Former Major League Baseball player and coach
Mickey Hatcher and West Covina City Manager
Chris Freeland. Mickey played for the Los Angeles
Dodgers and the Minnesota Twins between 1979
and 1990. His 12-year career batting average was
.280, and he hit .368 in the 1988 World Series for the
Dodgers’ Championship team. He coached for the
Angels and Texas Rangers. Chris was appointed
West Covina City Manager in 2015. He joined the
West Covina city staff in 2001 after serving on the
staff of Congressman David Dreier (1996-2001). This

Modesto, originally a stop on the railroad
connecting Sacramento to Los Angeles, was
incorporated on August 6, 1870. When founded
it was to be named Ralston in honor of financier
William C. Ralston. The story is that old Bill
Ralston’s reticence and humility had him
request that another name be found for the
community. The town was then named Modesto
in recognition of his modesty. Modesto is the
largest city and the count seat of the County of
Stanislaus. The 2010 population was estimated
at 201,165, making Modesto the 18th largest city
in the State of California.
Academy Award winning filmmaker George
Lucas was born in Modesto and graduated from
Thomas Downey High school in 1962. He
immortalized the city in the 1973 film “American
Graffiti“ set in 1962 Modesto.

as the City Administrator in Germantown,
Tennessee from July, 1981 to April, 1989. Jim then

became the Deputy City Manager for

Jardine computed that the average tenure of a

J.E. “Ed” Tewes is a retired City
Manager with more than 40-years
of experience in five different
California cities, including Modesto.
Ed began his public management
career as a Management Intern in
Pasadena in 1971. He was hired as Assistant to
the city Manager in 1973. Ed left Pasadena in
1979 and joined the city staff in Long Beach as
Intergovernmental Relations Officer. Ed rose in
the Long Beach city staff organization: Budget
Management Officer (1980-1982); Deputy City
Manager (1982-1985); and Assistant City
Manager (1985-1986). Ed was selected to serve
as the Clovis City Manager in 1986, and in 1991
Ed was appointed City Manager in the City of
Modesto where he served for the next 8-years.
In 2000 he went to Morgan Hill, first as Interim,
and then as City Manager until he retired in
2013. Since his retirement Ed has served as the
Interim City Administrator in Gilroy (2015-2016)
and Guadalupe (2016). He is currently the
Interim City Manager in San Juan Bautista. Ed
earned a BA from Claremont Men’s College,
and an MPA from the University of Southern
California (USC). In 2011 Ed received a rare 40-
year ICMA Service Award.

Garth R. Lipsky was born February 8, 1930 and
he passed way in December, 1992 at the age of
88. Garth began his public service career in 1955
as an Administrative Trainee for the County of
Los Angeles. After working in the private sector
for a couple of years, Garth went to work for the
City of Garden Grove in March, 1958 as the
Assistant City Administrator. He was selected to
serve as the Brea City Administrator in March,
1964. In July, 1967 Garth became the Assistant
City Manager. Garth was appointed to the
Modesto City Manager position in January,
1974, and he retired from the position in 1990.
Garth earned an AA from Stockton Junior
College, a BA from the University of the Pacific
in Stockton, and he was a 1955 Coro Foundation
Fellow. He earned an MS from the University of
Southern California (USC). Garth served as the
President of the City Manager’s Department of
the League of California Cities in 1982-1983.
Garth’s wife Marjorie Plumley Lipsky passed
away at her Modesto home on May 3, 2013.

