    The 111th NRLCA National Convention was held this past August from the 18th through the 21st at the Peppermill Resort in Reno, Nevada.Compared to previous conventions I’ve attended, this one was quite different. The President of each state is appointed, by the National Constitution, to the position of Delegate-at-Large. As Delegate-at-Large the National President assigns the individual to a convention

    committee. I was assigned to the Registration, Credential and per diem Committee, which the duty is to register each state delegate by viewing their photo ID, distribute national officer’s report, programs, calendars, ditty bags and voting cards. The duty had its rewards of meeting delegates/members from all the states and also from the US Territory, Puerto Rico, as well as informing delegates where to locate convention rules within the convention program.This may seem like an easy job, but until hundreds of delegates nearing the deadline burst in the room and are all “in a hurry”, a person is quick to sing a different tune. All went well though as every delegate was accounted for by Tuesday, August the 18th. PMG Megan Brennan spoke about four focused areas the USPS is concentrating on to improve the Service; becoming more customer-centric, empowering employees, innovation, and investing in the company. She named rural carriers, “the public face of rural America” and thanked them for their service. Rep. Robin Kelly (D-IL) and Rep. Paul Grijalva (D-AZ) spoke on the importance of maintaining 6-day delivery and enacting meaningful postal reform legislation. Kelly and Grijalva are both co-sponsors of H. Res. 12; a piece of legislation in the House that is seeking to preserve 6-day mail delivery.NRLCA Legal Counsel, Michael Gan, spoke on the background

    leading up to the engineering time study, route growth, the National Steward System, and the evolution of the NRLCA from a “mom and pop” organization with 17 employees and a 9 million dollar budget, to (presently) 300 employees and a 30 million dollar budget. Gan warned that unionism is under attack as there is increasing opposition aimed to erode union power and viability. He concluded with an OIG report stating it is more costly and difficult to manage city carriers, and promised to use this document in future contract negotiations.It’s never too early in the year to start thinking about Federal Benefits Open Season and the type of changes you might need to make in your health insurance coverage for yourself and/or your family. 2015 open season runs from November 9th to December 14th. There will be three types of enrollments available in the FEHBP for 2016; “Self Only”, “Self and Family”, and “Self Plus One”.Previously, the only enrollment types available were “Self Only” and “Self and Family”. With the introduction of “Self Plus One”, OPM is providing you with an opportunity to customize your insurance coverage while reducing out-of-pocket costs. Retirees and Survivors, use the information OPM will send you shortly before open season begins.In closing, folks, be assured that 6 day delivery, health care benefits, and your retirement are being reviewed by various officials as a means to balance the budget. As of recent, the Highway Trust Fund has also been considered. It has been rumored in the Senate to make cuts to the return rate of the TSP’s G Fund to offset some of the costs associated with the Highway Bill. It is of the utmost importance that we continue to push our representatives to both become co-sponsors of H. Res 12, and address the issue of the Congressional-mandated health care funding requirement.Remember, united we bargain. Divided we beg.Floyd Edler

    FALL IS HERE AGAIN

    This year the National Convention was held in Reno, Nevada August 18-21, and once again the body elected, for the fifth time, Jeanette Dwyer as our National President. I for one am glad to see her in this position as her longevity is a plus for us in the present contract negotiations and the on going time study. The board has stayed the same except for Steve Traylor who was unfortunately voted out. The body elected Shirley Baffa as the new committeeman. We will all miss Steve Traylor.As part of my duties, I attended the editors’ seminar on Monday the 17th. I met the editors from around the states and a lot of new ones, too. We talked about how it is sometimes difficult to get everything in on time

    from various people, which makes getting the paper out on time harder. We all agreed that none of us are professionals and we do the best we can. Ronnie Stutts and Melissa Ray recognized those that won the awards.

