Tackling LitterThe TMA is committed to playing a role in addressing smoking related litter and works with a range of partners to deliver a number of litter schemes across the UK. However, there are barriers to engagement at a national and local level which are hampering our efforts to deliver effective campaigns.

Working with South Holland District Council – Case Study
Barriers to Collaboration: FCTC Article 5.3 and LGDTC
The TMA has been working with South Holland District Council (SHDC) since 2015 in supporting efforts to tackle smoking related litter, as part of the council’s Pride in South Holland Campaign.
The partnership is endorsed by leader of SHDC, Cllr Lord Porter, Chairman of the Local Government Association
The campaign which was formed in 2015 has several goals:1.Tosparkcommunityprideinthearea.
2. Tochangebehaviourssothattheareacouldbeenjoyednowandinyearstocome.
3.Tohighlightareaswhichrequireextraattentionintermsofcleansingandeducationontheimpactofbehaviour.
TheTMAandindustryishamperedinitseffortstodeliveranti-litteringcampaignsbytheLocalGovernmentDeclarationonTobaccoControl(LGDTC)andmisinterpretationoftheWHO’sFCTCArticle5.3concerningengagementwiththetobaccoindustry.
Article5.3specificallyonlyreferstopublichealthmattershoweversomelocalauthoritieshaveinterpretedthismuchmorewidelyandnowdonotengagewiththetobaccoindustryonanylevelincludingonlitterwork.
TheindustryhasalsobeenexcludedbytheDepartmentforEnvironment,Food&Rural
Affairs(DEFRA)fromthedevelopmentofthenationallitterstrategy.
Suchmoveshavealsoimpactedontheindustry’sabilitytoworkwithcertainkeypartnerswhohaveanactiveinterestintacklinglitter.
Webelievethisdisengagementislegallyincorrectandiscounterproductive.
TheTMAisactivelyengagedineffortstotacklelitter,workingwithanumberofpartnersindeliveringcampaignsacrosstheUK.Westronglysupportthepartnershipapproachbutsignificantobstaclesremain.ThereforeitisvitalthatDEFRAprovidesclarityonengagementwiththetobaccoindustryonlitterissues.