Jack R. Crist worked for the City of Sacramento
from 1974 to 2000. He served 10-years as the
Sacramento Finance Director. He was a Deputy
City Manager for 14-years, and when he left
Sacramento in 2000 to become the City
Manager in the City of Modesto. Jack worked
in Modesto until 2004. He then went to work for
the City of Belmont as the Interim City Manager
in 2005 after City Manager Dan Rich left the city
to become the City Manager in Campbell. Jack
was appointed Belmont City Manager (erasing
the “interim” from his title) in 2007. For a 6-month
period at the end of his “interim” tenure and
before he started as permanent, Jack and his
wife Margaret took a six-month cross-country RV
trip to see the United States. During his absence
Maureen Cassingham served as the Belmont
Interim City Manager. He retired in 2010.
Margaret Crist passed away on February 13,
2013 at the age of 67. Jack earned a BA and
MBA from California State University, San Jose. In
2009 he received a 35-year ICMA Service

In 2006 Steve Christensen went to work as an
Assistant Finance Budget Analyst for the
California State Department of Finance in
Sacramento. He became an Associate Finance
Budget Analyst in 2007. Steve joined the City of
Modesto staff in 2008 as a Budget Analyst I, and
he was promoted to Budget Analyst II in 2009.
After serving as a Financial Analyst III from 2010
to July, 2012, Steve was appointed Budget
Manager, where he continues to work. Steve is
a Manteca High School graduate, and he

Pacific, Eberhardt School of Business.
Of course, we chronicled a good number of
other names while pulling this list together. Some
are still with the City of Modesto and some have

News reports indicate that the next Modesto
City Manager is expected to focus on growth
and economic development. At the same time,
he or she is expected to improve the City
Council-City Manager relationship. A
Sacramento-based executive recruiter has
been retained to help with the recruitment.

Picking Up the Pieces: Nathan Olson
is the new City Manager in the City of
Lemoore. He takes over from former
City Manager Andi Welsh. Nathan has
served as the Lemoore Interim City Manager since
June, 2017. He came to the city as the Public Works
Director in October, 2015. Nathan first came to
Lemoore in 1988 when he was stationed at Naval Air
Station Lemoore as a aviation hydraulics mechanic.
He earned a BA in business management from the
University of Phoenix. Dr. Peter Pirnejad has been
appointed to a newly created Assistant City
Manager of Development Services position in the
City of Napa. Napa City Manager Mike Parness
explained that the new executive level post is
needed to ensure the seamless completion of
priorities. Peter brings 20-years of land use experience
to the position. He earned a BA from the University of
California, Santa Barbara, and a master’s and
doctorate from the University of Southern California
(USC). West Sacramento City Manager Martin Tuttle
has resigned effective July 1, 2018. Martin was
appointed City Manager in 2012. He was the 4th West
Sacramento City Manager historically. He previously
served as the Deputy Director of the California
Department of Transportation, and as the Executive
Director of the Sacramento Area Council of
Governments. He plans to take a break to travel and
explore other challenges. Fremont City Manager
Fred Diaz, who has served as Fremont City Manager
since October, 2004, has announced his retirement
effective September 21, 2018. Fred is only Fremont’s
sixth City Manager in its 62-year history. Fred began
his public management career in August, 1983 as an
Administrative Assistant in Pico Rivera. Fred served as
City Manager in Indio and Tracy prior to his work in
Fremont. Concord Assistant City Manager Lloyd
William Payne Jr. is the new Concord City Manager.
Lloyd replaces the retiring City Manager Brian Hiatt.
Lloyd has worked as the Assistant City Manager
starting in May, 2015. He previously served 10-years as
the Town Manager in Elkin, North Carolina and four-
years as the Town Manager in Lake Waccamaw,
North Carolina. Lloyd served in the North Carolina
Army National Guard for more than 24-years. Lloyd is
a decorated veteran in the field of transportation
and logistics.