    Some have been doing papers for 15 years and more. I applaud them, they deserve it. Ronnie Stutts stated that he reads a lot of the papers, as many as he can get to. He likes to see pictures in color and told us that more of us might consider doing more color if our states can afford it. I think color catches the eye, and therefor you might read it. I also attended the State of the Union and heard Jeanette talk about the ongoing contract negotiations. The National board is willing and able to continue talking whenever the new PMG, Megan Brennan calls them. However, at this time it looks like she will be selecting an arbitrator as talks have stalled and we are too far apart on some important points. She turned the meeting over to Dr. Kenneth Mericle, the industrial engineer selected by the NRLCA, for the three-member panel for the time study. He went in depth on the progress of the study and the things that didn’t work and had to be changed. He along with the two others has every confidence that it will work, but it’s taking more time than originally thought. They all report on their progress to both Jeanette and the PMG together, so there are no surprises. From what I understand, their findings are final and cannot be changed by either party once they are agreed upon.Get out your pens and fill out the reservation slip for the booster meeting Nov.15, 2015. The meeting will be at the Doubletree Worthington, Columbus, Ohio. Our guest speaker will be Joni Montroy, who will present a retirement seminar for FERS. We need to know how many are attending to provide the booklets for the seminar. A free lunch of soup and salad will be provided with a TSP specialist to present a seminar after lunch. As always we will have our National Stewards there to present a program with questions and answers to follow. Don’t miss out on this valuable information. Your association is providing this for your benefit so that you will be prepared for your future. District meetings are coming up; why not invite the new RCA in your office to attend with you. This would be a good time to get them involved and introduce them to others. Invite those in your office who haven’t attended meet-ings before, they just might need you to ask them to come. See you all around the state.It seems a little early, but this is the last paper before Veterans Day, so keep our soldiers at home and away in your prayers. Thank those you know for the excellent job of protecting our freedom here and abroad. Reach out to the families of soldiers and offer your help or a quiet thank you for their family members who are serving. It will mean a lot. Last but not least, Happy Thanksgiving! The holidays will soon be upon us and rural carriers will be working hard to keep up. Take a breath and be thankful for all that we have. Be Safe out there.

    As of August 31, 2015, the Member-ship Analysis prepared by the National Office has Ohio’s total membership at 4337. The membership consists of 2154, Regular Carriers, PTF 2, 909 Retired Carriers, 1265 Relief Carriers, and 6 Associate Members. The Membership Analysis dated August 31, 2014 had Ohio’s total membership as 4254. Ohio has 83 more members than the same date last year. We need to continue our

    efforts to recruit new members. The strength of our union is our members; to remain strong we need to increase our membership. Do your part and invite a non-member regular carrier or a recent-ly appointed RCA to join the NRLCA.

    Ohio had 44 Delegates at the National Convention in Reno Nevada. Thanks to all who represented Ohio at the National Con-vention. A list of the attendees is published in this issue. These National Delegates made decisions that will directly affect your work life, paycheck and the OHRLCA Assets. Ohio’s delegates were sent to the National Convention to represent you. Please take time to speak to a delegate and ask; how they voted on the issues brought forth on the Convention Floor?

    The NRLCA offered many seminars during the National Con-vention; one of the seminars was retirement with presenter, Joni Montroy. Ohio has scheduled Joni Montroy to present retire-ment during Ohio’s Fall Booster Meeting, November 15, 2015. Regardless if you are a new carrier, in mid career, or within 5 years of retirement you will learn important information about your retirement benefit during the retirement presentation at the Booster Meeting. Plan on attending and mail the registration form enclosed in this issue.

    Open Season for FEHB Monday November 9, 2015 - December 14, 2015. During the “Open Season” you may enroll and make changes in the Federal Employees Benefit Plans. Please remember to take full advantage of the U.S. Postal Service’s Flexible Spending Ac-count (FSA) program for regular and PTF rural carriers. The FSA program allows carriers to pay for child or adult daycare expens-es and family health care expenses, which are not reimbursed by insurance, with tax-free dollars.

Minutes:The minutes of June 5 and 10, 2015, Pre and Post Convention, Board Meeting were read. Committeeman Funderburgh made a motion to accept the minutes, the motion passed. Treasurer Report:The Association’s Financial Position was distributed and re-viewed. Vice President Pitts made a motion to accept the treasurer’s report, the motion passed.Membership: The Association’s membership is 4342 members. This is an in-crease of 72 members for the same time period last year. Equipment: The assigned equipment to each office was reviewed and each officer was reminded of their obligation of safeguarding and returning the Associations property when leaving their elected or appointed position.Secretary/Treasurer Koren made a motion to purchase an ipad mini to be utilized by the editor for taking pictures for the state paper. An ipad is the same price as a camera and would download the pictures wirelessly to the computer, the motion passedEditor:The August/September Newsletter was reviewed. The next dead-line for articles for the October/November issue of the state paper is September 1, 2015. The Fall Booster and PAC Raffle will be highlighted in the October/November issue.Vice President Pitts made a motion to compensate Eric Koren for teaching the editor how to use the Indesign program for the state paper, the motion passed.Budget: The budget was presented and approved for the new fiscal year.Kalahari Resort:The entire board met with the Kalahari Resort Representative and toured the convention center.     National Convention

    I was impressed listening to our new Postmaster General, Megan Brennan. She and her family are a Postal family. She had a Brother who was a Rural Carrier and stated that she learned more about the Rural Craft from him than the training she received from the Post Office.

