The Nasi Lemak Bungkus Tale - Environmental Talk at National Service Camp, Rawang
Ever thought of how the story ofNasi Lemakcan be a theme to talk about? Well, the Green and BlueGroup has a way with and trainees of NS at Rawang were much indulged in the tale of Nasi Lemakbungkus. Dont simply throw the Nasi Lemakaway if you were unable to finish the food, as the leftovewould contaminate those recyclable items in the rubbish bins which increase the difficulties for the cleanersto do the separation job.
On this day, our speakers Mr. Ng Chee Guan and Jaron Keng shared thoughts on sustainabledevelopment of urban life and how it link to our daily life. Apart from giving their precious views, bothspeakers also shared with trainees on the living condition of the Philippines who lived in landfills and alsohow the practice of waste separation helped people to make a living from recyclable resources.
At Green and Blue, we are indeed proud to be minds openers of youth in practising waste separatioat home. Wait no more, start today. You too make a difference. Great things start with a simple gestureand from a place you called home!

Finally we have come to a conclusion session for themonth of January, February and March! We have been
receiving encouraging responses from the public who wereaware of the nature of our NGO. Thus far, we havecooperated with Mr. Goh Hwee Hwa, the head of traininginstructor of National Service Camp in Rawang whichhouses 400 trainees. Besides that, we have also inspiredthe younger generation to practice waste separation atsource in a local Tamil school in Kepong in a recent 3R talk.
We hope to get in touch with more people and let themknow about the environmental issues in Malaysia. Thisyear, well focus on the issue of solid waste management
and public awareness. Stay tune with our next volume, wehave more interest topics to talk about!

Bins: Waste SeparationThe National Solid WasteManagement Department (JPSPN)has recently promotes the notionof waste separation at source by
distributing free 120L MGB tohousehold in Kuala Lumpur. Sincethe Act fully enforced, JPSPN isadamant on implementing wastesegregation at source system. Anew waste collection system of2+1 was proposed and is intrial in about 400 households inPutrajaya. The 2+1 collectionsystem has two times collection ofresidual waste and one timecollection of recyclable materialsin a single week.

In conjunction with the second Annual General Meeting of Malaysian Societyof Waste Management and Environment (MSWME), the Green and BlueGroup was invited to participate in the special seminar on Implementationand Challenges of Solid Waste and Public Cleansing Management Act 2007.
The New PolicyThe Solid Waste and PublicCleansing Management Act wasenforced since 1st September,year 2011. The main provisionsunder the Act are approval,licensing, charge, enforcement ofany activity of controlled solidwaste management and reductionand recovery of waste. At themoment, PPSPPA (Solid Wasteand Public CleansingCorporation) is carrying out
monitoring and enforcement onthe three waste concessionairesbased on KPI. When the serviceprovision by the wasteconcessionaires is upgraded to acertain level, new regulations willbe introduced to the public withenforcement by PPSPPA. Theroles of JPSPN include approvalfor the construction, alterationand closure of any wastetreatment or disposal facility,issues license, introduction rulesand regulations under the new
Act and impose penalty/charge.Prior to any approval of newfacilities, the proposal willundergo evaluation by acommittee of technologyassessment.
ChallengesThe coverage for urban and ruralareas are not balanced asservices under the Act onlyfocuses on the urban area. Forrural area, communal bins are
provided for the disposal of wasteby bring collection system.
Besides, the three wasteconcessionaires under theprivatization scheme areresponsible for household(residential waste only). Thecollection of other municipal solidwaste (MSW) such as commercialwaste, institutional waste, publicarea waste, etc is not included inthe privatization scheme.
On the other hands, theprivatization scheme is onlyapplicable for the collection ofresidential waste in all states inPeninsula Malaysia exceptSelangor, Penang and Perak.Operation of any waste disposalor treatment is hence not includedin the privatization by monitored
and regulated under the Act.
Moreover, there is a lack of wastedisposal or treatment facilities which canlead to illegal dumping.
In conclusion, solid waste management is
a current social and environmental issuein Malaysia. The partial privatisation ofMSW collection is important to improvethe services provision and federalisationto regulate the entire managementsector. JPSPN needs more multidisciplinary waste expertise to solve theoutlined problem and challenges faced.
The GnB as an environmental NGO hasits role to play in disseminating correctinformation to public as mass.

3R at School
Garbage, rubbish or waste
has always been the evergreen
topic to be shared, talk aboutwhen it comes to going green.
Since our early young days aschildren at school, we were
made well known and taught tonot be a litterbug. Everyone iswell aware that litter goes to the
rubbish bin. Right?
Recently, during the talk
session with kids at SJK (T)Ladang Edinburgh, Kepong, the
Green and Blue Group gainedmassive interest and response
from the students to participate inthe waste separation movement.Students of the school were
responsive.
Throughout the session,
students were reminded of the 3Rconcepts. Reuse- reusable items.Reduce and minimize waste
generated at home, and practicesource separation at home.Speaker, Mr Ng suggested that
school should only have 2 bins ineach floor instead of 1 bin in
each classroom. Let the 3 colourbins be utilize, encourage
s tuden t s par t i c ipa t ion inpracticing source separation indaily life.