Assistant City Manager Yasmin K.
Beers is the new Glendale City
Manager. Yasmin has worked for
the city for the past 31-years, and
has been the Interim City
Manager since November, 2017. She joined the city
staff in 1987 as a part-time worker in the Library
Department. Yasmin earned a BA from California
State University, Northridge, and a master’s in
organizational leadership from Woodbury University.
Longtime Millbrae City Manager
Marcia L. Raines will retire by the first
part of April. Marcia has been the
Millbrae City Manager since 2009.
She previously served as the City
Manager in Half Moon Bay (2006-
2009) and Martinez (1997-2000). In
2013 Marcia received a 35-year ICMA Service
Award. She earned a Bachelors in urban and
regional planning from California Polytechnnic
University, Pomona. Marcia served as the President of
the City Managers’ Department of the League of
California Cities, 2014-2015. She is a longtime
member of the Board of Trustees of the California City
Management Foundation (CCMF). Scotts Valley City
Manager Jenny Haruyama has appointed Taylor
Bateman to the City’s Community Development
Director position. Taylor has been serving as the
Interim Community Development Director for nearly
two-years, and has worked for the city for nearly 17-
years. Prior to Scotts Valley, Taylor worked for the City
of San Luis Obispo. He earned an MPA from San Jose

Reuben Martinez has gone on paid leave due to
stress., according to city spokesman Robert Alaniz.
Reuben is a former Projects Manager for Boeing. The
City hired he in April, 2016. He did not have any city
management experience. El Cajon City Manager
Douglas Williford, 60, has announced his retirement
after serving a half-dozen-years in the position. Doug
began his public service career in 1972 as a Junior
Planner in El Cajon. He was promoted to Planning
Technician prior to moving to Santee in 1982 as
Associate Planner. He then moved up in the Santee
organization; Senior Planner (1984-1987); Principal
Planner (1987-1999); and then Development Services
Director (1999-2006). From 2006 to 2010 Doug worked
as the Community Development Director in Irvine,
and from 2010 to 2012 he was the Deputy Executive
Director of the Southern California Association of
Governments (SCAG). Doug returned to El Cajon in
2012 to serve as City Manager. After less than a year
as Hermosa Beach City Manager, Sergio Gonzalez
has resigned to take the Azusa City Manager job.
Prior to joining the Hermosa Beach city staff, where
he took over for City Manager Tom Bakaly in April
2017, Sergio worked for South Pasadena for 14-years.
He was appointed South Pasadena City Manager in
2012. Sergio earned a BA and MSPA from California
State University, Los Angeles. Rosemead Assistant City
Manager Brad McKinney is the new Assistant City
Manager in the City of Alhambra. After working in
the private sector after college, Brad started his
public service career in Anaheim in 2008 as a
Management Analyst. He was promoted to
Administrative Analyst in 2009, and then joined the
Claremont city staff in 2011 as Assistant to the City
Manager. He was hired in Rosemead as the Assistant
City Manager in 2016. Brad earned a BA and MBA

