HELP Programme
MISSIONThe HELP Programme is a result of efforts by the Council of Europe for
the implementation of the ECHR at the national level (in all 47 Member States).
The HELP Programme enables the training of judges, lawyers and prosecutors regarding application of the ECHR in their daily work.

on the European Convention on Human Rights
in university education and professional training
(adopted at its 114th Session on 12 May 2004)
EMPHASIS placed on university education and professional training for legal
professionals (judges, prosecutors and lawyers) at the national level regarding the European Convention on Human Rights and ECHR decisions
on efforts towards effective (initial and continuous) education and professional training
on promoting training of legal professionals in specific (specialised) fields

EMPHASIS on providing adequate information and education on ECtHR during
training, further training and professional development of judges, prosecutors and lawyers
on providing for translation of important ECtHR decisions and their summaries into the national languages of the member states
on translation of the ECtHR Practical Guide and Admissibility Criteria into the national languages of the member states

the efforts by relevant training institutions in the member states aimed at the inclusion of training on Convention rights in national programmes, but to help the member states to introduce such training by providing opportunities for it)
