CLAUSE BY CLAUSE COMMENTARY TO THE TECHNICAL SPECIFICAION REQUIREMENT OF 20(TWENETY) UNITS OF D8R TRACK TYPE TRACTORS OFFERED TO AMHARA

NATIONAL REGIONAL STATE ROAD WORK ENTERPRISE

General Requirement Statement of Compliance with remarks1.1 Scope

It is the intent of these specifications, whether or not specifically mentioned herein to describe a diesel engine driven, crawler tractor, equipped with hydraulically operated semi-u angle dozer and multi shank ripper having operating weight of min 37,000kgs including rops canopy and rigid draw bar. Equipped with 3 shank ripper; penetration depth less than 575mm.The tractor shall be tropicalized and dependable for operating under the conditions specified in the service requirement herein and rough terrains.The ground clearance of the tractor should not be less than 400mm.

We offer 20(Twenty) units of Caterpillar model D8R track type tractors, which are heavy duty, diesel engine driven, and Crawler tractor, equipped with hydraulically operated semi-universal (8SU) bulldozer with tilt cylinder, multi shank rippers(3 shank) and ROPS/FOPS canopy. We offered ROPS cab and air conditioned as an optional for your decision.The track type tractor has an operating weight of 37,835kg when it is equipped with SU blade and multi shank ripper.We offered a single shank ripper as optional for your decision.The offered track type tractor equipped with multi shank ripper with a standard tips has a penetration depth of 786mm.

The offered Caterpillar model D8R Track-type Tractors are tropicalized and dependable for operating under the service requirement as specified below in rough terrains.The ground clearance of the offered Track type tractor is 528mm.

1.2 Service Requirement

The track to be supplied shall be used in construction projects in Ethiopia where the following climatic, altitude and temperature variations shall be experienced.

Climate varies from humid tropics to arid desert.

Temperature varies from 00c to 570c. Altitude varies from sea level to an average of

2500 mts.

The offered Caterpillar model D8R track type tractors can be used efficiently on Construction Projects in Ethiopia where the following site conditions are experienced.

Climate varying from humid tropics to arid desert. Temperature varying between 00C to 500C. Altitude varying from sea level to an average of 2500

meters elevation.

1.3 Manufacturing Requirements

1.3.1 General

All parts, components, attachments and accessories not specifically mentioned on this specification but essential for dependable and efficient operation of the unit, shall be furnishes by the supplier as part of this bid and shall be in accordance with current engineering and manufacturing practices and according to prevailing trade provisions in general.

1.3.2 MaterialsThe materials of which all parts, attachments, accessories and components of the unit bid upon are manufactured and assembled shall be of the current technology durable and reliable for the intended purpose. The finish shall be of high quality and good workmanship with dependable operation.

All parts, components, attachments and accessories which are essential for dependable and efficient operation of the offered track type tractors will be furnished in accordance with current Caterpillar engineering and manufacturing practices. All components and accessories will be manufactured in according with current Caterpillar Engineering and manufacturing practices and according to prevailing trade provisions in general.

The materials of all parts, attachments, accessories and components of the offered track type tractors will be manufactured and assembled in accordance with current Caterpillar engineering. They are durable and reliable for the intended purpose and their finishes are of high quality and good workmanship and have dependable operation.

1.4 Warranty

The supplier of the bidder shall guarantee that all items included and/or furnished with the unit bid upon shall be new, unused, of the most recent or current models and incorporate all recent improvements in design and materials. The bidder shall also guarantee to replace free of charge (transport, labour and other expenses incurred thereof) any parts or component that breaks or fail to function in any manner under the service conditions described herein due to defective or inferior materials or poor workmanship within a period of two year or 3500hrs. Whichever comes last, from the date of receipt of the unit at final destination.

We guarantee that all items, parts, accessories and components, included and/or furnished with the unit bid will be brand new, unused, of current model and recent manufacturer, of high quality and state-of art workmanship.

We also guarantee to repair or replace any part that may break or fail in any manner under the use and conditions herein described, by reasons of inferior material or defective material and/or workmanship for a warranty period covering 12 months with unlimited hours starting from date of delivery to the first users.We have quoted an optional one year extended warranty period for your decision.

