PVS Pathway Follow-up Evaluations
•Initial country PVS evaluation = baseline founded on democratically adopted OIE international standards on Quality of Veterinary Services
•Regular country PVS Evaluation missions are useful to assess, monitor and accompany progress made (change in legislation, structure, impact of national and international investments, technical capacities improved, etc.).
•Every [2 to 5] years

The basic principle is that a country embarking on the PCP-FMD should acquire the appropriate capacity and capability of the VS to conduct activities aimed at the control or elimination of FMD (and other TADs). This is referred to as the ‘enabling environment’ in the PCP.
Fundamental to progressively develop the Veterinary Service as the country moves up through the FMD-PCP stages and official recognition by the OIE of national control programmes and free status

33 OIE PVS Critical Competencies (CCs) among 46 are of particular relevance to the prevention and control of FMD:
Animal Health (4 / 5) Veterinary Public Health (1 / 4) Laboratory (2 / 2) Trade (4 / 8) General Management (17 / 31) Resources (5 / 6)
All countries reaching PCP Stage 3 must at least have reached compliancy level 3 (i.e. general agreement with OIE standards) for the 33 FMD-relevant CCs

• The strengthening of Veterinary Services is tailored to the FMD PCP and recognition of programmes and free status by the OIE
• For example, the following CCs are relevant to specific FMD PCP stages: CC ‘Risk Analysis’ FMD PCP Stage 1 CC ‘Early detection and emergency
response’ FMD PCP Stage 3
• For the above CCs, PVS level 3 (‘minimum compliance’) is a pre-requisite to move to the next stage of the FMD PCP

FMD PCP Stage 2: PVS level 3 required for 17 CCs
FMD PCP Stage 3 (request for official OIE endorsed FMD national control programme): PVS Level 3 for all 33 CCs
FMD PCP Stage 4 (transition towards OIE-free status with or without vaccination): PVS level 3 for all 33 CCs
A correspondence table has been worked out between the PCP Stages and the compliance level required for each of the PVS Critical competencies
