Provided that in the case of a candidate (except acandidate appearing for Category I examination and acandidate for the Category IV) who had been appointed to theGrades mentioned in column 1 above on the result of aCompetitive Examination. including a Limited DepartmentalCompetitive Examination. such an examination should havebeen held not less than 5 years before the crucial date and heshould have rendered not less than 4 years approved andcontinuous service in that grade on the crucial date.

Provided thai in the case of a candidate appearing forCategories IV and IX examination who had been appoimed tothe Grade mentioned in column I above on the result of aCompetitive Examination including a Limited DepartmentalCompetitive Examination. such an examination should havebeen held not less than 3 years before the crucial date andhe/she should have rendered nOI less than 2 years approvedand continuous service in that grade on the crucial date.

Note I. Permanent or regularly appointed officers of theGrades and Services mentioned in Column I above who arc ondeputation to ex-cadre posts for a specified period with tll!'approval of the competent authority will be eligible to beadmitted to the examination. if otherwise eligible and theservice rendered by them during the period of deputation willqualify towards the length of service mentioned in column 2.

This. however does not apply to the officers of theGrades and Services mentioned in Column 1 above who havebeen appointed to ex-cadre posts or to another Service on"transfer" and do not have a lien in the Grades and Servicesreferred to in Column I.

Note 2 - Assistants of the Central Secretariat Service andStenographers of the Central Secretariat Stenographers'Service who have opted for appointment to the Indian ForeignService. Branch'B' and have been appointed to any Grade ofthat Service in pursuance of such option shall not be eligiblefor admission to the examination for Categories I and IV.

Note 3 - Assistants of the Central Secretariat Service andStenographers of the Central Secretariat Stenographers'Service who are on deputation to the Indian Foreign Service,Branch .B' shall not be eligible for admission to theexamination for Categories II and V.

4. 8. (i) After the examination. candidates shall be consideredfor vacancies in both the years i.e. 2012 & 2013 subject totheir eligibility for one or both the years and will be arrangedby the Commission in the order of merit as disclosed by theaggregate marks finally awarded to each candidate subject toqualifying standards for each paper/part of the examination a,decided by the Commission.

Year wise and category wise merit lists for inclusion inthe respective Select List will be based on the number ofvacancies candidate' s merit and choice (preference of yearand category, as eligible) and fulfillment of all other eligibilitycondirions. The Commission reserves the right to fixminimum qualifying standards for any or all stage(s) orpaper(s) of the Examination,

Where a candidate would have otherwise qualified on thebasis of aggregate merit/marks in more than one categoryand/or year of consideration, his/her inclusion in a particularselect list will depend on the category - year combination thatbecomes available based on the candidate's choice exercised atthe relevant time. Therefore, based on his/her merit, andsubject to vacancy position and other eligibility conditions, acandidate will be placed in the appropriate select list (categoryand year) factoring his/her preference. If a candidate's name isincluded in the select list for a particular category of aparticular year. his/her name will not be considered forInclusion in other lisifs} on the basis of his/her lowerpreferences.

Year-wise and category-wise merit list will be made basedon number of vacancies, candidate's merit, the preferenceindicated by the candidate and other eligibility condition's ifany.

(ii) The candidates belonging to any of the ScheduledCastes or the Scheduled Tribes may to the extent of till'number of vacancies for the Scheduled Castes and theScheduled Tribes be recommended by the Commission by arelaxed standard. subject to the fitness of these candidates forinclusion in the Select List for each category irrespective oftheir ranks in the order of merit at the examination:

Provided that ihc candidates belonging to the ScheduledCastes and the Scheduled Tribes who have been recommendedby the Commission without resorting to any relaxations/concessions in the eligibility or selection criteria, at any stageof the examination, shall not be adjusted against the vacanciesreserved for Scheduled Castes and the Scheduled Tribes.

Noter- Candidate should clearly understand that this is acompetitive and not a qualifying examination. The number ofpersons to be included in each Select List on the result of theexamination is entirely within the competence of Governmentto decide. 0 candidate will therefore have any claim forinclusion in the Select List on tho basis of his performance inIhis Examination as a matter of right.

9, The form and manner of communication of the result ofthe examination to individual candidates shall be decided bythe Commission in their discretion and the Commission willnot enter into correspondence with them regarding the result.

3. Penaltv for wrong answers (in Objective Type Papers)

THERE WILL BE PENALTY (NEGATIVE MARKING)FOR WRONG ANSWERS MARKED BY A CANDIDATEIN THE OBJECTIVE TYPE QUESTION PAPERS.

(i) There arc four alternat ives for the answer to everyquestion. For each question for which a wrong answer hasbeen given by the candidate, one third (0.33) of the marksassigned to that question will be deducted as penalty.

(u) If a candidate gives more than one answer, it will betreated as a wrong answer even if one of the given answershappens to be correct and there will be same penalty as abovefor that question.

(iii) If a question is left blank. i.c .. no answer is given by thecandidate, there will be no penally for thai question.