1.5 Recommended Spare Parts List

The bidder must furnish the suggested list of recommended spare parts for the first 4000 hrs of operation, or to the value of 15% or order with prices valid for a period of one year.

Itemized and priced list of recommended spare parts as per your tender requirement is attached herewith for your reference and decision. The price of these recommended spare parts will be valid for a period of one year from the date of bid opening, April 16, 2013.

1.6 Non Compliance with Specification

In the event that the unit bid upon does not fully comply with these specifications, the bidder shall state definitely where in the unit he proposed to furnish does not comply, referring to the applicable paragraph of these specification. Where no statement of the contrary is received the bidder shall be considered as meeting all the provision of the specification under that paragraph and shall be binding to any claims that the authority raises.

We have stated under each paragraph of this technical specification comparison document whether we fully meet your requirements or not. Hence this technical specification comparison document will be binding on us.

1.7 Specification Waiver

The right is reserved by the Amhara National Regional State (ANRS) to waive compliance on any of these specifications and made awards based upon the best interests of the regional state.

AMHARA NATIONAL REGIONAL STATE reserves the right to waive compliance to any of these specifications and make awards on the basis that the interest of the regional state is best served.

1.8 Dealership Preference

Preference in making an award will usually be given by the ANRS to the equipment manufacturer having a well established dealership in Addis Ababa and is certified as the agent by the manufacturer.

AMHARA NATIONAL REGIONAL STATE (ANRS) reserves the right to consider supplier having a well-established dealership & after sales service facility such as its own well organized workshop and spare part warehouse in Addis Ababa.

We would like also to bring your attention that Ries Engineering S.C. (RESCO) stocks different sized cat XT hoses in bulk and has set up hose assembly and it provides the service to its customers for hoses up to 2’ diameter. When customers have a hose failure problem it makes a new hose for them by re-fitting the reusable couplings from the old hose new coupling. You are welcome to make use this facility for any machine you have at any time. This facility is certified for supplying contamination free dependable hoses.

2. Engine2.1 General

The diesel engine shall perform smoothly and efficiently under all conditions of operation described above and shall develop the rated horsepower when operation on commercial diesel fuel with a sulfur content of 1% and cetain number of 50.

2.2 Type

The engine shall be four cycles, water cooled, diesel turbo charged with not less than six cylinders and should be equipped with replaceable wet type cylinders sleeves.

2.3 Horse PowerThe engine shall deliver min. 300HP SAE J1349 net, at fly wheel at rated RPM equipped with fuel pump, water pump, cooling fan, heavy duty radiator, lubrication oil pump, air cleaner, alternator, hydraulic pump and other required engine accessories.

2.4 Required Engine Data

The manufacturer shall submit certified engine data according to SAE standard with this bid showing net power, torque and specific fuel consumption curves at governed RPM at sea level and 2500mts elevation. The supplier shall also furnish certified average fuel consumption per hour when the tractor is working under heavy work load.

2.5 Lubrication System

Engine lubrications system of the full force type by a gear driven rotor type oil pump through oil clarification by two replaceable cartridges shall be provided. The engine oil filer cap permanently attached to filler neck (oil filer cap with chain is required).

2.6 Starting System

The engine shall be equipped with heavy duty 24v direct electric starting system.An electric motor shall start the engine satisfactorily at temperatures as low as 00c without recourse to any auxiliary heating or starting device, glow plugs or fluid priming system.

The engine mounted on the offered Caterpillar model D8R track type tractors perform smoothly and efficiently under all conditions of operation described in the service requirement section above and develops the rated horsepower according to the manufactures current standard when operating on deferent working condition with commercially available diesel fuel with a sulphur content of 1% and Cetane number of 50.

The Caterpillar model 3406C diesel engine is four-stroke cycle, water-cooled, diesel driven, turbocharged, and after-cooled. It has six inline cylinders which are equipped with replaceable wet type cylinder sleeves/liners.

The Caterpillar 3406C engine delivers 302HP, SAE J1349 net, at fly wheel at 2100 RPM when the engine is equipped with fan, air cleaner, muffler and alternator and other required engine accessories.