    I was impressed that she has recognized all the Postal Unions. She stated that she wanted to engage the USPS employees. Do you remember QWL/EI? I have a feeling that she may engage a pro-gram like that again.

    She is concerned about RCA retention. We have hired many new RCA’s but we need to work on retaining them. I have been to orientations and found that many are not aware of the route they were hired for and if they would use their car or have an LLV. Some have thought that they would be working almost every day. I think we need to have some changes in the interview process so they understand the job before accepting the position.

    She also stated that we need to place more focus on our customers and improve their satisfaction. That is the meaning of the USPS: SERVICE. She stated that we needed to grow the business and expand on products and services. Every address is our business.

    Randy Urban presented an informative session on TPS. He explained the difference between the contributions. Traditional TPS is tax deferred and Roth is after tax. FERS employees can contribute up to 10% of their wages and that money will be matched by the USPS up to 5%. There is an automatic 1% placed in our account , then $1 for the next 3% we add and 50 cents on the next 2%. There is a catch up program for those of us over 50.

    He explained that at retirement we can make different withdrawals from out TPS account. We can take partial, full, monthly, single payment, life annuity (through Met-Life), or a mixed withdrawal. Each one of us will have to choose the plan that will work best . Please attend the Fall Booster for more information to have a better understanding of which plan will work for you.

    I have received many reservations for the Fall Booster on Nov. 15th. Please fill out your form and send it in before Nov. 1th.

    Hello everyone and welcome to fall.

    I would like to encourage everyone to try to attend their fall district meeting. If you can’t make your dis-trict meeting, consider attending another district meeting. There is a lot of information to pick up and you don’t want to miss out on it.

    Speaking about information, recently at the National Convention in Reno, Nevada, I was able to attend several seminars offered there for the members. I have attended some of them in the past, but I always try to attend as many as I can and as often as I can. There is invariably new information or something you didn’t catch at the last presentation.

    I attended the entire or some of the following seminars; Thrift Savings, Retirement, Legal, Academy Trainers, Provident Guild Meeting. There were many members that also took advantage of these and other seminars offered.

    At the Thrift Savings seminar I learned that there was an effort to reduce the percentage earnings from contributions to the G-Fund. Fortunately, this was stopped for now. I also was able to pick up informational handouts.

    President Dwyer has assigned Director of Steward Operations David Heather to update and oversee the Rural Carrier Academy Training. A seminar was available to give Academy Trainers resource material handouts. Mr. Heather, along with Chrissy Miller (Pennsylvania RLCA ) and Renee Pitts (Washington RLCA) took questions from academy trainers. A survey was provided in order to get feedback from academy trainers across the nation. Postmaster General Megan Brennan stated in her address Tuesday morning at the Convention, that she is committed to seeing improvement in retention of new hire RCAs. I am not an Academy Trainer, but I was interested in what would be presented at the seminar. It was not a disappointment.

    At the Retirement seminar I picked up the handouts available for CSRS and FERS. I didn’t stay for the entire seminar since I was at the first seminar offered by OHRLCA in Newark in 2013. Also, because we are very happy to have Ms. Joni Montroy coming to Ohio again for the Fall Booster. If you are considering retiring in the near future or just curious about the process, you can’t afford to miss this Fall Booster on November 15th.

    The Legal seminar was unique and stimulating. Legal Counsels Michael Gan and Mark Gisler presented a series of hypothetical scenarios where the National office would have to decide whether the legal resources would be wisely used or if they would be better spent elsewhere. The discussions that resulted from the scenarios presented were extremely intriguing and there was a lot of partic-ipation. In addition, there was a slide presentation and a handout explaining about Pre-Disciplinary Interviews, Weingarten Rights, Kalkines Rights, Garrity Rights, and Miranda Rights. All and all, it was a very good seminar that I will be sure to attend again next year.

