaps simply"education." As the technologies that supportdistance education mature and become more widelyembraced which is happening as we speak, the focuson the tools and the geographic distance at whichthey are utilized is likely to decrease. Our fascinationwith the web as an exciting new medium for learningand collaboration will most likely give way to seeingit as a common utility that people make use ofroutinely. Education and learning will happen, ofcourse, and it will be a rare course indeed that doesnot take advantage of the tools of technology and

    high speed networks to aid and abet the learningprocess."


    Blended Learning is the process of incorporatingmany different learning styles that can beaccomplished through the use of 'blended' virtual andphysical resources. The instructor can also combinetwo or more methods of delivery of instruction. Atypical example of the delivery method of blended

    learning would be a combination of technology-basedmaterials and face-to-face sessions used together topresent content. An instructor can begin a course witha well-structured introductory lesson in theclassroom, and then proceed to follow-up materialsonline. Blended Learning can also be applied to theintegration of e-learning with a LearningManagement System using computers in a physicalclassroom, along with face-to-face instruction.

    With today's prevalence of high technology in India,blended learning refers specifically to the provisionor use of resources which combine e-learning(electronic) with other educational resources. Someof the advantages of blended learning include: costeffectiveness for both the Indian institutions and thestudents, accessibility to a post secondary educationfor students, and flexibility in scheduling andtimetabling of course work.

    Many Foreign Universities have already beenrecognized as the largest online educational resourcesfor students seeking quality learning experience. Now

    courses. Vocational education is imparted throughIndustrial Training Institutes (ITIs) and Polytechnics.The nodal agency for grant of recognition to theI.T.I.s is NCVT which is under the Ministry ofLabour, Government of India. Part time programs

    are offered through state technical education boardsor universities who also offer full-time courses.Vocational training has been successful in India onlyin Industrial Training Institutes and that too inengineering trades. There are many private institutesin India which offer courses in vocational trainingand finishing, but most of them have not beenrecognized by the Government.

    One of the weaknesses of Indian education system isthat it does not give due importance to vocationaleducation. As a result, there is a mismatch betweenthe skilled manpower required and skilled manpoweravailable. Every year India churns out millions ofgraduates who do not have the specific skill setsrequired by the market. This has resulted in asituation where on the one hand, there are scores ofunemployed graduates and on the other hand, there isa huge shortage of skilled workers such as plumbers,electricians, etc.

    To rectify this situation vocational training programsin India need to be promoted in a big way. Vocationaltraining courses include:

Faculty members would benefitfrom exposure to a culturally varied and diversefaculty make-up, with an opportunity to exchangeideas and observe a variety of styles. The facultyexchange program is one way to take advantage ofthe benefits of diverse faculty. Ultimate goal ofeducational institutions is to develop a vibrant anddiverse faculty. This process, however cannot takeplace overnight. It occurs slowly, one or two facultymembers at a time. The need for rich variety of ideas,cultures, thoughts, and styles, however, is immediate.In order to facilitate the process, Foreign universities

    and Indian institutions can develop plans for a facultyexchange programs. The benefit will be immediate,and students will have the opportunity to learnconcepts and ideas presented in an entirely new anddifferent manner. The faculty exchange programspresent a unique opportunity for interaction betweenForeign universities and Indian institutions. They willcreate a greater bond among the concernedinstitutions and will be a powerful recruitment andretention tool.

    To ensure that the faculty exchange runs properly, itis important to understand the responsibilities ofForeign universities and Indian institutions asoutlined below.


    Three basic schemes may define the nature of thefaculty exchange and the responsibilities of thevisiting faculty member. Combinations of all threeare possible as arranged in each individual case.


    Host institution will arrange housing and visitingfaculty member will pay for the cost


    Visiting scholar will be provided with a salarycommensurate with teaching load asked for bythe host institution and agreed upon by thevisitor

    Such salary may include the provision of freehousing and/or board at no cost to the individualbut in any case, host institution will help visitorfind housing

    The host institution will assign the visitingprofessor an agreed upon number of courses toteach throughout the semester

    If course evaluations are issued, the hostinstitution will forward them to the facultyvisitor upon completion of the exchangesemester


    Visiting scholar will be provided with lecturefees commensurate with the number of lectures

    Academic Partnership programs are established forthe purpose of developing cooperative efforts toimprove the academic quality of Indian secondaryschools, junior colleges, and undergraduate collegeswith the objective of improving the preparation ofstudents for entry into Foreign Universities.Academic Partnerships are aimed at:

    Transforming the relationships betweeneducational institutions to directly benefitstudents;

    Improving curriculum in subject areas requiredfor admission to Foreign Universities;

    Strengthening teachers' capacities to enable allstudents to learn the curriculum;

    Enhancing the ability of students to benefit fromthese changes; and

    Improving Foreign Universities understanding ofIndian students' unique needs.