The engine performance curve showing net power, torque and specific fuel consumption, at governed RPM is attached herewith for your reference and comparison.The fuel consumption usually depends on the environmental conditions, type of machine, fuel type and operator skills. The average fuel consumption of the caterpillar model D8R track type tractor when working under different working load is as follows :-

Heavy work load ……………..41.5-51lit/hr. Moderate work load…………..32.0-41.5lit/hr. Light work load………………..22.5-32.0lit/hr.

The lubrication system of the 3406C engine is full force feed type by gear driven.Oil clarification is a spin on type, with full flow replaceable cartridge filter. The oil filler cap is lockable with caterpillar one key security system.

The offered Caterpillar model D8R track type tractors are equipped with heavy-duty 24volt direct electric system.The electric starting motor has sufficient cranking power, which can start the engine satisfactory at temperature as low as 0oc without recourse to any auxiliary heating or starting device, glow plugs, or fluid-priming system required.

3. Fuel System

The fuel tank or tanks shall be properly ventilated, protected both internally and externally from corrosion and must incorporate a baffled sump to collect water formed by condensation properly supported with an underside sheet metal for protection.

The fuel tank is properly supported, ventilated and protected both internally and externally from corrosion. It also incorporates a baffled sump to collect water formed by condensation. It is protected from different directions from any damage.

The fuel tank or tanks shall be of adequate capacity. Fuel tank cap shall self closing type permanently fixed on the filler neck (fuel tank cap with chain is required).

The fuel tank capacity is 625 Lit. Which is adequate enough to operate the Track Type Tractor for more than 10hrs operation. The fuel tank cap is self-closing type and is lockable with Caterpillar one key security system.

3.1 Injection Pump

The injection pump shall be mechanically driven with all necessary regulatory and controlling attachments.

3.2 InjectorsInjectors shall be accessible, interchangeable and readily removable for quick maintenance.

3.3 Fuel filterThe fuel filters shall be dual with water and sediment trap and shall be accessible, replaceable and readily removable for quick maintenance.

The Caterpillar 3406C engine fuel injection pump is mechanically driven scroll type direct injection pump equipped with all necessary regulatory and controlling devices.

All the injectors are adjustment free, easily accessible, interchangeable and readily removable.

The fuel system has dual filters in series with water and sediment trap which are accessible and readily removable for quick maintenance. A water separator is also installed in diesel fuel supply system to separate water and fuel and prevent dirt from going to fuel system. It also retains rust, metal & dirt particles.

4. Cooling System

The cooling system shall be tropicalized, closed, pressurized, pump forced type water medium with ample capacity to permit continuous full load operation of the engine without boiling of the coolant under the conditions specified in the service requirement herein. The cooling system shall incorporate an efficient tropicalized thermostat.

4.1 Radiator

The radiator shall be tropicalized of the heavy duty construction. Properly mounted to withstand shocks and strains likely to be encountered in operation. The radiator shall have adequate capacity and flow area plus a compensation for the altitudes and temperatures in Ethiopia. The radiator shall be easily removable and accessible for maintenance. Radiator core protection grill and radiator cap with strong chain permanently attached to the radiator shall be furnished. It is preferred if possible to install water filter within the cooling system for trapping foreign materials.

4.2 Cooling Fan

The cooling system shall be fitted with an adequate size direct drive cooling fan blowing away from the engine in reward direction to the radiator. The fan shall be made from steel (metal).

The cooling system is tropicalized, closed, pressurized pump forced type water medium and has ample capacity to permit continuous full load operation of the engine without boiling of the coolant under the conditions specified in the service requirement section of the tender.The Cooling System incorporates an efficient tropicalzed thermostat for prompt warming of the coolant during cold start.

