VOL. 53 NO. 5 SERVING 2000 ENGINEERS & LAND SURVEYORS JULY, 2017 The Structural Engineers Association of Hawaii (SEAOH) and the American Society of Civil Engineers (ASCE) Hawaii Chapter mourn the loss of Dr. Alfred A. Yee who passed away in April of this year. His knowledge and exper- tise in engineering, especially relating to pre- cast, prestressed concrete, was sought around the globe. He received numerous accolades and honors for his contributions to his profes- sion. Dr. Yee was a highly accomplished engi- neer and inventor. He graduated from St. Louis School in 1943. He was later inducted into the St. Louis School’s Gallery of Distinguished Achievers and also participated on the Board of Trustees. He attained degrees in engineering from Rose- Hulman Institute of Technology and Yale University. Rose-Hulman Institute of Technology presented him with an Honorary Doctor of Engineering degree in 1976, for his contributions to concrete technology. Dr. Yee developed numerous revolutionary construction techniques and structural con- cepts for precast, prestressed concrete. He was able to overcome major obstacles using simple solutions. Dr. Yee held a number of patents for construction devices and systems. His NMB Splice Sleeve mechanical connector contributed to the seismic resistance of con- crete structures in the intense 1995 earthquake in Kobe, Japan; the State of Hawaii Legislature honored him with an Official Proclamation for this invention. In 1955, Dr. Yee also introduced the first precast, prestressed concrete mass production facility in Hawaii; which was also among the first facilities of its kind in the United States. Dr. Yee was President of Yee Precast Design Group Ltd and Director of Precast Design Consultants Pte. Limited in Singapore. During his over 65year career he had the opportunity to work on notable projects throughout the world including the Saudi Arabian Monetary Agency Office Buildings in Riyadh, 100 Washington Square in Minneapolis, and The Sail at Marina Bay development which includ- ed 70 and 63 story towers. Many of his projects in Hawaii are iconic and include the IBM Building, Kahala Hotel, Queen Emma Gardens, The Marco Polo, Ala Moana Hotel, and the USS Arizona Memorial. The gracefully curving, 400- foot-long, Alapai Street Pedestrian Overpass received the Engineering Excellence Award in 1970 from the Consulting Engineers Council due to its aesthetics. Some of his projects use concrete in ways that would surprise most people. Dr. Yee was an expert in the design and construction of floating concrete marine vessels such as barges and platforms. These systems provide lower maintenance and superior durability in harsh environments when compared to their traditional counterparts. He designed and pro- vided construction supervision for the world’s first oceangoing precast, pretensioned con- crete barges in 1964 for the Luzon Stevedoring Company in the Philippines. Another one of his projects was the world’s first Concrete Island Drilling System (CIDS) which is a 325-foot square floating platform made of pre-stressed concrete. The CIDS is able to withstand some of the most brutal conditions on earth as it trav- els through the Arctic Seas off the coast of Alaska. These concrete vessels utilize his patented “honey comb” design which utilizes cylindrical cells to provide buoyancy and strength. Dr. Yee also took part in the design of the Ocean Thermal Energy Conversion (OTEC) facility which is a concrete floating vessel with capabilities to produce fresh water, liquid hydrogen and electricity. Dr. Yee was deeply involved with the engi- neering community. He served on the University of Hawaii’s College of Engineering Dean’s Council. He took part on technical com- mittees for American Concrete Institute (ACI), Precast/Prestressed Concrete Institute (PCI), American Society of Civil Engineers (ASCE), American Bureau of Shipping (ABS), and the International Panel of Experts-Building and Construction Authority of Singapore. In addi- tion, he served as an honorary structural con- sultant to the Singapore Housing and Development Board (HDB). He was honored with innumerable awards and recognitions during his long career. He was the first president of the American Concrete Institute, Hawaii Chapter in 1961 and was the first president of SEAOH in 1969. Also in 1969, he has honored as Engineer of the Year by the Hawaii Society of Professional Engineers. He was elected to the National Academy of Engineering (NAE) which honors pioneers in engineering technology. Dr. Yee holds multiple honorary memberships (the highest recognition accorded) to ACI, ASCE, and CCPI. July 1 marked the start of our 2017-2018 fis-cal year and my term as President of ACECHawaii. For the past year under the leadershipof our newest Past-President, Corey Matsuoka,our organization continued thrive, and onceagain finished “in the black”. Thank you, Corey– you left big shoes to fill! I feel extremely priv-ileged and honored for this opportunity, partlybecause the long list of those that have servedas President before me reads like a who’s who(past and present) of Hawaii’s engineeringcommunity.

