This item was deferred until the next meeting as the Arena was booked and winter conditionsmade accessibility difficult. The FCC grant application is due in May which will still give theCommittee enough time to assess the needs of the Arena and complete the application. lt wasnoted that this year's recipients of the FCC grant included bathroom renovations, roofrenovations, dressing room renovations and kitchen renovations.

¡¡) North Dufferin Community Gentre Sign Update

The Committee has received permission to illuminate the sign from Dufferin County and as thesign is on a County road, MTO approval is not necessary. The Committee received a quotationfor the installation of solar lights to illuminate the sign at a cost of $3,500 + HST. The Committeeexpressed some concern regarding light pollution and if the adjacent neighbours were inagreement with the illumination of the sign. Chair Hayes offered to speak with the affectedneighbours. Committee members were encouraged to bring more affordable lighting solutions tothe next meeting.

The Secretary advised the Committee that the MMAH su that part of the next step in anStrategic Plan which will driveArena Working Plan would be to get involved with the

New Ontario Sport and Recreation Communities Fund (OSRCF)

The grant program supports a vision of getting and keeping Ontarians active in community sport, recreation and physical activity. The

goals of this fund are to:

increase opportunities for participation in sport and recreation by developing new programs or increasing access to existingprograms to encourage individuals to become more active and keep those who are, engaged throughout their livessupport implementation of physical literacy as a foundation for lifelong physical activity among individuals enabling them tomake healthier activity choicesstrengthen the community sport and recreation sector by providing training in areas such as coaching, youth development, andvolunteer development to provide enhanced service and quality programmrng.

The program will support projects of one or two years in length that deliver high-quality programs to provide Ontarians with more

oppoftunities to become physically active, including groups who experience barriers to participating and those who are traditionally less

active.

Eligible organizations include incorporated not-for-profit organizations that offer high-quality sport, recreation and physical activityprograms and have operated and been incorporated for at least one year in Ontario (this may include First Nations, Local ServicesBoards and municipalities).

Partnerships are not mandatory but are highly recommended; project applications demonstrating effective partnerships may be given

additional consideration.

' Create and implement an equitable access policy that includes tracking program/facility fees and addresses

financial barriersProjects will be eligible for one-year or two-year funding and must be completed by March 31, 2014 or March31,2015 respectively. Funding for multiple projects to the same organization is dependent on total demand forfunding;organizations may be asked to prioritize their submissions.

'1" - Charge Minor Hockey & Figure Skating the sarne as prime time public rates. The differencebetween NDCC prime time pubf ic and dlscounted rates for Minor Hockey & Figure Skating ls 23.4%.The increase would generate an additional$1¿558 per year (see Schedule H & J) and in essence allusers would be paying the same amount including Mulmur residents. A25 % discount seems to be theaverage discounted rate amongst munlcipalities for these associations. The Town of Shelburne doesnot have specific discounted rates for Minor Hockey & Figure Skating. Charges are at prime or non-prime rate based on number of hours per week (< 5 hour/week, >4.5 hour/week) and time of day (seeSchedule K). These rates applyto any troup or association. Non-residents reg¡stered in Minor Hockey &Figure Skating pay an additional $36 per year. Township of Mulmur and Township of Melancthonwould continue to fund NDCC ln the same menner as in the past.

a " B" - Township of Mulmur to increase ice rental rates for Minor Hockey & Figure Skating (SfOg -20L212O73, see schedule J) to be comparable to the Town of Shelburne prime time rate of g133 (> 4.5hour/week, see Schedule K). The difference of S3O per hour of ice time would generate an additionat$21,840 (Seo x 728 hours (average annual enrolment for Minor Hockey & Figure Skating). Mulmur andMelancthon would continue to fund NDCC in the same manner as in the past.

"C' - A20 % non-resident fee simifar to the Town of Orangevllle to be charged to all Minor Hockey &Figure Skating registrants, with the exception of Mulmur reglstrants. The fee would be collected by theassociations and forwarded to the Township of Mulmur with full registration documentation for auditverification purposes. Non-resident could apply to their respective municipalities to be subsidized forthe non-resident fee, similar to current pract¡ce with the the Town of Mono. The cost to themunicipalities is far less expensive than operating a facility of their own. The total fees collected for the2012/20t3 season would approximate Stz,t3o (511,900 MH - 20 %xr19 players x 5500 averageregistration fee) and (55,220 FS - 20 %x29 skaters x 5900 average registration fee). With theTownship of Melancthon users being considered a non-residenç an additional $9,630 (5f¿fgO -

57,500) would be generated in excess of the $7,500 current grant paid by Melancthon. The Townshlpof Mulmur would continue to fund NDCC in the same rnenner as in the past. lf the Township ofMelancthon was interested in joint ownership, both the Townshíp of Mulmur and the Township ofMelancthon would contr¡bute capital on an annual basis on a 5O/50 basis.

