I. SUMMONS

Summons for the Fourth Session of the Fifteenth Tamil Nadu Legislative Assembly was issued to the Members of the Legislative Assembly on the 28th December, 2017 vide S.O.Ms.No.176, Legislative Assembly Secretariat, dated the 28th December, 2017 to meet at 10.00 A.M on 8th January, 2018.

The Tamil Nadu Legislative Assembly was summoned to meet for its second meeting of the Fourth Session on the 15th March, 2018 by the Hon. Speaker under Rule 26 (1) of the Tamil Nadu Legislative Assembly Rules vide D.O. Letter No.2177/2018-1, TNLAS (Bills.I), Dated: 7.3.2018.

The Tamil Nadu Legislative Assembly was again summoned to meet for its third meeting of the Fourth Session on the 29th May, 2018 by the Hon. Speaker under Rule 26(1) of the Tamil Nadu Legislative Assembly Rules vide D.O. Letter No.6004/2018-1, TNLAS (Bills.I), Dated: 15.5.2018.

II. DURATION OF THE MEETINGS

The first meeting of the Fourth Session of the Fifteenth Legislative Assembly commenced with the Governor’s Address on the 8th January, 2018 and was adjourned sine-die on the 12th January, 2018. The second meeting of the Fourth Session commenced on the 15th March, 2018 and was adjourned sine-die on the 22nd March, 2018. The third meeting of the Fourth Session commenced on the 29th May, 2018 and was adjourned sine-die on the 9th July, 2018.

V. APPOINTMENT OF LEADER OF THE HOUSE

Hon. Thiru. O. Panneerselvam, Deputy Chief Minister was appointed as Leader of the House of the Fifteenth Tamil Nadu Legislative Assembly with effect from the 4th January, 2018 vide S.O.Ms.No.2, Legislative Assembly Secretariat, dated 4th January, 2018.

VIII. QUESTIONS

During the Session, 15,269 Notices of questions were received out of which 6,530 were admitted. 1,225 questions were treated as Starred and 5,293 questions were treated as Unstarred. 287 Starred questions were answered on the floor of the House and 1,250 Starred questions were converted into Unstarred questions. 900 Unstarred questions were placed on the Table of the House. 14 Short Notice questions were received out of which 12 Short Notice questions were admitted.

His Excellency, Banwarilal Purohit, Governor of Tamil Nadu addressed the Members of the Fifteenth Tamil Nadu Legislative Assembly assembled in the Legislative Assembly Chamber, Secretariat, Chennai-9 at 10.00 A.M. on Monday, the 8th January, 2018.

‘Tamizh Thai Vazhthu’ and ‘National Anthem’ were played at the commencement and at the end of the Governor’s Address, respectively.

The Motion of Thanks to the Governor’s Address was moved by Hon. Dr. Pollachi V. Jayaraman Deputy Speaker and seconded by Thiru. N. Murugumaran on the 9th January, 2018.

The discussion on the Motion of Thanks to the Governor’s Address took place in the Assembly for 4 days viz., 9th January, 2018, 10th January, 2018 and 11th January, 2018. 16 Members including Leader of Opposition took part in the discussion. Hon. the Chief Minister replied to the debate on the 12th January, 2018.

2109 amendments to the Motion of Thanks were received, out of which 1921 were admitted and the remaining 188 were disallowed.

On the 12th January, 2018, 56 members moved the amendments standing in their names. At the end of the discussion on the 12th January, 2018, the amendments moved by the Members were not pressed and deemed to have been withdrawn by leave of the House. Thereafter, the Motion of Thanks to the Governor’s Address was adopted in the House on that day.

4. 1.6.2018 Providing pure and safe drinking water facility to 2,448 Government High Schools and Higher Secondary Schools; setting up of 2,283 smart classes in Government Primary and Middle Schools; various training program will be provided to Teachers, Head Masters and Inspector of Schools; 32 Government Higher Secondary Schools will be selected, one in each district of Tamil Nadu for making them into model schools with improved infrastructure and teaching standards; improved smart cards will be issued to all students of the Government and Government Aided Schools by including additional features such as Aadhar Card Number.

