Unified Command Post Patrol Zones •RED/NORTH: Zone A, covers the largest
area, Midtown Tunnel to Town Point Park. •BLUE/WEST: Zone B, covers the spectator
anchorage area. •GREEN/EAST: Zone C, covers the main
Norfolk waterfront and extends down to Tides Stadium. It is the primary location for
a majority of the water activities. •YELLOW/SOUTH: Zone D, covers the
southern branch up to the Western Side of the Elizabeth River to Town Point Park.
•Each zone will consist of USCG, OGA & USCG Aux assets.
•Effective 6JUNE when parade arrives. •Ends 12JUNE
•4-6 assets per zone. •Coverage will vary.
•MSST assets will be zone captains.

Dive Operations
• Norfolk PD will conduct side scan sonar of designated piers prior to the parade on 6 June, this will be completed by 1000. CG DIVE LOCKER will be on standby to dive on any anomalies that may be detected.
• Station Portsmouth will provide security boat(s) to maintain the locations once side scans are complete on 05 and 06 JUNE.
• Norfolk PD will dive on Hospital Point pier prior to the CGC KENNEBEC’s arrival approximately 1300 on 5 JUNE.
• Virginia State Police will assist with any dive ops that CG DIVE LOCKER cannot support.
• For any intelligence driven dive ops, CG DIVE LOCKER will take the lead. Norfolk PD will take the lead on PIWs.

Vessel Traffic Control Points
• Purpose: – Keep vessels out of the path of both the Parade
of Ships (6JUN), and the Parade of Sail (8JUN).
– Ensure vessels maintain safe speeds.
– Vessel may transit VTCPs but must remain outside of the channel.
• Assets per VTCP: – 1 AUX vessel (AUX vessels will use amber lights).
– 1 OGA vessel.

Lessons Learned
• Strengths:
– Interagency secure and non-secure communications was achieved through a collection of assets from various sources, including the USCG Enhanced Mobile Incident Command Post (E-MICP), Virginia communications cache, Norfolk mobile EOC, and Newport News Mobile Command Post.
– USCGC Kennebec served as Forward Operating Base (FOB) and Patrol Commander (PATCOM) C3, and maintained the Common Operating Picture (COP). All on-water patrol craft operated from one FOB (mooring, crew rest area, food, etc.).
– The Incident Command Post (ICP) facility afforded panoramic views of the
operational area, ample meeting space, and credentialed access control.

• Potential Areas for Improvement:
– Integrate Festevents during the ICS meeting (staffing short falls; needed Festevents’ LNO to ICS structure).
– Pre-draft Safety Marine Information Broadcast prior to the event.
– Some ICS positions were over-staffed (contingency measure taken into account by the planning section “What if”).