    Since I am our state Provident Guild Representative, I also attended the annual meeting. I truly enjoy getting together with the repre-sentatives from all the states and the National Provident Guild Officers. Everyone takes turn sharing ideas for increasing membership and acknowledging current members. I would like to extend an invitation to join the Provident Guild to any member under age 56 and their spouse if under age 56. As in the past, I am continuing to waive the $2 application fee to new member sign-ups. I have planned a new incentive for anyone signing up at the Fall Booster in November. I will also have a special thank you for existing members. There will be applications and information available at the district meetings. I don’t want to leave anyone out, so if you turn in a completed form with payment to any board member at any of the 13 fall district meetings, your name will go into a special drawing. This will be for one free $10 membership for the person whose name is drawn at the Fall Booster from new sign-ups at the fall district meetings. I am looking forward to seeing everyone in November.     Thank you Ohio for making this year a most memorable one for PAC. As a state we raised $63,605.59 a new record for a single year of donations, also Ohio finished in 2nd place for per capita with $14.94 per member being donated to the Political Action Committee (PAC).

    Now for a start of a new PAC year, we have some old favorites along with some new flair. We are still doing the beef raffle, we have an ANGUS steer donated this year by a member, complete with the pro-cessing, just like last year. There will be three prizes of approximately 220# of beef each. The drawing will happen at the lunch break of the fall booster/retirement planning meeting on November 15,2015 After we draw for the meat prizes we will be selling reverse raffle tickets for state convention. Don’t get shut out get your tickets early, the more you buy the better your chance of winning.

    This year at state convention the top prize for the reverse raffle is going to be on display (hopefully, if it arrives in time) at the fall booster meeting. Hint: it’s worth over $5000.00. So if you want to be one of

    the first to see what it is come out to the booster/retirement-planning meeting on November 15, to find out what it is. I am sure you will want to purchase some tickets for this prize while you are there. There will also be other prizes as well to be drawn for at state convention (to be determined at a later date) Last year we awarded a prize after every 20 numbers drawn.

    We have begun receiving items for the state convention already, we have some OHIO STATE banners, a wood carved “BRUTUS THE BUCKEYE”, a wood carved eagle, some silver ingots that are .999 % pure silver from Virginia City, Nev. Both of these are part of a set of seven honoring the locomotives used in Virginia City to bring the silver ore to the processing center, why should you care?.... well one is named the “DAYTON” and the other is named the “COLUMBUS”, two cities in the great state of O-H-I-O. Each comes with some history surrounding the use of the engine as well. So when you are out doing some shopping and you find some-thing interesting that would bring some BIG BUCKS, NO WHAMMYS pick it up and donate it to PAC. You will receive full credit for the donation and it helps us raise our PAC totals for the year.

    We have once again set our goal this year at $75,000.00 and with the great state of Ohio behind us I believe we can accomplish this.     Wow!! Fall is here and summer is over. What a summer we had. This summer has produced the very worst vegetable garden I have ever had in my many years as a gardener. Good thing I have extra vegetables from last year canned in jars and frozen in the freezer. Hey, speaking of freezers let me help you fill your freezer with Angus beef!     Well folks let get into the meat of the legislative bills that might affect us as Ohio rural car-riers. Lets start with Federal Compensation Bill H-R-785: The Federal Employee Pension Fairness Act presented by Rep. Donna Edwards, D-MD. This bill has 22 democratic co-sponsors and will repeal the laws passed in 2012 and 2013 that increased the Federal Employees Retirement System contributions for newly hired federal employees. This bill has been referred to 3 house committees. (NARFE, Sept 2015).

    There are 3 main postal reform bills that we need to watch and inform our elected officials about. The first bill is H-R-12. This bill expresses the sense of House that the Postal Service should take

    measures to ensure continuation of six-day delivery presented by Rep. Sam Graves, R-MO. This bill has 164 democratic co-spon-sors and 46 republican co-sponsors. As a resolution, it will not be sent to the president and, therefore, cannot become law. This bill has been referred to the House Committee on Oversight and Government Reform. (NARFE, Sept 2015)

    The second bill is H-R-784: Protect Overnight Delivery Act presented by Rep. Rosa DeLauro, D-CT. This bill repeals the service standards implemented by the Postal Service on 1/5/15 and directs the Postal Service to reinstate service standards in effect on December 31, 2011. This bill has 99 democratic co-sponsors and 3 republican co-sponsors. It has also been referred to the House Committee on Oversight and Government Reform. (NARFE, Sept 2015)