5. 1.6.2018 Regarding conversion of 41 University constituent Arts and Science Colleges into Government Arts and Science Colleges from the current academic year; introduction of 264 new courses in Government Arts and Science Colleges during the academic year 2018-2019 for which 683 Assistant Professor posts would be created in addition to 324 classrooms, 50 laboratories and other infrastructure facilities; construction of 50 rooms to accommodate three students each, in the student hostels of 6 Government Engineering Colleges.

6. 1.6.2018 Regarding setting up of two Information Technology Parks, one each in Coimbatore and Tiruchirapalli; implementation of ‘Cyber Security Architecture for Tamil Nadu’ through ELCOT to protect the Information Technology infrastructure and e-Governance services provided by the Government and also to provide uninterrupted and safe internet services; HD-High Definition Quality Services to be provided by the Tamil Nadu Arasu Cable TV Corporation through installation of HD set top boxes.

7. 1.6.2018 Regarding increasing the upper age limit from 35 to 37 years for SC/ST/MBC/BC/DNC and from 30 to 32 years for the general category for those appearing in Group-I, I-A, I-B competitive examinations conducted by the Tamil Nadu Public Service Commission.

8. 5.6.2018 Regarding the ban on manufacture, sale, storage and usage of plastic items such as plastic paper, plastic plates, plastic cups, water sachets, plastic straws and plastic carry bags, etc under the Environment (Protection) Act, 1986 which will come into force from 1st January, 2019. Essential Commodities like packed milk, curd, oil and medical equipments would be exempted from the ban.

9. 6.6.2018 Regarding construction of new buildings for 30 Veterinary dispensaries; providing Ultrasound Scanner and computerized X-ray unit to 32 Veterinary dispensaries one each in all districts; one Veterinary dispensary in 6 Corporations will be upgraded as multi-purpose Veterinary hospital with an operation theatre, ultra sound scanner, computerized X-ray unit and other facilities and two Animal Disease Intelligence Unit (ADIU) will be set up at Namakkal and Tiruvarur; for the control of foot-and-mouth diseases 93.89 lakh livestock cattles are to be vaccinated against the disease for the 15th and 16th round in September 2018 and March 2019 respectively; 38,500 women beneficiaries in the State except Chennai will be given 50 Hens each to encourage backyard poultry farming; improving the infrastructure in the Veterinary Colleges and Research Institutes in Tirunelveli and Orathanadu by providing additional

classrooms, examination halls, hostel facilities and HT power supply; increasing the capacity of Madhavaram Central Dairy from 3.5 lakh litre per day to 10 lakh litre per day by converting it into an automatic modernized plant; increasing the capacity of Salem Dairy plant from 5 lakh litre to 7 lakh litre per day and setting up of Dairy Whitener unit with a capacity to produce 30 MT per day; setting up of a new Dairy plant with a processing capacity of 5 lakh litre per day along with sewage treatment plant, quality control laboratory and milk processing equipment; upgradation of Thanjavur Dairy plant with a milk processing capacity of one lakh litre per day with facilities of manufacturing milk products; 500 Milk Parlours each costing Rs.4 lakh will be opened in 30 districts; setting up of 5,000 litre capacity ice cream manufacturing unit with a modern automatic ice cream mixture unit, solidifying unit, automatic package machine, freezing room and air-conditioned godown in Tiruchirapalli; setting up of a tuna-fishing Harbour in Tiruvottriyur in Tiruvallur District to ease the existing congestion at the fishing harbour in Chennai; upgradation of Mudhu Nagar fishing harbour, Cuddalore with additional facilities for landing boats, auctioning fishes and for net weaving; construction of groynes in Vallavilai, Marthandamthurai and Neerodi Villages in Kanniyakumari district; setting up of Tilapia Entrepreneurs Park at Palar Porundalar Dam in Dindigul District.

