during 2012.•TheNationalRenewableEnergyActionPlansforecastanetincreasein2012of11,360MW,328MWlessthantheactualnetannualincreaseof11,688MW.
•EUwindpowerinstallationsfor2012donotshowthesignificantlynegativeimpactofmarket,regu-latory and political uncertainty sweeping across Europe since the beginning of 2011. The turbines installedduring2012weregenerallypermitted,financedandorderedpriortothecrisisfeedingthroughto a destabilisation of legislative frameworks for wind energy. The stress being felt in many markets across Europe throughout the wind industry’s value chain should become apparent in a reduced level ofinstallationsin2013,possiblycontinuingwellinto2014.
•Windpoweraccountedfor26.5%oftotal2012powercapacityinstallations.•Renewablepowerinstallationsaccountedfor70%ofnewinstallationsduring2012:31.3GWofatotal44.9GWofnewpowercapacity,down4%on2011.
Trends and cumulative installations •TheEU’stotalinstalledpowercapacityincreasedby29.2GWnetto931.9GW,withwindpowerincreasingby11.7GWandreachingashareoftotalinstalledgenerationcapacityof11.4%,upfrom10.5%thepreviousyear.
•The106GWofinstalledwindpowercapacityis1.6GW(1.5%)belowtheinstalledcapacityoutlinedinthe27NationalRenewableEnergyActionPlans(NREAPs)of107.6GW.Onshorethereare101GWofinstalledcapacityinsteadof101.7GWforeseenbytheNREAPs(-1%).Offshorethereare4,993MWofinstalledcapacityinsteadof5,829foreseenbytheNREAPs(-14%).
•Since2000,27.7%ofnewcapacityinstalledhasbeenwindpower,51.2%renewablesand91.2%renewables and gas combined.
•TheEUpowersectorcontinuesitsmoveawayfromfueloil,coalandnuclear,witheachtechnologycontinuing to decommission more than it installs.
Wind power installations•Annualinstallationsofwindpowerhaveincreasedsteadilyoverthelast12years,from3.2GWin2000to11.9GWin2012,acompoundannualgrowthrateofover11.6%.
•Atotalof106GWisnowinstalledintheEuropeanUnion,anincreaseininstalledcumulativecapacityof12.6%comparedtothepreviousyear.
•GermanyremainstheEUcountrywiththelargestinstalledcapacityfollowedbySpain,theUKandItaly.15MemberStateshavemorethan1GWofinstalledcapacity,includingtwonewerMemberStates,Poland and Romania.
•TherewasgeneralisedgrowthinwindenergyinstallationsacrossEurope,althoughitisexpectedthatanumberoflargemarkets,suchasItalyandSpain,andcertainpreviouslyfastgrowingemergingmarkets,suchasBulgaria,mayslowdownsignificantlyoverthecomingyears.
•Offshoresawarecordgrowthin2012,andthetrendisexpectedtocontinuein2013and2014.•Thewindpowercapacityinstalledbytheendof2012would,inanormalwindyear,produce231TWhofelectricity,enoughtocover7%oftheEU’selectricityconsumption–upfrom6.3%theyearbefore.
Wind power targets•OveralltheEUislaggingby1.6GW(-1.5%)behindits27NationalRenewableenergyActionPlan
forecasts.•EighteenMemberStatesarefallingbehindontheirwindpowercapacitytrajectories,mostnotablySlovakia,Greece,CzechRepublic,Hungary,FranceandPortugal.
•NineMemberStatesareabovetheirtrajectory.•ComparedtoEWEA’s2009forecast,onshoreinstallationsare3GWaboveexpectations(+3%).OffshoreinstallationsarebelowEWEA’sexpectationsby307MW(-6%).

Wind power capacity installations
During2012,12,744MWofwindpowerwasinstalledacross Europe, of which 11,895 MW was in theEuropean Union.
Of the11,895MW installed in theEU,10,729MWwasonshoreand1,166MWoffshore. Investment inEUwind farmswasbetween€12.8bnand€17.2bn.Onshore wind farms attracted €9.4bn to €12.5bn,while offshore wind farms accounted for €3.4bn to€4.7bn.
In terms of annual installations, Germany was thelargestmarket in2012, installing2,415MWofnewcapacity, 80 MW of which (3.3%) offshore. The UKcame in secondwith 1,897MW, 854MW of which(45%)offshore,followedbyItalywith1,273MW,Spain(1,122MW),Romania (923MW),Poland (880MW),Sweden(845MW)andFrance(757MW).
AmongtheemergingmarketsofCentralandEasternEurope,RomaniaandPolandbothhadrecordyears-both installingaround7.5%of theEU’s totalannualcapacity.Bothmarketsarenowconsistentlyinthetopten in the EU for annual installations.
Itisalsoimportanttonotetheamountofinstallationsin the UK, Italy and Sweden. These three markets
representrespectively16%,11%and7%oftotalEUinstallations in 2012.
Offshore accounted for 10% of total EUwind powerinstallationsin2012,onepercentagepointmorethanin 2011.