    The third bill is S-1742: Rural Postal Act of 2015 presented by Sen. Heidi Heitkamp, D-ND. This bill returns to service stan-dards of July 2012, preserves six-day delivery, puts two-year moratorium on plant closures, and has strong mitigation procedures for closures and reductions in hours of rural post offices. This bill has 3 democratic co-sponsors. This bill has been referred to the Committee on Homeland Security and Governmental Affairs. (NARFE, Sept 2015)

    The remaining months of 2015 will be very important to getting any postal reform bills passed. We need to contact our Senators and ask for their support on these four bills. If we do not have any postal reform by the end of this year, it is doubtful that we will see any until 2017 due to focus switching to the presidential election in 2016. Please to continue to write your letters and make your phone calls as you have done in the past.

    CIRCLE THIS DATE: SATURDAY, OCTOBER 17, 2015

    With the new fall season, comes many changes and for our craft they all start on Saturday, October 17th. This is the date for the new evaluations for any carrier that was made to participate in the special September count, 2080/2240 work hours start over, any X day earned must be taken in the same pay period, the new Relief Day Work List is in

    effect and a new chance for the election of high/low option. The Ohio Valley District counted 83 routes and this was due mainly to the implementation of DPS letter mail. Thirty percent of those carriers attended a mail count seminar on Sunday, Sep-tember 13th to be better informed. We even had a few carriers that joined the union on that day. Congratulations to those carri-ers for making a great financial decision. The new guarantee year starts which means 2080/2240 work hours begin. With the start of the new year then the special rules apply for using X days. From October 17th thru December 25th - any X day earned must be scheduled by the employer within the same pay period. No previous earned X day can be used in this time frame. (Article 9.2.C.5.j) From September 26 thru October 9 all regular carriers will have the opportunity to sign the Relief Day Work List (RDWL). This new list will supersede the previous list and will be effective October 17th. By signing the list then you are willing to work any relief day that management needs a carrier but we are not entitled to the work. If you are asked to work then you will be required to work even if you have plans for the day. The only exception would be is you have already requested leave either the day before or after your relief day. A carrier can get off of the list at any time but will only be allowed to place their name back on the RDWL during the sign up period. A carrier on the RDWL will have the option to take a DACA code 5 (150% of your daily rate of pay), a DACA Code 3 (50% of your daily rate of pay and an X day to be scheduled by your employer), or an X day that is scheduled by mutual agreement. October 17th will be the new effective date for changing the high/low option classification. A carrier must have at least 10 years of service in as a regular carrier before October 17th. Secondly, you route must qualify in more than one route classification such as 46H/42J. Article 9.2.C.7 of the National Agreement discusses the Classification Option and Reviews. A carrier must have demonstrated that they will not exceed 2,080 hours and agrees in writing to use sufficient annual leave to stay under 2,080 hours. High option means that you are willing to work more/have less time off since you are giving up a day off and receive more pay. Low Option means you want your days off and will have less pay. We are the only craft that in the world that has the right with high option to tell management that we are working our relief day, they pay us overtime for it and our retirement is based on that over time as well. Remember at the

    beginning of a pay period, you can always go from high to low option at any time of the year. There are only three way to go from low to high option: mail count, interim adjustment or the start of the guarantee period.