10. 8.6.2018 Regarding continuation of three phase power supply for 12 hours to delta districts for agriculture; supply of 15,857 quintal of high yielding paddy seeds at subsidized price during

the Kuruvai season to cover 79,285 acres; supply of 870 power tillers and 860 rottavetters at 50% subsidy; setting up of 500 solar power pumpsets in delta areas; supply of 2000 diesel engines with 50% ratified subsidy for delta farmers who were not provided with electricity connection; 100% subsidy at the rate of Rs.4000 per acre will be given for mechanized souring of paddy covering 1 lakh acres; providing back ended subsidy at the rate of Rs.200/- per acre for Zinc nutrition in delta areas and at the rate of Rs.600/- per acre for application of gypsum; installation of 2000 sprinkler irrigation structures; to improve the soil fertility in Vennar basin of Cauvery delta and Grand Anaicut region green manure cultivation will be promoted in 15,000 acre by distributing green manure seeds at a subsidized rate of Rs.1,200 per acre; restructuring the Kuruvai package scheme by providing job opportunities as a part of the scheme to protect the livelihood and economic conditions of agricultural labour.

11. 12.6.2018 Regarding setting up of 25 new sub-stations in various districts of Tamil Nadu; setting up of 250 MW floating solar plant jointly with an Indian Solar Power Corporation; modernization of Moyar Hydro Electric Power House; the objectives of vision 2023 and National Solar Movement will be integrated to achieve the goal of Solar Energy to the tune of 8884 MW and a new energy policy according to the vision 2023 will be formed.

12. 12.6.2018 Regarding setting up of about two lakh five hundred soak pits to prevent stagnation of water near houses, bore wells, overhead tanks and other drinking water structures; setting up of 1,000 Anganwadi centres, each costing Rs.8.70 lakh in rural areas; construction of 500 new Panchayat Office buildings; improvement of 287 kilometres rural roads and construction of 10 bridges under Pradhan Mantri Gram Sadak Yojana - II; 5,500 kilometres will be improved in the current year at a cost of Rs.1,200 crores under the Tamil Nadu Rural Roads Improvement Scheme; setting up of Reverse Osmosis Treatment Centers in rural areas to provide protected water to people; Sixty thousand garbage bins each costing Rs.25,000 will be provided to Village Panchayats; renovation of 45,594 dilapidated houses each costing Rs.50,000 in rural areas; Rs.11,000 crores will be given as loan to Women’s Self-Help Groups during the current year.

13. 12.6.2018 Regarding setting up of sludge waste treatment plants in 49 towns; relaying of 1,350 kilometers of damaged roads in the Corporations, Municipalities and Town Panchayats areas; road improvement works will be undertaken in Town Panchayats with the financial assistance from NABARD.

14. 13.6.2018 Providing basic infrastructure facilities by SIPCOT in the upcoming Industrial Parks in Manapparai Taluk, Tiruchirapalli District and in Tindivanam Taluk, Villupuram District.

15. 13.6.2018 Regarding implementation of ‘The Tamil Nadu New Industrial and Innovative Policy 2018-2023’ to encourage Micro, Small and Medium Entrepreneurs; increasing the subsidy

19. 13.6.2018 Regarding increase in the honorarium given to special teachers and trainers working in voluntary organisations from Rs.10,000 to Rs.14,000; providing subsidy of Rs.25,000 to differently abled persons for opening new Aavin Sales Centres and initially this scheme will be implemented for 100 persons; increasing the feeding charges from Rs.650 to Rs.900 for 11948 differently abled persons from 301 special schools and homes functioning under the Department for Welfare of Differently-Abled Persons.