The radiator is a tropicallized heavy-duty construction property mounted on the front of the machine frame to with stand shocks and strains likely to be encountered in operation.The radiator has 92 liters refill capacity which is adequate flow areas and equipped with altitude or pressure compensator & temperatures in Ethiopia.The cooling system is an Advanced Modular Cooling System (AMOCS) and multi-row/core type which utilizes an exclusive two pass cooling surface area to provide significantly more cooling capacity than conventional system. Each core module of the radiator is easily removable and accessible individually for cleaning and maintenance, so it can save considerable cost and repair time. The radiator is protected by hinged radiator grill and the radiator cap is lockable with Caterpillar one key security system. The cooling system has no water filter. Instead, the cooling system incorporates CAT antifreeze coolants, which has rust protection and cleaning chemicals.

The cooling system has an adequate size direct drive cooling fan and blowing away air from the engine in the forward direction through the radiator. The cooling fan is made of steel & driven by belt.

5. Air CleanerHeavy duty of a two stage dry type air cleaner preferably fitted with a cyclone pre cleaner; with

6. Electrical System

The electrical system shall be composed of, but not limited to complete 24v electric starting, charging and lighting systems, electric switches and two keys. All wiring shall be enclosed in non-metallic loom.

6.1 Alternator

The alternator shall be heavy duty, fan ventilated, with electronic voltage regulator and shall be of adequate capacity to provide service under operating conditions.

6.2 Batteries

The batteries shall be heavy duty of ample power to start the engine when cold at sufficient speed down to ambient temperature of 00c .Batteries shall be 2 in a 24v series system each 150AH (minimum) at 20 hours rating.

6.3 Battery Mounting

The batteries shall be mounted at a convenient place in a metal box provided with hold- down device and shall be located so as to provide easy access for servicing. Proper cushion shall be provided for battery seat.

The electric system of the offered Caterpillar model D8R track type tractors are composed of 24V direct electric starting system, charging alternator, batteries and lights and protection devices. The electrical system incorporates electric switches and two key systems-i.e. battery disconnect and starting . All wiring is enclosed in a non-metallic loom.

The alternator fitted on the offered track type tractor is heavy-duty, fan ventilated with an electronic voltage regulator provided within the system. The alternator has an adequate capacity to provide service under normal operating conditions.

The offered caterpillar model D8R Track type tractors are equipped with Caterpillar heavy duty, maintenance free batteries of ample power to start the engine when cold at sufficient speed down to ambient temperature of 00C .The batteries are four connected in series and parallel and each rated 12volt.Each battery has 750 Cold cranking amps (CCA) and 100AH capacity at 20 hours rating.

The batteries are mounted at a convenient place in metal box with hold down device and are located so as to provide easy access for servicing. Proper cushion are provided for battery seat.

7. Transmission

Full power shift, with minimum three forward and three reverse speeds, having a maximum speed of at least 10km/hr capable of instantaneous shifting under full load in all gears and directions. Rugged construction planetary type gearing with full pressure lubrication or a hydrostatic type transmission is also acceptable.

The offered Caterpillar model D8R Track Type Tractors are equipped with a planetary type, full power shift transmission with single stage torque converter. The transmission has three speed forward and three speed reverse .The maximum forward speed and reverse speeds are 10.8km/hr and 13.9km/hr respectively.The transmission is rugged in construction and all its components are pressure lubricated. The transmission is capable of instantaneous shifting under full load in all gears and direction. Furthermore, special modulation system incorporated in the transmission hydraulic system that permits fast speed and direction changes.

8. Undercarriage

Track frame shall be ruggedly constructed to resist shock loads and permit oscillation between tracks. All components sealed against entry of abrasives and foreign material to give long service life, with minimum maintenance. Track rollers, carrier rollers and idlers shall be life time lubricated. Track chains to be provided with hydraulic adjusters. Each track shall be equipped with minimum 560mm width grouser shoes made of heat treated steel. Height of grouser not less than 70mm.

The track frame is ruggedly constructed to resist shock loads and permit oscillation between tracks. Oscillating type rollers frames are attached to the tractor by oil lubricated pivot shaft and fully pinned equalizer bar, which maintain correct alignment under all condition of operation. All components are sealed to avoid entry of abrasive and foreign material and to give long service life with minimum maintenance. Track rollers, idlers are life time lubricated type. The track chains are provided with hydraulic adjusters

The track shoe is 610mm width extreme service grouser shoes made of heat treated steel. Height of the grouser is 78mm.