    Partnerships between English-medium Indianinstitutions and the Foreign Universities may beentered into, so that Indian students who complete12th standard may be admitted as freshmen inGraduate programs of the Foreign Universities.Similar Partnerships may be entered between Indianinstitutions and Foreign Universities so that Graduatestudent may be admitted to Post-Graduate programs.

    Partnership programs are important mechanisms thatenhance access to Graduate and Post-Graduateprograms of the Foreign Universities. Partnershipprograms support educational mobility and facilitateseamless acceptance of academic credit of Indianstudents. These programs enable Indian students totransition smoothly to Foreign educational systemsand help in students course selection, eliminatecurriculum redundancies, and streamline theapplication review process. Indian students will nothave to go through the cumbersome process ofcredential evaluation by Foreign agencies. Theseprograms promote understanding among educatorsacross Indian and the Foreign institutions.

    These programs provide a measure of certainty tostudents in Indian institutions that they will beaccepted in good Foreign Universities. Students willbe spared the stress of having to prepare for thehighly competitive entrance examinations in India

    with the knowledge that their admission in theForeign Universities is almost assured. Further,students will have the option to change their field ofstudy when they enter the Foreign Universities. Thisoption for changing the field of study is not availablein India. Tests such as IELTS, TOEFL and/orSAT/GMAT/GRE will be required for admission tothe Foreign Universities.

    Study Abroad in India Programs

    The mission of the Indus Foundation is to providestudents of Foreign Universities with high-qualityacademic study abroad programs that fosterintercultural development. The Foundations visionfor the future is a world filled with inter-culturallycompetent leaders who have both the understandingand skills to effectively, humanely, and positivelynavigate across different cultures, in politics,education, and business.

    Over the last fifteen years, India has brought itself tothe center stage of the world economy. India'sengineering and technical strengths are legendary.

    India has become a powerhouse in softwaredevelopment and business process outsourcing and ismaking great strides in manufacturing and other hightechnology fields. There is no doubt that India will bea major economic force in the 21st century, though itwill face significant challenges in developinginfrastructure and in spreading these economic gainsto its still overwhelmingly rural population.

    Todays competitive job market requires applicantsto distinguish themselves, and international educationexperience is the perfect way to do so. Havinginternational education experience is an incredibleresume booster, as it shows prospective employersthat the applicants are motivated, independent, andgenerally more qualified. Additionally, obtainingForeign language skills can make applicants eligiblefor a variety of jobs that they may have otherwisebeen unqualified for.

    Students of the Foreign Universities are welcome toIndia. Studying abroad in India for a semester or year

    will give students a fresh perspective on themselves,India, and the world. By living in a Foreign countrysuch as India, students will constantly challengethemselves in many new and exciting ways and gaina level of independence they never knew they had.Studying abroad in India will expose them to diversepeople and viewpoints, and they will get toexperience a different way of life apart from theirown in their country. They will be immersed in the

    language, culture, and people of the host country andwill get to experience life as residents, not as meretourists. While studying in India, they will also earncredit towards their current degree. Study abroadprograms at Graduate and Post-Graduate levels maybe arranged in high quality Indian institutions, whichhave facilities of international standards. Students ofthe Foreign Universities will get the most memorablestudy abroad experience possible.

    Students will pay the regular tuition and fees, roomand board expenses, to their parent institution. TheForeign Universities will pay an agreed amount toIndian institutions for providing tuition, room andboard. International travel costs will be borne by thestudents.

    Collaboration Methodology

    Curricula of Programs: The curricula of degree,diploma, and certificate programs will be in tune withthe guidelines established by the relevant accreditingagencies of the Foreign universities. The course

    exercises, along with home-works, assignments andexaminations will be provided by the Foreignuniversities to ensure that the courses of study inIndia for obtaining degrees, diplomas, and certificatesmeet their academic standards. In the case oftwinning/transfer programs, the curricula will be theregular existing curricula of the Indian institutions,though it may be supplemented by additionalcurricula of the Foreign universities, if desired byIndian institutions.