Still More Pieces Picked Up: Former Sacramento City
Manager John Shirey is being sued by Developer
Paul Petrovich for allegedly calling him “mentally ill”
in a text message sent weeks prior to the city
rejecting a request for a gas station at the Crocker
Village development. Paul contends that he suffered
damage to his reputation when the text became
public. Charles Smith has been appointed Interim
Administrative Services Director in Imperial Beach
taking over for Doug Bradley, who was fatally shot
outside a resort in Ixtapa-Zihuatanejo, Mexico on
December 28. Charles, who is retired, worked as
Finance Director for the Rainbow Municipal Water
District for seven years. Ken Demlow has joined the
HR Green staff as a Project Manager. Ken brings more
than 20-years of experience in the Broadband
market industry installing fiber to Google and Verizon
project, and several FTTH projects. Prior to joining HR
Green, Ken was National Business Development
Manager at NewCom Technologies. John “Jack” F.
Hoffman began his public service career as a
Recreation Leader for the City of Lakewood in 1965.
He went to Carson in 1969 Recreation Supervisor and
was promoted to Administrative Assistant that year.
In December, 1973 Jack was appointed Employee
Relations and Personnel Director in Inglewood. In
December, 1977 Jack became the Director of
Personnel & Employee Relations for the City of
Glendale where he retired in December, 2002; 25
years and 1 month later. In January, 2013 Jack
founded the John “Jack” Hoffman and Associate
consultant firm, working in human resources and
employee relations. Jack earned a Masters in
Recreation and Public Administration for California
State University, Long Beach. Patricia E. Martel, City
Manager of Daly City, was the recipient of the
California City Management Foundation’s “City
Manager Award” for 2017. The 2017 CCMF
Corporate Sponsor Award went to Mark Risco,
President and Chief Executive Officer of Willdan
Financial Services. After serving as an Administrative
Intern in Menlo Park starting in 1964, Richard B. “Brad”
Kerwin served in the military from April, 1965 until May,
1970. In September, 1970 he rejoined the Menlo Park
city staff as Assistant City Manager. In December,
1977 he was selected to serve as the City Manager in
Brisbane, California, where he worked until 1985. He
was elected to the City Council in 1989. Brad served
as Mayor in 1992. He lost his bid for re-election in 1993.
Brad later served 10-years on the Brisbane Planning
Commission ending in 2006. 73-year old U.S. District
Judge David O. Carter is presiding over the conflict
between homeless advocates and local
government officials who are clearing the homeless
encampments on public property along the Santa
Ana River bicycle and hiking trail. The judge recently
walked the area of the encampments and talked to
many of the homeless. Judge Carter was appointed
to the Federal bench by President Bill Clinton in 1998,
after serving on the Municipal Court bench in
Orange County starting in 1981 and then as an
Orange County Superior Court Judge starting in 1982.
Judge Carter teaches an undergraduate course on
international narcotics trade at the University of
California, Irvine. Bruce Moe is the new Manhattan
Beach City Manager. Bruce has worked for the city
for the past 29-years. He served as Interim City
Manager since the dismissal of City Manager Mark
Danaj in early January. He came to the city in 1989
as General Services Manager, and was appointed
Finance Director in 1998. Chino City Manager Matt
Ballantyne has been rewarded with a four-year
employment agreement extension to the year 2023.
Matt was originally appointed Chino City Manager in
2012 to replace former City Manager Pat Glover
following Pat’s retirement. Matt hold two Master’s
degree in public administration and urban and
regional planning, and a BA from the University of
California, Los Angeles (UCLA). Deputy Public
Defenders demonstrated in downtown Los Angeles
protesting the Board of Supervisor’s appointment of
Nicole Davis Tinkham as the Interim Public defender.
The Deputy Public Defenders say that their new boss
has never tried a criminal case. “Leadership without
experience in the field is a recipe for disaster,” says
Deputy Public Defender Timothy McDermott,
according to the L.A. Times. CCMF’s 19th Golf
Tournament was held at the Oak Creek Golf Club in
Irvine for 2018. The foursome of Tom Bachman, Chris
Freeland, Brian Saeki and Daniel Eliasson took the
Gross Score first place trophy. Mike Gadd, John Pugh,
Matthew Cork, and Bob Slater won the 2018 Net
Score First Place trophy.

with an information technology and services firm in 1983. In 1984 she went to work
as a software support technician for an on-line software systems company in Chico.
She joined the Chico city staff in 1994 as Community Services Officer (CSO), and in
2001 she took a Management Analyst with the Chico Police Department. In 2009
she moved to the City Manager's Office in a Management Analyst post. Deborah
earned a BA in social work from California State University, Chico, and an MS in law
from Champlain College.
Pismo Beach City Manager Jim Lewis and his wife
Debi Lewis. Jim was named Pismo Beach City
Manager in 2012 after working in executive staff
positions in Claremont and Atascadero. Jim is
currently the President of the City Managers’
Department of the League of California Cities.

Assistant City Manager in the City of San
Rafael. *Gerald F. McMahon served as the Martinez
City Manager between July, 1956 and July, 1958, and
he was the City Manager in Fairbanks, Alaska
between December, 1962 and March, 1965. Retired
Montclair City Manager Lee McDougal is well on the
way to recovery from February hip surgery. *Former
Carlsbad Human Resources Manager Cheri Abbott
(2002-2017) is now a Human Resources Consultant.

recently spotted on the beach in Newport Beach
with his dog Molly. *Harold Soule worked as the City
Manager in Seaside from October, 1976 to May,