9. DOZING EQUIPMENT

The angle dozer shall be hydraulically operated with push-pull arms and tilting arrangement. It shall be made of high grade heavy duty arc welded box framed steel construction suitable for use with the track tractor specified herein.

The weight of the angle dozer with hydraulic control unit shall not be less than 35000kg.

9.1 Moldboard Dimension

The offered Track Type Tractors are equipped with semi universal tilt type dozer blade (“8SU”).The dozing blade is hydraulically operated with push-pull arms & tilting arrangement & it is made of high grade, heavy-duty arc welded box framed steel construction suitable for use with the track tractor specified herein service requirement section.The weight of the semi-universal dozer without hydraulic control is 4570Kg.

The Cutting edges are reversible type and separate heavy duty end-bits. Cutting edges and end bits are bolted on to the mould board with counter sunk head bolts.

10. Operator’s Seat

Upholstered cushioned seat with arm rests placed for good visibility of the operator and for efficient operation of the machine is required.

A comfortable suspension seat with adjustable fore & aft arm rests are fitted on the units for greater operator comfort, good visibility of the operator and for efficient operation of the machine.

11. ControlsAll operating controls shall be easily accessible to normal sized operator and shall not require an exorbitant amount of effort for activities.

The operator workstation is equipped with ergonomic control placement and convenient adjustments, low lever and pedal effort, that are easily accessible to a normal size operator and do not require exorbitant amount of effort for activities.

12. Instrumentation

The following instruments shall be required, not be limited to and ammeter, oil pressure gauge with warning lamp, water temperature indicator, and fuel gauge and hour meter.

The Caterpillar model D8R track type tractor’s instrument panel consists of Electronic Monitoring system (EMS), gauges and indicators for monitoring critical machine functions. The following are the instrumentation incorporated in the panel:

15.1 General Language Requirement

All manuals, charts, drawings and manufacture’s specifications literature included with the bid offer are required to be in English and correctly worded so that no misinterpretation of manufactures specification terms or intent is possible in analyzing the bid.

All manuals, charts, drawings and manufacturer’s specification literature to be supplied in English language .They will be correctly worded so that no misinterpretation specification will occur.

16. ToolsSet of ordinary and special tools with lubrication gun as required for maintenance and repair with tool box to be supplied with each machine. Tools to be supplied should be listed.

One set of standard tool kit including grease gun and filter wrench will be provided with each Track Type Tractor. The list of such tools is attached herewith for your reference.Itemized and priced list of special tools and measuring instruments is attached herewith for your reference and decision.

17. Proven Performance

The tractor offered shall be current standard model of production which is substantial the same and in successful use for not less than one year or 2000 working hours.

Bidder must furnish guaranteed maximum draw bar pull in kg at speeds of 1,2,3,4,5 and 6km/hr at standard SAE condition.

The offered Caterpillar model D8R track type tractors are the current standard model in production, which will be manufactured on placement of order. This model has been in successful use for long years all over the world including Ethiopia and has a proven performance.Please refer the attached specalog to get the maximum drawbar pull at different speed.

We guarantee to repair or replace any part that may break or fail in any manner under the use and conditions herein described, by reasons of inferior material or defective material and/or workmanship for a warranty period covering 12 months with unlimited hours starting from date of delivery to the first users. There is no separate warranty period for engine and drive train; the warranty period is the same as for the machine.

b) Number of units being entered already in Ethiopia.

Over 3000 (three thousand) units of different model of the caterpillar make machines have entered into the country among which more than 800 units are caterpillar brand new D8R size track type tractors imported through our dealership network system. We have attached sample list of customers who purchased brand new caterpillar D8R model track type tractors for your reference.

c) Approximate value of spare parts stock being held in Ethiopia

There are more than 28,000 line items are available at RESCO warehouse in stock for all products including Caterpillar, Massey Ferguson, Perkins etc. among which over 16,000 line items with total number of over 140,000 total numbers of spares worth about 60,000,000 birr carried at our stock for Caterpillar machine. However, it is not possible to specify the parts stock by model as parts are stocked by part numbers. This is because the different caterpillar machines have substantial parts commonalities with each other.