    REGULAR CARRIERS: This hint is for regular carriers and re-tirement. At the beginning of each year annual leave is advanced. Naturally, if we are retiring this year then we want to use up all of our annual leave. But be careful. The advancement that we receive at the beginning of the year is based on you working all 26 pay periods. If we use all of the leave and only work a partial year before retiring then you will be receiving a letter of demand from the postal service. Some carriers are shocked when they have gotten a letter of demand for thousands of dollars. Don’t let this happen to you. RCAs: This issue comes up often about switching routes on the matrix. Once the list has been established then there should be no switching of routes. Article 30.2.E.1 states that at the time of the initial vacancy the assignment may be added to a PTF assignment or offered to qualified substitutes, RCAs in the order of the lon-gest period of continuous service in the office. If an RCA resigns from a primary route that you want then that is the time you may switch provided no senior RCA wants that position. If no one takes the assignment and the route has been substantially changes (classification, relief day, or assignment of vehicle) or the regular carrier is on extended leave for more than 30 calendar days then the route will be offered to qualified relief carriers in order of continuous service in the office. This is the only time that the ma-trix is allowed to be changed. As management hires relief carriers then management fills in the vacancy slots on the matrix. LLV DRIVERS: Winter is coming and be sure to pay more at-tention to the tread on your tires. Do the penny test. If you stick a penny in the tread of the tire and you can see the top of Lincoln’s head then write your vehicle up for tires. I always found that I had a better chance of getting the mail delivered in a light snow storm if I had a good set of tires on it. POV DRIVERS: Before long the weather will be turning colder and it will be a lot warmer now to prepare your vehicle for win-ter. Check your vehicle’s tires, anti-freeze levels, battery, wind-shield wipers, etc. Make sure everything is good working order so that you may have a safe winter season.Have a Fantastic Fall, Your Union Sister, Cathy Funderburgh

    GPS TRACKING AND THE NEW SCANNERS

    As you may recall the old scanner (IMD) was produced by Motorola. The IMD had the capacity to utilize GPS technology to track the carrier on the route and to estimate the MPH speed of the carrier’s delivery vehicle. The new scanner (MDD) is produced by Hon-eywell and it has State of the art GPS tracking technology that is paired with the USPS new Delivery Management System (DMS). What does this mean for you the carrier, well the EAGLE is

    watching.The USPS awarded Honeywell’s Scanning and Mobility unit a contract to supply up to 225,000 Mobile Delivery Devices (MDD) at a staggering cost of $250 million ( $498 million YTD actual cost) and is expected to exceed $1 billion. The MDD was introduced by former PMG Patrick Donohoe at the March 2014 National Postal Forum. At the same Forum the Chief Informa-tion Officer (CIO) Jim Cochran called the MDD a” billion dollar bet on the future of the shipping business”.The USPS has been building up its scanning capabilities over the past few years, using its Intelligent Mail barcode (IMB) system, or for packages the Intelligent Mail package barcode (IMpb) system and has been requiring business mailers to use IMpb barcodes on every package in order to access commercial parcel service pricing.The MDD will be equipped to use multiple wireless networks for up-to-the-minute, real time tracking of deliveries (and you the carrier). They will also be able to access local wired and wireless communications, consolidate transactional data, and transmit collected data to applications requiring such informa-tion. Let’s not forget the IMpb barcodes include delivery address information, but also mailer identification information, payment information and details of extra services requested.What concerns me the most besides the lack of training, poor performance and a sour OIG report of the MDD is its ability to track rural carriers in real-time performing their day to day activities. The new Delivery Management System (DMS) allows the USPS to monitor carrier’s street activity thru Geo-Fence Technology (GPS).The DMS has been billed as a help tool. Management claims they can better support carriers on the route. A postal official was quoted saying, “when you see someone struggling…you can go out and identify what issue that carrier is having”. Regular Carriers auxiliary assistance is on its way don’t hold your breath.Management claims the technology benefits customers too. Customers can call in about their parcels and management can review the DMS and approximate when the carrier will arrive at the customers location.Should a carrier deviate from his designated geographic zone during street delivery to meet a delivery time on an express mail, an alert is sent to the supervisors in an email or text message. The DMS will display an icon to indicate the location and time-liness of each carrier. A red circle indicates the carrier is more than 15 minutes behind schedule, a yellow square indicates the carrier is fewer than 15 minutes behind schedule, and a green

