A Year in Review2016 First and foremost, a big thank you to everyone who donated their time, money and/or

services to support the Dr. Garabed A. Fattal Community Free Clinic. Over the past few years, the

Affordable Care Act (ACA) and the development of the New York State health exchange reduced

the number of uninsured in our area. But, it did not totally fulfill Dr. Fattals dream of affordable,

quality health care for all. Each of you recognized that there is still a need for the

services provided by our Clinic.

During calendar year 2016, the Clinic operated in a steady state. Every Thursday night, new

patients were screened to determine their eligibility for any type of health insurance. If they were,

we facilitated their efforts to obtain affordable insurance. If they were not (or could not afford any

insurance options), they joined the pool of patients who rely on the Clinic for their primary health

care needs. They saw the doctor; they received medications; and they were referred to medical

specialists, community services, or other resources to obtain further support to address their

needs. New patients came and replaced those who had obtained insurance in a steady stream that

saw the census stabilize at around twenty patient visits per night.

Likewise, a continuous current of residents and medical students learned the art of

medicine as they interacted with our patients. Moreover, their understanding of medicine was

enhanced by assisting individuals whose access to nutritious food, adequate housing, reliable

transportation and other factors undermined their best efforts to attend to their health care issues.

To the point, we do not know what lies ahead. The presidential election results generated a

great deal of uncertainty about the impact of repealing and replacing the ACA. For the first time

since the ACA passed in 2010, the potential that the number of uninsured will rise instead of

fall seems real. Like everyone, we are keeping a watchful eye on the rapidly evolving efforts to

change the national health care policy. And regardless of the circumstances, the Clinic will be

there to provide primary health care to our neighbors who cannot afford the cost of health care
