COMMITMENT
We hereby commit if our offer is accepted, to undertake the following: -
1- To provide all the basic specifications needed to Alexandria Container &
Cargo Handling Co. (ACCHCO.) to purchase the spare parts from its
original manufacturers as follows:-
A- All equipment installed in the empty container handler (E.C.H.) should
be provided with its original manufacturer name plate (in English
language) .
B- Submit the required copies of complete spare parts manual and
catalogues (in English language) for each equipment from its original
manufacturer, including the requisition form of spare parts, quantity of
parts and codes in equipment ( see the form of attached spare parts list
) as well as flash memory registering these information .
C- Submit the basic specification for all standard parts installed in the
E.C.H. or in its components so as to be purchased by (ACCHCO. ) from any
local or foreign supplier.
2- To ensure and guarantee that no constraints for (ACCHCO.) to get the spare
parts from any of the sub - suppliers (Even during the warranty period) and
that would not make any deals with the sub - suppliers to refuse supplying
any required parts for (ACCHCO.),or to raise its prices higher than the
usual market prices.
3- The supplier under takes that the prices of the attached & recommended lists
spare parts will be fixed during guarantee period (two years).
4 - Tenderer must assure and provide a guarantee for the continuous
production of the E.C.H. main components ( engine, transmission ,
axles;….etc)and their spare parts at least for the coming ten years and that
their local agents can supply at any time the required spare parts and
programs to repair and maintain the equipment in good working conditions
from the date of final acceptance .

Chapter -1-
* General
1 – 1 – Object of the tender :
Tenderers are invited by Alexandria Container and Cargo Handling Company
(A.C.C.H .Co) for delivery and commissioning of the following:-
- Three (3) in number brand-new Empty Container Handlers (E.C.H.) (two for
Alexandria terminal + one for Dekhila terminal) with top lift side spreader.
- The required E.C.H. will be used for loading and unloading one 20`/ 40` ISO
container on yard / trailer and stacking the container by the a side lift
spreader to height of five ( 5 ) high cube containers of 9` 6``and six ( 6 ) ISO
containers of 8` 6`` in stacking areas.
- Lifting height under twist lock not less than 16 meter.
- The E.C.H. must be made in USA, Japan, Great Britain or European Union
not under license (under license will be rejected).
- The E.C.H. painting color will be determined during commissioning stage.
1 – 2 – Lift capacity :
Lift capacity under twist locks not less than 9000 KG.
1 – 3 – Climatic conditions :
The equipment shall be designed and guaranteed by the manufacturer to operate
under the following climatic conditions:
i. Sea water spray and in general a marine atmosphere.
ii. Temperature up to 50º C.
iii. Relative humidity of 100 %.
iv. Presence of fine sands, and coal dust.
1 – 4 – Standards and experience:
The empty handlers shall be designed for the heavy – duty operation conditions.
New and of the latest model, robust construction and high reliability to meet the
international design standard for this particular duty.
The original manufacturer must prove in his experience list that his company has
already manufactured in a wide range of the same type of ECH working in good
working operation at multi international terminals and of standard series and not of
special design to meet the required specifications, the experience list must be

registered and stamped from the chamber of commerce at the manufacturer
country.
1 – 5 – Technical service:
Tenderers must assure and provide guarantees for the continues production of
spare parts for the equipment at least for the next ten years and that their local
agents can at anytime supply the spare parts required to maintain the equipment in
a good working condition. Further assurance is required that the local agents can
provide technical staff to give technical assistance as may be requested by
A.C.C.H.CO for maintaining and repairing this equipment.
1 – 6 – Spare parts:
a- Tenderers must submit the attached spare parts list (Prices will be
evaluated with the E.C.H. prices) .
The supplier under takes that the prices of the attached spare parts lists
will be fixed during guarantee period(two years).
Tenderers shall state the basic specifications, manufacturers, and codes
for main components installed in the E.C.H. in order to be purchased by
ACCHCO. from any local or foreign suppliers;
All mechanical and electrical components to be installed in the E.C.H.
shall be of the standard production models / types of their original
manufacturer (unique, modified and special products shall be avoided).
Tenderers must provide all components with their original
manufacturer name plates, especially for the following:
- Engine,
- Transmission,
- Drive axle.
- Spreader.
- Hydraulic pumps
1 – 7 – Documents :
The manufacturer should furnish each ECH with 2 copies of the following
documents (must be in English language):-
a- Full specification, manual including the name plate data for the E.C.H. and
its different components.
b- Operating& maintenance manual.
c- Original workshop descriptive manual (assembly& disassembly) for engine,
transmission, drive axle and spreader from their original manufacturers .