20. 14.6.2018 Regarding installation of 1,000 solar energy pump sets in Delta and non-delta districts at 90% subsidized rate; allotment of Rs.6.62 crore to increase the millet production in Tamil Nadu; for plantain cultivation through micro-irrigation pattern in 10,000 acres, a subsidy of Rs.27.83 crore will be provided to the farmers; allocation of Rs.10 crore for undertaking technologies like Poly Green House, Shade Net House and Mulching under protected cultivation; introduction of two-year Diploma in Horticulture course at Horticulture Research and Training Centre, Thally in Krishnagiri district and Centre of Excellence for Vegetables, Reddiyarchathiram in Dindigul district with an annual intake of 50 students in each centre; construction of Integrated Agricultural Extension centres in 9 blocks; setting up of a new ‘Bi-centenary Green Meadow’ on a 80 acre area in Nilgiris district and providing parking area for 500 vehicles in Nilgiris town.

To commemorate Bharat Ratna Dr.MGR’s centenary, a chair with a corpus fund of Rs.1 crore will be created in the International Institute of Tamil studies with the name ‘Puratchi Thalaivar M.G.R Art and Social Development Research Chair’; for developing the Tamil Language chairs will be created in few universities in foreign countries where the Tamil population is large and in other states at a cost of Rs.5 Crore per annum; international Tamil Organisations Conference will be conducted once in every two years; a recurring expenditure of Rs.1 crore will be allotted every year for launching a thesaurus for the Tamil language; a monthly scholarship of Rs.2000 will be given for 30 Post Graduate students studying Tamil at the International Institute of Tamil Studies.

24. 28.6.2018 Regarding construction of ‘Yatri Nivas’ on the land belonging to Arulmigu Subramania Swamy Temple, Tiruchendur in Thoothukudi District from the temple funds; 1000 village temples under the control of Hindu Religious and Charitable Endowments will be renovated and restored at a cost of Rs.1 lakh each from the temple funds; 1000 temples located in the habitations of

25. 28.6.2018 Regarding setting up of a new District Sports complex in Vellore district with modern facilities; to identify skills of sports personnel an incentive scheme for winning medals at International competitions will be implemented by providing subsidy upto Rs.10 lakh each on the basis of needs to 50 sports personnel including 5 differently abled persons for purchasing of equipments, for undergoing special coaching abroad and for participation in competitions at International levels; setting up of a training academy for National Cadet Corps Personnel at 2.02 hectares of land allotted in Neerpeyar village, Maduranthagam taluk, Kancheepuram district; setting up of a “Badminton Academy” at Tamil Nadu Physical Education and Sports University

26. 29.6.2018 Regarding allocation of a sum of Rs.100 crore for safety measures to be taken for flood related works in the riverside areas of Adayar, Arni river, Kosasthalai river, Cooum and Kovalam and urban rural areas in and around Chennai including desilting and renovating the Canals connecting rivers to discharge water from stagnant areas.

XIV. FINANCIAL BUSINESS

(1) On the 12th January, 2018, Hon. Thiru. O. Panneerselvam, Deputy Chief Minister presented to the Assembly the First Supplementary Statement of Expenditure for the year 2017-2018. The Demands were moved and voted without discussion by the House on the same day.

The Tamil Nadu Appropriation Bill, 2018 (LA Bill No.14 of 2018) relating to the First Supplementary Statement of Expenditure for the year 2017-2018 was introduced in the Assembly on 12th January, 2018 and was considered and passed on the same day.

(2) The Budget for the year 2018-2019 was presented to the Legislative Assembly by Hon. Thiru. O. Panneerselvam, Deputy Chief Minister at 10.30 A.M. on Thursday, the 15th March, 2018.

The General discussion on the Budget took place for four days viz., 19th March, 2018, 20th March, 2018, 21st March, 2018 and 22nd March, 2018. 16 Members took part in the General discussion. The Hon. Deputy Chief Minister replied to the debate on the 22nd March, 2018.

Voting of Demands lasted for 23 days from 29th May, 2018 to 9th July, 2018. The dates on which discussion and voting of Demands for Grants took place are as follows:

XVII. NAMING AND WITHDRAWAL OF MEMBERS

On the 12th June, 2018, Hon. Speaker named Tmt. S. Vijayadharani for obstructing the proceedings of the House and persistently defying the Chair. As the Member refused to withdraw from the House, she was evicted from the House.