Overall, during 2012, 44.9 GW of new power gener-ating capacity was installed in the EU, 1.7 GW lessthanin2011,whichwasarecordyearfornewpowercapacity installations.
During2012,5.5GWofgascapacitywasdecommis-sioned,aswere5.4GWofcoal,3.2GWoffueloiland1.2GWofnuclearcapacity.
After two years of installing more capacity than itdecommissioned,coalpowerinstallationsreducedbyalmost2.4GWin2012.

353 GW of new power capacity has been installedintheEUsince2000.Ofthis,almost28%hasbeenwindpower,51%renewablesand91%renewablesandgas combined.
In2012,atotalof31GWofrenewablepowercapacitywasinstalled.Almost70%ofallnewinstalledcapacityintheEUwasrenewable.Itwas,furthermore,thefifthyearrunningthatover55%ofallnewpowercapacityin the EU was renewable.

Thenet growth since2000of gaspower (121GW),wind (96.7 GW) and solar PV (69 GW) was at theexpenseoffueloil(down17.4GW),nuclear(down14.7GW)andcoal (down12.7GW). Theother renewabletechnologies(hydro,biomass,waste,CSP,geothermalandoceanenergies)havealsobeen increasing theirinstalled capacity over the past decade, albeitmoreslowlythanwindandsolarPV.
Net changes in EU installed power capacity 2000-2012
The EU’s power sector continues to move away from fuel oil, coal and nuclear while increasing its totalinstalledgeneratingcapacitywithgas,wind,solarPVand other renewables.

National breakdown of wind power installations
In 2000, the annual wind power installations of thethree pioneering countries –Denmark,Germany andSpain–represented85%ofallEUwindcapacityaddi-tions.In2012,thissharehaddecreasedto32%.
Moreover,in2000,thecountriesthatmakeup,today,the12newerEUMemberStates(2) hadnowindenergy;in2012,theyrepresented18%oftheEU’stotalmarket.

Germany (31.3 GW) and Spain (22.8 GW) have thelargest cumulative installed wind energy capacity in Europe. Together they represent 52% of total EUcapacity.TheUK,ItalyandFrancefollowwith,respec-tively,8.4GW(8%oftotalEUcapacity),8.1GW(8%)and7.6GW(7%).AmongstthenewerMemberStates,Poland,with2.5GWofcumulativecapacity,isnowinthetop10,infrontoftheNetherlands,andRomaniaiseleventhwith1.9GW(1.8%).
Estimated wind energy production
Thewindcapacityinstalledatend2012will,inanormalwindyear,produce231TWhofelectricity,representing7%oftheEU’sgrossfinalconsumption(3).
According to thismethodology Denmark remains thecountry with the highest penetration of wind power in electricity consumption (27.1%), followed by Portugal(16.8%),Spain(16.3%),Ireland(12.7%)andGermany(10.8%).Of the newerMemberStates,Romania hasthehighestwindenergypenetration(6.9%).

Note: wind energy penetration levels are calculated using average capacity factors onshore and offshore and Eurostat electricity consumption fi gures (2010). Consequently, Figure 3.6 indicates approximate share of consumption met by the installed wind energy capacity at end 2012. The Figure does not represent real wind
energy production and electricity consumption data over a calendar year. Consequently real national fi gures for any given year can vary. For example, according to the Portuguese TSO (REN), wind energy met over 19% of total consumption during 2012.

Despite the growth of annual wind energy installations in 2012 and cumulative capacity reaching 106GW,windenergydeployment is laggingbehind theobjec-tivestheEUMemberStatesset themselves in theirNational Renewable Energy Action Plans (NREAPs)(4). Comparison with the NREAPs does not takeinto account any subsequent changes to targets.Interestingly, installations in 2012 were higher thanEWEA’sexpectations.
Wind power targets
In2009,theEWEApublishedagrowthscenario(5) that expectedcumulativecapacityintheEUtobe103GWattheendof2012.However,EWEA’sscenarioreaches230 GW of installed wind energy capacity in 2020,whereas the sum of the Member State’s NREAP’sis213GW. EighteenMemberStatesarefallingbehindtheirwindpower capacity trajectories. Of these, the furthestbehind are Slovakia (-147MW, -98%), Greece (-772MW, -30.6%), Czech Republic (-83 MW, -24.2%),Hungary (-116 MW, -26.1%), Portugal (-1,075 MW,-19%) and France (-701MW, -8.5%). The nine otherMember States are, on the other hand, above theirtrajectory.Swedenisthemostnoteworthywith1,336MWmorethanforecast(+55%).
TheEUoverall is laggingbyalmost1.6GW (-1.5%).Table4.1alsohighlights that it is inoffshorewherethereisthebiggestdiscrepancybetweentheNREAPsandrealinstallations.TheMemberStatesaretrailingby836MW,-14%.
Compared to EWEA’s 2009 forecast, on the otherhand,onshoreinstallationshaveincreasedfasterthanexpected (+3,048 MW or +3%). However, offshoreinstallationsarebelowexpectationsby307MWor-6%.