    diamond indicates the carrier is either on time or ahead of their scheduled delivery time.The Geo-Fence Technology is displayed on the DMS as a series of pin points on a map. The map route tracking feature allows management to view the tracks (pings sent to the satellite). These tracks are sometimes called bread crumbs. They show the loca-tion of the MDD in real time or the user can specify a time of day to review. If you need to deviate from your route for any reason please get permission in advance if possible before you do so. Express mail deviations will not be problematic.The USPS deployed the new MDD’s in two phases following phase one the OIG performed an audit of the new program. In so much as the USPS disagrees with its findings as printed in its July 8, 2015 audit report number MI-AR-15-005 they are as follows.They found three common functionality issues: Screen Freezes, laser beam reader freezes, and insufficient battery life. Letter carriers used ineffective or inefficient workarounds, often counter to operating instructions when MDD’s did not work as designed. In addition, they found the MDD training program needs im-provement and the Critical Parts Center processed eBuy2 and help desk-requested MDD’s and accessories without ensuring the parts actually need replaced or are not covered by warranties. The report shows approximately $255,000 in spare or replacement parts that were under a three year warranty.Letter carriers also stated that they write down or take pictures of the delivery information with their personal cell phones and manually enter delivery information later or use another carrier’s MDD. They found that carriers were returning to the delivery unit or requesting that management bring them a replacement MDD.Management responded to the OIG audit in their letter of June 18, 2015 and attempted to rebut all of the OIG recommendations. Management disagreed that training was an issue and that there are plenty of training videos on their MDD website and that start-ing on September 1, 2015 the MDD training will be a part of the Carrier Academy curriculum. I guess we will just have to figure it out on our own or return to the academy for further instruction.Management denied the eBuy2 system needed oversite as related to the new MDD’s. The OIG report showed the USPS purchased $153,997 worth of spare MDD related equipment and accessories even though the scanner was deployed with its own equipment. The USPS purchased 1,900 spare batteries at a total cost of $61,949. Delivery units should not be maintaining spare batteries because the batteries have a minimum of 1000 recharge cycles (about 3 years) and should not need to be replaced unless they are defective. The report clearly shows that in the first six months that 70,000 MDD’s were deployed the USPS incurred an additional cost of $255,000 and if left unchecked will double following the deployment of an additional 200,000 units over the next six months.I want to leave you with this thought. You have a $1500 high tech computer housing a state of the art GPS tracker clipped to your belt.     My name is Jody Schuler, I attended my first National Convention this year. When I arrived on Monday, the board was having a session that I was able to attend, that I found very informative. This is where I was able to hear about the progress of the standard testing that is being conducted on the Rural

    Carriers Craft and where they are at this point.I enjoyed hearing about the future plans for the U.S.P.S from Megan Brennan, our Post Master General. There were several informative sessions scheduled after the convention ended each day that you could also attend. I met several carriers from other states and had the opportunity to meet several of our National Board Members, who were glad to talk and hear what you had to say. I liked having a vote in the decisions being made concerning our jobs and who is running our National Board.However, I also felt that some of the issues discussed at the convention took up valuable time that could have been spent on more pressing issues. There was also time to venture out and see some of the sites of Nevada if you wanted. Over all it was a good informative trip.     Attending my first national convention in Reno, Nevada in August was a exciting and eye opening experience! Never would I have imagined that my postal career would lead to being a delegate for our union.From the very start of the convention there was a family feel and down home friendliness. I would like to thank everyone for

    allowing me to be a part of this important democratic process. I wasn’t expecting to see the postmaster general but was pleasant-ly surprised with Megan J. Brennan’s remarks about the future of the postal service .It was nice to see the attention to better prepare and help RCA’s , a win win for everyone.Union Proud, Randy Childers

    I was one of 72 first time attendees – a record – which held an orientation in, of all places, a wedding chapel! We were in Reno, afterall!

    I learned a lot while I was there. From meeting the National board and putting a personality to the names and faces in our magazine, to the legal and legislative updates, as well as the many seminars offered on things such as TSP, OWCP, and retirement.

    Even though I attended as a Non-delegate, I went to all the meetings throughoutthe week.

    The importance of what goes on there is so overwhelming. All those rural carriers getting to tell theNational Board what we need. Updating and improving our Constitution.

    Seeing so many rural carriers in one room coming together for what they believe in. Getting to voice their opinions about what the USPS needs to address for our jobs. It was my first National Convention, but not my last. This is my job, my career, I need to be involved. I need to know what is going on. What the National Board is fighting for.

    Wow! Great convention in Reno! The speakers were very in-formative; especially the Postmaster General, Megan Brennan. It was nice to hear upbeat talk instead of doom and gloom. I especially liked the “ let’s work together” attitude.

    The Auxiliary Project for this year is something that can be very debilitating, but in some cases, can be managed. Multi-ple sclerosis is a terrible disease that can drastically affect the lives of so many. As with so many other diseases, family and friends suffer along with the afflicted. Raising awareness with our project items for sale and information pamphlets, hopeful-ly will in some small way contribute to finding a cure. I want to thank you all in advance for your efforts to help the cause.

    As usual, I am looking forward to seeing all of you soon at the meetings.