XVIII. ANNOUNCEMENTS BY HON. SPEAKER

(1) On the 19th March, 2018, Hon. Speaker announced in the House that requests have been received for electing Members of the Assembly to be ex-officio Member of the Tamil Nadu Welfare Board for Differently-abled Persons.

The term of office of the Members to be elected for the Tamil Nadu Welfare Board for Differently-abled Persons would be upto the term held by the Member as the Member of the Legislative Assembly .

The filled in nomination forms should be handed over to the Secretary, Tamil Nadu Legislative Assembly on Tuesday, the 20th March, 2018. The nomination forms could be obtained from the Secretary, Legislative Assembly. Nomination forms would be taken up for scrutiny at 3.00 P.M. on Wednesday, the 21st March, 2018.

(3) On the 14th June, 2018, Hon. the Speaker announced in the House that those press reporters who have Assembly gallery passes could collect ball point pens and notepads from Bills-II Section.

(4) On the 28th June, 2018, Hon. the Speaker announced in the House the schedule for the conduct of elections to elect Members by single transferable vote for the Committee on Estimates, Committee on Public Accounts, Committee on Public Undertakings and Committee of Privileges. As per the schedule, the candidates should hand over the nomination forms to the Assembly Secretary before 12.00 noon on Wednesday, the 4th July, 2018. Nomination forms would be taken up for scrutiny at

(5) On the 28th June, 2018, Hon. the Speaker announced in the House that the General Body Meeting of the Tamil Nadu branch of Commonwealth Parliamentary Association will be held on 4.7.2018 at 4.00 P.M. at the newly constructed Ex-MLA’s Hostel at Omandhoorar Government Estate. The Members of the Tamil Nadu Legislative Assembly who are not Members of this Branch may register by remitting a sum of Rs.1,500/- towards subscription as life time Member and requested all the Members to participate in the meeting without fail.

(6) On the 28th June, 2018, Hon. the Speaker with the permission of the House, announced in the House that Demand Nos.38 - Public Department, 1 - State Legislature, 2 - Governor and Council of Ministers, 16 - Finance Department, 26 - Housing and Urban Development Department, 36 - Planning, Development and Special Initiatives Department, 50 - Pension and other Retirement Benefits, 35 - Personnel and Administrative Reforms Department scheduled to be taken up on 5.7.2018, 6.7.2018, 9.7.2018 would be taken on 5.7.2018 and 9.7.2018 and that the Assembly will not meet on 6.7.2018.

(7) On the 9th July, 2018, Hon. the Speaker with the permission of the House announced that the soft copy of the six list of starred questions converted as unstarred questions under Rule 51 of Tamil Nadu Legislative Assembly Rules (10 to 15th list (2018)) were sent to the Members through e-mail. Two copies of the same have been placed in the Legislature Library for the reference of the Members. Further, the answers received from the Department will be sent to the concerned Members through e-mail. (8) On the 9th July, 2018, Hon. the Speaker announced in the House that to achieve the goal of paperless legislature, Hon. Chief Minister of Tamil Nadu in a historical occasion held on 27.5.2018 introduced the uploading of the proceedings of the Assembly in the official website of the Tamil Nadu Legislative Assembly in the august presence of the Hon. Speaker and Hon. Deputy Chief Minister. As a first step, the proceedings of the Assembly meetings from 25.5.2016 to 16.3.2017 were uploaded in the website at that time.

(9) On the 9th July, 2018, Hon. the Speaker announced in the House the statistical details of the important events and business transacted by the Fifteenth Tamil Nadu Legislative Assembly during its first, second and third meetings of the Fourth session.

XIX. RULINGS FROM THE CHAIR On the 25th June, 2018, Hon. the Speaker rejected the demand of

Thiru. M.K. Stalin, Leader of Opposition to relax the rules for a discussion about the Governor in the House.

XX. FELICITATION On the 14th June, 2018, Hon. the Speaker, conveyed his greetings to all the Members of the House on the eve of Ramzan festival.
