Additional Notes The Memphis Refinery Gasoline Quality Manual was recently completed including a
section on Ethanol. Adjustments were made to the West Memphis Terminal portion of this manual and are accessible through the link below.
A completed River Dock compliance manual has been completed for the Refinery River Dock which connects the outline to both regulatory requirements and the quality management procedures. You may want to consider using this manual as a basis for updating your Coast Guard compliance manual. (a copy of this manual is also included in the link below)
We still need to work through the approval process for utilizing these outlines and insure they track with the other procedures in use at Valero. Pleas let me know how we might accomplish this.
The work to date has been organized and place on my secure website for information and review. This has seemed the easiest way to keep a current copy of the work available to the Terminals and others. Purpose: To reduce the risk of product loss or leakage due to misalignment and/or barge dock line rupture. 1. General Description
1.1. Four transfer pipes connect the West Memphis Terminal Tankage with the River Dock. These lines are identified as line 1, 2, 3 & 4. An additional transfer line (line 5) accesses the River Dock from the Terminal and will be discussed separately.
1.2. A series of 12” valves known as hump valves control the flow of product through these lines. A separate valve exists on both the Dock side and Terminal side for each line. (Dock Hump Valve and Terminal Hump Valve)
When the lines are not in use:The Dock side hump valve for each line must be closed
The Terminal side hump valves must be open.