d- Spare parts manual and catalogues for each main component ( engine,
transmission, drive axle, spreader ) from their original manufacturers
including quantities of parts installed and also a complete spare parts
manualfromtheE.C.H.’smanufacturer with part no. and remarks.
e- Lubrication and greasing charts for all moving and rotating parts including
the recommended and alternative types of oils and grease covered by our
local market ( Shell, Esso, and Mobil products )
1 – 8 – Training and inspection:
The manufacturer have to submit training program for each of:
a- Maintenance engineers, technicians and drivers, on site during receiving
interval.
b- The manufacturer shall set up an intensive training course at the manufacturer
firm, training will be for maintenance, repair, analyzing, faults diagnostic,
loading software program for the E.C.H. software and electronic control system.
c- The training course shall be in English language. Subject of training program
must be revised and accepted by ACCHCO.
d- Four engineers and four technicians at manufacturer firm for training ,
e- ACCHCO has the right to send (4) engineers to the manufacturer firm for
equipment inspection.
1 – 9 Factory and site tests:
- Test load in factory at full lift, full side shift and full forward tilt simultaneously
under twist locks not less than 9000 KG.
- Tenderers have to submit the factory test certificates for all main components
installed in the E.C.H. (Engine,axles,transmission,spreader,…etc) .
- Inspectionandtestsintenderer’sfirmshouldbecarriedoutunderthe
supervision of one of the international societies (LR,GL,ABS,BV) and in the
presence of ACCHCO inspectors with relevant acceptance certificates and will
be defined during the contract stage.

Chapter - 2 -
**E.C.H. requirements and performance
2 – 1- Chassis:
- Main frame should be heavy duty steel construction and of torsion resistant
in accordance to the acceptable international design standards to give
maximum durability, rigidity and long service life.
- The manufacturer must state the material and the chassis construction type.
- Design standards and classes should be mentioned.
2 – 2 – Engine:
1. The diesel engine must be Volvo or Cummins; new and latest model
;environment adapted of industrial type (Tier III emission compliant)
without UREA.
2. The diesel engine must be heavy duty, four stroke in line cylinders
arrangement with direct injection, water cooled and equipped with direct
mounted cooling fan and tropical heavy duty radiator, the engine maximum
power without fan should be not less than 240 Hp at rated rpm.
3. Fresh air intake to engine shall be through a suitable air cleaner with
renewable air filter element.
4. Fuel filters shall be provided with water-trap separator cartridge.
5. The exhaust system shall be of heavy duty type mounted in an up-swept
position, completely shielded with suitable expanded metal grill and shall
incorporate a rain cap or trap,
6. The engine must be made by the original manufacturer (under license will be
rejected) and production year must be recent year of the offer.
7. Engine hood preferable to be easy movable, sliding or tiltable for ease access
and maintenance.
2 – 3 – Transmission:
- The transmission must be (DANA Clark or ZF), robust, and rated to
transmit the maximum engine torque The transmission shall be heavy-duty
power shift with torque converter suitable for the engine power.
- The transmission must equipped with protection device against sudden
direction change.

2 – 4 – Front drive axle:
Front drive axle should be wider type ( not less than 3.2 mt ) must be Kessler, heavy-
duty, rigid with dual reductions through drive head and planetary gears in wheel
hubs .
All front wheel should be mounted on the drive axle .
2 – 5 – Steer axle:
Steering axle with extra-wide operational range. Full hydro static power
steering single cylinder double acting type , Bidders are requested to specify
and submit full information about the system and manufacturer of its
components.
2 – 6 – Mast:
- Should be heavy-duty steel construction in accordance to meet the
international design standards; duplex ;equipped with lift chains chosen from
the standard , Tilt cylinders fixation must be under the cabin.

2 – 7 – Tilt angle:
Must be not less than 2º forward & 4º back ward.
2 – 8 – Side shift:
Side shift of spreader must be not less than (± 300 mm) at both direction.
2 – 9 – Hydraulic system:
- Hydraulic system should consist of a heavy-duty pump (well known type) for
lifting, tilting, side shift, attachment and steering functions
- Hydraulic oil cooler, control valves, filters, safety valves and relief valves
shall be provided and fitted to the hydraulic system.
- System should be provided with suitable return filters located in the return
line and inside the hydraulic tank .
2 – 10 – Brake system:
The brake system should be suitable and durable to perform its function. Bidder has
to indicate the manufacturer and specify the system.