" D" - Operat¡ng costs contribution based on percentage of users and current funding by Mulmur and

Melancthon. The main munícipalities using NDCC are Mulmur & Melancthon. User fees would be

appficable to the other municipalities. This method would involve a significant amount of

administration. The associations would have to collect the user fees and remit to the Township of

Mulmur. Thls method would fluctuate from year to year dependent on the number of users from each

municipality. Under this scenarlo for 2012-2013, Mulmur would have contributed 59,662 (36.6%x

526,400) and Melancthon 5t6,738 163.4%x 526,400) (see Schedule l)' 525,400 represents the total

contributed by both municipalities in 2012 -20t3 (Mulmur s18,900, Melancthon $z,soo) (see

Schedule F). This represents $197 per user ($26,40011341.|n 2OL2, there are 63 users from other

municipalities which would generate an additional $L2,4L1. (63 x S197). Total from all municipalities is

S3B,8tt (59,662 + 516,738 + StZ,+ttI Any deficits would be absorbed by the Township of Mulmur.

"E" - Operating costs contribut¡on from Mulmur & Melancthon to be on a 50/50 basis' Under this

scenario for Z1l7-,the amount would be 513,200 from both partlcipating parties. Total current grant

of 526,400 (S18,gOO/$7,500f remains unchanged unless the total grant amount is raised overall. Both

municipalities would contribute to any deficits if lolnt ownership of the facility. Maior capital

contributions by Mulmur & Melancthon (for items greater than S2,500 which is the PSAB threshold for

depreciation) would be set aside annually ¡.e. $S,000 from each municipality, in a capital reserve for

future capital projects i.e. Zamboni replacement. Any shortfall in the reserve to be contributed equally.

A 10 - 20 year Capital Plan to be developed and incorporated into the Township of MulmurAsset

Management Plan. Since the Township of Mulmur owns the NDCC, a real estate appraisal would need

to be taken and any financial gain above appraised value on the disposition of the facility would accrue

to both parties on a 50/50 basis.

"F" - Operating costs contribution based on revised status quo percentage, which is currently

approx¡mately 7O%/3Oc,/6ISLS,1OO/SZ,SOO). For 2OL2, operating costs contribution from Melancthon

was 57,500 for 85 users (current funding formula ¡s the greater of 58S per user or $Z,SO0). Mulmur's

contribution was S1B,9O0 which pays for facility insurance premiums (S17,000) and external audit fees

(S1,9OO). A revised funding formula agreement to charge Melancthon 512L per user (S85 current rate

plus 535 non-resident fee (same as Shelburne) for a totel of 510,285 (2072l'vs. 57,500 (2012). This

results in additional revenue of $2,785 (S10,285' $z,soo) or S29,185 (S18,900/510,285) total grant.

Contributions by Melancthon to the Dundalk Community Centre were S14,000 for 2011 and 58,000

(subject to clarification) in 2012. Arena users at the Dundalk Community Centre as of December 2012

were 12 (Youth) and 19 (Adults). Both municipalities would contribute to any deficits if joint ownership

of the facility. Major capital contributions by Mulmur & Melancthon (for items greater than 52,500

which is the PSAB threshold for depreciation) would be set aside annually i'e' 55'000 from each

was reviewed atthe Council meeting helá on January24,2013 and Counclllooked atthings in the

Report from a different perspect¡ve'

Counclt looked at the lg-year accumulated surpluses and deficits and if Councll understood the

notes correctly from zOtá, the deficit would not have been $31,700 but, accordlng to Council's

calculations, would have been a deficit of Sa,600,the deficits, the aggregate total, was a loss of ap

over 10 years would result in an annual loss of athe majority of losses occurred in 2008, 2009 aManager of the Facility and the related costs as

cfrangËd. Council felt t'hat the average annual cost was very reasonable.

The other point that Council discussed was regarding ice time rentals. Council understands that

there may'be amenities offered in some oth", Ãrenas that cannot be offered at the North Dufferin

communitycentrethãiLouldaccountforthedifferentonicetimerental. However,Councllfeels

it might Ue trelpfut if the Board took a look at establishing an ice rate schedule simllar to Centre

Dufferin Recreation cáÃprl* wrrfch woutd discount the piice based on the number of hours and

times used, versus a specific user group.

Council supports the concept of user fees for those using the arena who live outside of Mulmur

and Melancthon.

I am emailing you under direction from the Honeywood Rec Committee. The Honeywood Rec Committee(formally known as the North Dufferin Recreation & Community Centre Committee) is working on a "workingplan." I believe Marco, from the MMAH, may have spoken to you about this. I relayed the message to theCommittee that the MMAH felt that someone from the Committee needs to get involved in the Township StratPlan regarding recreation. However, it is almost like a chicken/egg scenario... .the Committee almost needs tocome up with new and inventive ideas for the use of the Arena and a list of deficiencies that should be workedon to make it more usable to help the Township Strat Committee address recreation concerns. The Committeefeels that some direction in this area would be helpful- ie someone to help them to start'thinking outside ofthe box' and was wondering if you might be available to help. I know you have 1,001 things on your plate sothis might not be possible - but perhaps you might know someone? or an idea of where the Committee couldlook? The MMAH advised that they don't really have anyone.