    Teaching: The course materials and teachingmethods will be the same as the ones offered in theForeign universities. Indian institutions will followthe same study guidelines as the Foreign universities.A faculty member may be deputed by the Foreignuniversities, for short duration of two weeks everysemester for presenting parts of each program.Carefully selected Indian faculty will presentremainder of the programs. Round-trip travel to Indiaof visiting faculty members will be borne by Indianinstitutions. Room and board of internationalstandards will be provided to visiting facultymembers in India. In addition, Indian institutionswill pay honoraria to the visiting faculty members.

    Testing: The course exercises, along with home-

    works, assignments and examinations will beprovided, administered, and graded by the faculty ofIndian Institutions and Foreign universities for thecourses taught by them.

    Faculty Support: Teaching in India will be done bythe faculty of Indian institutions, though the Foreignuniversities may depute a faculty member eachsemester for short periods of two weeks to teach

    courses. Competent Indian faculty members willconduct the programs. Indian faculty will haveacademic and other qualifications as per the standardsof the accrediting agencies of Foreign universities.

    State-of-the-art computing facilities and broad-bandInternet connections will be provided by Indianinstitutions to enable students to access educationalresources of the Foreign universities such as faculty,libraries and computer centers.

    Internships: Indian students will be encouraged totake up project works in corporate houses in Indiaand abroad with the help of the Indian institutionsand the Foreign universities. However, the cost ofsuch internships will be borne by studentsthemselves. Both Indian institutions and the Foreignuniversities will actively help the students to getinternship opportunities in India and abroad.

    Placement Support:Students who have successfullycompleted their degree, diploma, and certificateprograms will be listed by Indian institutions and theForeign universities for tapping suitable placementopportunities with companies in India and foreigncountries. Indian institutions and Foreign universitieswill actively assist in placing successful candidates inIndia and abroad with the help of on-site and video /telephone interviews.

    Collaboration responsibility:The administration ofthe programs would be split between Indian

    institutions and Foreign universities. Theresponsibility of the Foreign universities will includedeveloping innovative curricula, sharing faculty, andjoint projects. Foreign universities would be in-charge of programs, and course definition, whereasIndian institutions would handle local advertising andpromotion, appointment of Indian faculty members,screening of students, admission of students,provision of infrastructure, and conducting of the

    Revenue Sharing: Currently, the cost of tuition forprograms offered by premier educational institutionsin India is around US $ 6,000 per year. Carefulconsideration will be given to current market trendsby Indian institutions while setting competitive priceof the programs in order to attract talented studentsacross the country. The pricing of the programs will

    be fixed based on the expected demand for specificprograms. The class size for each program will bearound 60 students. Foreign universities will be paida certain percent of tuition revenue of programs byIndian institutions. The percentage of the share oftuition revenue will depend on reputation,accreditation, and quality of the programs of Foreignuniversities.

    Launch of Foreign Programs in India

    Though the potential for launching collaborative programsbetween Foreign universities and Indian institutions isgreat, it has to be done in a thoughtful and methodicalmanner. The most important consideration is that the

    programs should be launched in collaboration betweenwell-established and reputable foreign and Indian entities.A careful assessment has to be made about the commitmentand financial resources of the concerned collaboratingentities, so that sustainability is assured. It is absolutely

    essential that the programs are run properly with highestquality standards. Ability to provide infrastructure ofinternational standards for running the programs will be animportant criterion in the selection of collaboratingPartners. Careful scrutiny has to be made in the initialstages for ensuring success of the programs, apart fromcreating a good brand image. The Indus Foundation iswilling to assist Indian institutions in this process.

    International InviteesEducation Summits in 2011, 2010 and 2009 had attracted an excellent response from universities and educationalorganizations of over 40 countries around the World. Similarly, Indo-Global Education Summit 2012 is expected toattract participation of around 200 international institutions from around the World.     in India. The objective of the Summits was to explore

    accounts, the Summits were considered highly

    vice-chancellors, provosts, deans, and other officers

    I think the idea behind the Indus Foundation's concept of providing a venue in which to assist Indian and foreign