- Main brake and parking brake should be separate:
A- Main brake must be wet disc brake on drive axle fully enclosed and
maintenance free.
B- Parking brake consist of disc brake on the drive shaft. Preferable to be
between cardan shaft and differential, actuated by a powerful spring and
released hydraulically.
2 – 11 – Tyres and wheels:
Heavy-duty type interchangeable front and rear wheels pneumatic tyres:
(Continental – Bridgestone––Goodyear–Yokohama) is preferable; Bidder should
Indicate the manufacturer and specifications of tyres, tyre size and rims
- Drive wheels should be four ( 4 )
- Steer wheels should be two ( 2 )
2 – 12 – Top lift side spreader:
Should be telescopic ( not chain type ) side lift spreader with vertical twist locks for
the handling of single empty 20 / 40 ft ISO container (ELME is preferable)
- Spreader should be equipped with relevant indicators for twist locks;
- Spreader signal lights indicating spreader function status, shall be provided
on the spreader/mast and in driver’s cab and should be easily visible by
driver for all spreader positions.
The spreader should be provided with the following safeties:
a- Safety device preventing container locking, when all twist locks are not
correctly seated. (no seat – no lock);
b- Safety device preventing container lifting when all twist locks are not
correctly locked. ( No lock - no lift );
c- Safety device preventing container unlocking, when all twist locks are not
correctly seated. (no seat – no unlock);
d- Safety device preventing spreader down when twist locks are seated;
e- Safety device preventing spreader extension when spreader is locked ;
f- Safety device preventing spreader extension when spreader is seated .

2 – 13 – Cabin:
1) Cabin must be REAR mounted otherwise will be rejected.
2) Shall be safe, comfort, mounted on anti-vibration mounts.
3) Provide wide visibility range for the driver to do his job easily; and has
interior mirror.
4) The shield glass shall be of safe type and equipped with wipers.
5) Two sides’movablesafetyglass windows.
6) Noise proof, heat insulated and has efficient ventilation.
7) Provided with suitable fire fighting extinguishers (2 x 6 kg powder) From
Egyptian local market to meet the traffic regulations.
# The cabin must be equipped with:-
A multi-function electrical joystick control (lifting/lowering/tilting f/b &
all spreader functions).
All electronic and other delicate components shall be kept in sealed case
for protection.
An indication for the following functions:-
a. Spreader correctly seated on the container.
b. Spreader twist locks closed.
c. Spreader twist locks opened.
A multifunctional display shall indicates:
a- Written and readable faults(engine, transmission, hydraulic system).
b- Transmission calibration needed must be done from the display.
c- Maintenance intervals must be shown in this display .
d- Engine Cooling temperature
e- Engine RPM.
f- Engine Oil Pressure gauge indicating the variation of pressure value
during operating.
g- Fuel level.
h- Transmission oil temperature and pressure.
i- Hour meter.
j- Counter for total number of the handled containers.

Warning indicators (it is preferable to be shown in the display) for:-
a- Battery Charging.
b. Low oil pressures for engine.
c. Low level of cooling water.
d. Parking brake.
e. Low oil pressures for brake system.
f. Direction indicator.
1 – 14 – Stability:
E.C.H. shall be stable and protected against tipping with lift capacity
under twist lock not less than 9 tons.
2 – 15 - The E.C.H. should be equipped with:
1. Acoustic back up warning and back up light, direction and stops (all
indicators are LED type is preferable) in the rear.
2. Extra spot lights (LED type is preferable) on cabin roof (not less than four).
3. Extra spot lights (LED type is preferable) in mast (not less than four).
4. Automatic thermal fuses is preferable.
5- Maintenance free batteries(dry) in a separate place.
2-17 - Greasing System:
- The E.C.H. should be equipped with electrical central automatic operation
greasing system that can grease all movable and rotating parts (steering axle,
mast ,spreader ..etc).
- The greasing system must have the ability to set the pause time and to set the
operating time.
2-18- Guarantee:
24 months (unlimited operating hours) from the primary test acceptance and start up
operation.
2-19 Technical Evaluation
1- In case of large technical discrepancy between offers, the technical committee will
notify the tenderers to re-adjust their technical specifications by fax to define the

appropriate technical level with respect to the engine, transmission,….etc
2- The tenderer who will not agree upon the required technical adjustment, his offer will
be excluded from the tender.
3- ACCHCO. will notify the Tenderer having accepted technical offers by the date of
unsealing envelope (B ) financial envelope.