In the coming year, with the support of ACECHawaii’s Board of Directors, committees andstaff, we will continue advocating for the busi-ness interests of our member firms and we willcontinue hosting member events with distin-guished speakers, professional developmentsessions, and special networking opportuni-ties. National Public Works Week – CityProclamation

Instituted as a public education campaignby APWA in 1960, National Public Works Week(NPWW) calls attention to the importance ofpublic works in community life. NPWW is tradi-tionally sponsored and observed during thethird full week in May. Through the Week andother efforts, APWA seeks to raise the public’sawareness of public works issues and toincrease confidence in public works employ-ees and professionals who are the often-unsung heroes of our society.

Earlier last month, Hawaii Chapter was pre-sented with a State proclamation to designateMay 21-27 as Public Works Week. Additionally,Hawaii Chapter maintained an exhibit of vari-ous recent public works projects to energizeand educate the public on the importance ofthe contribution of public works to their dailylives. The annual exhibit was on display duringNPWW in Kahala Mall. This year’s theme“Public Works Connects Us” celebrated thevital role public works plays in connecting usall together.

Community Service – Grafitti RemovalHawaii Chapter participated in the City’s

Malama O Ka ‘Aina program by painting outgraffiti along a drainage channel in Kahala onMay 20, 2017. Program participants removedgraffiti under the supervision of the City andCounty of Honolulu Department of FacilityMaintenance. The volunteer event helped kick-off National Public Works Week, which includ-

Seeking suggestions on how to provideincentive for better attendance, such as charg-ing for various services. About half took theexam in April with the remainder planning forthe October exam. The exam is now specific toHVAC and Refrigeration, Machine Design andMaterials, and Thermal and Fluid Systems.Again, thanks to Professors Steven Masutani,Charlie Kinoshita, and A. Zachary Trimble fortheir time and effort assisting the mechanicalengineers become PEs. The free, year-round program provides opportunities forstudents to improve math and scienceskills.

To date in 2017, Hawaiian Electric hascontributed more than $102,000 toadvance STEM learning and enrichmentprograms for Hawaii students and educa-tors. The company has supported STEMprograms and initiatives in Hawaii for morethan 30 years, contributing more than $1.2million during that time

Local Elections for AACE Hawaii Section’sBoard of Directors were held in May. Thankyou to our supportive members and colleaguesfor making our events successful.

We completed the fiscal year with electionsand kicked off the new fiscal year with a visit tothe Board of Water Supply’s 1,500-foot watertunnel in Windward Oahu. This Wahe`e TunnelTour was held on Friday, June 2, 2017.Members were thrilled to have first-hand expe-rience of Hawaii’s water mountain storage andgain knowledge of our water cycle. It was fol-lowed by happy hour at Gyukaku.

Generally, our local section events has 25members and friends in attendance. We cur-rently have a membership of 35 cost engineer-ing professionals.

2017 RAYTHEON MATHCOUNTS NATIONALCOMPETITION RESULTS

This year’s competition was held May 13-16,2017 at the Hilton Orlando Lake Buena Vista,Florida. The results shown on the MATH-COUNTS website (“mathcounts.org/national-competition”) list the student ranking up to 56thplace and the Team ranking to 23rd place. Astudent from Texas took first place.
